Introduction
Innovation has been placed at the heart of the Europe 2020 strategy that seeks to address increased
global competition and the current crisis, as well as to tackle societal challenges such as climate
change; energy and resource scarcity; and health and ageing. The Innovation Union is aimed at
strengthening Europe’s innovative potential, and sets out 13 general objectives and 34 specific
(policy) commitments to stimulate innovation. This project’s goal is to deliver an assessment system
for the aforementioned commitments. The idea is to evaluate what has been achieved so far within
each individual commitment and look at how this has impacted the innovation system overall, and
then analyse innovation’s effects on the economy. The basic idea is to retrace the commitments’
entire chain of reaction, from implementation to their final results in terms of competitiveness,
growth and employment.
The specific tasks that the project sets out to achieve this are: 1) Data collection and identification of
mechanisms; 2) The development of theoretical and econometric models in order to estimate the
commitments’ impact; 3) The development of a conceptual model of the innovation system, leading
to a reference tool on which the impact analysis of the commitments, both individually and as a
whole, can be based, and which will also serve as an interface between the assessment of the
commitments’ impact and the macro-sectoral econometric work. 4) A quantitative analysis of the
commitments using the NEMESIS model, which is an existing macro-structural econometric model,
but which will be modified and extended for the tasks at hand; 5) An ex-ante and ex-post policy
assessment of the economic effects of the Innovation Union at the European, national and regional
levels; 6) The presentation of policy conclusions and recommendations regarding the validation and
efficiency of the policies implemented.

Structure
This document illustrates the concepts and activities of I3U WP11 (Dissemination, Exploitation and
Communication).
Section 1 contains:
The objectives of the dissemination, exploitation and communication plan and related
activities;
The identification of the key target groups and the methodology used to reach them.
Section 2 sets out:
The project’s visual identity (logo, colours, fonts, templates);
Dissemination and communication tools (website, social media, leaflet, e-newsletters, events).
Section 3 explains how the success of the dissemination plan’s activities will be assessed.
Section 4 provides:
Information regarding the obligation to disseminate results and exceptions to this;
Rules regarding open access;
Acknowledgement of EU funding and other disclaimers.

1. Objectives, Beneficiaries and Target Groups
1.1 Objectives of Dissemination, Exploitation and Communication
I3U places a high value on the visibility of its actions vis-a-vis its main target groups (see Chapter
1.3, Key Target Groups) as well as among others who can be positively impacted by the exploitation
of the project’s results.
The main communication and dissemination objectives are:
To spread the expertise acquired through I3U as broadly and as comprehensively as
possible;
To communicate directly with key actors so as to best address their needs;
To disseminate the project’s results to potential multipliers.
1.2 Coordination of Dissemination with Other Partners
WP11 interrelates closely with the other project WPs, which provide the contents to be distributed
and promoted to the target groups and to other stakeholders who stand to benefit from a
harmonisation of innovation initiatives, the standardisation of regulation, and the establishment of
best practices.
The publication of deliverables D11.1-D11.6, as well as the first milestone, defining the project’s
coordination and creating the project’s website, fall to ISIS. In addition, ISIS is responsible for
implementing the communications initiatives outlined in this document.
To facilitate the collection of papers, articles and presentations, so that these can be disseminated
through the e-newsletter, website and social media, all partners are expected to provide this
information every three months by sending the Publications/Dissemination Activities Form to
1.3 Key Target Groups
In order to communicate effectively to the identified target groups, both traditional and customized
dissemination tools will be utilized.
The following are the main target groups:
The European Commission, which will gain valuable knowledge regarding the innovation
union and what needs to be done to boost innovation in both the public and private sector.
The project’s deliverables will be submitted directly to the Commission.
Decision-makers and politicians at the regional, national and EU-level, who will gain
information regarding what influences innovation and so will be able to better define policies

and standardise best practices to encourage innovation. These stakeholders will be reached
primarily via conferences, events, and possibly via social media initiatives such as LinkedIn
and Twitter.
The research community, whose research activities will benefit from a better understanding
of how processes of innovation work and the good practices proposed. This group will be
reached via scientific publications, conferences, events and social media initiatives such as
LinkedIn and Twitter.
Other projects, which will benefit from increased cooperation and the harmonisation of
standards. These projects will be connected through meetings, the exchange of deliverables,
and involvement in the project community, particularly through LinkedIn and Twitter.
The general public, which will have better access to research regarding innovation and a
better understanding of what influences it. Local events, the website and social media
initiatives will be used to further disseminate the project’s results.
Each one of these target groups will be informed and involved through dedicated outreach activities,
as specified in section 2 below.

