PrefaceWearepleasedtopresenttheCzechdevelopmentcooperationreport,summarizingitsactivitiesandresults,withanemphasison2012.ThevalidgovernmentalDevelopmentCooperationStrategyprovidesconvincingevidenceoftheCzechRepublic’sdeterminationtostandforthereductionofpovertyinallitsforms,andfaceuptootherserious,globalpoverty-relatedproblems.

TheMillenniumDevelopmentGoals(MDGs),setbytheUnitedNationsattheMillenniumSummitin2000,determinedthebasicdirectiontofollow,andenableddevelopingcountries,assistedbymoredevelopedpartners,toachieveconsiderableprogress.Suchprogress,however,hasbeenuneven,resultinginsomeunfinishedbusiness.Asweapproach2015,whenthevalidityofthecurrentMDGswillexpire,thereisauniqueopportunityfortheinternationalcommunitytosetnewdevelopmentprioritieswhichbestrespondtocurrentchallenges.Thenewframeworkofinternationaldevelopmentforthepost-2015periodshouldbebasedontheresultsachievedatthefulfillmentofMDGs,andshouldputsustainabledevelopment,sustainablegrowthandtheeradicationofpovertyatitscore.TheCzechRepubliciscommittedtosupportthisprocess,leadingtoevidencebased,universal,concreteandrealisticpost-2015developmentgoals.

In2012,theCzechRepublic,inaccordancewithitsinternationalcommitments,promotedthereductionofpovertyandsustainabledevelopmentthroughspecificprogrammesandprojects,mostnotablyinfivepartnercountries(Afghanistan,BosniaandHerzegovina,Ethiopia,MoldovaandMongolia).HumanitarianaidtopeopleinneedaffectedbynaturaldisastersorconflictswasprovidedinanumberofcountriesanddozensofscholarshipstostudyatCzechuniversitieswereoffered.DuringtheCzechPresidencyoftheGoodHumanitarianDonorshipinitiative,themutualinteractionofhumanitariananddevelopmentactivitiesinresolvingthefoodcrisishasbeeninthespotlight.Intheareaofdevelopmentcooperation,theCzechRepublicalsosoughttoassertitscomparativeadvantage,includingthetransitionexperienceofbothrebuildingademocraticpoliticalsystemandmovingfromacentrallyplannedeconomytoamarketone.Wecan,therefore,passonourknowledgeofpoliticaltransition,reformationofjudicialandpublicadministration,privatization,changesinthetaxsystemandthebuildingofamarketenvironment.

Furthersubstantialprogressinreducingglobalpovertycannotbereachedwithouttheinvolvementoftheprivatesectorasanequivalentengineforfurtherdevelopment.TheMinistryofForeignAffairs,

incooperationwiththeCzechDevelopmentAgencyandtheCzechExportBank,aimstostrengthenthemotivationofCzechinvestorsinthisnewrole.Specialattentionispaid,therefore,tothepromotionofaninnovativeandvalue-integratedapproach,leadingtolong-termsustainableeconomicandsocialchanges,includingthecreationofnewandbetter-paidjobsonbothsides.Manycompanies,mainlyfromOECDcountries,havealreadybeenconvincedthattheinvestedfunds,thoughexposedtotherisksofdevelopingeconomies,canmakeprofitablereturns,and,subsequently,developsuchsectorsasfoodprocessingorenergyproductioninothercountries.Inthisregard,weknowwheretolookforinspirationandbestpractices.Ourpositionispromisingforfutureyearsinmanydevelopingcountries,thankstothereputationtheCzechRepublichasgainedthroughitshighqualityprojects.

TheresultsofCzechdevelopmentprojectsandprogrammesareassessedthroughregularmonitoringandindependentevaluations.Conclusionsandrecommendationsfromevaluationscontributetorefiningthedesignofsubsequentinterventions.Justasthoseevaluationreportsaremadepublic,Czechdevelopmentcooperationasawholeistransparentandopentopublicdebate;thisincludesNGOs,businessandacademia,aswellasotherelementsofcivilsociety.

TheCzechRepublicalsoactivelycoordinateswithdevelopment-orientatedinternationalorganizations.TheMinistryofForeignAffairshaspreparedaMultilateralDevelopmentCooperationStrategyoftheCzechRepublicfor2013-2017.ThedocumentidentifiestheobjectivesandprioritiesofCzechmultilateraldevelopmentcooperationandstrivesforsatisfactoryrepresentationoftheCzechRepubliconthemanagingandexecutivebodiesoftherespectiveorganizations.TheStrategyalsoaimsattheincreasedparticipationofCzechexperts,researchinstitutions,public-sectororganizations,NGOsandprivatecompaniesinmultilateraldevelopmentprojects.

AsevidenceofthesuccessfulCzecheffortstoincreasetheeffectivenessofitsdevelopmentcooperationsystem,inlate2012theCzechRepublicwasinvitedtobecomeamemberoftheDevelopmentAssistanceCommitteeoftheOECD(OECD/DAC).TheaccessionprocesswascompletedinMay,2013.MembershipoftheDACrepresentsfortheCzechRepublicanewimpulseforfurtherenhancementoftheeffectivenessandlastingimpactofitsdevelopmentinterventions,andforintensifyingpartnershipswiththerespectivedevelopingcountries,internationalorganizationsanddomesticprivatesector.

Territorial priorities

Inlinewithinternationalrecommendations,theCzechRepublic,withinthedraftingofthenewStrategy2010–2017,reducedthenumberofitsdevelopmentcooperationprogrammecountries(i.e.thosehavingthehighestpriority)tofive:Afghanistan, Bosnia and Herzegovina, Ethiopia, Moldova and Mongolia.Bilateraldevelopmentcooperationalsotakesplacewithprojectcountries:Georgia, Cambodia, Kosovo, the Palestinian Autonomous Territories and Serbia,aswellaswiththeformerprogrammecountriesofAngola,Yemen,VietnamandZambia,whichwillcontinuetoreceiveassistanceofaredefinedfocusandscope.

Theindividualcountrieshavebeenselectedbasedoncriteriathatstrikeabalancebetweendevelopmentassistanceasapoverty-reducingtool,thatpromotesfurtherachievementoftheMillenniumDevelopmentGoals-hencetheparticipationofless-developedAfricancountries-andtheprioritiesofdevelopmentcooperationasanintegralpartofCzechforeignpolicy.Asaresult,thereasonsfortheCzechRepublic’sprovidingdevelopmentassistancetotheindividualcountriesarevaried(reductionofpoverty,transition/democratisation,integration,stabilisationandsecurity).AlsotakenintoconsiderationwerethecomparativeadvantagesoftheCzechRepublic,therecipient’shistoryofassistanceabsorptionandtherecommendationsoftheOECD’sDevelopmentAidCommittee(OECD/DAC).Geographicaldistributionwasanotherimportantcriterion.Asaresult,countriesfromSub-SaharanAfricaandAsiaarerepresented,alongwiththosethathavetraditionallybeensubjecttotheCzechRepublic’sfocusandarelocatedinitsclosevicinity.Intermsoflogistics,coordinationandverification,thepresenceofaresidentCzechembassyinthoseparticularcountrieswasanotherfactorsubjecttoconsideration.

Uponchoosingitspriorityterritories,theCzechRepublicalsoreliedupontheHumanDevelopmentIndex(HDI)thathasbecometheinternationallyrecognisedstandardformeasuringsocialprosperitywithintheUnitedNationsDevelopmentProgramme(UNDP).

Allcooperationprogrammeswerefinalisedforthenewprogrammeperiod(until2017)withfiveprogrammecountriesin2012:Afghanistan, Bosnia and Herzegovina, Ethiopia,Moldova and Mongolia.Aswellasotherinformation,theprogrammedocumentscontaininformationonpreviousCzechdevelopmentcooperationineachofthecountries-includingalistofprioritysectorsthattheCzechRepublicprovideswithitscontinuoussupport-aswellastheirgeographicalfocus.TheprogrammesenhancecertaincrosscuttingprinciplesofCzechdevelopmentcooperation,inaccordancewiththevalidStrategy.

Thefinalwordingoftheprogrammedocumentshasbeendiscussedwithpartnerinstitutionsintherespectivefivecountries,inordertoachievemutualconsensusonthefocusofdevelopmentcooperation.

Priority sectors

Theprioritiesnewlydefinedfor2010–2017takeintoconsiderationpreviousexperiencebeingequallybasedonthecomparativeadvantagesoftheCzechRepublic.Theseinclude,mostnotably,thecountry’sexperiencewiththeprocessesofpolitical,economicandsocialtransition.

Thedefinitionofprioritysectorshasalsobeenbasedonthegeneralprioritiesoftheinternationalcommunity,asdefinedbythekeydevelopmentdocument:theMillenniumDevelopmentGoals(MDGs).Lastbutnotleast,prioritysectorsalsoconsiderthedivisionoflabouramongdifferentdonors.Sector-specificprojectsareexpectedtoshowahighdegreeofcomplementarityinordertomaximisetheirsynergiesandmultiplicationeffect.

Fortheperiodbegunin2010,theCzechRepublichadidentifiedfivepriorityareassubjecttodevelopmentcooperation:environment,agriculture,socialdevelopment,economicdevelopmentandthesupportofdemocracy,humanrightsandsocialtransition.Crosscuttingprinciplesincludegoodgovernance,theobservanceofhumanrightsandenvironmentalprudence(vis-à-visclimatechange),andarerespectedwithinalldevelopmentactivities.

The Czech Republic’s contribution to poverty reduction in 2012

TheaimofbilateralandmultilateraldevelopmentactivitiespursuedbytheCzechRepublicin2012strovetofulfilltheMillenniumDevelopmentGoals.Atthesametime,theCzechRepublicaimedtohonouritscommitmentsarisingfrommembershipintheEuropeanUnion,theUnitedNations,andtheOrganizationforEconomicCooperationandDevelopment,thusjoiningtheassistanceeffortsofotherdevelopednations.

In2012,theCzechRepublicprovidedtotalofficialdevelopmentassistance(ODA)1worth219.63 million (m) USD.Inabsoluteterms,thisrepresentsayear-on-yeardecreaseof3%.Comparedto2011,however,theinternationallyrecognisedODAtoGNPindicatorwasequal,at0.12%.

In2012,theCzechRepublicprovidedbilateraldevelopmentassistanceof66.44mUSD(73.45mUSDat2011exchangerates)–adecreaseof3.50mUSDfrom2011(76.96mUSD).TheCzechRepublic’smultilateraldevelopmentassistance(throughinternationalorganizations)reached153.20mUSDin2012(169.38mUSDat2011exchangerates),whichmeansadecreaseof4.0mUSDfrom2011(173.51mUSD)themainreasonforwhicharelowerdisbursementsforODAfromtheCzechRepublic’sEUbudgetcontribution.

Inthelongterm,multilateralassistanceexceedsbilateralassistance(70%vs.30%in2012).Thereasonforthishastraditionallybeenthemandatorycharacteroftheformer(theCzechRepublichaspledgedtomakecontributionswhichcannotbecancelledad hoc);theincreasingcontributionoftheCzechRepublictowardstheEUbudget(alsoincludingthepartdedicatedtodevelopmentassistance)currentlyrepresentsthemostimportantshareintheCzechRepublic’sofficialmultilateraldevelopmentassistance.

In2012,theCzechRepublicreservedmorethan6%ofitsbilateralODAforemergencyhumanitarianaid,asanexpressionofsolidarity,aswellasofitswillingnessandabilitytoprovideinstantaneousassistancewhereneeded.

Intermsofsectoral focusofbilateraldevelopmentcooperation,theCzechRepublichasdedicatedgreatattentiontostrengtheningthecapacityofgovernmentandthesupportofcivilsocietyworldwide.Themainobjectiveistocreateastable,peacefulanddemocraticcivilsociety,asthefoundationofeconomicprosperityandadignifiedhumanexistence.Anaturalpartofthiseffortisalong-termpriorityoftheCzechRepublic,andoneoftheprimaryMillenniumDevelopmentGoals–education.Theaforementionedsectorsreceivedapproximately32%ofCzechbilateralofficialdevelopmentassistance.

IntermsofothersectorsandtheMillenniumDevelopmentGoals,in2012theCzechRepublicuseditscomparativeadvantagetofocusonthetraditionalprioritiesofreducingextremepovertyandhunger.Itwasessentialtoensureaccesstoquality(oftenjustbasic)foodanddrinkingwatertoasmanypeopleaspossible.TheCzechRepublic,therefore,allocatedtothesectorsofwatersupplyandagriculture19%ofitsbilateralODA.

In2012,cooperationinothertraditionalsectorsincludedproductionandsupply,socialinfrastructureandservices,andgeneralenvironmentalprotection.

Intermsoftheterritorial structureofODA,thelargestrecipientsofassistancearelocatedinAsia,receivingatotalof45%ofCzechbilateralassistance.ThisisduetotheCzechRepublic’scontinuousfocusonfewercountries,withtheregionnowincludingthetwolargestrecipients(AfghanistanandMongolia).

OthermajorrecipientsofCzechODAincludecountriesinSouth-EasternandEasternEurope,inaccordancewiththeforeignprioritiesoftheCzechRepublic,aswellascomplementarytotheactivitiesofdonorcountries(requiredtoincreasedevelopmentefficiencyundertheParisDeclarationandtheAccraAgendaforAction).

TherehasbeenapositivetrendofgradualincreasesinODAintheregionofSub-SaharanAfrica,mostlyfromthepointofviewofneedfordevelopmentcooperation.Despitethisgrowth,Sub-SaharanAfricarepresentsamere10%ofthetotalbilateralODAprovidedbytheCzechRepublic.

In2012,theCzechRepublicprovided21.33mUSD–i.e.32%ofthetotalbilateralODA–totheleastdevelopedcountries(LDCs).AnimportantpartofthisamountwenttoAfghanistan,whereitwaslinkedtotheactivitiesoftheCzechRepublic’sProvincialReconstructionTeam.ThetotalbilateralaidtoAfghanistanrepresented60%ofthetotalassistanceprovidedtotheleastdevelopedcountries.

In2012,thelargestrecipientsofCzechODAincludedAfghanistan,Moldova,Mongolia,BosniaandHerzegovinaandEthiopia.

Bilateral development cooperation of the Czech Republic in 2012

TheimplementationofprioritiesdefinedbytheDevelopmentCoordinationStrategy2010-2017continuedaspartofCzechbilateralcooperationin2012.TheprogrammedocumentwithAfghanistanwasagreedfirstofall.BilateraldevelopmentcooperationoftheCzechRepublicin2012focusedonprojectsmostlycarriedoutbyCzechsubjects,butalso,increasingly,bysubjectsfrompartnerdevelopingcountries,orbyinternationalorganizations.

