EXECUTIVE SUMMARY

This document describes the Plan for Dissemination and Communication Activities of the Consortium for the APRAISE project. A detail dissemination plan will be worked out in the beginning of each semester specifying the dissemination activities. The Dissemination and Communication Plan will set out the details of the types of dissemination activities to be undertaken during the APRAISE project lifetime, focusing on different key actors. The Dissemination and Communication Plan of the APRAISE project will be based on the following key elements:

To publicize the research results, accumulated knowledge and gained experience;

To raise awareness about environmental policies interrelationships and impacts at national and regional level to all potential interested parties;

To implement a variety of dissemination activities envisaged by the periodic dissemination and communication plan, promoting networking activities and fostering potential co-operations.

A pro-active dissemination and communication plan was elaborated to be undertaken so as the main outputs of all project results to be effectively disseminated to the following categories of related stakeholders:

European Union (EU) and Member States (MS) Government Officials (Research & Innovation, Environment, Energy, Development, Transport etc.);

Academic Institutions, which must be constantly up to date with the scientific results of the project;

Business associations, e.g. those representing the private sector (MS or EU level);

Small and medium-sized enterprises (SMEs);

Entities producing sustainable environmental technologies;

Investors, technology importers, entrepreneurs etc.;

Utilities (gas, electricity, coal etc.);

Industries (metal, paper, textile etc.);

Regulatory authorities;

Financing institutions;

Consumers / end users of energy and their representing associations etc. ;

Civil society (international or national NGOs, like WWF, Greenpeace, Friends of the Earth, etc.). All the aforementioned actors will be continuous recipients of a series of dissemination activities, which will aim to keep them informed for a number of issues concerning the APRAISE project according to their special nature and interest. Briefly, dissemination activities will include:

Presentations of the project’s objectives and results into events, forums and conferences. The scope is to inform governmental, academic, commercial and other interested bodies and groups on the results of APRAISE.

The creation of the APRAISE website that will aim not only to present the project’s results but also to be a referenced site containing useful disseminating material, as well as relevant policy interactions and scientific material and useful links concerning economic, socio-economic impacts of policy mixes, assessment tools, etc. The web site will incorporate a public, a partners’ and a members’ area with different access right to the uploaded material as well as an electronic forum, where the users of the website will have the opportunity to discuss about the relevant to the project topics.

The organization of Workshops that will elicit inputs from stakeholders obtaining feedback regarding policy mixes and its implications, conducting scenario and model based assessment of policy interactions and impacts, drawing conclusions in terms of efficiency, effectiveness and efficacy for a range of environmental policy instruments individually and in combination with others in each of the sectors assessed leading to a set of policy relevant, efficient set of policy synthesis and recommendations.

Academic Publications/Presentations in International Congresses that will diffuse the R&D results to academic community. Scientific surveys will be written on the project’s results, and will be published in academic journals, which will be presented in national and/or international congresses for Energy Policy, Research Policy, Sustainable Investment and Innovation.

Production and distribution of promotional material of the project’s results, progress and potential benefits will be produced and offered during the publicity campaign - e.g. brochure, newsletters etc.

Collaboration with related projects from the aspect of information exchange in order to offer harmonized results in related activities and to provide a kind of “Knowledge Map” in related scientific efforts.

1. INTRODUCTION

Efficient dissemination is a fundamental activity in any research process, since the success of these dissemination activities contributes decisively to the utilization of project outcomes by all interested actors and target groups. Even a project with fruitful outcomes cannot guarantee impact maximisation of its results without a direct access to the target audience. Careful and early planning of dissemination activities is therefore of utmost importance. Dissemination is a horizontal activity and concentrates on disseminating the results of APRAISE project itself to a wide range of existing or potential stakeholders. Special attention will also be paid to the transfer of knowledge to the indentified target group based on a tailor made approach. The objective of deliverable D6.1 Dissemination and Communication Plan is to identify and organize the activities required to be performed in order to promote the exploitation of the project results and the targeted dissemination of knowledge from the project. In addition to the dissemination approach that will be applied, this deliverable also provides the necessary guidance for an efficient dissemination strategy, while also offering the necessary templates for a professional awareness strategy. Dissemination and exploitation activities will be carried out for discussion refinement and dissemination of the methodology and models outcomes for the analysed scenarios. The plan defines the targets and the activities carried out, with their timing and implementation details. In order to ensure the application of a successful dissemination plan that will diffuse information but also contribute to the team’s reputation building, the detailed dissemination plan has been based on the replies of the following critical issues about our research:

What is our research aiming to clarify?

