ExecutiveSummaryThereviewreportof theFirstYearReviewencouraged theconsortiumtoactmorequickly tocommunicatetheresultsoftheimpactanalysis,datacollectedandresultstothestakeholdersintheFI-PPP.InparticularitwasrequestedthatFI-ImpactmakethedatacollectedavailabletotheEuropeancommission,the16Acceleratorprojectsandtotheirsub-granteesmorequickly.Thisdocumentresponds to thisrecommendationanddescribes theconcreteactionsundertakentoensuredeliveryofinformationanddatainatimelyandwidelyaccessiblemanner.Theplanandcorrectiveactionswereestablishedimmediatelyfollowingthereceiptoftherecommendationsin January of 2016 and the current update describes the actions performed. The documentdescribes the access to data and findings through the new mechanisms established toaccommodate this recommendation including the establishment of a FI-PPP communitydatabase,AcceleratorSpecificReporting,developmentandcommunicationof casestudiesandprofiles for a selection of the Sub grantees that are deemed particularly promising, anaccelerator specific survey, seminars to meet the Accelerators and discuss their results,publication of statistics and infographics, use of themobilize and basecamp tools, use of theConcord newsletter, workshops and attendance in Accelerator and SME events. Much of thisinformationisalsoincludedinotherdeliverables,buttoclearlyrespondtorecommendation1of“RecommendationsConcerningFutureWork”andensurethatinformationiscollectedinoneplace,thatinformationmaybeinpartrepeatedhere.

1. IntroductionDuringtheYear1reviewtheReviewteamaskedtheconsortiumtoensurethatthedatacollected and results developed were more readily available to the community. Thisdocument, presented as an additional informal deliverable, discusses the approach oftheconsortiumtoaddresstherequest.Inparticular intheReviewreport inthesection“Recommendationsconcerning futurework”,reviewcommentnumber1recommendsthattheconsortiumfindmechanismstoexploit “project data and insights more rapidly”. The review comment said: “The FI-IMPACTconsortiumissittingonagoldmineofdatathatmustbeturnedintousableandvaluableinsightsintotheoperations, lessonslearnedandbestpracticesfromthisveryinnovativeCommissioninitiative.Thereviewersareconcernedthattheinformationandanalysis isnot feedingback to theAcceleratorsand subgrantees rapidlyenough. It isurgent to provide information (including regular stylised Infographics), analysis andinsightstotheAcceleratorsandsubgranteesrapidly.Thesedatawillneverbeperfect,anddecisionsneedtobetakenassoonaspossibleandatthelatestbytheendof2015toget the informationto theFIWAREecosystem, including theEuropeanCommission, tostrengthentheoperationsoftheecosystem,inparticularPhase3Acceleratorsandtheirsub grantees, and for more general publicity and awareness. The consortium isrequestedtoprovideareportbyJanuary2016,provisionallycalledD6.1, todocumenttheinsightssharedwiththeAcceleratorsandhowthiswasdone.

Theagreementastohowthiswastobeachievedwasdiscussedandagreeduponintheconsortium following receipt of the review recommendations in January of 2016 andthisdocumentdeliveredattheendoftheperiodthediscussestheactionsperformedtoaddresstheseconcerns.InparticularitdiscussestheapproachtoensurethatFI-ImpactdatawasavailablebemadeavailabletotheFI-PPPstakeholdersinatimelyfashionandthat constant incremental insight and data was provided to the stakeholders asdescribed in the following chapters. The information, data and reportswere supplieddirectlytointerestedpartiesandduetothefactthattheseactivitiesandtheoutputwerenotoriginallyplanned in theDescriptionofWork theyarenot completely reported inofficialdeliverables.ForthisreasonlinkstothedocumentationandartifactsthatattesttotheseactivitiesareprovidedinthisdocumentandofficiallytransmittedherewithtoCommissionservices.