Besidesbilateralandtrilateralprojects,theCzechRepubliccontinuedtoprovidescholarshipstostudentsfromdevelopingcountries,humanitarianaid,andotherdevelopmentassistanceactivities.Otherformsofbilateraldevelopmentassistance,fundedfromothersectionsofpublicbudgets,differentfromthosethatbelongtodevelopmentcooperationandplannedbythegovernmentinitsannualresolution,werealsoimplemented;theseincludedassistancetorefugeesintheCzechRepublicanddevelopmentandhumanitarianactivitiesimplementedbymunicipalities,regionsandpublicuniversities.

Bilateral development cooperation by territory

In2012,bilateraldevelopmentcooperationwasimplementedmostnotablyinthefivepartnercountriessubjecttoprogrammesthatdefinesectorsandotherprioritiesofCzechassistanceineachofthem(includingAfghanistan,BosniaandHerzegovina,Ethiopia,MoldovaandMongolia).DevelopmentCooperationProgrammeforAfghanistanfortheperiod2013-2017wasputundernegotiation,andagreedupontheCzechandAfghanauthorities’consultations.

Projectcountries(includingGeorgia,Cambodia,Kosovo,thePalestinianAutonomousTerritoriesandSerbia)formanothergroupofpartnersfortheperiod2010-2017.WhiledevelopmentassistancetothesecountriesisnecessaryanddesirableintermsofCzechforeignpolicy,itisnotstrictlydefinedbyacooperationprogramme.

Alsoin2012,theCzechRepublicmadeprogressinthenegotiationofbilateraldevelopmentcooperationagreementswithselectedprioritycountries.ItsmaingoalistoadjustthecontractsaimedatliberatingCzechdevelopmentprojectsfromimportduties,taxes(includingVAT),visasandotherbureaucraticexpensesinpartnercountries.InMoldova,theagreementinquestionwassignedon23November,2012inChisinau,andbecamelawon18April,2013.Adraftagreementondevelopmentcooperation

withSerbiawasapprovedbytheCzechgovernmentinSeptember,2012andtheSerbiansideindicatedapreliminaryagreementwithitsconclusion.DuetocomplicationsontheSerbiansideafterparliamentaryelections,however,thesigningoftheagreementwaspostponeduntil2013.

Activitiesinfourothercountries(Angola,Yemen,VietnamandZambia)werealimitedcontinuationofdevelopmentinterventionfromthepreviousprogrammeperiod,whileadditionalprojects,administeredbyotherministries,orwithinthetransitionpromotionprogrammes,werecarriedoutinseveralcountries.

ThemostimportantrecipientsofCzechODAin2012weretheprioritycountrieswithacooperationprogramme,andalmostallprojectcountries.

Therankingofrecipientshasbeenaffectedbyagradualshifttoanupdatedlistofprioritycountries.ThesignificantshareofCzechODAtoAfghanistanisduenotonlytothenumberandscopeofprojects,butalsobyhighercostsofprojectimplementation,andbytherelatedactivitiesoftheProvincialReconstructionTeam,whoseworkwasfinalisedin2012.

Priority countries with a cooperation programme

Afghanistan

Afghanistanisoneofthepoorestcountriesintheworld.Morethanthreedecadesofarmedconflicthascausedpoliticalinstabilityandanadversesecuritysituation.Furthermore,thecountrylagsbehindintechnologystandards,haspoorinfrastructureandsuffersfromhighilliteracyratesandinsufficienteducationalfacilities.Thesituationisevenworseinruralareas,where75%ofthepopulationlives(despitethelowpercentageofarableland,agricultureprovidesfor50%ofAfghanGDP).Afghanistanranked175thoutof187countriesinthe2012HumanDevelopmentIndex.

TheformerCzechoslovakiaprovidedsubstantialassistancetoAfghanistaninthe1980sbutthesetieswerebrokenfollowingtheTaliban’srisetopoweranditwasnotuntil2001thatdevelopmentcooperationcouldbere-established.Thatyear,Czechnon-governmentalorganizationsarrivedintheregionand,since2008,assistancehasrevolvedaroundtheProvincialReconstructionTeam(PRT)inLogar.Inrecentyears,theCzechRepublichastakenan

activepartinthecountry’sreconstructionandinthestrengtheningofAfghansecurityandinstitutionalcapacities;otherprioritieshavebeenthedevelopmentofagriculture,watermanagementandeducation.

Inthelastyearofitsexistence(2012),theactivitiesofthePRTfocusedonthefinalisationandimplementationof40reconstructionanddevelopmentprojectstotalling3.17mUSD,aswellasonquickimpactprojectsworth0.14mUSD.

In2012,concertedeffortsweremadebytheCzechandAfghanauthoritiesinnegotiatingaDevelopmentCooperationProgrammeforAfghanistanforthecomingperiod,2013–2017.Themutuallyagreedplanwasfinalisedinthesecondhalfof2013;however,thedevelopmentcooperationprojectsinthepriorityareasofagricultureandagriculturaleducationhadalreadybeeninplaceandinprocessthroughoutthewholeyear.TheCzechRepublicalsostartednewprojectsin2012,supportingagriculturalproductionandfoodprocessing.

Thedevelopmentofsecondaryeducationinagriculturecontinuedin2012withfinalisingtheconstructionoftheSecondaryAgriculturalSchoolinPol-eAlam,administeredbythePRT,andalsowiththecreationofteachingmaterialsandtheschoolingofteachersofsecondaryagriculturalschoolsthroughdevelopmentcooperationprojects.Otherprojectsinvolvedthecompletionofmilkcollectioncentres,andtrainingandawareness-raisingcampaignsforlocalfarmersandveterinarians.Otheractivitiesincludedsmallscalewatermanagementprojects(renovationofundergroundwatercanals,weirsandwaterpipes,etc.)renovationandconstructionofbuildings,facilitiesandcheckpointsforAfghansecurityforces,aswellasthereconstructionsofseveralmedicalfacilities.Oneoftheimportantprojectsconcernedapiculture.(AllthesefacilitiesweremanagedbythePRT).

HumanitarianaidfundsoftheCzechRepublichavealsobeenusedasgrantsinanaidallocationproject,aimingatenablinglocalcommunitiestobecomeselfsustainable.

In2012,sixlocalsmallscaleprojectswererealised,followingtherecommendationsoftheEmbassyoftheCzechRepublicinKabul.Thenecessaryequipmentwasdonatedtoseveralschools,aswellastotheNationalArchivesofAfghanistan,theNationalAfghanInstituteofArcheologyandKabulZoo.

communitiestousetheirnaturalresourcesmoreefficiently.

TheCzechRepublicofferedfournewscholarshipstoAfghanstudents;atotalof10AfghanstudentswereenrolledatCzechuniversitiesintheyear2012.

In2012,bilateralfundingprovidedbytheCzechRepublictoAfghanistanwasusedtocarryoutfivebilateralprojects,onetrilateralprojectandsixlocalsmallscaleprojects,totalling1.0mUSD.Additionally,40projectsamountingto3.27mUSDand24quickimpactprojectsworth0.15mUSDwereimplementedthroughthePRT.OfficialdevelopmentassistanceprovidedtoAfghanistanin2012totalled12.70mUSD.

Bosnia and Herzegovina

Inthe2012HumanDevelopmentIndex,BosniaandHerzegovinafellfrom74thto81stplace.Itisacountrywhich,sofar,hasbeenunabletofullrecoverfromthepoliticalandeconomicconsequencesresultingfromawarwhichseriouslydamageditsinfrastructureandledtothedisplacementofmorethantwomillionpeople.Thesituationisfurthercomplicatedbycontinuingethnictensionsinthecountry.BosniaandHerzegovinahasalongtrackrecordoffriendlyrelationswiththeCzechRepublic,andisinterestedinacquiringsomeoftheexperiencethattheCzechRepublichashadwithdemocratictransitionprocessesandEUintegration.In2012,cooperationwithotherdonorsactinginthecountrycontinuedsuccessfully,thusincreasingtheimpactofprojectsandactivitiesundertakenwiththem.CooperationwiththeUSA-SwedenFARMAproject,startedin2011,wasintensifiedwithintheUSAgovernmentframework,theEmergingDonorsChallengeFund.Allthreepartnerspledgedtocooperate,mainlyintheagriculturalsector.Inthatway,CzechexpertswereinvolvedintheactivitiesoftheinternationalFARMAproject,andFARMAexpertswerereciprocallyengagedintotheCzechprojectaimedatboostingmilkproduction.

Intheenergysector,inwhichCzechdevelopmentcooperationfocusesmainlyonrenewableenergysources,theone-timecontributiontotheUNDPproject“Energy from biomass as a source of employment and energy security”,wasapprovedinlate2012.TheCzechcontributionwaspaidfor,inter alia,bytheparticipationofCzechexpertsinthepreparationofthisproject.

EqualdistributionofassistancebetweenbothBosnianethnicgroupsisanimportantaspectofCzechdevelopmentcooperationinBosniaandHerzegovina.

Withthisprincipleinmind,aproject“Do-Ma čisto”aimedatimprovingwastemanagementinthemunicipalitiesofDobojandMaglajcontinuedin2012,withself-governingbodiesofbothethnicitiesparticipating.Withinthelastyear,thefirstphaseoftheproject “Ensuring access to drinking water”inthevillageofLukavacwasaccomplished.

In2012,newprojectsinthehealthsectorofBosniaandHerzegovinawerebegun.Aprojectfocusedoncapacitybuildingintheareaofvascularsurgerywaslaunched.TrainingcoursesforsixdoctorsandnursesfromSarajevoandBanjaLukawereheldattheUniversityHospitalSt.AnnainBrnoandNaHomolceHospitalinPrague.

Newprojectsstartedinthesectorofgovernmentandcivilsociety.TheseprojectsaretargetedprimarilyatsupportingBosnianstateinstitutionsintheireffortstoovercomebarrierstoaccesstotheEuropeanUnion.BymeansofajointprojectbetweenthecitiesofSarajevoandPrague,preparationstookplacefortheestablishmentofthedevelopmentdepartmentofSarajevo,andpreparationsforjudicialcooperationbegan.

ThroughAid for Trade,theMinistryofIndustryandTradeprogramme,theCzechRepublicsupportedaprojectofbuildingaunifiedwastemanagementsystem.TheCzechMinistryoftheInterioradministeredaprojectaimedatsecuritycooperationbetweenthePolicestructuresoftheCzechRepublicandBosniaandHerzegovina,thankstowhichapartoftheSavariverbedwasclearedofunexplodedmunitions.

AsapartofthetransitioncooperationoftheMinistryofForeignAffairs,twoprojectsbeganwiththeaimofimprovinghumanrightslaw,promotingcivicengagementandmutualunderstandingamongyoungpeople.

Duringthecourseof2012inBosniaandHerzegovina,tenlocalsmallscaleprojectswereimplemented,andeightadditionaldevelopmentprojects,financedbytheCzechDevelopmentAgencyadministeredbytheCzechEmbassy.Allthelocalsmallscaleprojectswereimplementedbylocalorganizations,andtheiraimwastoimproveconditionsintheareasofsocialcareandeducation.

GovernmentscholarshipsareregularlyprovidedaspartofdevelopmentcooperationwithBosniaandHerzegovina.In2012,atotalof27studentsongovernmentscholarshipswereenrolledintheCzechRepublic,with70additionalstudentsusingscholarshipsfromothersources.11newscholarshipsforundergraduateandgraduatestudentsinCzechandEnglishwereprovidedforstudentsfromBosniaandHerzegovina,whogreatlybenefittedfromthese.

In2012,anewformofdevelopmentcooperation,basedonthegovernment‘sstrategytoprovidescholarshipsforstudentsfromdevelopingcountriesfortheperiod2013–2018,wasimplemented.ItconsistsofsendingCzechuniversityteacherstopartnercountries’universities.Inthisway,cooperationhasbeenestablishedbetweentheCzechUniversityofLife

SciencesandtheUniversityofBanjaLuka.Inaddition,PalackyUniversitybegantooperateinBosniaandHerzegovina.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalof34projects(13bilateral,onetrilateral,tenlocalsmallscaleprojectsandeightadditionaldevelopmentprojectsadministeredbytheCzechEmbassy),oneAid for TradeprojectandonesecurityprojectundertheadministrationoftheMinistryoftheInterior)totalling2.73mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoBosniaandHerzegovinain2012totalled3.17mUSD.

Ethiopia

Despiterapideconomicgrowthinthelastfewyears,Ethiopiastillranksamongstthepoorestcountriesintheworld.Inthe2012HumanDevelopmentIndex,Ethiopiaranked173rdoutof187countries.

In2011,theDevelopmentCooperationProgrammebetweenEthiopiaandtheCzechRepublicfortheperiod2012-2017wasagreeduponwiththeEthiopianauthorities.AmemorandumofunderstandingwasalsosignedbetweentheCzechMinistryofForeignAffairsandtheEthiopianMinistryofFinanceandEconomicDevelopment.Basedontheprogrammeframework,CzechassistanceinEthiopiafocusesonthefollowingsectors:education,health,watersupplyandsanitation,agricultureandenvironmentalprotection.Geographically,theCzechRepublictargetstheSouthernNations,NationalitiesandPeoplesRegion,aswellasthevicinityofthecapitalcity,AddisAbaba.IntheSomaliregion,whichbelongstotheEthiopiangovernment’spriorities,theCzechRepublicalsoimplementshumanitarianprojectsdealingwiththeprotractedcrisisthere.Ethiopia: sustainable system of potable water resources

Intheenvironmentalprotectionsector,anewprojectwaslaunched,targetingcapacitybuildinginthefieldofenvironmentalgeology,namelytheidentificationofgeodynamicrisks,includinghydrogeologicalconditionsintheDilaandHosainaareas.Thisnewprojectbuildsonthelong-termcooperationbetweentheCzechRepublicandtheGeologicalSurveyofEthiopia,withthegoalofstrengtheningEthiopiancapacitiesinthisfield.

Inthesectorofagriculture,athree-yearprojectonthesustainablemanagementofsoil,water,andforestresourcesinthecommunitiesofsouthernEthiopiawasconcluded.Agriculturaltrainingandadvisoryactivitiesforsmall-scalefarmerscontinuedoverthecourseof2012.

GiventheinsufficientaccessofEthiopianstosourcesofsafedrinkingwater,theCzechRepublicpaysconsiderableattentiontowatersupplyandsanitation.ThefirstoftwoCzechprojectsimplementedinthissectorin2012focusedoneasieraccesstopotablewaterfortheinhabitantsoftheSidamazone,improvedhygiene,andmanagementofwatersources.ThesecondprojectseekstomakethecurrentsystemofmanagementofwatersourcesintheAlabadistrictmoreeffective.