Who is or should be interested in the results?

What are we hoping to achieve by disseminating this research?

long term goals;

shorter-term goals.

Who will we target in our dissemination activities?

Who can use our research? (primary audience, secondary audience) The clarification of the above issues has taken place during the project initialisation phase, a number of arguments have been expressed during the Kick-Off Meeting and the final decisions took place shortly after the conference. In the beginning of each semester the dissemination plan will be revised specifying the dissemination activities for the upcoming period based on the project implementation progress, namely:

Academic Publications/ Presentations in various events (conferences, workshops, information days, etc.) at national, regional and international level;

Production and distribution of promotional material regarding the project’s results;

Collaboration with related projects and working groups from the aspect of information exchange in order to offer harmonized results in related activities and to provide a kind of “Knowledge Map” in related scientific efforts.

The APRAISE project aims to provide policy makers with an improved understanding of the efficiency, effectiveness and efficacy of existing and potential environmental policies impacts and their interactions at both the EU and MS level.

To fulfil these aims, the APRAISE project will work through various carefully focused groups through formal and informal mechanisms. Clear channels of communications between the project partners themselves as well as with the wider community will play a crucial role in the success of the project. The APRAISE project is envisaged to be beneficial for various target groups that are defined not only by their direct interest for the project results but also by their institutional, scientific and educational status. In this respect, project’s dissemination activities will focus on the following categories of target groups:

EU and MS Government Officials (Research & Innovation, Environment, Energy, Development, Transport etc.);

Academic Institutions, which must be constantly updated with the scientific results of the project;

Business associations, e.g. those representing the private sector (MS or EU level);

SMEs;

Entities producing sustainable environmental technologies;

Investors, technology importers, entrepreneurs etc.

Utilities (gas, electricity, coal etc.);

Industries (metal, paper, textile etc.);

Regulatory authorities;

Financing institutions;

Consumers / end users of energy and their representing associations etc.;

Civil society (international or national NGOs, like WWF, Greenpeace, Friends of the Earth, etc.). It is obvious that the above target groups have different and sometimes controversial needs. Therefore, in order to trigger the interest of an extensive range of target groups a tailor made dissemination approach will be adopted (Figure 1). A constant node for 24-hours per day of our project results that could address a wider audience via various e-activities will be the project web site. The electronic forum will also be operational 24 hours a day for the total project duration and could be elevated to a discussion forum for state of the art research in this area. Academic publications and announcements in International Conferences will address academic researchers and experts who are interested in the in depth analysis of our research. The promotional material will inform the wider audience about APRAISE goals and objectives and will direct interested parties to sources of more detailed information. The stakeholders’ dialogue, in the form of stakeholders’ meetings will be held in seven EU Member states (Austria, Germany, Estonia, United Kingdom, Greece, the Netherlands, Slovenia) and will thus be milestones for raising awareness and facilitating discussions on the research conducted and the accompanying results. The pyramid dissemination structure will finally reach policy makers and related stakeholders by producing one-page policy briefs.