2. ApproachandMethodologyTheactivitiesperformedareclearlyveryvaluableandthisreviewrecommendation,althoughrequiringadditionalunexpectedeffortfromtheprojectparticipants,hasbeenwarmlywelcomedandisseenbytheconsortiumandthestakeholdersasproviding

additionalvaluetotheFI-Community.ThisdeliverabledescribesthemechanismstoprovideaccesstheinformationbyallFI-PPPstakeholdersandinclude:

A. Acomprehensiveon-linenearreal-timedatasetabletobeexaminedbyanyFI-PPPpartyinterested;

B. Improvedreportingtoolsabletoprovidereal-timespecificinformationonadetailedAcceleratoractions;

C. Periodicprogrammewideinformationreleases;D. SpecificAcceleratorReportsforeachoftheAcceleratorProjects;E. PublishingofHighPotentialInitiativesoverviewsandcasestudies;andfinallyF. Surveysandcomparativeassessmentwiththeacceleratorprojectssharedand

discussedinthecommunity.Eachoftheactionswasplannedanddiscussedasaseparateparagraph.Linksareprovidedtotheplacetheartifactscanbefound.

3. Actionsperformed

3.1. OpenNearReal-TimeDatabaseThemostnaturalsolution to this recommendation is tosimplymakeallourdata immediatelyavailabletoallinterestedpartiesassoonasitbecomesavailable.Noneofthepartnershasanyinterest in keeping the datawithin the confines of their organizations butwewill recall thatseveraloftheAcceleratorProjectsaremanagedbyVentureCapitalcompanies(whomaketheirlivelihoodout of the competitive advantages of the initiatives they are funding) andprovideddata with reservation. Others are operating in areas like healthcare where a culture of dataprivacy is common. These Accelerators posed the condition that we sign Non-DisclosureagreementsbetweenFI-ImpactandthesingleAccelerators.AlthoughtheseallowedustoreportbacktotheAcceleratorprojectsregardingthedataabouttheiractivities, itseverelyhamperedourability tosharecertainpersonaldatawith thecommunity.Thiswas thecentralpoint thatlimitedusfromsharingdatawiththecommunityandwastheprincipalproblemthatleadtothisrecommendation.AsolutionwasrequestedfromthereviewersandtheEuropeanCommissionto resolve this issue. A request to rescind the NDA agreements was officially requested andobtained from each of the Accelerators that had originally requested the NDA Agreements.Furthermoreitwassuggestedthatnotalltheinformationinourpossessionwassubjecttotheseagreements. It was discussed and agreed that personal information regarding the “personal”data should be published by the Accelerators themselves and the FI-Impact project wouldintegratealloftheotherdatainourpossession.

Methodology

Thisdatabasewaspreparedasfollows:

1. FI-Impact prepared a list of all of the funded initiatives little by little as they werefunded.

2. ToeachinitiativeitassignedaUniqueIdentifier3. Theunique identifier, thenameof theAcceleratorProjectand thenameof theproject

werethenpublishedinanonlineopenaccessspreadsheet4. Eachoftheacceleratorprojectswasrequestedtoaddthebasicandpersonalinformation

abouteachoftheirsub-grantees.5. Fi-Impactusedtheuniqueidentifieroftheprojecttomatchandthenintegrateallofthe

datathatwasknownaboutthatsubgranteefrombothourproposaldatabaseandfromourSurveydatabase.

6. Data from the external data service Mattermark (recommendation number 7 of thereview report) wasmapped to the unique identifier and added to this database. Thisdatahasbeenregularlyupdatedweekly.

7. FICORE was asked to insert their business assessment following the same uniqueidentifier

To date, this is the single most comprehensive data set regarding FI-PPP Phase IIIAcceleratorand sub-granteeactivities. It contains200datapoints for eachof the985(989entries) sub-grantees fora totalofmore than 190k data points.Thisdoesnotinclude the weekly update of Mattermark information, which essentially doubles theamountofdatapresent.Sharing

Thedatasetisavailabletoanyonehavingthelinkabove.TheavailabilityofthedatasetwasimmediatelymadeknownandavailabletoalloftheAcceleratorprojectsandtheEuropeancommission.Ithasbeenusedbyallpartiesinpreparationofreports,asthebasisofdiscussionduringAcceleratorteleconferencesandhasbeenaprimarydatasourceforinternalandexternalstudies,analysisandreporting.Externalgroupsuseditasadatasourcefortoolpreparation(forexampleMobilize)ortheprogrammeresearch(forexampletheFIWARE:EUSocialimpactstudycarriedoutbytheCentreforCitizenship,EnterpriseandGovernance).AlloftheAcceleratorshaveusedthisdataandcorrectedinexactinformation.