In2012,theCzechRepublicalsocontinuedsupportingEthiopianprimaryandsecondaryeducation,includingprofessionaltraininginthefieldofleathermanufacturing.Thoseskillswillproveuseful,giventhesignificantlyunderdevelopedleathermanufacturingindustryinEthopia–acountrywithoneofthelargestcattlepopulationsintheworld.Czechassistanceisaimedatincreasingthescopeandqualityofleathermanufacturingcourses,targetingsmallbusinessesinparticular.

Identificationofnewprojectproposalswasundertakeninthehealthsector.Atwo-yearproject,aimedatenablinghealthservicesthathadbeenpreviouslyunavailableinthedistrict,viaprovisionofequipmenttotheAlabaCommunityHospital,wasbroughttoaconclusion,itsoutputshavingbeenhandedovertolocalpartners.

Asregardshumanitarianaidin2012,theCzechRepublicsupportedrehabilitationofthemeansofsubsistenceofshepherdinghouseholdsthathadbeendestroyed,duetothedroughtinsouthernEthiopia.

WithintheframeworkoftheAid for TradeprogrammeoftheCzechMinistryofIndustryandTrade,theCzechRepublicimplementedaprojectsurveyingthermalandmineralwatersources,aswellasaprojectbolsteringsmallandmediumenterprisesinfoodprocessing.

SixlocalsmallscaleprojectsoverseenbytheCzechEmbassyinAddisAbabawereimplementedin2012,focused,forinstance,onimprovingschoolingforchildrenwithdisabilitiesandonincreasingtheeffectivenessoffishproductionthroughtraininginmarketingandmanagementtechniques.

ThreetrilateralprojectswereimplementedbyCzechNGOs,whichestablishedpartnershipswiththeEuropeanCommissionandtheLight for the World Austria NGO,inthesocialandeducationalsectors.

TheCzechRepublichasalsotraditionallyprovidedEthiopianstudentswithgovernmentscholarshipswhosenumberhasbeenontheriseoverrecentyears.Fortheacademicyear2012/2013,eightnewEthiopianstudentswereenrolled(twoinaCzechprogramme,sixinanEnglishprogramme).Atotalof14EthiopianstudentscurrentlypursuetheirstudiesintheCzechRepublic,mostnotablyinmedicine,economics,ITandagriculture.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalof23projects(12bilateralprojects,threetrilateralprojects,twoAid for Trade projectsandsixlocalsmallscaleprojects),totalling2.7mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoEthiopiain2012totalled3.10mUSD.

Moldova

TheeconomicandsocialsituationinMoldovahasbeenmarkedbythelong-termdeclineinindustrialproduction,unemploymentandthedepartureofasignificantpartoftheworkforcetoothercountries.Accordingtothe2012HumanDevelopmentIndex,Moldovaranked113thoutof187countries.ItisassociatedwiththeCzechRepublicbasedontheresultsoftheirpreviousdevelopmentcooperation,aswellastheongoingdevelopmentneedsofthecountry.

TheCzechdevelopmentassistancetoMoldovain2012wasconductedinaccordancewiththeprioritiessetintheprogrammedocument;therefore,itmainlyfocusedonimprovingtheprotectionofwaterresourcesandsanitation,environmentaldamageremediationandenvironmentalprotection,aswellasagriculture,buildingsocialinfrastructureandeducation.

Inthewatersupplyandsanitationsector,theimplementationoftheinternationalproject„Rehabilitation of the water supply and sewage system in the Municipalities of Nisporeni, Vărzăreşti and Grozeşti“continuedin2012,inwhichtheCzechRepublicparticipatedtogetherwiththeAustrianDevelopmentAgency,theSwissAgencyforDevelopmentandtheEuropeanCommission.Withinthisproject,theCzechRepublicfocusedontherecoveryofthewastewatersysteminthecityofNisporeni.SimilarprojectscontinuedinthecitiesofVulkaneştiandCimişlia.Intheareaofoldenvironmentalpollution,projectsremediatingenvironmentaldamagecausedbypesticides,andaprojectofsurveyandremediationofoilderivativesinthevillagesofLungaandMărculeştiwererealisedin2012.Thelatterprojectshouldhaveasignificantimpactontheavailabilityandtheutilityofdrinkingwaterfortheresidentsofbothvillages.AmongthemajorCzechdevelopmentinterventionsin2012wasthecompletionofafloodwarningandmonitoringsystemontheriverPrut,carriedoutincooperationwiththeStateHydrometeorologicalServiceofMoldova.

AgriculturalprojectsinMoldovain2012aimedatenhancingthecompetitivenessandefficiencyofsmallandmedium-sizedenterprises,aswellasorganicfarming.Oneofthemwasco-financedbyUSAID,asit

wassupportedwithintheframeworkoftheEmergingDonorsChallengeFundprogramme in2012.

Theyear2012representedasignificantshiftforinternationaldevelopmentcooperationinMoldovabetweenthepartnerinstitutionsofthepublicadministrationoftheCzechRepublicandMoldova,underthenewgovernmentsectorofthestateandcivilsociety.TheCzechRepublictookpartinakeyproject,„Promoting the South Regional Development Agency and the Regional Development Council: Regional Development Strategy Update.“ThisprojectwascreatedasajointprogrammewiththeparticipationoftheMoldovaninstitution’srepresentatives,12countriesoftheEuropeanUnion,GIZ,theUNDevelopmentProgrammeandtheDelegationoftheEuropeanUnion.

Inthefieldofsocialwork,projectsthatreducethenegativeimpactsoflabormigrationofMoldovanswereimplementedin2012.TheyconcernedbuildingtheinstitutionalcapacitiesoftheMoldovangovernmenttoworkwithabandonedchildrenandimprovingthequality,aswellastheavailability,ofhealthandsocialservicesforoldandsickpeople.Theseactivitieswerelinkedtotheproject,“Addressing the Negative Effects of Migration on Minors and Families Left Behind”,fundedbytheEuropeanCommissionandItaly.During2012,thefollow-upprojectwaslaunched,targetingtheintegrationofchildrenwithdisabilitiesorspecialneedsintheeducationsystematthepre-schoollevel.Inadditiontothepilot-kindergardeninOrheiresultingfromthepastactivitiesofinternationaldevelopmentcooperation,Moldovaobtainedtwomoreinclusivekindergartens.

Moldovaisoneoftheprioritycountriesoftransformativecooperation,andin2012,projectsaimingatpromotingcivilsociety(includingactivitiesforyoungpeople)anditscooperationwiththelocalauthoritiescontinued.TheCzechRepublicpaysparticularattentiontothesituationinTransnistria,withitsongoingcommitmenttothedevelopmentofthenonprofitsector.TheeconomictransformationofMoldovahasbeenupheldbytransmittingtheCzechexperienceinthedevelopmentofentrepreneurialskillsandcapacitiesofthegovernment.

In2012,onetrilateralprojectalsotookplaceinMoldova,co-fundedbytheEuropeanCommission,strengtheningtheuseofremittancesforstartingabusinessandcreatingnewjobs.

WithintheMinistryofIndustryandTradeoftheCzechRepublicAid For Trade programme,theCzechRepublicsupportedthe„Transfer of know-how to build, use and protect groundwater resources, especially thermal and mineral ones in the Republic of Moldova“projectinMoldova.

WiththeEmbassyoftheCzechRepublicinChisinau,sixlocalsmallscaleprojectswereimplementedin2012,specificallyincludingthecreationofjobsforpeoplewithmentaldisabilities,careforsociallydisadvantagedgroups,aidfortheblind,andtheprovisionofbackuppowersuppliesfortheNationalEmploymentAgencyoftheRepublicofMoldovadatacentre.

IntermsofthenumberofgovernmentscholarshipsforCzechuniversities,Moldovahasalreadybeenfirstforseveralyears.Intheacademicyear2012/13,twelvenewscholarshipsinvariousdegreeprogrammesinbothCzechandEnglishwereofferedandtakenup.Currently,atotalof38scholarshipholdersarestudyingintheCzechRepublic.

In2012,anewconceptofdeployingCzechuniversityteachersinpartnercountrieswasappliedinMoldova.Specifically,theCzechUniversityofLifeScienceshelpedtoimprovethequalityofteachingandresearchattheStateAgrarianUniversityofMoldova;PalackýUniversityenteredtheprojectinasimilarway.

Giventheurgentneedtosystematicallyaddresspracticalproblemsassociatedwiththeimplementationoftheprojectsofinternationaldevelopmentcooperation,anAgreementbetweentheGovernmentoftheCzechRepublicandtheGovernmentoftheRepublicofMoldovaonDevelopmentCooperationwassigned,on23November,2012.

In2012,theCzechRepublicimplemented22projectsintotal(15bilateral,onetrilateralandsixlocalsmallscaleprojects)worth3.9mUSD,fromthefundsearmarkedforbilateralinternationaldevelopmentcooperationoftheCzechRepublicinMoldova.Furthermore,theCzechRepublicheldfourtransformationcooperationprojectsworth0.3mUSD.TotalofficialdevelopmentassistanceprovidedbytheCzechRepublictoMoldovain2012reached4.88mUSD.

Mongolia

Inspiteofrecentpositiveeconomicresults,Mongoliaisrankedasacountrywitharelativelyhighpercentageofpoverty.ThisisduetoMongolia’slimitedinfrastructure,andahighdependencyonthetraditionalwayoflife(twofifthsofitsinhabitantsworkasherdsmen);however,Mongoliaisamiddleincomecountry,ranking108thinthe2012HumanDevelopmentIndex,with33%ofitspopulationlivingbelowthepovertyline.

In2012,developmentcooperationbetweenMongoliaandtheCzechRepublicfollowedprioritiesoutlinedintheprogrammedocument,focusingpredominantlyonenergysupply,agriculture,education,socialinfrastructure,protectionofwaterresourcesandtheenvironment.Intermsofgeographicalfocus,assistancefocusedontheCentralregion,includingthecapital,Ulaanbaatar,thesouthernprovinceofDornogobi,andsomenorthernandwesternprovinces.

Inenergysupply,theprojectaimedatautomatedoperationinwatertreatmentfacilitiesintheNumber4PowerPlantinUlaanbaatarcontinued.TheaimofthisprojectistoenhancetheoperationqualityofthekeyenergyandheatsupplierinUlaanbaatar.

Inagriculture,developmentprojectsaimedatprofessionalcounsellinginthedesertregionsofMongolia,andatpromotingagriculturemanufacturingindustriesinregionswithhighunemployment.In2012,the“Livestock Identification System”projectwasaccomplished;thankstothisproject,theidentificationofcattleinthecentralregionsofMongoliawasimplemented(Mongolia’snationwidelivestockidentificationisinspiredbythissystem).Furthermore,the“Development of Institutionalised Agriculture Counselling in the Desert Regions of Mongolia”projectwaspartiallyhandedover.Thanks

tothisproject,anagriculturalparkhasbeenequippedwithanirrigationsystemandpassivegreenhouse.Theimpactsoftheprojectintheagriculturalproductionwereverypositive.

Inenvironmentalprotection,theHargiaproject–aimedatremovingsedimentsandcontaminatedsoil,andtheirsafedisposal–wassuccessfullycompletedintheresidentialquarterofUlaanbaatar,attheendof2012.Thisprojecteliminatedthehealthrisksconnectedwiththepresenceofhighlytoxicsedimentsclosetoresidentialareas.FourmorePrzewalskihorsesweresuccessfullytransportedtoMongoliawithinthe“Conservation of endangered species of Mongolian fauna in protected areas in western Mongolia in the context of socio-economic development”project.

Health-relatedprojectsfocusedonimprovingthequalityandavailabilityofhealthcareinremoteruralareas,notablyintheZavkhanprovinceofwesternMongolia.TheseCzechactivitiesbalancethelowconcernofMongolianauthoritiesforprovidingadequatehealthcareinruraldistricts.

Inwatersupplyandsanitation,thedevelopmentprojectsinMongoliaaimattheeliminationofhealthrisksconnectedwithcontinuingsoilandgroundwatercontamination,asaresultofminingactivities.InthecityofErdenet,the“Drinking Water Supply of Rural Areas of Zalugiin Gol and Ulaan Tolgoi in the Wider Area of Erdenet City”projectwascompleted.Theaimofthisprojectwastodrillwells,inordertoprovidetheregionwithsafedrinkingwater.

Ineducation,enhancingthequalityofsecondaryschoolsanduniversitiesisthemaintopicofCzechdevelopmentprojects,asMongoliahasbeenlackingqualifiedandtechnicallyeducatedmanpower.In2012,the“Innovation of Electric Drives Education in Undergraduate and Graduate Studies at the Mongolia University of Science and Technology”projectbegan.InthecityofDarkhan(nothernMongolia),the“Support for Vocational Agricultural Education at the Education Centre”projectwaspartiallyhandedovertotheMongolianpartners.Thenewproject,“Herders’ sustainable education system support”waslaunched.

ThetrilateralprojectoftheCzechNGOAdra,implementedincooperationwiththeEuropeanCommissionandtheGermanNGOAdra,wasdedidatedtotheeconomicdevelopmentofruraldistrictsintheSelengeandZavkhanprovinces.Thesecondtrilateralprojectstrovetoimplementenvironmentallyfriendlymethodsintheconstructionindustry.InMongolia,twoAid for Tradeprojects,aimedattheenergyandtradesectors,wereimplementedundertheCzechMinistryofIndustryandTrade.

FivelocalsmallscaleprojectsadministeredbytheCzechEmbassyinUlaanbaatarcontinued,focusingoneducationandhealth.Lastbutnotleast,amobilehealthunitfornomadicpeoplewasestablished,andtheMusicandDanceSchoolwasequippedwithteachingaids.

Fortheacademicyear2012/13,theCzechRepublicofferedfournewgovernmentscholarships;however,thedemandforgrantingscholarshipexceedsthequota.In2012,atotalof16MongolianstudentswereenrolledatCzechuniversities.

In2012,agroupofCzechuniversityteachersweresenttoMongolia,aspartofapilotscheme.ExpertsfromtheCzechUniversityofLifeSciencesareworkingtowardstheimprovementofeducationqualityintheMongolianStateUniversity,whileexpertsfromtheCzechTechnicalUniversityarehelpingtoprepareeducationalinnovationintheMongolianUniversityofScienceandTechnology.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalof21projects(including14bilateral,twotrilateralandfivelocalsmallscaleprojects),totalling3.5mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoMongoliain2012totalled4.06mUSD.

Georgia

AccordingtotheUNHumanDevelopmentIndex,Georgiaranks72ndoutof187countries.ThecountrycontinuestoovercometheconsequencesofthecollapseoftheUSSRintheeconomicandpoliticalspheres,furtherworsenedbytheconsequencesofRussianmilitaryinterventionsin2008.Georgiaremainseconomicallydependentonagriculture,whichweakensitseconomicstability.Georgiaisalsoastrategicallylocatedcountry,anditsstabilityisofgeneralconcerntotheinternationalcommunity.