Figure 1: Tailor Made Dissemination Strategy This highly diversified dissemination, as regards the various forms and mechanisms such as publications, workshops, seminars, web site, project factsheet, policy brief, conferences and dissemination material is expected to address the various target groups of our research, by fully respecting their particularities (e.g. policy makers due to their limited time availability will find very useful the one-page targeted policy notes). Finally, it should be mentioned that intellectual property issues will be addressed in order to guarantee that each partner benefits from the results of the project and will be allowed to commercialize them within the scope of its activities and respecting common rules. No single partner of the consortium will hold the right to individually patent technologies developed within the project, unless agreed with all other members. Regarding publications all standard ethics shall be respected by the consortium partners (i.e. if project results are to be published all contributing partners to a specific research component, have to agree and be acknowledged with regard to authorship, all scientific sources shall be properly cited etc.). Access Rights will be free for the partners for the use within the project and granted on a non-exclusive basis upon written request. This document, apart from the executive summary and the introduction consists of four sections dedicated to the dissemination plan, as follows:

Section 2 is devoted to the major dissemination means that will be created and used by all Consortium partners. These include the project logo and website, press releases, leaflets and other dissemination material.

Section 3 provides some organizational hints about the international workshops and national stakeholders’ dialogue meetings that will be organized during the project implementation.

Section 4 refers to the strategy that APRAISE will follow as regards major events (e.g. conferences, workshops, energy policy forums, sustainable investment forums etc.) that the project will aim to be presented. Finally, the section analyses the aim and the plan of publishing project results in a number of relevant scientific (peer review) Journals and Magazines.

2. DISSEMINATION MEANS

In order to ensure the application of a successful dissemination plan that will diffuse information but also contribute to the recognition of the project’s web site and other project deliverables, at the project start, a detailed development methodology of the plan for the implementation of information dissemination actions has been prepared and the main dissemination means are presented in the following chapters 2.1. PROJECT LOGO

An important action in order to establish the project’s identity is to design a project Logo, which will be associated and included in all documentation (paper or electronic) and publicity material relating to the project. The identity of the project is guaranteed by the project logo. To achieve this, a number of alternative project logos were created and examined with the aim of best representing the project scope in the simplest way. The official project logo was decided through an electronically voting procedure among the Consortium. The final choice was made with the following criteria:

The logo should be self representative;

It should be printed and distinguished in high quality on a color and grayscale format;

It should be easily conceived;

It should be memory grasping. The several alternative logos that have been prepared and discussed among the partners are presented in Annex A. In the following figure is illustrated the logo that was finally selected by the Consortium. The final version of the selected logo is the result of several attempts to communicate the APRAISE’s goals and it has distributed to all consortium partners in high quality copies.

2.2. PROJECT WEBSITE

The project website is an important and versatile dissemination tool. A public website of the project is developed for disseminating project results, for providing information related to the project and the partners and for the communication among all interested parties. It should be noted that the website will serve as an interaction point among parties interested in project results and later on it is expected to serve also as the basic point for providing APRAISE related information to all external parties. The website will explain the aims and objectives of the project and will be a constant node for the dissemination of information about project activities and results. As a dissemination vehicle, it will include any publicity the project has created, journal articles, other publications, and presentations at conferences. The APRAISE website will aim not only to present the project’s results but also to be a referenced site containing useful disseminating material, as well as relevant scientific material and useful links concerning

sustainability and environmental protection. The website will incorporate a public, a partners’ and a reviewers’ area with different access rights to the uploaded material. Furthermore, interested to the APRAISE parties will have the opportunity to receive newsletters and extra material regarding the project.

The purpose of the project website is to provide access to project results at two levels: one public and one private (i.e. password – protected) for project partners (Partners Area) respectively. Visitors of the APRAISE project website can view all the site material excluding the one hosted in the Partners Area. Additionally, all interested parties not involved in the project can register to receive newsletters regarding the progress of the APRAISE project.

Home domain welcomes visitors to the APRAISE project and has the User Login, Searchbox, Newsletter and APRAISE News sections. The User Login section provides access to Project partners and reviewers. The Searchbox section supports full-text search in the site’s contents. The Newsletter section provides the ability to register to receive newsletters. The APRAISE News section displays the most recent project developments, as well as the appropriate links in the News & Events page. The APRAISE page will include the aim, objectives, expected results, work structure and the partners of the APRAISE project. In the News & Events page the project workshops will be announced and all relevant organization details (info, agenda etc.) can be uploaded, as well as the corresponding presentations. In addition, other relative events (seminars, conferences, workshops, information days, etc) at national, regional and international level will be announced. Papers, case studies, scientific efforts and material related to the project will be listed in the Virtual Library page. The Consensus Building page will include the material for dissemination activities taking place throughout the project’s duration, as well as the project videos described in section 2.3 latter on. In addition, the forum section will be used by the visitors in order to discuss and exchange information. The Partners Area contains:

The gateway to the project’s document management and collaboration platform (www.apraise.org/share) where the technical documents produced by the Consortium as well as all the relevant material from the consortium events (agenda, minutes, presentations) are stored and shared among the partners.