3.2. ImprovedSurveyDatabaseinterrogationtools

Immediatedetailedinformationhasbeenavailabletoboththesinglesub-granteetoassessandcomparetheirperformancewiththecommunityaswellastheAcceleratorstocollectdetailedinformationabouttheirportfolio.ThetoolsthatwereoriginallyshowninBetaatthelastreviewweretunedandreleasedatthebeginningofthisyear,FurthermoreinformationcomingfromtheexternaldatasourceMattermarkwasintegratedintothisreportingtoolduringthespringof2016.Sub-granteescannowhaveimmediateaccesstocomparativereportingtotheirscoringandcomparisonofimportantinformationlikemarketneedsorsustainabilitytotakeactionwhererequired.

UsingtheFI-impactwebsite,thecommunityinformationportal/platforms (Basecamp and Mobilze), the FIWAREpress office and the Concord FI-PPP newsletter, FI-Impacthasreleasedprogrammewideinformationtothecommunity. We have had constant news and twitteractivity in the News section of FI-Impact, releasingspecific information about Accelerator results or callactivity, but specifically in the context of thisrecommendation the project periodically released theinfographics specifically discussed and requested

following the review. The infographics cover variousthemes and are intended to be attractive and to avoidrepetition. To date there are 11 infographics that havebeen prepared and shared with the community. AcceleratorReportsInanotherattempt toshare theresultsofourresearchmorequicklydirectlywith theaccelerator projects, the FI-Impact project has provided the 16 Accelerator projectsdetailed information regarding their project data. We have prepared and deliveredindividual reports directly to the Accelerators. Each accelerator was evaluated and areportwasdrawnupcoveringthefollowingelements:AnIntroductioncontainingthekeyinformationaboutthereportandoutliningtheKeyMessagesthatemergefromthereport:I. The reports each also contain statistical annexes containing the raw data so that theacceleratorcanelaborateorusethedataintheirownreportingprocess.

MethodologyIntheinterestofcomplyingwiththerecommendationtoreleasetimelyinformation,thedata collection and analysiswas performed and the reportwas cyclically released asquickly as possible. Each of the accelerator projectswas examined and a preliminarystatistical and an operational profile was developed. This draft was originally sharedwiththeAcceleratorsinadvanceoftheA16meetinginMilan28-29January2016.DatawasdiscusseddirectlywiththeAcceleratorsandadraftreportwasdrawnupforeachoftheAccelerators.Again in thespiritof thisrecommendation,wedidnotwaituntil theAcceleratorshadfinishedtheirparticular fundingactivitiesbutsimplytransmittedthereportswiththedatawehadinourdatabasestodate.WethenupdatedthereportwithdataatthebeginningofApril,sentittotheAcceleratorforcorrectionsandapprovalandthenreleasedthesecondversionofthisreporttotheacceleratorsandtotheEuropeanCommission.

They are intended to raise general awareness of FIWARE sub-granteeachievementsandpotential.Theyare intendedtobepromotionalmaterial thatcanbeleveragedbytheEuropeanCommission,Accelerators,sub-granteesandFIWAREPressOfficeasevidenceofthesuccessoftheProgramme.Theycanalsobe leveragedbythesub-granteeswithinvestorsandclients.

The FIWARE profiles provide insight into the focus of the project, the organisationinvolved,sector,targetmarket,businessmodelandwebsite.Seventy-threesub-granteescompleted the co-authoring process leading to published profiles that they and theiraccelerators can use as dissemination material. This repository of FIWARE profilesprovides an insight into the wider variety of businesses, innovative products andservicesthathavereceivedsupportunderFI-PPPPhase3andtheFIWAREAccelerationProgramme.Theyaregroupedintotenthematicareas:3DPrinting;Agrifood;eHealth;Energy; Media; Security; Smart Cities; Social & Learning Transport and Other. Thesehigh potential initiative profiles provide an insight into the focus of the project, theorganisationinvolved,sector,targetmarket,businessmodelandwebsite.TheFIWAREprofiles have been disseminated by FI-IMPACT through the FI-IMPACT website andTwitter.Acceleratorsandsub-granteeshavealsodisseminatedtheprofilesviatheirownwebsiteandsocialmediachannels.

