What does Free and Reduced Lunch Mean?

Title I Programming

-Putnam, Irish, Laurel, Harris, Bauder, Linton are Title I schools.

-NCLB is now ESSA (Every Student Succeeds Act)

-CDE has been very confusing on how we deliver Title I programming.

- Any school over 40% Free Lunch qualifies as a Title I school.

Serving Schools in Rank Order

-Ranked on per pupil allocation -PSD focus is on elementary school support, therefore secondary schools are not included. 2017-2018 Free and Reduced Percentage

-We never ask about a family’s documented status.

Title ID Delinquent and Neglected Sites

-We provide .5 staffing unit and some supplies/technology.

Title II – Preparing, Training, and Recruiting High Quality Teachers and Principals

-Feared it might be cut. Can get money or lose money at any given time. -Have instructional coaches for Lincoln, Blevins and 1 other school. -Resources for ElAchieve language acquisition program.

Title IIA funds can be used for the following activities:

Migrant Education Program

-Reduced staffing from this grant.

-Provide tutoring, sport participation, eco-week, etc. Free and equal access to education.

McKinney-Vento Homeless Education

-Average about 1000 students. Right now, 537 are identified. -In Fort Collins, there are 7 rooms for families in homeless shelters -McKinney-Vento act provides us some staffing. 2 Program Specialists (1.5 FTE) -Clothing, food, gas, auto repair vouchers available.

Title III – Language Instruction for Limited English Proficient and Immigrant Students

-58 to 81 different languages represented in PSD.

English Language Development

-Dismantled magnet sites because it didn’t make sense for our community. Leveled playing field by providing English Language Development teachers in every school.

Current Number of Identified Emerging Bilingual Students

-ELD is a collective effort where every student has equal access to integrated learning in the core contents. -ELAchieve language acquisition program -All ELD students are tested with the ACCESS test.

What is the purpose of Family Engagement in PSD?

Family, School, and Community Partnering Standards by CDE

District Performance Framework Review (Robert Beauchamp)

Robert Beauchamp provided an overview of the preliminary District Performance Framework.

• Performance Frameworks are the accountability tool that provides consistent comparisons among all schools and districts in Colorado.

• State publishes one for every school/District. Publish a preliminary framework to give schools time to submit a request to reconsider. Frameworks will be finalized by the State Board of Education in November

• Celebration: We’re accredited! • Test Participation Rate: parent opt outs do not count against the school/district

Participation Rate. • Look at this through the lens of how it will inform our work with UIP. • Students with disabilities are compared with ALL students not just with other students

with disabilities. • Elementary:

o Science is only 5th graders. o Want to see kids grow 1 year for every academic year. Growth should be 50th

percentile or higher • Middle School:

o Middle school science is just 8th graders. o Opt out numbers change from school to school. o MS language arts and math is something we need to be addressing. o Schools have different strategies for improving participation. Conversing with

parents when they return opt out forms. Educating parents on what the student is missing out on by not taking the test.

o ESSA requires 3 thru HS to test and they tie money to it. • High School:

o Participation rate of 52% (9th graders), therefore the data is not representative of the school population.

o PSAT had a participation rate of 87.4%. Relevant for college admission. • Post-Workforce Readiness:

o Participation rate for SAT 93.1% o Graduation rate: 89.4% (7 year completion rate) o Some students pay to take the SAT and don’t want to take it a second time so

participation rate could be higher. o Matriculation piece is something to dig into. Who does it capture, who doesn’t

it capture?

Colorado Education Network (D.J. Anderson)

DJ provided information on the function of the Colorado Education Network.

Students are Colorado’s greatest natural resource.

Colorado has nearly 900,000 public school students. Their experience in school will determine the future of this amazing state.

Colorado’s economy needs skilled workers to help us compete globally and to meet the needs of tomorrow’s employers in aerospace, computer software, construction, health care, technology and other innovative sectors.

Colorado has one of the fastest growing economies in the country, yet we are not adequately or equitably funding education.

It’s not universal It’s not sustainable It’s not available for every child

How can I show my support of Public Education?

• We need to educate community about funding. This is not a political organization.

• Tax policy in CO needs to change.

• Trying to get as many organizations and people to join our network.

o PSD BOE is on board with us.

o McGraw, Lesher has joined.

• Would love to get in front of as many parents as I can to educate them.

• TABOR and Gallagher amendments are holding back our educational funding.

• Would like to get the support of the DAC.

• Web site explains how per pupil funding has dropped every year. Over $2,000 per pupil below the national average in funding.

• Smaller school districts are hurting.

• Next month, Dave Montoya will be here and he will be asked to address the Gallagher amendment, negative factor, TABOR, etc.

• Ask you to share these cards to SACs or anyone interested in joining the coalition.

• The Governor has a committee, 2018 Table Coalition, Legislative Council are all looking for answers and seeing if something should be on the ballot.