The Reviewers Area contains the final drafts of the project’s deliverables so that the project reviewers can access and comment them. In the Results page major project results will be announced after the approval of the relevant WP Leader and the project Coordinator. In the Links page useful and relevant links are presented. Contact Details will form the basis of consortium-wide communication with a central mailing list maintained for this purpose. Any comments, questions etc. for the attention of all partners are sent via this list so that everyone can be kept informed of current activities. The alternative web designs that have been prepared and discussed among the partners are presented in Annex B. The official project website design is presented below:

The website is currently being enriched with dissemination material by all Consortium members. 2.3. PROJECT’S VIDEOS

Video production refers to audio-visual communications material (such as streaming video or other media) to convey the project message and results to a wider audience. With the growth of digital technology and the wide spreading out of social networks, creating a video for APRAISE is considered an additional mean to facilitate dissemination. Brainstorming regarding the use of video as a mean of dissemination led to the following suggestions:

Development of video concerning the main events of the project (e.g. international workshops);

Presentation of main outcomes & results. Indicative software tools to be used for the design of the video could be: Movie Edit Pro-video editing software by magix, studio 11 or premier etc. 2.4. ARTICLES AND PRESS RELEASES

A draft press release for the project will be created in English in order to present the APRAISE concept to a larger audience through magazines or e-press. The press release comes out in different sizes to fit better in alternate means of press. It could also be translated in selected native languages of the partners within the Consortium and efforts will be provided in order to be published at least once per participating country. It is expected that these press releases will raise public awareness about the project start, the project objectives, the project website, the APRAISE activities and events, the project outcomes (tools and scenario result analyses). Through these press releases information will be diffused and thoughts will be exchanged

regarding the APRAISE project to groups of stakeholders, several commercial and industrial players strongly related to the energy sector as well as to all potential interested in the initiative parties but also will contribute to the reputation building of the project team. Press releases will be made when there is progress to report and will also be planned in conjunction with project events. The info of these releases will also be available on the APRAISE website. Articles in specialised papers / chambers’ bulletins, newspaper articles for mass communication with target groups of project results will also be published. 2.5. APRAISE NEWSLETTER

A colored Newsletter in English will be produced at 6-montly intervals within the three years of the project for internal and external distribution to summarize all project advances. The newsletter is a custom mean for European projects to address a bigger audience both expert and non-expert and the general public. The first issue of APRAISE Newsletter will introduce the project, the project’s objectives, the consortium partners, providing contact points to obtain further information. The other newsletters will be used to provide updates on project progress, the project’s results, potential impacts and benefits, support the projects activities and achievements, and encourage participation in forthcoming initiatives and events. These newsletters will be electronically distributed and made available on the project website. The procedure for issuing the newsletter is the following: the editor (NTUA-EPU) will issue a draft table of contents for each newsletter which in turn will be communicated to all partners. Within a week’s time partners will provide comments and feedbact leading to the final formation of the newsletter. Each partner will contribute with related scientific work shaping the main context of the newsleeter. The contributors will send their articles/contributions to the editor in two weeks period. Then the editor will have another two weeks to compile the contributions and develop the final newsletter. The newsletters will be distributed on a wide scale to all identified target groups and concerned actors to ensure high visibility of the project progress. The newsletter shall be send to all registered members, who are interested in receiving the newsletter, via the mailing list through e-mail. This way the members can better keep up with the APRAISE progress. Last but not least the newsletter will be available through the APRAISE website to address the general public. 2.6. APRAISE LEAFLET

A short project description will be prepared for dissemination among stakeholders, at conferences and to other interested parties. The promotional leaflet will briefly describe the project’s aims, objectives, contents, expected results and participants. APRAISE will produce an early leaflet to serve dissemination purposes in a number of early events that the consortium either will organize or participate with an introduction to the project and contact information. It should be noted that additional leaflets will be designed and distributed before the project international workshops with brief descriptions of project’s progress and selected results. The APRAISE leaflet can be found in Annex C.