2. Dissemination Tools and Channels
2.1 I3U Visual Identity
An early task in the project (M3) is the development of an identity for the project – comprising a
logo, document and power point templates.
This is the I3U logo. It consists of a green ”I”, a yellow ”3”, and a green
”U” with three parallel arrows curving upward and outward, with its
slogan, ”Investigating the Impact of the Innovation Union” below.
The arrows represent the forward-looking vision of the project and
the concerted effort of all parties in achieving this vision.
Additional details regarding the project’s visual identity, such as the
look of the website; fonts and colours to be used in print and digital
material, and templates for documents and PowerPoint
presentations, are attached in Annex 1.
2.2 I3U Website
The project’s website is currently under construction. It includes key information on the project, such
as the partners; the project’s objectives; its work packages and commitments, which are grouped
into three clusters; and a table of deliverables. As these deliverables become available, they will be
published in PDF in the aforementioned table. There will also be a repository for the project’s findings
and results. Access to these documents can be made public, or it can be limited to certain users. In
addition to these sections, there will be a page featuring links to other relevant projects and
publications. There will also be a section for news and a separate section for events.
The website will become an important tool for the project’s interaction with the public and so a
determined effort will be made to present information in a manner that can be understood by
members of the public. The portal will also publicise opportunities for public and stakeholder
participation in the project’s events and activities as well as related events, calls, conferences and
activities. Each partner will be given user credentials so that they can add content and upload
documents. It will be maintained for at least one year following the end of the project so that the
partners can continue contributing to project dissemination and impact.
2.3 Social Media
A social media strategy will be in place to maximize dissemination of results and public engagement.
The project team will post on the relevant social channels as 1) new results are published on the
website, 2) conferences, events, and calls are announced (these will also be published on the website),
3) news regarding innovation or the innovation union becomes available. The main social channels
used will be LinkedIn and Twitter, but additional social networks may be utilised later on, if they are

deemed appropriate.
2.3.1 LinkedIn
LinkedIn is the most important element of our social media strategy. We will create a group on
LinkedIn, featuring the logo and a cover photo, a description of the project (about 2-3 paragraphs)
and a link to the website. We will reach out to those on our contact list (initially, our contacts plus
any contacts we have made from other innovation-related projects) and ask them to join our group.
We will also ask our partners to ask their contacts to join the group. Our activity on LinkedIn will
focus on transmitting intelligence and insights regarding innovation and the innovation union, as
well as any relevant news, events, conferences and calls.
2.3.2 Twitter
Our Twitter page will feature our logo, a cover photo, and a short description. We will use our
contacts to create our Twitter base, which we will gradually build upon. Our Twitter presence is
spread across all of the target groups; therefore our tweets will cover a range of relevant topics, such
as news regarding innovation, particularly with regard to innovation policy and information about
innovation in the private sector. In addition, we will retweet other, related posts, and of course we
will use Twitter to disseminate information about events, conferences and calls.
2.4 Project Leaflet
A project leaflet will be created in M3, presenting the project objective, activities and scope. It will be
on A4 paper folded into thirds to create a brochure. It will use the project’s colours and attractive
photos. It will be written in clear, accessible language and will feature a simple graphic layout.
Approximately 200 copies will be printed, which ISIS will bring to the first I3U event for distribution.
It will also be available for download in PDF format from the website.
2.5 Electronic Newsletters
An electronic newsletter, using an e-newsletter service such as MailChimp, will be published on a
yearly basis (M12-24-34) and made available online via the website and online mailing lists to
communities of stakeholders. Those visiting the website will be able to sign up to receive the
newsletter. The newsletter will be the equivalent of 2-3 printed pages and will include information
on project activities, announcements of calls, conferences and events, and news updates on relevant
events and developments.
2.6 I3U events
3 major European meetings are planned (in conjunction with the project meetings in M12, M24 and
M36), with the main purpose of presenting, discussing and disseminating the project findings to a
wider audience of stakeholders from both the RTD and the policy community, with the contribution

of the project committees (the SAC, Scientific Advisory Committee and the SC, Stakeholders
Committee). After each of these meetings, a news item describing their outcome will be published
on the website and publicised on LinkedIn.
Publications and participation in international conferences are an integral part of I3U’s
communication strategy. All partners are committed to publishing articles and to presenting their
work at conferences, in order to promote and illustrate the project’s rationale, methodology, and
outputs. All partners are expected to prepare a preliminary schedule of these articles and
presentations at the beginning of the project, to be regularly updated by the task leader in liaison
with the project partners. In addition, as previously mentioned in 1.2, partners are asked to submit
the Publications/Dissemination Activities Form every three months to [email protected].
Events and conferences, including those on related topics, will be published on the website and in
the newsletter. Articles and photos of I3U events will be published on the website and posted on
social media networks. Presentations made at other events and conferences regarding I3U’s results
should be submitted (including the notes that the speaker used) to ISIS so that this information can
be presented in an article, published on the website and promoted on social media.
2.7 Inception Report
The Inception Report, due in M6, is aimed at:
Summarising the scope of the project, the general methodological approach and the
objectives of the eleven work packages as described in the DoW;
Indicating all of the modifications to the work plan agreed to so far among the consortium;
Reporting all progress made in each work package over the first six months.
In accordance with the work plan, this document constitutes Deliverable 11.3 and will be submitted
to the Commission via the Research Participant Portal.
2.8 Data Management Plan
The Data Management Plan, due in M6, will follow EU guidelines and use the template provided. It
will provide a general outline of the project’s policy for data management and include information
on the types of data collected by the project, the standards used, and how this data will be
exploited, shared and preserved.
According to the work plan, this document constitutes Deliverable 11.4 and will be submitted to
the Commission via the Research Participant Portal.