Since2008,theCzechRepublic’sdevelopmentcooperationwithGeorgiahasbeenaffectedbytheconsequencesoftheconflictwithRussia,andprimarilyaimedatrecovery.TheCzechgovernmentallocatedspecialfundstotheamountof8.5mUSDfor reconstructionanddevelopmentassistancein2008-2010.Morethan50projectswereimplemented,withthemajorityoffundsconcentratedinthesectorsofagriculture,health,watersupplyandsanitation,whereCzechdevelopmentactivitiesinGeorgiacontinue.

In2012,theCzechRepublicimplementedprojectsinthesectorsofhealth,generalenvironmentalprotection,agriculture,manufacturingandenergysupply.Fourprojectsinthegovernmentandcivilsocietysectorswerelaunched.

Amongthelargeandsuccessfulprojectsinthehealthsectorwasthepromotionofpreventionandtheearlydetectionofcancerinwomen,intheregionsofSamegreloandShidaKartli.Thiswasafollow-uptothepreviousactivitiesintheyears2009-2011,andemphasisedprevention,theeducationofruraldoctorsandthecreationofanationalstrategyinthisfield.

Basedonitsownexperiencewithfloodpreventionandsolution,theCzechRepublicstartedaprojectinthesectorofenvironmentalprotectionin2011,aimingatbuildingamonitoringandearlywarningsystemforfloodsincooperationwiththeGeorgianNationalEnvironmentAgencyandtheGeorgianMinistryoftheEnvironment.TheCzechHydrometeorologicalInstituteactivelyparticipatedintheprojectin2012.Itshouldbebeneficialtoagriculture,energyandweatherforecastingingeneral.

Agriculturalprojectsin2012focusedonsmall-scalefarmersintheprovincesofMegrel,AdjaraandImereti.Theyreflectedthepreviousactivities:promotingcooperativemanagement,theaimtounite

thesmall-scalefarmers,toincreasetheeffectivenessofagriculturebusinesses,toprovideforvalueaddedinagriculturalproduction(processing,packaging,sorting),andthussupportingtheaccessoffarmerstolocalandforeignmarkets.

Inthesectorofenergyproductionandsupply,incooperationwiththeGeorgianAgencyforProtectedAreasandtheDepartmentofEnergyofGeorgia,asuccessfulandpositivelyviewedprojectwasimplementedin2012,aimingatsustainablepowersources,inordertoprovideisolatedcommunitiesinthemountainousareaofTushetiwithaccesstoelectricity.

ThecollaborationwiththesectorsofgovernmentandcivilsocietyrepresentsgreatpotentialforthetransmissionofCzechtransformationexperienceandthesupportofGeorgia’sconvergencewithEUstandards.In2012,memorandaweresigned,inordertoimplementthreeprojects:thefirstwastosupportthedevelopmentoftheGeorgianspaindustry,andthesecondtoprepareaplantoprotectthelandscapeoftheTushetiarea.TheCzechDevelopmentAgencyalsocarriedoutajointprojecttogetherwiththeAmericanagencyUSAID(supportedbythe EmergingDonorsChallengeFund),whichistargetedatintroducingthefieldofaddictologyintotheGeorgianeducationalsystem.TheprojectoutcomeswillbeincludedintheupcomingGeorgiangovernmentstrategyondealingwiththedrugsituationthere.AnotherprojectaimedatincreasingtheeffectivenessofprotectedcaveareamanagementatImeretiNationalPark.

Inthesocialsphere,theCzechRepublichelpedtoimprovethelivingconditionsofyoungpeople,thedisabledandseniorsthroughtwolong-establishednon-profitorganizationsinthecountry(PeopleinNeedandCaritasCR).Bothprojectsshouldhaveasystemicimpact.

AnumberofprogrammeactivitieshavealsobeenimplementedinGeorgiainthetransformationcooperationprogramme,undertheMinistryofForeignAffairs.Theseprojectssupportindependentjournalism,theactiveparticipationofcitizens–especiallyyoungpeople–inthedecision-makingoflocalgovernments,aswellasthecapacityofcivilsocietytoprotectwomen’srights.

In2012,theEmbassyoftheCzechRepublicinTbilisiimplementedfourlocalsmallscaleprojectsandsixadditionaldevelopmentprojectsoftheCzechDevelopmentAgency,totalling0.1mUSD,andfocusingmainlyonsocialissuesandeducation.Furthermore,theCzechRepublichelpedtoimprove,amongstothers,thekindergartenenvironment,professionaleducationofdisabledpeopleandthoselivingbelowthepovertyline,andtorealisethepotentialofdomestictourism(cycletouring).

In2012,twotrilateralprojectstookplaceinGeorgia,focusingonhomecaredevelopmentservicesintheShidaKartliregion(co-financedbytheCordaidorganisation),andthecreationofdocumentaryfilmsabouttheSouthCaucasusanditsuseforstrengtheningdemocraticdialogue.

Intheacademicyear2012/13,GeorgiawasofferedandtookupthreenewgovernmentscholarshipsinvariousdegreeprogrammesinCzechandEnglish.Currently,atotalof23scholarshipholdersfromGeorgiaarestudyingintheCzechRepublic.

In2012,theCzechRepublicusedinternationalbilateraldevelopmentcooperationfundstoimplementatotalof29projects(17bilateral,twotrilateral,sixadditionalprojectsintheCzechDevelopmentAgencyattheEmbassyand4localsmallscaleprojects),totalling1.5mUSD.ThesevenprojectsoftransformationcooperationimplementedbytheCzechRepublicwereworth0.5mUSD.OverallofficialdevelopmentassistanceprovidedbytheCzechRepublictoGeorgiain2012was2.63mUSD.

Cambodia

CambodiacontinuestostrugglewiththeimpactsofthePolPotregime.ThishadadevastatingeffectonthesocialandeconomicstructureofthecountryandmeansthatCambodiabelongsamongthepoorestcountriesintheregion,ranking138thinthe2012HumanDevelopmentIndex.

TheCzechRepublichasalonghistoryofrelationswithCambodia.Czechdevelopmentassistancehasmostlyfocusedonthesectorsofsocialinfrastructure,health,educationandenergy,targetingpredominantlytheTakeoprovince.

Insocialinfrastructure,the“Strengthening community support of disabled children in Takeo province”projectwascompleted.Thegoalofthisprojectistoimproveaccesstoeducationfordisabledchildren.Theprojectincludedtraining35teachersfromfourparticipatingschools;38moreteacherstookpartinspecialteachingmethodstraining,inordertoworkeffectivelywithdisabledchildren.

Inenergysupply,theprojectdevelopingamarketorientatedbiodigestorsectorforsustainableenergysupplyinruralCambodiacontinued.Thankstothe500newlyestablishedbiodigestors,2800inhabitantsofTakeoprovincegotaccesstoenergyneededforcookingandlighting.

Inthehealthsector,theproject“Health for Mothers and Children in Cambodia”wascompleted.Thisprojectfocusedonreducingmaternalmortalityandchildmalnutritionrates.Asanaddedvalue,lastbutnotleast,threedeliveryandpost-deliveryroomsarenowavailableformothers.Theprojectalsoincludedtheorganizationofseminarsondeliveryrelatedrisksandthepromotionofsafeinfantnutrition.

FourtrilateralprojectsimplementedbyCzechNGOsincooperationwithUNICEF,theGovernmentofJapanandConcernWorldwide,focusedontheeffectiveuseoffoodresourcesforpopulationsinpoverty,theeliminationofmalnutritionandonimprovingmaternityhealthservices.Twolocalsmallscaleprojectsaimedatthesectorsofwatersupplyandhealth,aswellasoncardiacsurgeryonCambodianchildrenwithcongenitalheartdefects,doneattheUniversityHospitalinPrague,Motol.

Ineducation,theprogrammeofsendinguniversityteacherstoCambodianuniversitieswaslaunchedasanewformofdevelopmentcooperation.In2012,theCzechUniversityofLifeSciencessharedknow-howonteachingmethodologywithsimilarlyspecialisedCambodianinstitutions.TheCaritasoftheCzech

RepublicprovidedCambodianuniversitieswithknowledgeintheinclusiveeducationprocess.

Withinthedevelopmentscholarshipprogramme,sevenCambodianstudentswereenrolledintheCzechRepublicasof2012.TwonewgovernmentscholarshipswereofferedtoCambodiaforacademicyear2012/2013,andfullusewasmadeofthem.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalofnineprojects(includingthreebilateralprojects,fourtrilateralandtwolocalsmallscaleprojects),totalling0.8mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoCambodiain2012totalled0.9mUSD.

Kosovo

KosovoisoneofthepoorestcountriesinEurope.Thehistoricallyunfavourableeconomicsituationtherewasfurtherworsenedbythepoliticalinstabilitythatresultedincivilwarinthelate1990s.Thewarcausedmassmigrationofitsinhabitants,andadditionaldamagetotheeconomicandsocialinfrastructure.

BilateralCzechdevelopmentassistancetoKosovoisconcentratedonalong-termfocusoncooperationinsocialinfrastructureandservices,education,aswellasonwatersupplyandsanitation.

Asinthepreviousyear,in2012theCzechRepublic’sgreatestemphasisinKosovofocusedonthesocialsector,fromwhichderivesmainlycooperationwithassociationsofhandicappedpeople.TheaimoftheseprojectswastoimprovethepositionofblindanddeafKosovans,andtheirintegrationintomainstreamsociety.Intheseareas,theCzechRepublichasbuiltastrongpositionandreceivedthe

recognitionofthedonorcommunity.In2012,apilotschemewaslaunched,involvingthecooperationofCzechteachersfromtheJanDeylConservatoryforthevisuallyimpairedwithteachersandstudentsfromthePejischoolfortheblind.Theaimofthiscooperationistointroducenewmethodsofteachingmusic,and,inthatway,expandemploymentopportunitiesforblindandvisuallyimpairedKosovans.ThecooperationwiththeU.S.governmentintheEmergingDonorsChallenge Fund,fromwhichtheprojectofinclusiveeducationwasfinanced,focusedonthecapacitybuildingoflocalactorsinimplementingthestrategytointegrateRoma,AshkaliandEgyptiancommunities.

AnotherimportantgroupofforeigncooperationprojectsinKosovoin2012includedthoseinthesectorofwatersupplyandsanitation–thekeyareaintermsofimprovingtheenvironmentalqualityofthecountry.In2012,therewasaceremonialstartupofthetrialoperationofawastewatertreatmentfacilityinthemunicipalityofKosovoPolje–thefirstwastewatertreatmentfacilityinthecountry.

UnderthetermsofthetransitioncooperationoftheCzechMinistryofForeignAffairsin2012,aprojectofcitiesandtownscalled“Investment friendly municipalities”wasrealised,withtheaimofattractingforeigninvestorstotheareasinvolved,andhavingthenecessaryinfrastructurereadyfortheirarrival.

AspartoftrilateralcooperationinKosovoandtheothertwocountriesoftheWesternBalkans,therewasthe“Balkan Initiative”project,whichfocusedonsocialinclusion,andwasrealisedandco-financedbytheEuropeanUnion.

In2012,fourlocalsmallscaleprojectsadministeredbytheCzechEmbassyinPristinawerecarriedout.Aneducationalprojecttohelpabused,disabledandotherwisedisadvantagedwomeninthenorthof

Kosovo,whichwasthefirstNGOprojectproposalmanagedbyKosovanSerbs,canbeconsideredasarealbreakthrough.

Fortheacademicyear2012/13,theCzechRepublicofferedKosovanstwonewgovernmentscholarships,whichhavebeentakenup.During2012,therewereatotaloffivestudentsintheframeworkofdevelopmentscholarships,inthefieldsofeconomicsandagriculture.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalof11projects(includingsixbilateral,onetrilateralandfourlocalsmallscaleprojects),totalling0.82mUSD,andoneprojectoftransitioncooperationtothevalueof0.03mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoKosovoin2012totalled2.26mUSD.

Palestinian Autonomous Territories

ThePalestinianAutonomousTerritories (PAT)belongamongthepoorestcountriesoftheNearEast,ranked110thinthe2012HumanDevelopmentIndex.Nevertheless,theireconomicandsocialstabilityisofvitalimportancefortheentireregion.

TheCzechRepublichas,therefore,providedassistancetothePATsincethe1990s.Between1996and2012,atotalof22developmentprojects,totallingapproximately15.35mUSDwereimplementedthere,withanadditional1.95mUSDinextraordinaryreconstructionaidin2008.TheCzechRepublichasfocuseditsactivitiesprimarilyontheTubasgovernorateandtheenergysector(approximately30villageshavebeenelectrifiedsince1996,thankstoCzechassistance).

GiventhespecificconditionsprevailinginthePAT,cooperationwaspursuedviafinancialdonationtotheTubasgovernorate.Theprojects“Training and Operational Centre for Photovoltaic Energy in Tubas”inthesectorofenergyaswellas“Modernisation of the Drop Irrigation System with the Use of Renewable Energy Sources” inthesectorofagricultureweresupportedthere.WorkingcloselywiththeCzechRepresentativeOfficeinRamallah,adirectsupportofthePalestinianWaterAuthority(PWA)formonitoringandmanagingwaterresourceshascontinuedthroughthemeansoftheprojectMYWAS(anadvancedprogrammeformonitoring,managinganddevelopmentofthewaterresources).

FollowingproposalsbytheRepresentativeOfficeinRamallah,threelocalsmallscaleprojectswere

implementedinthePATin2012.Theseinvolvedthetransferofknow-howbetweentheIsraelisandPalestiniansintheareaofwatermanagement,aswellascross-bordercooperationoncropdevastationcausedbyrodents.ThethirdprojectsupportedmusiceducationattheUniversityofAlQuds.

In2012,theCzechRepublicagainprovidedthePATwithhumanitarianaidworth0.2mUSD,whichwasdeliveredviaUNRWAtohelpthePalestinianinhabitantsofGazaandtheWestBank.

Intheacademicyear2012/13,thePATwereofferedtwonewgovernmentscholarships,bringingthetotalofPalestinianstudentsenrolledintheCzechRepublicuptofourteen.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalofsixprojects(includingthreebilateralprojectsandthreelocalsmallscaleprojects),totalling0.7mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictothePalestinianAutonomousTerritoriesin2012totalled1.68mUSD.

Serbia

InMarch2012,theofficialstatusofSerbiaasanEUcandidatecountrywasconfirmed,bringingtofruitionthepositivelong-termdevelopmentofthecountry,andshowingpromiseforthefuture.Atthesametime,however,thecountrycontinuestofacehighunemploymentratesandothereconomicandsocialissues.Inthe2012HumanDevelopmentIndex,Serbiafellfrom59thto64thplace.