Eighteen FIWARE case studies were prepared and finalised in cooperation with sub-granteesforpublication.Theyprovideinsights intothevisionandmarketneed,targetmarketandrevenuestreams,competitivepositioning,enablingtechnologyandprogressto date for showcased sub-grantees. Theywere grouped thematically under agrifood,healthcare, energy, security and innovation. PublishingofSuccessStories;Inadditiontothecasestudiesdescribedabove10of thesecasestudieswerebranded“Success Stories” and selected for dissemination through a FIWARENanosite via IDGonline publications. The FIWARE Nano-site was segmented into Energy, eHealth andAgriFood. IDGauthoredaone-pageeditorialoneachsector. InfographicsbasedonFI-IMPACT analysis were also published. IDG reviewed the FI-IMPACT FIWARE Casestudiesandauthoredaone-pageeditorialforeachofthesub-setofcasestudies(Energy- Beeta, OEEX, TeskaLabs; eHealth - Oviva, 8fit, Findster, Mixeat; Agrifood - QIFresh,SUR+,Agrivi).TheNanositealsoprovidedalinktothefullcasestudyontheFI-IMPACTwebsite.TheprimaryaudiencefortheFIWARENanositeprogramwasEnterpriseITandITManagement aswell as ITDecisionMakers. IDG targeted these job titles across allverticals but put specific emphasis on theEnergy,Healthcare andAgriculture sectors.Thisfacilitatedgreaterawareness-raisingwiththewidercommunity.

3.7. Surveysandcomparativeassessment

Asrequestedbythe1stReviewReportoftheFI-IMPACTproject,thestudyteamcarriedoutanin-depthanalysisofthemainpracticesimplementedbyPhase3Accelerators’andtheircorrelationwiththesub-grantees’performance.Theultimategoalistoidentifythegoodpracticeswhichmostinfluencedthechancesofsuccessofsub-grantees,inordertoprovideusefulinsightsforthemanagementofsimilarprocesses.

It should be stated immediately that this analysis was not meant to evaluate theAccelerators’assuch,topraisethegoodandshamethebadperformers.However,since

Phase3isnotastandardventurecapitalfundbutapolicyinitiative,itisrelevanttolookatthemixofactivitiesexperimentedintheprogrammeandanalysetheevidenceaboutwhichofthemappeartobecorrelatedwithahighfrequencyofgoodperformers.

Toachievethisgoal,intheperiodJanuary-May2016FI-IMPACThasdesignedasuitablemethodology, developed a database of 23 comparable indicators of acceleratorspractices,carriedoutface-to-facequalitativeinterviewswiththeA16coordinators,andcarriedoutanetworkanalysismeasuringthefrequencyofconnectionsbetweenallFI-PPPprojectspartnerships.Tomeasureperformanceofthesub-grantees,wehaveusedthe FI-IMPACTKPIs and theMattermark scores. A statistical correlation analysiswascarried out between all the quantitative indicators collected (based on the Spearmanmethod), and the correlation between each practice (for example funnel or pipelineselectionapproach)andthedistributionofperformancescoreswasanalysed.The results are presented as an annex to D.2.4 which draws conclusions about goodpractices and lessons learned. This analysis is justnowavailable and is beingwidelydistributed directly to accelerator projects, made available on the FI-Impact website,twitterandpromotedthoughthecommunityMobilizeplatform.

4. ConclusionsAccordingtoouroriginal intentiondescribed inourdescriptionofworktheFI-ImpactconsortiumexpectedprimarilytoprepareanddisseminatetheimpactanalysisoftheFI-PPP phase III assessing the sub grantee’s potential economic effects before the year2020.HoweverweclearlyunderstoodthespiritofthereviewrecommendationtohaveamoretimelyeffectonthecourseoftheFI-PPPPhaseIIIactivitiesandnotsimplyassesstheprogrammeaswasouroriginalplan.Newormodifiedactivitiesincluding:

1) Acomprehensiveon-linenearreal-timedatasetabletobeexaminedbyanyFI-PPPpartyinterested,

2) Improvedreportingtoolsabletoprovidereal-timespecificinformationonadetailedAcceleratoractions;

3) Periodicprogrammewideinformationreleases;4) SpecificAcceleratorReportsforeachoftheAcceleratorProjects;5) PublishingofHighPotentialInitiativesoverviewsandcasestudies;and6) Surveysandcomparativeassessmentwiththeacceleratorprojectssharedand