4. Monitoring of Dissemination and Exploitation Activities
The results achieved as part of WP11 will be reported by ISIS during I3U’s project meetings. In
addition, results will be incorporated into I3U ’s administrative progress reports.
We will use several different methods, differentiated by type of communication, to assess the success
of our dissemination initiatives. We will use Google Analytics to measure traffic to the website, time
spent there, which areas of the website are “stickiest” and how social media is driving traffic. Our
social media initiatives will be evaluated using Hootsuite reports, LinkedIn Company Page Analytics,
and the Tweet Activity Dashboard.
Electronic newsletters come with their own proprietary analytics, which will be used to measure the
user’s engagement with the content, whether they opened the email, read it, clicked through the
links, etc.
We will also look at how many leaflets are distributed at events and conferences, how many people
participate at these events, increases in website traffic before and after events, increases in social
media followers, and, most importantly, the sharing and disseminating of I3U content, particularly on
social media.
While we will use these methods to quantify the results of these initiatives, the true measure of success
will be an increase in awareness regarding innovation-related issues and better cooperation within
and among the various target groups.

5. Dissemination of Results, Open Access, and
Acknowledgement of EU Funding
5.1 Obligation to Disseminate Results
Unless it goes against their legitimate interests, each beneficiary must disseminate their results as
soon as possible by disclosing them to the public by appropriate means, including in scientific
publications and in the online repository (see 4.2, Open Access to Scientific Publications (b) and (c)).
This does not change the obligation to protect results, confidentiality obligations, security obligations,
or the obligation to protect personal data.
5.2 Open Access to Scientific Publications
Each beneficiary must ensure open access (online access for any user free of charge) to all peer-
reviewed scientific publications relating to their results.
In particular, they must:
(a) As soon as possible, and at the latest upon publication, file a machine-readable electronic copy of
the published version or final peer-reviewed manuscript accepted for publication in a repository for
scientific publications;
Moreover, the beneficiary must concurrently log the research data needed to validate the results
presented in the filed scientific publications.
(b) Ensure open access to the filed publication via the repository, at the latest:
(i) Upon publication, if an electronic version is available for free via the publisher, or
(ii) Within six months of publication (twelve months for publications in the social sciences and
humanities) in any other case.
(c) Ensure open access, via the repository, to the bibliographic metadata that identifies the filed
publication.
The bibliographic metadata must be in a standard format and must include all of the following:
• The terms "European Union (EU)" and "Horizon 2020";
• The name of the action, acronym and grant number;
• The publication date, and length of embargo period if applicable;
• A uniform identifier.
5.3 Open Access to Research Data
The I3U project is committed to the principle of open access, ensuring that the qualitative and
quantitative data generated by the project is publicly and freely available for stakeholders to access
and use. Because this project exists to serve the need of policy-makers, if there is a need to process
confidential information or develop policy guidance with a restricted distribution list this will be

managed carefully and a suitably redacted version of the materials will be published as a case study
or lessons learned. The key knowledge and data produced by the project will be released through
open access and none of the partners expects to claim or profit from intellectual property rights.
The consortium partners are aware of the requirements of the EU Data Protection Directive and fully
respect the rules covering the collection and processing of personal data in the European Research
Area. The I3U project does not involve research on human subjects and therefore there is no need to
implement special ethical procedures to deal with informed consent.
A Data Management Plan (see 2.8, Data Management Plan) will be produced by ISIS and SEURECO in
M6 in order to specify, among others, what data will be open.
5.4 Information on EU Funding — Obligation and Right to Use the
EU Emblem
Unless the Agency requests or agrees otherwise, or unless it is impossible, any dissemination of results
(in any form, including electronic) must:
(a) Display the EU emblem and
(b) Include the following text:
“This project has received funding from the European Union’s Horizon 2020 research and innovation
programme under grant agreement No 645884”.
When displayed together with another logo, the EU emblem must have appropriate prominence. For
the purposes of their obligations under this Article, the beneficiaries may use the EU emblem without
first obtaining approval from the Agency. This does not, however, give them the right to exclusive use.
Moreover, they may not appropriate the EU emblem or any similar trademark or logo, either by
registration or by any other means.
5.5 Disclaimer Excluding Agency Responsibility
Any dissemination of results must indicate that these only reflect the author's view and that the
Agency is not responsible for any use that may be made of the information it contains.