TheCzechRepublic’sdevelopmentcooperationwithSerbiais,inthelong-term,focusedonthehealthsector;otherprioritysectorsarewatersupply,sanitationandagriculture.Geographically,theCzechdevelopmentassistancetoSerbiaisfocusedmostnotablyontheSandžakregion,wheretheCzechRepublicsupports,inparticular,theMuslimminority,andontheŠumadijaregion.

In2012,theCzechRepubliccontinuedtomaximizetheinvolvementofSerbia’sstateinstitutionsindevelopmentactivities.ThecooperationwiththeSerbianEnvironmentalProtectionFundwaspromising,andresultedinthelaunchingofajointprojectfortheconstructionofthesewagesysteminthevillageofKruščica(oneoftheleastdevelopedregionsofthecountry).IntheregionofKolubara,thereweretwoprojectsrealisedinthesectorsofwatersupplyandsanitation.InthetownofValjevo,atransferstationforthegatheringandhandling

ofwastewasopened,andinthevillageofOsečina-Belotić,accesstodrinkingwaterwasimprovedthroughtheconstructionofanewwatersupplysystem,includingdrinkingwaterpumps. AdditionallyinValjevo,theprojectofincreasingtheeffectivenessofgeothermalheatinginthelocalhospital,usingalocalwell,continued.

AnotherstrategicallyimportantpartnershipwasrealisedinSerbiain2012,andwasrunthroughmutualcooperationwiththeUnitedNationsOfficeforProjectServices(UNOPS),inthetradeandservicessectors,withintheproject“Supporting cheese production in Sandžak”.Sandžakisoneoftheleastdeveloped,andpoliticallyveryfragile,regions.

Bytheendof2012,twoprojectsinthehealthsectorhadbeencompleted.Oneaimedatsupportofpreventionandearlydetectionofcanceramongwomen,andwascompletedintheŠumadijaregion;theother,aimedatincreasingthequalityandaccessibilityofhealthcare,wascompletedinArandjelovec.TheSerbiancommunityevaluatedbothprojectsverypositively,andappreciatedtheirfar-reachingimpact.

Inthecaseoftransitioncooperation,aprojectfocusedonstrengtheningthecivicengagementofyoungpeople,particularlybyimprovingtheteachingqualityofciviceducationinsecondaryschools.AprojectwithinAid for Trade, focusedontradedevelopment,wasalsoimplementedinSerbiain2012.

AtotaloffivelocalsmallscaleprojectswerecarriedoutinSerbiain2012.Specifically,theydelivereddevicesforBraille,electronicaidsforblindchildrenandequipmentfortwomedicalcentres.

Serbiahastraditionallybeenoneofthemostimportantrecipientsofdevelopmentscholarships.In2012,atotalof28governmentscholarsfromSerbiawereenrolledonpredominantlytechnical,economic

andhumanitiesprogrammes.Fortheacademicyear2012/2013,SerbiawasofferedtenadditionalscholarshipsforundergraduateandgraduatestudentsinCzechandEnglish,andthecountrytookfulladvantageofsixofthem.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotal

of14projects(includingsevenbilateralprojects,onetrilateralandfivelocalsmallscale,projects),totalling1.74mUSD.Inaddition,oneprojectwasimplementedwithinthetransitioncooperationframeworktothevalueof0.04mUSD. OfficialdevelopmentassistanceprovidedbytheCzechRepublictoSerbiain2012totalled2.38mUSD.

Other countries

OthercountriesincludethosewhereCzechdevelopmentactivitiescontinuedin2012inaredefinedscopeandfocus(oftensubjecttoagradualphasing-out),followingtheimplementationofaneffectivestrategy.TheseincludeAngola,Yemen,

VietnamandZambia.Thisgroupalsoencompassespartnercountrieswhereprojectsfromthepreviousperiodwerecompleted,orwhereactivitiesoftheMinistryofForeignAffairsoftransitionalcooperation,andoftechnicalassistancefromtheMinistryofFinance,arestillbeingcarriedout.

Angola

Despiterapideconomicgrowthinrecentyears,owingmostlytotheextractionofoilandothernaturalresources,Angolaisstillacountrywithwidespreadpoverty,especiallyinruralareas.Moreover,Angolastillhastodealwiththelegaciesofaprotractedcivilwar.Thecountryranked148thintheUNDP’s2012HumanDevelopmentIndex.

Inpreviousyears,theCzechRepublicassistedAngolainthesectorsofeducation,agriculture,environmentalprotection,andenergygenerationandsupply.InaccordancewiththeStrategyofCzechDevelopmentCooperationfor2010-2017,however,mostCzechdevelopmentactivitiesinAngolahavenowbeenconcluded.

Intheeducationsector,aCzechprojectimprovedthequalityofprimaryeducationinruralareasoftheCuembadistrict.ThisinterventionrefinedtheprofessionalandpedagogicalskillsofteachersinaccordancewiththecurrentschoolreformofAngola’sgovernment.Furthermore,newteachingmaterialsbasedontheneedsofpupilsandteachersinruralareashavebeenproduced.Theoutputsofthisthree-yearprojectwerehandedovertoAngolanpartnersattheendof2012.

AtrilateralprojectwasalsoimplementedinAngolain2012,targetedatcommunitiesinBiéprovince.Itsaimwastoimproveaccesstosanitationandsourcesofpotablewater.TheimplementingCzechNGO’sinterventionwasco-financedbyUNICEFAngola.

Incooperationwiththenon-residentEmbassyoftheCzechRepublicinPretoria,twolocalsmallscaleprojectsinthefieldofeducationwereimplementedin2012.Withinthatframework,theCzechRepublicaddressedtheneedsofenhancingthetechnicalskillsofstaffofanagriculturalschool,andofliteracycoursesforwomen.

AngolanstudentsarenolongerofferedCzechgovernmentalscholarships.ThelastscholarshipwasofferedtoAngolaintheacademicyear2010/11.Asof2012,atotalofsevenAngolanstudentswereenrolledonpredominantlyagriculture-relatedandelectricalengineeringprogrammesintheCzechlanguage.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotaloffourprojects(onebilateral,onetrilateralandtwolocalsmallscaleprojects),totalling0.33mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoAngolain2012totalled0.46mUSD.

Yemen

Sinceitsreunificationin1994,Yemenhasundergoneaprocessofsocialandeconomictransition;neverthelessitisstillthepoorestoftheArabcountries,ranked160thoutof187countriesinthe2012HumanDevelopmentIndex.ProgressinYemenishamperedbyinternalconflictsandafragilesecuritysituation.Thediminishingaccesstowaterresources,forbothdrinkingandirrigation,andtheirpitifulquality,makethedevelopmentofagricultureandeconomyingeneralverydifficult.

YemenisoneofthepartnercountrieswithgraduallydiminishingCzechdevelopmentcooperationactivities.Howeverin2012,anewtwo-yeardomesticgardeningprojectaimedathorticulturetrainingwasstarted,onSocotraIsland.

In2012,theCzechRepublicprovidedYemenwithhumanitarianaidworth0.2mUSD,deliveredviatheWFPanditsprogramme,aimingatbetternutritionandeducationforgirls.

TwolocalsmallscaleprojectsinYemenweresupervisedbytheEmbassyoftheCzechRepublicinAbuDhabi.Oneprojectprovidedaculturalandsportscentreforthedisabledwiththenecessaryequipment;theotherconcentratedonanaudio-libraryforthevisuallyimpaired,alongwithschoolingofthepersonnel.

TheCzechRepublichasnotofferedascholarshiptoYemenfortheacademicyear2012/13.AtotaloftwostudentswereenrolledatCzechuniversitiesin2012.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalofthreeprojects(onebilateralandtwolocalsmallscaleones),amountingto0.24mUSD.

OfficialdevelopmentassistanceprovidedbytheCzechRepublictoYemenin2012totalled0.48mUSD.

Vietnam

InspiteofimportantreformshavingbeenimplementedinVietnamoverthelastyears,thecountryremainsamongthosewithaverylowincome,ranking127thintheHumanDevelopmentIndexin2012.Vietnam’sproblemsstemmainlyfromitseconomicstructure(morethan70%oftheworkforceisemployedinagriculture),insufficientinfrastructure(especiallyinruralareas)andaninefficienteducationsystem.Furthermore,thecountrystillstruggleswiththeconsequencesofwarconflict.

IntheDevelopmentCooperationStrategyoftheCzechRepublicfor2010–2017,Vietnamisincludedamongstthecountrieswherenomorebilateraldevelopmentprojectswillbelaunchedafter2013.Inaccordancewiththeresponsibleapproachofdevelopmentcooperationtowardstherecipientcountry,somepartialdevelopmentactivitiesmaybetakenintoaccount,inordertostrengthenthesustainabilityoftheprojectscurrentlyinprogress.Theprojectscompletedin2012inVietnamfocusedonsocialinfrastructure,industry,mining,construction,watersupplyandsanitation.

Inindustry,miningandenergysupply,theprojectofsustainabledevelopmentoftheglass-makingindustryincentralVietnamwascompleted.Furthermore,theimpelmentationoftheproject“Introduction of Renewable Sources of Energy in Thuha-Thien Hue”continued;thisaimsatenablingreliableaccesstoenergyfortheinhabitantsofruraldistricts.

Insocialinfrastructureandservices,theimplementationoftheproject“Education and Multiplication of Vocational Education Trainers”continued.Theaimoftheprojectistoenhancethequalityofeducation(mainlyforapprentices),asthelowlevelofeducationandlackofqualifiedworkersareobstaclesinVietnam’sdevelopment.

Inthefieldofwatersupplyandsanitation,theproject“Support to overcome dioxin/herbicide effects in Vietnam” continues.TheaimoftheprojectistoeliminatethehealthrisksandenvironmentaldamagecausedbythemassiveuseofherbicidesduringtheVietnamwar.

Inordertoguaranteethefollow-upofCzechdevelopmentactivitiesintheenvironmentalfield–especiallyineliminatingthesideeffectsofdioxin–theCzechGovernmentapprovedthecontributionof0.8mUSDearmarkedfortheUNDPcountryofficeinHanoi,whichhasbeenalongtermpartneroftheVietnameseandCzechgovernmentsinthisactivity.

AnequallyimportantpartofdevelopmentcooperationwithVietnaminvolvedfourlocalsmallscaleprojects;

oneofthemprovidedsupporttotheIntensiveCareUnitintheCentralTransportationHospitalinHanoi,whiletheothersfocusedonthehealthcareofdioxinvictims,financialsupportofvocationaltrainingandsupplyofequipmentforgarbagecollectinginPhuongCachvillage.IncooperationwiththeVietnameseEnvironmentalProtectionFund,theCzechRepublicimplementedonetrilateralproject,aimedatstrengtheningpublicawarenessofenvironmentalprotection.

Fortheacademicyear2012/2013,Vietnamwasofferedtwogovernmentscholarships.Currently,therearefourVietnamesescholarsenrolledinchemistry,technologyandagricultureprogrammes.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotalofnineprojects(fourbilateralprojects,onetrilateralandfourlocalsmallscaleprojects),totalling0.7mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoVietnamin2012totalled1.45mUSD.

Zambia

ZambiaisamongthepoorestcountriesontheAfricancontinent,facinganumberofchallenges.Agricultureremainsthefundamentalmeansofsubsistence.Itis,however,pronetoslumpsandfluctuations,whicharemadeallthemoreseriousbythecontextoflowdiversificationoftheeconomyasawhole.The

situationisfurthercomplicatedbyaninsufficientlevelofeducation,andbyinadequateinfrastructure.Zambiaranked163rdoutof187countriesinthe2012HumanDevelopmentIndex.

TheCzechRepublichassteadilyfocuseditsdevelopmenteffortsontheWesternProvince,whichisrelativelyisolatedandoutsideotherdonors’interests.Atpresent,however,CzechdevelopmentcooperationwithZambiaisgraduallybeingbroughttoaclose.

Duetoprevailinghighinfantandmaternalmortalityrates,theCzechRepublicsupportshealthcareinZambia.In2012,amidwifeeducationprojectwascompleted,owingtowhich40newapplicantsrecentlystartedtheirone-yearcourseofstudy.Thesestudentsarealsotakingadvantageofadormitoryontheschool’spremises,whichwasconstructedusingCzechdevelopmentfundingin2011.Projectoutputsweretransferredtolocalpartnerorganizations–toaprovincialhealthauthorityandtheLewanikahospital.

Intheagriculturalsector,aprojectofartificialinseminationtoboosttheperformanceoflocallivestockvarietieswasimplementedoverthecourseof2012.Theproject’smainaimistolendsupporttoalocalinseminationstationwithequipmentandtraining,inordertoimproveaccesstoartificialinseminationservicesinZambia.In2012,anewproject,introducingasystemofartificialinseminationoflivestockforsmallfarmers,followeduponpreviouslyundertakenactivities.ThisnewprojectaimsatestablishingasystemofdistributionandoverseeingofartificialinseminationinZambia’sSouthernand(partly)EasternProvinces.TheZambianMinistryofAgricultureandLivestockactsasthemainpartnerorganizationofbothprojects.

Czechassistancecontinuedduring2012alsointhesectorsofeducation,andsocialinfrastructureandservices.ApprenticeshiptrainingofsociallydisadvantagedKatongochildrenprovidedelementaryandsecondary-schoolstudentsandotheryoungaged13–25withcoursesforthosewishingtobecomebakers,electriciansandtailors,sothatthoseyoungpeoplemighthaveahigherchanceofsucceedinginthelocaljobmarket.Inthesocialsphere,aprojectthataimsatsustainablecarefororphansandotherdisadvantagedchildrencontinuedintheMongudistrictintheWesternProvince.Since2011,over300vulnerablechildrenand157householdshavebeensupported.

Attheinitiativeofthenon-residentEmbassyoftheCzechRepublicinHarare,fourlocalsmallscaleprojectswereimplementedin2012,mainlyinthefieldofeducation.TheCzechRepublicfocusedonyoutheducationalprojectsandpotablewatersourcesfor

schools.Onetrilateralprojectbolsteredthetransferofcommunicationtechnologiesandcomputerliteracytothelocalpopulation.TheCzechorganizationimplementingthisprojectpartneredwiththeTaiwaneseInstituteforInformationIndustryforthispurpose.

Fortheacademicyear2012/2013,onenewZambianstudentenrolledonaCzechlanguageprogrammeandoneonanEnglishlanguageprogramme.AtotaloftenZambianstudentsarecurrentlyenrolledintheCzechRepublic,predominantlyoninformationtechnology,agricultureandhealth-relatedprogrammes.