2.7. APRAISE FACTSHEET

The projects’ factsheet will be prepared and will be periodically updated every 12 months. This factsheet will be developed following the EC project factsheet guidelines on FP7 projects. In line with EC guidelines, the Project Fact Sheet is composed of strictly non-confidential data already collected through NEF and captured principally in forms A1 and A2 of the finalized GPFs. In particular, the project Acronym, objectives, project summary, project beneficiaries, EU funding, etc. as well as the contact details of the project coordinator are made available. Because the Project Factsheet is based on information in NEF, it is prepared by the Commission/REA without requiring additional input from the project participants. However, it is possible to arrange with the negotiating Project Officer to substitute a revised version of the project's A1 and A2 text for the purposes of the Project Fact Sheet. Therefore the proposed fact sheet will be reviewed and properly adjusted (if necessary) to the project’s prerequisites. The project fact sheets are accessible via CORDIS. 2.8. APPRAISE POLICY BRIEF

CEPS will coordinate the preparation of a policy brief within which all partners participating in WP 5 (policy synthesis) will contribute. Accordingly a policy brief (about 10-15 pages) will be written and compiled, summarizing the main conclusions of the research within this project. It will be thematic & horizontal evaluations and synthesized in “key” dossiers for policymaking facilitation. The policy brief will be available before the final conference of the project and will be made available on the APRAISE website and partners’ websites that have a solid record of high download numbers (e.g. CEPS webpage). 2.9. SOCIAL MEDIA TOOLS

Social Media has become a platform that is easily accessible to anyone with internet access. Increased communication for organizations fosters brand awareness. Additionally, social media serves as a relatively inexpensive platform for organizations to implement marketing campaigns and effectively disseminate outcomes and associated information. With the proliferation of niche sites and communities on the Internet, it’s becoming increasingly important to target long tail search terms and cast a wide net. In this framework exploiting all the assets social media has to offer, while paying attention to the related risks could be truly beneficial in successfully disseminating APRAISE scope, activities and outcomes. Some preliminary ideas include the use of social media networking and social media collaborative projects. Upload information on collaborative projects (e.g. Wikipedia)

Thus APRAISE will gain wide access to the power of web publishing to non technical users cost-effectively, while Wikipedia users will drive traffic to APRAISE website, articles, workshops, etc. Use Social Networks (e.g. LinkedIn, Twitter)

Along these lines visibility of APRAISE will be increased, whilst members of the consortium will improve their connectability with Stakeholders and enhance participation in Stakeholders Workshops. 2.10. ACCOMPLISHED DISSEMINATION ACTIVITIES

Since October 2011, when the project officially started, the first initial dissemination activities and events have already taken place. Starting with the Kick-Off Meeting (14-15 November 2011 in Brussels, Belgium), the partners of the project set the framework of the implementation strategy so as the best results to be achieved. The agenda and list of participants can be found in Annex D and Annex E, respectively.

Additionally, the first press release for the project has been created and published by the JIN in the “Joint Implementation Quarterly – Magazine on climate and Sustainability” (Annex F). Finally, three interventions regarding APRAISE scope and functioning role were made by NTUA-EPU during the following events:

Discussion Group meeting on Renewable Energy Sources Seminar on CSP held in Seville, Spain (29-30 November 2011);

3. APRAISE Workshops / Meetings

In order to increase the impact of the integration activities and the collaboration among partners, several Project Meetings will take place both in person and via teleconference. Besides the Kick-Off and Intermediate Meetings (three (3) intermediate meetings held in Groningen, Vienna and Brussels respectively), two International Stakeholders Workshops (ISW) along with National stakeholders’ dialogue process will be organized, supporting the dissemination activities planned in WP6. In this respect, it is important to plan stakeholder meetings to maximize their usefulness and maintain engagement of participants.

