1 - HISTORICAL EVOLUTION

- 1999 - Extinction of JAE and JAE-SA and the creation of three institutes - IEP, ICORand ICERR;

- 2001 - Collapse of Hintze Ribeiro Bridge;

- 2002 - Merger of IEP, ICOR and ICERR, into a single institute - IEP Instituto das Estradas de Portugal;

- 2003 - Contract of Provision and Implementation of a Bridge Management System.

- 2004 - Conversion of IEP into a public business enterprise, named Estradas de Portugal - E.P.E.

- 2005 - First bridge inventory, assessed approximately in 5 600 structures;- Beginning of PROPIS Program for Underwater Inspections 2005-2009.


- 2006 - 18 procedures to update the Inventory and to carry out 5.400 Routine Inspections

- 4 procedures to carry out 1.500 Main Inspections- Project aggregations.

- 2007 - EP E.P.E. is converted into a joint-stock company with public funds, namedEstradas de Portugal S.A.

- First complete inventory, assessing the entire EPs patrimony in approximately 5500 bridges;

- First complete assessment of maintenance needs - IR- LNEC gives its assent to SGOAs premises.

- 2008 - Creation of DCM Construction and Maintenance Directorate.- Conclusion of the procedures that began in 2006.- Beginning of the Underwater Inspections campaign to all bridges affected by the

2007/2008 winter.

- 2009 - Strategic decision to do all SGOA activities with internal resources.- DCM gives formation to COs technical staff about Inventory and Routine

Inspections.- Approval of a Training Program in Main Inspections to over 16 Engineers, in

coordination with the cole Nationale des Ponts en Chausses.

- 2010 - Approval of the 2nd SGOA Manuals Revision, by LNEC;- Main Inspections done by internal resources;

- 2011 - Conclusion of the 1st Cycle of Main Inspections to the whole set of bridges under EPs responsibility, which started in 2006;

- Publicizing of the 1st Procedure to the Service Provision of Complementary Resources of Diagnosis, Testing and Access with Mobile Platforms.

- Implementation of SGOC Retaining Walls Maintenance Management System.


- 2012 - Conclusion of Underwater Inspections Manual;

- Procedure for an Underwater Inspections Campaign 2012;

- Development of Guides for Bridge Diagnosis;

- Beginning of the 1st Service Provision of Complementary Resources of Diagnosis;

- Inspection campaigns for particular bridges - LNEC;

- Updating the computer application GOA.

- The Conservation Management Model allows all information on bridges to be correctly organized and handled, making it a fundamental instrument for the management of these structures;

- The Bridge Maintenance Management System consists of a series of activities in constant development and improvement;

- The set of activities that belong to the Bridge Maintenance Management System is transversal to the different EP directorates;

- The Conservation Management Model is completely integrated in EPs operations, ensuring the reliability of results.


3 BRIDGE MAINTENANCE MANAGEMENT SYSTEM

The Bridge Conservation Management System allows a vast knowledge of bridges Conditional Rating through a periodic update of the set of activities that support the system:

- The Bridge Inventory consists of Technical, Administrative and Constitutive data and requires permanent updating;

- The Routine Inspection is a visual assessment of bridge maintenance needs. When damage detected are considered important, a Main Inspections can be requested;

- The Main Inspection is a visual assessment of the safety of all bridge components that, according to their importance, allows the inspector to grade the urgency of the bridge intervention with as indicator factor called Condition Rating;

- The Underwater Main Inspection is a visual assessment of the safety of the underwater bridge components, as well as the river bed.

4.1 Patrimony Analysis


- On December 31, 2011, the system databaseshowed 5.029 bridges surveyed in EPs directmanagement or directly involved in its roadnetwork.

- Theres a predominance of bridges with a length lower than 50m (84%). In this set prevail bridges with a length below 10m (55%).

- The predominance of masonry structures is related to the age of the Portuguese road network;

- The predominance of concrete structures is related to the reduced length of the bridges that are part of EPs patrimony.

- In each 2 years cycle, a campaign of Routine Inspections is carried out for all EP bridges.

- The request of a Main Inspections usually results from an alert situation in a Routine Inspection;- Main Inspections are only carried out when its anticipation is justified;- Following the Main Inspections, a great amount of interventions have been carried out, preventing a more

severe evolution of detected damage.

4.3 Main Inspections


- Since June 2010, all Main Inspections to ordinary bridges are done by EPs technical staff;- In 2011, the first cycle of 5 years ended, with all EP bridges assessed;- The second cycle of Main Inspections will start in 2012 and will last until 2016. In this period of time, almost

5.150 bridges will be inspected; - For the planning of this second cycle a great number of new bridges will be added to EPs patrimony duo to the

incorporation of Grande Lisboa and Douro Litoral concessions.

- Main Underwater Inspections are held every 4 years in approximately 150 bridges which foundations are permanently under water;

- These Inspections are carried out in a 2 years cycle, when and where needed;- To date, an Underwater Inspections Manual is being developed, to increase the technical knowledge about

the behavior of bridge underwater components.

- At the end of 2009, the percentage of bridges with EC4 and EC5 was 6%. This percentage decreased to avalue of 4,42%, in the end of 2011.

- At the end of 2011, the percentage of EC3 was 14,75%. It follows that almost 80,83% of bridges are consideredin a Very Good or Good condition.

4.4 Interventions in bridges with Condition Ratings of EC4 e EC5


- The diagram shows the number of bridges with EC4 and EC5 detected in Main Inspections.- It also shows the number of bridges with Solved situations, due to the conclusion of its intervention, or due

to the fact that they were transferred to other organization or were deactivated.- Per year the diagram shows the number of Bridges with Unsolved situations transfer from the year before.

- The study combines projects of several bridges located in the same area, with similar damages and identical intervention priority.

- To date a study on all Foot Bridges is under development. Due to their particular dimension and need of strategic analysis, this study will allow the planning and prioritization of interventions.

- Until 2010, over 333 interventions were performed.- Until 2014, over 447 interventions are expected to be performed.- Until 2015, all bridges with EC4 and EC5 are expected to be solved, for most of them are planned to be

intervene in 2012 and 2013.

Strategic Planning:

Updating the computer application where the Bridge MaintenanceManagement System is based on, with the aim of: Developing the Inspections Planning; Integrate the evolutional improvements of SGOA; Highlight all the information concerning the Inventory and the Inspections; Access and registration control of changed information; Development of Pivot Tables, to allow the selections of results according to

the persuade objectives; Flexibility, fitting the management needs of EP; SGOAs integration and interaction with other EPs computer applications,

such as Gesto Documental, SIG, Planeamento.


Technical Developments:

Continue the technical training of Inspectors to introduce skills thatincrease their ability of making a proper assessment of bridges safetyconditions.

Pursuit the development and improvement of Manuals and the Systemsupport documentation.

Management Planning:

Believe in a technical and financial support to keep a cycle of preventiveinterventions (3 to 5 years) progressively decreasing the reactiveinterventions (1 to 2 years).

Integrated management of the different management systems developed in EPfor other structures, such as SGOA, SGPAV, SGOC.