In2012,theCzechRepublicusedbilateraldevelopmentcooperationfundstoimplementatotaloftenprojects(fivebilateral,onetrilateralandfourlocalsmallscaleprojects),totalling0.68mUSD.OfficialdevelopmentassistanceprovidedbytheCzechRepublictoZambiain2012totalled0.83mUSD.

Toalimitedextent,developmentortransitioncooperationalsotookplaceinseveralothercountries.TheseweremainlyprojectsbytheMinistryofIndustryandTradeandoftheMinistryofFinance,aswellastransitioncooperationundertheauspicesoftheMinistryofForeignAffairs.

Themulti-yearprojectsbytheMinistryofIndustryandTradeinthewatersupplyandsanitationsectorwerecompletedinthePhilippinesin2012.AprojectspecialisinginthetransferoftechnologytoenvironmentalimprovementwasfinishedinAlbania,andaprojectmappingmineralresourcesfortheconstructionindustrywascompletedinMali.

StudyvisitsforpartnerinstitutionsfromMontenegro, Macedonia, TurkeyandothercountrieswerecarriedoutbytheMinistryofFinance,withinthefinancialandeconomictransitionassistanceproject.Czechknowledgeandexperienceintheareasofeconomictransition,EUaccession,publicfinancereformandgoodgovernanceinkeyareaswasalsoshared.

Furthermore,transitionpromotionadministeredbytheMinistryofForeignAffairscontributedlastyeartothedevelopmentofcivilsociety,independentmediaandlocalgovernmentinMyanmar/Burma, Belarus, Egypt, Iraq, Cuba, aswellasinUkraine(besidesthealreadymentionedones).Theaimofthetransitioncooperationprogrammewastocontributetowardscreatingandstrengtheningdemocraticinstitutions,theruleoflawandgoodgovernance.Withintheseactivities,theCzechRepublicreliesonthetransferabilityofitsexperience,aswellasonaproventrackrecordofmutualrelationswithindividualpartnercountries.

Bilateral development cooperation by sector

IntermsofODAdivisionbysectors,inaccordancewithOECDmethodology,theCzechRepublicfocusedin2012primarilyonthesectorsofgovernmentandcivilsociety,education,watersupplyandagriculture,aswellasonothersectorsthatareinstrumentalinmeetingtheMillenniumDevelopmentGoals,suchassocialinfrastructure,manufacturing,health,environmentandenergy.

Thehighestamountoffunds(includingtransitioncooperationfunds)wasinvestedinthestrengtheningofgovernmentandcivilsocietyaroundtheworld.Theaimoftheseactivitieswastosupportthecreationofastable,peacefulanddemocraticcivilsociety,asthebasicprerequisiteforeconomicprosperityanddignifiedhumanexistence.Thelong-termsupportofeducation,one

ofthekeyMillenniumDevelopmentGoals,alsocomesasanaturalchoicefortheCzechRepublicwithinthatcontext.Theaforementionedsectorsreceivedapproximately30%ofthetotalofficialassistanceprovidedbytheCzechRepublic.

Inothersectors,theCzechRepublicfocusedonitstraditionalpriorities,usingitscomparativeadvantages,whilecontributingtotheidentificationofsolutionstomanypressingissuesinthepartnercountries.TheCzechRepublic,therefore,contributedapproximately17%ofitstotalassistancetoprojectsdealingwithwatersupply,sanitationandagriculture.In2012,activitiescontinuedacrosssectorssubjecttotraditionalCzechassistance,includingtheenvironment,energyandsocialinfrastructureandservices.

Government and civil society

In2012,theCzechRepublicimplementedprojectsthatsupportedgoodgovernance,bothatthegeneralcross-cuttinglevel–suchasstricttransparencycontrolacrossallimplementationphases,withtheemphasisontheinvolvementofthelocalcommunitiesinthedecision-makingprocessoftheproject’sfocus–aswellasintopic-specificprojects,focusingonimprovinggovernmentefficiency.

The Transition Promotion ProgrammeisthekeycomponentoftheCzechdevelopmentassistanceinthissector.Itsaimistocontributetowardstheestablishmentandstrengtheningofdemocraticinstitutions,ruleoflaw,civilsocietyandgoodgovernance.In2012,theprogrammecontinued,focusingontheprioritycountriesoftheCzechRepublic’sforeignpolicywhichhaveagoodpotentialfortransferringCzechexperience,aswellasatraditionofmutualrelations(Belarus, Bosnia and Herzegovina, Georgia, Iraq, Kosovo, Cuba, Moldova, Myanmar/Burma, Serbia and Ukraine).Egypt wasalsoincludedintheprioritycountriesin2012,forthefirsttime.

In2012,atotalof45projectspreparedbyCzechnon-governmentalorganizationsandinstitutionswereimplementedwithintheTransitionPromotionProgramme,incollaborationwithpartnersintherecipientcountries,includingindividualactivitiesthatwereorganisedbytheMinistryofForeignAffairsanditsembassies.Besidestheprioritycountries,someone-offactivitiestookplaceincountriesinAfrica,Asia,theMiddleEastandRussia.ManyprojectsinvolvingCzechentitiesweremultilateralorinternational.Atotalof2.5mUSDwasspentin2012onprojects,scholarshipsandactivitiesinsupportofdemocracyandhumanrights.

Otheractivitieswereaimedatthecapacitybuildingofgovernmentinstitutions.In2012inMoldova,aprojectfocusedonincreasingthefightingpoweroflocalfire-fighterswaslaunchedandthe„Support to the South Regional Development Agency and Regional Development Council with the Updating of Regional Development Strategy“wasalsoimplemented.Thisprojectarosefromajointidentification,includingdelegatesfromMoldovaninstitutions,EU-12states,theGermandevelopmentagencyGIZ,theUNDPandanEUDelegation.

AnumberofactivitieswerelaunchedinGeorgia,includingacapacitybuildingprojectinbalneology.Theproject,„Introducing Addictology into the Educational System of Georgia“wassupportedbyUSAIDwithintheframeworkoftheAmericangovernmentprogramme,EmergingDonorsChallengeFund. The CzechDevelopmentAgency,incooperation

withtheNatureConservationAgencyoftheCzechRepublicandtheCaveAdministrationoftheCzechRepublicimplementedtwoprojects,focusedoneffectivemanagementofprotectedareasandcavesystemsrespectively.

InBosnia and Herzegovina,thecapacitiesofgovernmentinstitutionswerestrengthened,forinstanceinmonitoringresiduesinagriculturalproducts,throughthetrainingofveterinaryinspectorsandemployeesofveterinaryadministrationbyCzechexperts.OtherprojectsinthissectoraremainlyfocusedonthesupportofBosniangovernmentinstitutionsintheirefforttoovercomeobstaclesinEUaccession.Thecertificationofconstructionmaterials,low-voltageequipmentorelevatorsisthusalsosupported.

TheMinistryofFinanceimplementedayearlytechnicalassistanceproject,„Transformational financial and economic cooperation“,withtotalfundingof0.12mUSD.TheprojectaimedathelpingpartnerfinancialresortsindevelopingandtransitionalcountriesbytrainingtheirstaffintheCzechRepublic.Thestudyvisitswereorganisedfromfollowingcountries:Bosnia and Herzegovina, Montenegro, Macedonia, Moldova, Serbia, Turkey and Vietnam.Withintheframeworkoftheproject,theexperienceandknow-howoftheCzechRepublicisforwardedbothfromtheeconomictransformationperiodandthepreparationsofentryintotheEU,andalsofromthereformofkeypublicfinanceareas.

Along-termprojecttostrengthenthesecuritycooperationandcapacityofsecurityforcesofthecountriesoftheWesternBalkansandsouthCaucasuswascarriedoutbytheMinistryoftheInterior.OneofitssuccessfulactivitieswastheclearingofunexplodedmunitionsfromtheSavariverbedinBosnia and Herzegovina.

Assistance to refugees in the Czech Republic

Basedonthe1951Conventionregardingthestatusofrefugees,theCzechRepublicprovidessheltertopeoplewhoaresubjecttopolitical,religiousorracialpersecution.TheCzechRepubliccovers,mostnotably,thecostsofbasiclivelihood,healthcare,languageandgeneralinstruction,aswellasexpensesinrelationtoconsultancyactivities,orcoursesinsocialandculturalintegration.

TheCzechRepublicpaysspecialattentiontovulnerablegroups(seniorsandorphans)andintegrationactivities(Czechlanguageinstruction,jobseekingassistance,accommodationetc.).Theassistanceisprovidedviastateinstitutions(theAdministrationforRefugeeFacilities),aswellasvialocalgovernmentsandnon-governmentalorganizations.

In2012,theCzechRepublicprovidedatotalof9.3mUSDtoassistrefugeesintheCzechRepublic,ofwhich8.6mUSDqualifiedasofficialdevelopmentassistance(ODA).Foreignnationalsfrom60countries(atotalof753persons)claimedinternationalprotection(asylum);mostclaimsweresubmittedbynationalsofUkraine(174),Syria(68),BelarusandVietnam(54each).

Water supply and sanitation

Cleanwateristhemostfundamentalhumanrequirementandaccesstopotablewaterisoneofthekeyconditionsforthesurvivalofpeoplefromdevelopingcountries.Theavailabilityofwaterresourcesis,equally,aprerequisiteforboththesocio-economicdevelopmentandthesustainabledevelopmentofagricultureofthesecountries.Lackof–orexcessivesupplyof–water,protectionofwaterresourcesandthetreatmentofwastewaterarevitallyimportantissues

thatrequireattention.Theseissueshave,therefore,beenamongtheCzechRepublic’slong-termpriorities;thecountryhasaproventrackrecordofexperienceinthissector,aswellascomparativeadvantages.

In2012,Czechdevelopmentassistancefocusedparticularlyonprovidingdrinkingwater,aswellasontherecoveryofwastewatertreatmentsystems,theeliminationofoldenvironmentalburdensand,lastbutnotleast,onmunicipalwastetreatmentasapreventionofwatercontamination.

TheBalkancountrieshavebeenamongthetraditionalrecipientsofassistanceinthewatersupplyandsanitationsector.Czechdevelopmentactivitiesintheregionfocuspredominantlyondealingwithsuppliesofpotablewaterandwastedisposal,includingwastewatertreatment.

InSerbia,aprojectonimprovingaccesstodrinkingwaterinthevillageofOsečina-Belotićwassuccessfullycompletedin2012.Thankstothis,partofBelotićvillageisnowconnectedtothedrinkingwatersupplyoftheOsečinamunicipality.Thebuildingofatransferstationforthegatheringandhandlingofwaste wassuccessfullycompletedin2012inthetownofValjevo,whichcontributedtoaneffectivewastetreatmentmanagementthere.Also,anewprojectwaslaunchedtobuildasewagesysteminthevillageofKruščica.

InBosnia and Herzegovina,ajointprojectcontinuedtoimprovewastemanagementinthemunicipalitiesofDobojandMaglaj(FederationofBosniaandHerzegovina).Withintheframeworkoftheproject,studiesconcerningtheclosingoftwocurrentwastedisposalsitesandafeasibilitystudyonthebuildingofaregionalwastedisposalsiteinDoboj-KarabegovacwerehandedovertotheBosnianpartners,aswellasaregionalconceptionofthemunicipalwastemanagement.AnotherongoingactivityinthecountryisaprojectfocusingonimprovingthewatersupplyinthetownofLukavac.

InKosovo,thetrialoperationofawastewatertreatmentplantintheFushëKosovë/KosovoPoljemunicipalitywasofficiallylaunchedin2012.

ImportantprojectswereimplementedinMoldovain2012.Inordertoeliminatepesticidepollutionfromwaterresources,therepackagingofpesticideswascompleted,followedbythelaunchofasafedisposalmethodsproject.Aprojectfocusedontheexplorationandremediationofareaspollutedwithoilwascompleted:tworemediationsiteswerebuiltintheMoldovanvillagesofLungaandMărculeşti.AcontinuingprojecttorecoverthewastewatertreatmentsysteminNisporeniisanexampleofsuccessfulcooperationamongdonors;togetherwithMoldova: reconstruction of a wastewater treatment system

aparallelprojectadministeredbytheEuropeanCommission,theAustrianDevelopmentAgency(ADA)andtheSwissAgencyforDevelopmentandCooperation(SDC),theprojectprovidesacomprehensivesolutionforpotablewaterandsanitationinthearea.OthertwowastewatertreatmentprojectsweredesignedandimplementedalongsimilarlinesinCimişliaandVulcăneşti.

InMongolia,aprojecttobuildwatersourcesintheOrkhon/Erdenetarea,whichisundergoingarapidpopulationincrease,wasfinished.TheprojectonremediationoftheHargiaindustrialestateinUlaanbaatarwassuccessfullyhandedovertotheMongolianpartner.Withintheframeworkofthisproject,anexpertsurveyofthelevelofpollutioninthelocationwascarriedout,andcontaminatedsedimentsandsoilwereremovedtoasafedisposalarea.Therehabilitationof69damagedwellsinUlaanbaatarcontinuedinthesecondyearoftheproject,whichhasledtoanimprovementofthedrinkingwatersuppliesforthecity’sinhabitants.IntheMöröntown(Khövsgöl Province),adetailedsurveyconcerningthepotablewatersupplysystemwascarriedout,asthepreliminaryphaseofafollow-upproject,thankstowhichasustainablesupplyofdrinkablewaterwillbeaccomplishedinMörön.

Otherbeneficialactivitiesinthesectorin2012alsoincludedprojectsinEthiopia,whereCzechassistancewasusedtoprovidepotablewatertotheinhabitantsofruralareasinthesouthernpartofthecountry.AprojecttoincreasetheprofessionalcapacitiesofEthiopianexpertsinengineeringgeologyandhydrogeologywasalsoimplemented.

InVietnam,aprojectwaslaunchedin2012tosupportthecleanupofherbicide/dioxinpollution.ThisprojectisdirectlyconnectedtoUNDPactivities,andatthesametimecomplementstheactivitiesofotherdonorsinthearea,especiallyUSAID.

InSerbia(Lazarevacregion),asurveyondrinkablewatersourceswascarried;boththesurveyandthetechnologyneededforitstreatmentweredeliveredandfinancedbytheMinistryofIndustryandTradeoftheCzechRepublic.AssistancewithsupplyingManilawithdrinkingwaterwascompletedinthePhilippines.

Education

Educationisoneofthemainprerequisitesforthewell-beingandeconomicdevelopmentofsociety,andofagoodqualityoflife.ThesupportofprimaryeducationisalsooneoftheMillenniumDevelopmentGoals.Thelevelofeducationinfluencesallfacets

oflifeindevelopingcountriesinthelong-term–rangingfromtheempowermentofwomen,tosupportingsocialandeconomicdevelopmentviaapplicationoftherecipient’sowngovernmentcapacities,topoliticalstabilisationatthecentrallevel.SupportofeducationisthusoneofthetraditionalsectorsofCzechdevelopmentassistance.