1. About These Visual Identity Guidelines
The I3U Visual Identity Guidelines are an integral part of the “Dissemination Plan” developed for
the I3U project, and they describe the “look” of the entire I3U project. This visual identity is comprised
of several elements, which are detailed in this document.
The aim of this guide is to ensure the consistent, memorable, attractive and user‐friendly visual
presentation of all the informational products delivered within the framework of the I3U project. It is
meant for users who need certain elements or templates for different products such as presentations,
reports, etc.
Other templates and specifications may be developed over the course of the project. In this case,
the I3U Visual Identity Guidelines will not be modified to include this additional information, but
an update will be provided as part of the periodic reporting for the I3U project.
All logo data, templates and other material related to the visual identity will be provided for
download in the internal section of the I3U website.

2. Introduction – The Visual Identity
2.1 Why Do We Need a Visual Identity?
A common visual identity will ensure that all communication is branded with the aims of the Europe‐
wide I3U project, thus increasing its impact. Having a memorable image, as well as a clear message,
is essential in order to ensure that the target groups easily recall the project and its products. This
way, a recipient of the I3U target group who reads through the “IU Commitment 33 Report” (WP8),
then visits the website of I3U to learn more about the project and receives an I3U leaflet will
automatically link all of these products, even without consciously thinking about it, because of the
strong image created by the visual identity.
2.2 What Constitutes a Visual Identity?
Certain elements, such as a distinctive logo, an explanatory slogan, and specific typographical and
chromatic choices, form I3U’s visual identity. These elements lead users to easily recognize I3U.
All partners are expected to apply the logo and corporate identity for all their dissemination activities
and respective publications.
2.3 When Should the Visual Identity Be Used?
The visual identity guidelines should be applied to all external communication regarding I3U and its
activities.

3. The Logo
The purpose of I3U is to strengthen Europe’s potential for innovation, and the project has set out
13 general objectives and 34 specific policy commitments associated with these objectives, for which
it will create a system of assessment. It is a project that seeks to understand what initiatives work,
how we can encourage innovation, and how innovation, in turn, affects the economy.
The I3U logo (to the left) is a figurative mark,
consisting of four main elements: t h e n a m e o f
t h e project, i t s slogan, i t s key image and i t s
colours. As the project name "I3U" is not self‐
explanatory, a slogan ("Investigating the Impact of
the Innovation Union") is incorporated to
communicate the overall aim of the project.

The most visually important part of the logo are the arrows, meant to evoke a sense of movement
and direction and to symbolise the forward-looking vision of the project. The parallel positioning of
these arrows represent the concerted effort of all partners in achieving this vision.
3.1 Position of the Logo
As a general rule, the logo must be placed on the top left side in publications, reports,
letters and presentations.
3.2 Incorrect Use of the Logo
Do not change the shape and proportions of the logo.

4. I3U Colours
Here are the colours of the logo, given in Hex Code and then RGB. These colours are used in the
document and PowerPoint templates, as well as in print materials, such as the leaflet. However, a
more muted version of these vivid colours will be used on the website.

5.1 Primary Typeface
Segoe UI is our primary typeface that should be used in all typeset communications, such as
publications, leaflets and reports. It should also be used for all printed communications (letters,
forms, etc.). This font was chosen for its clean lines and ease of readability .

6. I3U Templates
Six templates have been designed for I3U and will be available for download in the internal area of
the I3U website. All templates define various elements, such as design, font and font size, headlines,
bullet‐points, etc. These elements must be strictly respected by the I3U partnership.
There are three meeting-related templates, a report template, a presentation template, and a
Publications/Dissemination Activities Form (for internal use).
The “Meeting Agenda Template” has been designed for project meetings.
The “Meeting Evaluation Template” has been designed to evaluate project meetings.
The “Meeting Minutes Template” has been designed to provide minutes for project
meetings.
The “Report Template” has been designed for project reports, project deliverables, etc.
The “Presentation Template” has been designed for presentations at project meetings and for
official presentations on behalf of the I3U project (e.g. during conferences or other events).
The “Publications/Dissemination Activities Form” has been designed for partners to submit
their published papers, articles, presentations given at conferences, and any other relevant
results/publications to ISIS, so that these can be publicised on the website and via social
media channels. This form is to be submitted every three months.