The National Stakeholders’ Dialogue Process (NSP) will take place as engagements among APRAISE partners and stakeholders that will both enhance and facilitate a bilateral fruitful dialogue among them, serving as a knowledge transfer apparatus for both sides. The NSP will be held in Austria, Germany, Estonia, United Kingdom, Greece, the Netherlands & Slovenia from September (2012) to February (2013). These meeting should help to get a better understanding of the interactions of policies (Task 3.3) and their economic and social implications. The Stakeholders Dialogue Process will be applied also at EU level (Brussels). The NSP will be also used as an opportunity for targeted dissemination and recognition building of the APRAISE partnership.

The first International Stakeholders Workshop (ISW1), regarding preliminary project results will be implemented, in Brussels, Belgium (M24-September 2013), where key stakeholders from national and European environmental policy making will comment on modeling and empirical result of environmental policies. The main intention of the ISW1 is to discuss the preliminary results of Work Packages (WPs) 2, 3 & 4 as well as to ensure the appropriateness and political relevance of the scenarios and policy tests.

The second International Stakeholders Workshop (ISW2) will be also held in Brussels (M31-April 2014), where a broad of directly and indirectly involved stakeholders in environmental policy making will review the APRAISE results towards the development of an improved environmental policy mix. The results of this workshop will allow the project team to fine-tune, sharpen and expand the recommendations and thus to increase their political relevance.

The Final Workshop is scheduled to be implemented in Brussels, Belgium at the end of the project (M36-September 2014), in order to present the project’s results, disseminate useful and appropriate information, provide environmental policy recommendations and guidelines to EU policy makers, governmental organizations, academic institutions and key market players, support the decision making process gained from the model insights, present the implications that may occur and the results interpretation. In conjunction with the Final Conference a side event (Policy event-audition) will take place in the European Parliament in order to communicate our key messages and results directly to the European decision makers.

All these events will be implemented back to back with internal project meetings. In the table below a list of the aforementioned workshops is provided along with information concerning each workshop.

3.1. STRATEGY

The idea behind the organization of workshops is to elicit inputs from stakeholders obtaining feedback regarding policy mixes and its implications, conducting scenario and model based assessment of policy interactions and impacts, drawing conclusions in terms of efficiency, effectiveness and efficacy for a range of environmental policy instruments individually and in combination with others in each of the sectors assessed leading to a set of policy relevant, efficient set of policy synthesis and recommendations. Furthermore, workshops will facilitate the wider dissemination of APRAISE results within the EU27+ and internationally. The Workshops will be used to:

Raise awareness about APRAISE activities;

Reach wide and varied but targeted audiences;

Act as venues for familiarizing target groups of EU DGs and other targeted groups with the appraise methodology;

Act as fora for public discussion of research, development, and other strategic and substantive issues of interest to the APRAISE concept and the wider community.

The participation of a significant number of key market players, governmental organizations and commercial companies is considered critical for the intermediary assessment of our project results (ISW2) and the delivery of final results and recommendations. The dissemination of the study results and the ISW outcomes will be targeted at the APRAISE groups of stakeholders (pls. ref to page 2). 3.2. LOGISTICS

The Kick-Off Meeting with APRAISE participants, the Scientific Advisory Board and our Project Officer during the inception phase (WP1) was organized by CEPS, JIN and NTUA-EPU. The Kick-Off Meeting was held in Brussels, Belgium on the 14th and 15th of November 2011. The National Stakeholders’ Dialogue Process (NSP) will take place in seven EU MS countries with national stakeholders for discussing environmental policy interactions and extracting key lessons for the next Work Package. More specifically the NSP will be implemented and organized by the following countries:

The Netherlands organized by Joint Implementation Network (JIN);

Germany organized by Fraunhofer Institute for Systems and Innovation Research (Fraunhofer ISI);

Austria organized by Joanneum Research (JR);

Slovenia organized by Laboratory for energy policy, University of Ljubljana (UL);

Greece organized by the University of Piraeus Research Center (UPRC) in collaboration with National Technical University of Athens, School of Electrical and Computer Engineering, Decision and Support Systems (NTUA – EPU);

Estonia organized by Stockholm Environment Institute Tallinn centre (SEIT);

And United Kingdom (UK) organized by University of Sussex ( UoS). Furthermore, the Stakeholder Dialogue Process will be applied at EU level by the Center for European Policy Studies (CEPS). Indicative title for the NSP is “Environmental Policy Interactions – A matter of debate”.