Basedontheabove,theCzechRepublicfocusesmainlyonprovidingsupporttoprimaryandvocationaleducationwithinitsofficialdevelopmentcooperation.Inprimaryeducation,theCzechRepublicfocusesmainlyonbuildingnewschoolsandonteachertraining.Invocationaltraining,itfocuses,inthelongterm,onsustainablesecondaryeducationinagriculture.

Animprovedqualityofeducationandawiderscopeofeducationpossibilitiesforteachersweretheaimsofanation-wideprojectfocusingonprimaryandsecondaryschoolsinEthiopia.Asecondimplementedprojectsoughttoimprovetheavailabilityandqualityofvocationalschoolinginleathermanufacturing.

Inordertoimprovethelikelihoodofyoungpeoplefindingemploymentinthelocaljobmarket,aprojectwaslaunchedinwestern Zambiatooffervocationaltrainingtosociallydisadvantagedchildren.Bytheendof2011,thefirsttrainingprogrammeshadbeensuccessfullyregistered,includingthoseforbakers,electriciansandtailors,andteachingroomshadbeenequipped,readytowelcomethefirststudents.Thetuitionwentaccordingtoplanin2012,andtheimplementerplanstoexpandtheactivitiestoassuresustainabilityoftheproject.

AprojecttosupportsecondaryeducationinagricultureandimprovethequalityofprimaryeducationintheCuembadistrictofBiéprovincewascompletedinAngola.Thisprojecthashadamajorimpactonincreasingtheliteracyofthelocalinhabitants,whilealsosignificantlybenefitingthequalificationsoflocalteachers.

Atwo-yearprojectisbeingimplementedinMoldovatosupporttheintegrationofdisabledandspecial-needschildreninpre-schooleducation.TheprojecthelpsMoldovafulfilitsinternationalcommitments,byapplyingthemechanismsofinclusivepre-schooleducation.Theprojectisfocusedonexpandingthesuccessfulinclusivepre-schooleducationmodelinMoldovafromapilotproject,supportedbytheCzechRepublicin2010–2011.

Along-termprojectaimedatimprovingthequalityofsecondaryschoolsinagricultureisbeingcarriedoutinAfghanistan,mostlyinvolvingthesharingofinformationwithlocalfarmers,andalsothetransferofknow-howatthelevelofgovernmentinstitutionsandcentralbodiesthere.In2012,aprojecttosupporttheMinistryofEducationinAfghanistanintheeffectivemanagementandmonitoringofsecondaryagricultureschoolswaslaunched.

InMongolia,projectstosupportapprenticeeducationintheregionsofSelenge,DarkhanandTövwereimplemented.In2012,anewprojectwaslaunchedtosupportanaccessibletrainingsystemforherders,aimedatincreasingtheprofessionalcapacitiesofworkersinruralagriculturalsupportcentres.

Inrelationtotheadoptionofanewstrategyconcerningtheprovisionofgovernmentscholarships,newprojectstosendCzechteacherstodevelopingcountrieswerelaunchedin2012.Thegoaloftheseprojectsistoimprovethequalityofuniversityeducationinpartnercountries,byintroducingnewfieldsofstudies,andimprovethequalityoftuitionthroughCzechprofessionals.EightprojectsfromCzechacademicinstitutionsweresupportedin2012(includingtheCzechTechnicalUniversityinPrague,theCzechUniversityofLifeSciencesinPragueandPalackyUniversityinOlomouc).TheseprojectswereimplementedinBosnia and Herzegovina, Cambodia, Moldova, Serbia and Mongolia.

Anotherimportantaspectofdevelopmentcooperationineducationarescholarshipsprovidedtostudents

fromdevelopingcountries,enablingthemtopursueeducationatpublicuniversitiesintheCzechRepublic.ThegovernmentscholarshipprogrammeiscoordinatedbytheMinistryofForeignAffairsandbytheMinistryofEducation,YouthandSports,whichcooperatewiththeMinistryofHealthintheimplementationoftheprogramme.

Agriculture, forestry and fishing

Agriculture,forestryandfishingtendtobeamongtheveryfewsourcesofsustenancefortheinhabitantsofremoteandinsufficientlydevelopedareasofdevelopingcountries.Themainissuesincludeahighdegreeofdependenceonnaturalconditions,loweffectiveness,andinsufficientsustainability,thatmayhaveaninstantaneousadverseimpactonbasiclivingconditions.However,ifmoderntechniquesarecorrectlyapplied,agriculturalactivitiessupportsustainabledevelopmentandthushaveafavourableeffectonenvironmentalstability,aswellasonbiodiversity.

Inagriculture,therefore,theCzechRepublicfocusesoncomprehensiveprojectsinvolving,mostnotably,theuseofappropriatefarmingtechnologiesandprocedures.Bypursuingitsactivitiesinthesectorofagriculture,theCzechRepubliccontributestothefulfilmentoftheMillenniumDevelopmentGoals,particularlythefirstgoal:thereductionofpovertyandhunger.

Themostimportantactivitiesin2012includedaprojecttoincreasemilkproductioninnortheasternBosnia and Herzegovina.Followingtheongoingcooperationontheproject„Fostering Agricultural Markets Activity“(FARMA),supportedbyUSAIDandtheSwedishSIDA,ajointproject,„Strengthening the capacity of veterinary laboratories and veterinary inspection services for the implementation of National Residue Monitoring Programme“waslaunched.

InEthiopia,anumberofprojectswerecarriedouttoimprovethequalityandeffectivenessoflocalagriculture,especiallyintermsoftheavailabilityandsafetyoffoodstuffs,sustainablemanagementofsoilresources,preventionofexcessiveerosionandconsultancyinagriculture.InZambia,theproject„Introduction of a controlled system of artificial insemination of cattle for small farmers in Zambia“waslaunchedin2012.Thisprojectbroadenedthefocusonincreasingtheperformanceofthosecattlebreedsinvolvedintheongoingproject.

InMongolia,aprojecttointroducealivestockidentificationsystemintheCentralregionwascompleted.InDornogobi,aprojectontheenhancementofplantproductioncontinued.Withinthisproject,Bosnia and Herzegovina: milk production improvement

asupportcentrewasestablished,andaminimumof5groupsoffarmersweredirectlysupported.TheCzechDevelopmentAgencyfurthersupportedtheeffortofPragueZootoreintroducethePrzewalskihorsetoitsoriginalhabitat.Withinthisproject,activitiesleadingtowardstheimprovementofthesocio-economicsituationofpeoplelivingintheregionalreservationareaGobiB,wherethehorsesaresituated,weresupported.

InMoldova,aprojecttospreadgoodagriculturepracticebasedonexperiencesoftheCzechandMoldovanprofessionalandcommercialinstitutionswaslaunched.Furthermore,otherprojectstosupportthedevelopmentofecologicalagricultureandahigh-value-addedproduction,usingprogressiveagriculturaltechnologies,continued.ThiswasalsoanopportunityfortransferringCzechexperienceandknow-howwithtransitionintheagriculturalsector.

InGeorgia,threeagriculturalprojectswereimplementedin2012.Twooftheminvolvedthedevelopmentofcapacitiesof,andcooperationamong,small-scalefarmersintheprovincesofImeretiandSamegrelo,whilethethirddealtwiththecreationofasustainableruralservicingcentreinAdjara.Furthermore,traininginpost-harvestmanagementwasorganisedforpreviouslyestablishedagriculturalgroups.

Energy generation and supply

Theinsufficientamountofmodernandeconomicalenergyresourcesisoneofthemainreasonsfortheabsenceofeconomicgrowthandcontinuingpoverty,especiallyintheremoteareasofdevelopingcountries.Itisusuallycompensatedforbyecologicallydamagingresources,whichleadtoafurtherworseningofthequalityoftheenvironment.Modernisationofthecurrentandsubstitutionoftheineffectiveenergyandheatingresourcesalsohas,besidesthepositiveeconomiceffectonpopulation,adirectimpactonthequalityoftheenvironment.

Thankstothemanyyearsofprofessionalexperience,thedevelopmentactivitiesoftheCzechRepublicareaimedatsupportingsustainableenergyresourcesandenergyself-sufficiency.Withthisemphasisonsustainableenergyresourcesatalocallevel,theCzechRepublicbuildsononeofitsprioritiesintheareaofdevelopmentcooperationduringitspresidencyoftheEuropeanUnionCouncil.Mainly,however,itcontributestothefightagainstclimatechange,andtothefulfillmentoftheMillenniumDevelopmentGoalnumber7:ensuringthesustainablestateoftheenvironment.

CzechdevelopmentcooperationintheBalkansismainlyfocusedontheuseofrenewableenergy

resources.InBosnia and Herzegovina,theprojectcontinuedinNemila,whichconcentratesonthebuildingofacentralheatingsupplysystemthatwillusebiomassfromthewood-processingplantsinitsvicinity.Thenextprojectwithapositiveimpactontheregion’sdevelopmentwastheconductofthestudiesoftheoptimaluseoftheUgljevik-Istokcoaldeposit.ThesestudiesservedasthebasisforthedecisiononthestrategyforuseoftheUgljevik-Eastdeposit,andalsoastheinitialbasisfortherelevantapplicationoftheprojectpartner,ElektroprivredaRS,forbankingcreditforinvestmentintothedeposit’sopeningandmining.TheprojectimplementationmayhaveapositiveimpactonthemutualtradeexchangebetweentheCzechRepublicandBosniaandHerzegovina,andtheemploymentofCzechcompaniesintheregion,firstofall,insupplyingtheminingequipmentandfurthertechnologiesnecessaryfortheoperationofthemine.

InSerbia,theprojecttoincreasetheeffectivenessofthehospitalheatinginthetownofValjevo,withtheuselocallysourcedthermalwater,tookplace.In2012,thegeothermalwellwasconnected–itwillbeusedtoheatbothwater,andtherehabilitationpool;workonthegasfeedercontinues.

InGeorgia,theprojectaimedatsustainableenergyresources(namely,solarpanelsforenergysupplyandwaterheating)wasfinishedin2012.TheprojectwaspreparedtogetherwiththeAgencyoftheProtectedAreasofGeorgiaandthelocalMinistryofEnergy,withthepurposeofensuringaccesstorenewableenergyresourcesforremotecommunitiesinthemountainousregionsoftheTushetiNationalPark.TheprojectwasbuiltonthepreviousinterventionoftheCzechdevelopmentcooperation,andwasconnectedtotheprojectoftheEuropeanCommission.

istoincreasethequalityofwaterbyinstallingreliabletechnologicalequipment,stabilisetheplant’scapacity,andthusimprovethecentralheatingsystemintheUlaanbaatarregion.Inthisarea,theCzechRepublichasbeensuccessfullytransferringitsknow-howintheareaofenergeticsforthepastcoupleofyears.

CzechdevelopmentcooperationisalsopresentintheenergysectorinthePalestinian Autonomous Territories.Bytheendof2012,thetenderonthesupplyofthephotovoltaicapplicationintheTubasprovincehadbeencompleted,underPalestinianauspices.ThisprojectisfinancedbytheODAoftheCzechRepublic,intheformoffinancialdonationstothePalestinianpartner.

DevelopmentcooperationoftheCzechRepublicwasalsoaimedatthissectorinCambodia,wherealong-termprojectintheareaoftheuseofsustainableenergyresources–namely,thesmalldomesticbiogasstations–continuedintoitssecondyear.In2012,withthefinancialhelpfromtheCzechDevelopmentAgency,500newbiogasstationswereinstalledbytrainedprivatefirms,whichensuredaccesstosufficientenergyfor2750peopleintheprovincesofTakeo,KampotandPreyVeng,tocovertheirdemandforcookingandatleastonesourceoflight.AsimilarkindofprojectwasimplementedintheruralareasofcentralVietnam,which,aswiththebiogasproject,isaimedalsoattheevaluationofthepotentialofphotovoltaicpanelsasthesourceofelectricenergyforlocalcommunities.

Other social infrastructure and services

Czechdevelopmentactivitiesinthepartnercountriesinthesectorofothersocialinfrastructureandservicesareaimedprimarilyatsupportingthosegroupsofthepopulationthatarethreatenedbysocialexclusion.ProjectsofCzechofficialdevelopmentassistanceemphasisetheprovisionofsocialandhealthservicesthatcontributetothesocialandeconomicinclusionofgroupsofthepopulation–primarilychildren,especiallythosewithdisabilities,aswellasseniors–thataredirectlythreatenedbysocialexclusion.

AnimportantprojectofCzechdevelopmentcooperationinthisareais,forexample,thesupportofthecreationofanationalplanforworkwiththeabandonedchildren(whoseparentshavemigrated).ThankstotheinvolvementofthedevelopmentcooperationoftheCzechRepublicinthisarea,itispossibletoincludethesechildrenintothewiderspectrumofthenationalreformsofthesocialcaresysteminMoldova,wheretheprojectwasconductedincooperationwiththeUnitedNationsPopulationFund(UNFPA)andtheInternationalOrganization

forMigration(IOM).OnemoreprojectinMoldovaisaimedatincreasingthequalityandaccessibilityofthehealthandsocialservicesofhomecare.

InGeorgia,threeprojectsinthissectorstartedin2012,aimedatimprovingthesituationofpeoplewithdisabilities,inparticular,workingtolimitdiscriminationagainstthissectionofsocietyandalsotosupportvulnerableyoungpeopleandmultipleorincompletefamiliesinthechosenregionsofthewesternGeorgia.ThelastprojectisaimedatsupportingadaycarecentreforseniorsintheKhashuriregion.

InMongolia,theCzechRepublicisfocusedonprovidingassistanceintheremotewesternregions,whereitdonatessuppliestomobileinfirmariesandambulances,inordertoimproveaccesstoprimaryhealthcarefortheruralpopulation.

InKosovo,Czechdevelopmentcooperationisinvolvedinthesupportofintegratingthevisuallyimpairedandthosewithhearingdisabilitiesintosociety.In2012,theprojectaimedatensuringaccessofblindpeopletobasicneeds(readingandwritinginBraille,orientation,andtheuseofIT).Thesameyear,anewprojectwasbegun,aimedatsupportingtheSchoolandEducationCentreforPeoplewithVisualImpairmentinPeja/Peć.ThisprojectprovidessupporttoblindandvisuallyimpairedpeopleinKosovoandoffersthemthepossibilityofinclusiveeducation,thusenablingthemeasierintegrationintosociety.