The first and second international stakeholders’ workshops will take place in Brussels and will be organized by CEPS in cooperation with NTUA-EPU. Indicative titles are “Shaping an enhanced policy mix towards Sustainability in Europe" and “Policy synthesis and recommendations towards Sustainability in Europe” respectively. Provisional dates of the events are September 2013 (M24) and April 2014(M31) correspondingly. As regards participation it should be noted that the Consortium has set the milestone of achieving an attendance of approximately 40 people for the first International Stakeholders Workshop as it will be dedicated to the efficient assessment of policy interactions and impacts and a representation of all interested target groups is considered important. Likewise the second one is expected to have 40-60 attendants approximately and it will be focused on generating effective policy mixes and recommendations. Therefore a significant number and wide variety of policy makers is of great significant as their feedback is considered valuable for project implementation All formal meetings will be announced in advance as defined in the Consortium Agreement. Agenda, proposed resolutions, decisions and supporting documentation will be made available to all attendees at least one (1) week prior to the meetings. 3.3. TOPICS TO BE ADDRESSED

The Workshops and the Stakeholders’ Dialogue Process will enable active participation of interested parties in the fields of energy policy implications and impacts, sustainability oriented policy making, modeling tools for assessing environmental policies and policy mixes and the development of sustainable indicators for impact assessment. The main aim of these actions will be to present the objectives and the results of the APRAISE project, get feedback insights related to the modeling processes and the development of tools, as well as to establish links to the organizations involved in related activities. The emphasis should be on project objectives, results, conclusions, models, issues, and implications. Topics to be addressed in each Workshop:

1st International Stakeholders’ Workshop (1st ISW): Definition and composition of the scenarios, development of new energy policy assessment tools, implementation of new modeling approaches, simulation of policy scenarios, quantitative assessment including both the social planner’s and the private actor’s points of view, effects of policy instruments on both energy and other sectors, effects of policy instruments, compared to a baseline case on investment timing and technology selection, evaluation of policy measures on the basis of their effect on Research and Development (R&D) investment decisions.

2nd International Stakeholders’ Workshop (2nd ISW): Presentation of preliminary policy recommendation, Enhance the understanding of how the combinations of policies work together, thus providing insights for policy makers to adjust current policies (e.g. by exploiting existing synergies or reducing inefficiencies) or to prevent future policies from undermining overall sustainability goals.

In addition, the two (2) ISW, while remaining technical, will be presented in a way designed for educated, but not expert audience:

the notion and practice of policy interactions, and implications;

the developed models of their operation;

the investigated scenarios;

their predicted results. The APRAISE Workshops will be advertised using the project’s website, press communication, mailing and leaflets. A list of contact people to be invited will be compiled for this purpose, based on the members that have

registered to the APRAISE website mailing list, stakeholders and other interested parties that have expressed interest in the project and partner’s personal contacts. 3.4. ENHANCEMENT OF UNIVERSITIES’ CURRICULUM

3.4.1. LINKING UNIVERSITY LECTURES WITH APRAISE PROJECT

When it comes to disseminating and communicating successfully APRAISE results another significant aspect should be addressed, that of the continued dissemination of main project outcomes after the completion of the APRAISE project. In an effort to enhance the time-length and the impact of the project’s outcomes, the Universities and Research Institutes participating in the project, could be actively involved. In line with the above perspective, a proposed set of lectures will be prepared to be integrated into a number of associated courses by both the University of Piraeus and the National Technical University of Athens. Indicative courses that could be enhanced with the APRAISE outcomes are following:

Techno economics of energy systems (7th semester – University of Piraeus, Department of Industrial Management & Technology),

Energy Technologies & the Environment (8th semester – University of Piraeus, Department of Industrial Management & Technology) and

Energy Management and Environmental Policy (9th semester – National Technical University of Athens, School of Electrical & Computer Engineering).

In more detail, these lectures (starting from 2012) will introduce the APRAISE project, the scope, its main activities and above all its resulting impacts while enhancing the courses’ curriculum. Overall linking University lectures with the functioning role of APRAISE project is a win-win collaboration whereby students will be introduced to a more integrated and applied view of their course of studies and APRAISE disseminating impacts will be increased. 3.4.2. APRAISE SUMMER SCHOOL

To disseminate the results of the project to the full extent, the organization of an international summer school for postgraduate students is foreseen upon the compilation of the project’s final results, along with a summer school follow up – web based communication among participants on the integration of the gained knowledge into their postgraduate research and presentation of summer school topics by students at seminars at home universities. This enables a global outreach of the results. The main objectives of the summer school will be to transfer the knowledge and latest research achievements and practical experiences on the policy impact quantification, modeling and analysis to students and to enhance cooperation by establishing networks of students and researchers. Providing independent students’ feedback, summer schools give a possibility for further improvement of the learning modules. The summer school will be organized and hosted by the Laboratory for Energy Policy, University of Ljubljana (UL), and is expected to be held the summer of 2013. More issues are to be discussed concerning the organizing details, information regarding the specific timing and duration of the summer school, its funding, agenda etc.

4. PUBLICATIONS AT CONFERENCES, WORKSHOPS, ENVIRONMENTAL POLICY FORUMS AND JOURNALS

APRAISE will address a number of international scientific and other events for dissemination and direct interaction purposes. Conferences and workshops are an opportunity to share results and stimulate discussion. International Workshops are the perfect place for interaction with the elite of the related scientific experts and industrial stakeholders, key energy market players and policy makers. This is more than needed for the project so as to validate its achieved results. In this framework the consortium aims to make publications / presentations in various events (conferences, workshops, information days, etc) at national, regional and international level. 4.1. CONFERENCES, WORKSHOPS AND ENVIRONMENTAL POLICY FORUMS

APRAISE will present the project’s objectives and results of events, forums and conferences. The scope is to inform governmental, academic and other interested bodies and groups and finally to aware the energy sector of the potential impact of the APRAISE results. Hence WP leaders will participate in 4 international conferences in order to disseminate project results to a wider audience. The project will identify possible conferences, workshops and other national or regional events that APRAISE shall aim to be present. In addition, energy policy forums will also be identified so as in the margin of these occasions the main policy points arising from the APRAISE project to be presented. NTUA will have the role to inform all consortium partners on a scheduled basis about the upcoming events. The procedure will be the following:

All consortium partners will identify interesting events for disseminating the project results;

NTUA will collect all proposals from consortium partners. The contact person for collecting proposals from partners is: Ms. Chara Karakosta, email: [email protected];

NTUA will circulate on a three month basis a list of events to all consortium partners;

NTUA will upload info on the project web site. The above procedure will be initiated at the second half of the project implementation, when the project results will start shaping in order to be presented in such events. In the following Table some indicative upcoming events are listed.

4.2. JOURNALS, MAGAZINES

In order to ensure the quality of the project results from a scientific point of view the project team intends to publish all important results of our project research in (peer reviewed) scientific journals/magazines in order to enhance the interest of policy makers, the academic community and professionals to the outputs of the project and the APRAISE scenario analysis. Groups of partners within the consortium will author and submit papers for journals. The project website will indicate all submitted papers. NTUA-EPU will draft a list of topics where published articles would be valuable, and journals that might be suitable. Project participants would be encouraged to select topics (or think of their own), and draw on the various project reports as they write the article. Indeed, many may be direct extensions of the more informal reports. The consortium plans publications on technical topics as well as topics based on the research itself. Furthermore, a special issue on the efficiency assessment of environmental policy tools related to sustainability will be published to an internationally recognized scientific Journal.