Afurtherprojectbegunin2012aimedatsupportingdeafpeopleinKosovo,andattheirintegrationintosociety(i.e.bythedevelopmentandestablishmentoftranslationandinterpretingservices).CzechofficialdevelopmentassistanceisaimedinKosovoalsoattheinclusionofthechildrenfromdisadvantagedgroupsofpopulationintotheeducationalsystem.Inparticular,itisaimedattheintegrationofchildrenfromthe

differentethnicandculturalminorities,primarily,theRoma,AshkaliandEgyptiancommunities.

SupporttochildrenwithdisabilitieswasprovidedintheCambodianprovinceofTakeo,wheretheprojectaimedatthesocialinclusion,particularly,ofchildrenwithhealthdisabilities,intotheeducationalsystem,wasconcludedin2012.InVietnam,theCzechdevelopmentcooperationreactedtotheproblemofthelowlevelofeducationandlackofaqualifiedlabourforcewithaprojecttoimprovethequalityofthenetworkofprofessionaleducation(especiallyintheareaofapprenticeship).

IntheDistrictofMongu,Zambia,whichsuffersahighlevelofHIV/AIDS,aprojectwassupportedwithintheframeworkofdevelopmentcooperationoftheCzechRepublic.Itsaimwastoimprovethesituationoflocalorphansandotherthreatenedchildrenandtheirfamilies,bysupportingtheiraccesstoeducation,smallentrepreneurshipandbyprovidingtheirfosterfamilieswithpsychologicalsupport.

Health

Supportingaccessofthepopulationtohigh-qualityhealthcare,andincreasingtheleveloftheservicesprovidedisaprominentsectoroftheofficialCzechdevelopmentassistance.Supportinghealthcareisconfirmedbythestanceoftheinternationalcommunityonthismatter,andformspartoftheMillenniumDevelopmentGoals(numbers4to6:reductionofmortalityratesandimprovementofmaternalandchildhealth,combattingepidemicsandmajordiseases).DevelopmentassistanceoftheCzechRepublicwasaimedin2012primarilyatthepreventionandearlydetectionofcancer,improvingtheaccessibilityofspecialisedhealthcareservices,especiallytheservicesaimedatmaternalandchildcare,aswellasthecareforsociallydisadvantagedgroupsofthepopulation.Chosenprojectsinthissectorlargelycontributetofemaleequalityinsociety,thusfulfillingoneofthecross-cuttingprinciplesoftheofficialdevelopmentassistanceoftheCzechRepublic.

ProminentprojectswereimplementedinSerbia,wheretheCzechRepubliccontributedtoincreasethequalityandaccessibilityofhealthcareinsmalltownsandruralareas.In2012,theprojecttoprovideassistancetoahealthcarecentreinArandjelovac,whichsupportsalmost100,000peopleincentralSerbia,wassuccessfullycompleted.Implementationofthisprojectcontributedtoincreasethequalityoftheservicesprovided,todecreasebothoperationalcostsandexpensesconnectedwiththetransportationofpatientstootherinstitutions.In2012,theproject

aimedatthesupportofpreventionofthecanceramongwomenintheŠumadijaregionwascompleted.

In2012,aprojectbeganinBosnia and Herzegovina,aimingatimprovingthecapacitiesofvascularsurgeryinhospitalsinSarajevo,BanjaLukaandFoča.ThefirstpartoftheinternshipoftheBosniandoctorsandmedicalnursestookplacethepreviousyearatthedepartmentsofvascularsurgeriesathospitalsintheCzechRepublic.

Intheareaofcancerprevention,theCzechRepublicisactivealsoinGeorgia,whereitimplementsaprojectaimedattheearlydetectionandpreventionofcanceramongwomen,intheregionsofSamegreloandShidaKartli.Thoseregionsare,afterTbilisi,themostaffectedbythereceptionofinternallydisplacedrefugees,intheaftermathofregionalarmedconflicts.Thisproject’soutputswillbeincorporatedintothenationalplaninthefightagainstcancer.

AnimportantprojectinthesupportofhealthcareconcludedinEthiopiain2012.ThepurposeofthisprojectwastoimproveaccesstohealthcareforthepopulationoftheAlabaregion,bysupportingthelocalhospital(constructedbythelocalcommunity).Theprojectsupportedthehospitalwiththeprovisionofmedicalequipment,theconstructionofaccommodationandbyprovidinglocalemployeeswithtraining,underthesupervisionofEthiopianandCzechprofessionals.

InCambodia,aprojectseekingimprovementinthequalityandaccessibilityofmaternalandchildhealthcarefortheruralpopulationofTakeoprovincewassupportedbytheCzechRepublic.Withintheframeworkoftheproject,theimplementationofwhichconcludedin2012,theimprovementofthetechnicalconditionsandequipmenttookplace,aswellasastrainingofpersonnel;furthermore,acompletereorganisationoftheservicesprovidedinthechoseninstitutionstookplace.

EducationofmidwivesintheWesternProvinceofZambiawasoneoftheCzechdevelopmentprojects.Aswellassupportingeducationwithaone-yearcourseinobstetrics,theCzechRepublicbuiltandequippedthestudenthallofresidence,andsuppliedtheobstetricsdepartmentoftheLewanikaGeneralHospitalwithmedicalequipment.

Humanitarian aid (emergency response and disaster prevention)

Theaimofhumanitarianassistanceistopreventlossoflife,andtoalleviatehumansufferingcausedbynaturalorhuman-induceddisastersorarmedconflicts.Italsoinvolvesearlyandpermanentrecovery,aswellasassistancetocountriesandregionsaffectedbyprotractedhumanitariancrisis.Disasterpreventionandresiliencebuildingareotherpartsofhumanitarianassistancewhichareincreasinglyimportantinrelationtothelinkingofhumanitariananddevelopmentorientatedactivities.Theprovisionofhumanitarianaidfollowsinternationallyrecognisedprinciplesofgoodhumanitariandonorship(GHD),mostnotablythekeyprinciplesofhumanity,impartiality,neutralityandindependence.

Theconflict inSyria withitsnegativeimpactnotonlyonthecountryitself,butalsoonneighbouringstates(inparticularJordan,LebanonandTurkey)was,fromahumanitarianpointofview,adominanteventin2012.TheCzechRepubliccontributedrepeatedlytoaidfortheSyrianpopulationinthecountryitself,aswellasforSyrianrefugeesthroughouttheregion.Atotalof0.84mUSDwasdistributed,incooperationwithnon-governmentalandhumanitarianorganizations.Conflictaugmentedbygeneralvulnerabilityalsohadserioushumanitarianconsequencesinothercountries,forexample,intheDemocratic Republic of Congo, Mali, Sudan and South Sudan, Afghanistan, Pakistan and Yemen.Assistanceamountingto0.8m

USDwasgiventothesecountries,makinganoverallcontributionof1.64mUSDcontributedfromtheCzechRepublictotheresolvingofhumanitariancrises.

Theimpactofnaturaldisastersin2012wasnotasseriousasthatofconflicts.Atotalof0.92mUSDfromthehumanitarianaidbudgetwasdonatedbytheCzechRepublictorecoveryoperationsfollowingdroughtsinAfghanistan and Ethiopia(bothbeingprioritycountriesoftheCzechbilateraldevelopmentcooperation)aswellasinKenya and Somalia,whileNigeria and Pakistanweresupportedafterfloods,andHaitiafterthedevastationcausedbyhurricaneSandy.

Theremainingpartofthehumanitarianbudget,worth1.16mUSD,wasusedtosupportcountriesandregionswithprotractedandcomprehensivehumanitarianproblems.TheCzechRepublicfocused,inparticular,onbasichealthcareandnutrition,onaccesstosafewaterandessentialservices,andalsoonresiliencebuilding.ProtractedcrisisgrantsweregiventohumanitarianprojectsinAfghanistan, Myanmar/Burma, the Democratic Republic of Congo, and South Sudan.Furthermore,thedevelopmentprioritypartner,thePAT,wassupportedinthiscategoryofhumanitarianaid(includingPalestinianrefugeesaffectedbytheconflictinSyria),aswasZimbabwe.

Duringtheyear2012,threeselectionprocedureswereheldforhumanitarianNGOprojectsincountriesstruckbyprotractedcrisis,countriesundergoingdisasterrecovery(famineintheHornofAfrica,andrecoveryfromconflictandfloodsinPakistan),andfortherefugeecrisiscausedbytheconflictinSyria.

ThehumanitarianaidbudgetoftheMinistryofForeignAffairswasalsousedtoprovidecontributionstomultilateralhumanitarianorganizations,inparticulartotheUNhumanitarianagencies,programmesandfunds(UNOCHA,UNHCR,UNICEF,UNRWA,WFP),aswellastotheInternationalCommitteeoftheRedCross(ICRC),andtotheInternationalOrganizationforMigration(IOM).

ThegovernmentdecisionNo.407,of2June,2011,endorsed3.74mUSDfortheannualhumanitarianassistanceprovidedabroadin2012bytheCzechRepublic.Overthecourseoftheyear,33humanitarianprojectsin21countriesweresupported,withatotalamountof3.73mUSD.Besidesthishumanitarianassistance,contributionstomultilateralhumanitarianorganizationsworth0.9mUSD(ICRC,UNOCHA,CERF)weregrantedfromotherpartsoftheMFAbudget.Inaddition,theMinistryofInterior,incooperationwiththeMinistryofHealth,implementedaMEDEVAC(MedicalEvacuation)projectforSyrianrefugeesinJordan,atatotalcostof0.67mUSD.Jordan: humanitarian aid for Syrian refugees

Industry, mining and construction

Themainobstacletodevelopmentinanumberofcountriesistheinabilitytomakefulluseoftheirownnaturalresources.Besidespoverty,developingcountriesalsofaceproblemswithemployment,technicalknow-howandequipment,meaningthatalltoooftentheuseoftheseresourcesaresurrenderedtoforeigncompanies,resultinginadisadvantagedpositionininternationaltrade.Themostcommonreasonisineffectiveindustryprocedures,oldequipmentandthelackofthequalifiedprofessionalsandexperience.TheCzechRepublichasbeendedicated,inrecentyears,totechnicalsupportandprofessionalcapacitybuildingandstrengtheningintheindustrialsectors,particularlyinthetransferenceoftechnologiesandknow-how.

ThankstotheinterestinCzechknowledgeandexperience,theactivitiesoftheCzechDevelopmentAgencycontinuedin2012;forexample,intheprovinceofThuaThienHue,incentralVietnam.TheCzechDevelopmentAgencywasconcernedtherewiththeeffectiveuseofrawbasematerialsaspartofthedevelopmentoftheglassindustry.Themainpurposeoftheprojectimplementedwas,firstlytoevaluateandverifythelocalresourcesnecessaryfortheproductionofglass(feldspar,limestoneanddolomite),andsecondly,tostrengthenthetechnicalandprofessionalcapacitiesofthepartnerorganization(theStateGeologicalServiceofVietnam).Incontinuancewiththeprojectimplementation,theinvolvementofCzechfirmsintheglassindustryandrelatedbranchesinVietnamisintended,aswellasthestrengtheningoftheirpositiononthelocalandregionalmarket.

AspartofaprojectundertheauspicesoftheMinistryofIndustryandTrade,theevaluationofthepotentialofrawmaterialsindevelopingthelocalinfrastructureinconstructioninMaliwascompleted.

General environmental protection

Thegeneralenvironmentalprotectionsectorcoversmostlyeducationalandresearchactivities,supportingthecreationoftherelevantpolicies,andtheencouragementandprotectionofbiodiversity.Relatedactivities–waterresourcesprotection,wastewatertreatmentetc.–belong,accordingtoOECD/

DACmethodology,toothersectors;inthecaseoftheCzechDevelopmentCooperation,tothewatersupplyandsanitationsector.

Floodpreventionalsobelongstotheenvironmentalprotectionsector.TheCzechRepublichaslong-termdomesticexperienceinthisarea,aswellasintheimplementationofitsdevelopment.Therefore,itwasdecidedtoputthiscomparativeadvantagetogooduse,inthefloodwarningsystemprojectontheriverPrut,implementedinMoldovain2010andthenewequipmentwasputintooperationandhandedovertotherecipientin2012.Additionaltrainingofthemaintenancepersonnel,whichwillensurethelong-termsustainabilityoftheprojectoutputs,isscheduledtotakeplace.

AprojectwithasimilarpurposealsocontinuedinGeorgia.TheCzechRepubliccontributed,withtheparticipationoftheCzechHydrometeorologicalInstitute,totheexpansionandmodernisationofthecurrentmeteorologicalandhydrologicalsystem,inordertoenablemoreaccurateweatherforecasting(inparticular,ofextremeweather),andthereactiontoit.

Business and other services

Inthetradeandotherservicessector,aprojecttransferringexperienceandknow-howinimprovingthestandardsoffrequencyandtimeprecision,andthecreationofbasicnationalstandardsforlengthmeasurementwasimplementedinMongolia,incooperationwiththeCzechOfficeforStandards,MetrologyandTesting.

Theprojectofsupportingtreatmentofagriculturalproduceandsmallenterprisesstartedin2012,intheZaredistrictofAfghanistan.Thisprojectaimstodevelopentrepreneurshipinthearea,inordertoincreaselocalincomeandfoodsafety.

In2012,Aid for TradeprojectswereimplementedinBosnia and Herzegovina, Moldova, Serbia, EthiopiaandMongolia,andwereusuallyconcentratedonsmallandmediumentrepreneurship.

Aspecialgroupofdevelopmentprojectsin2012werelocalsmallscaleprojectsimplementedbyCzechembassiesabroad,whichallowedtherealisationoflow-cost,specificallytargeteddevelopmentactivities.Theaimoftheseprojects,basedonknowledgeofeachCzechembassyintherespectiveterritory,wastocontributetowardsminordevelopmentactivities,whichshouldbecomplementarytonationaldevelopmentplans,andorganisedpredominantlybylocaleducational,health,socialandnon-governmentalentities,aswellasbylocalcommunities.

Thesedevelopmentprojectsalsoincludeaspecialtechnicalassistanceprogrammeinpublicfinancemanagement,implementedbytheMinistryofFinanceoftheCzechRepublicandanAid for TradeprogrammeoftheMinistryofIndustryandTradeoftheCzechRepublic,whichseekstosupporttheinvolvementofpartnercountriesininternationaltrade,thussupportinglocaleconomies.

Inadditiontodevelopmentprojectsinpartnercountries,severalprojectswithintheframeworkofbilateraldevelopmentcooperationwerecarriedoutintheCzechRepublic;thesefocusedonglobaldevelopmenteducationandawarenessamongtheCzechpublic,andonthecapacitiesofNGOsactiveindevelopmentassistanceandhumanitarianaid,thecapacitiesoftheirplatforms,etc.

Ofthefundsearmarkedforbilateraldevelopmentcooperationin2012(inagovernmentresolutiononaidcommitments),atotalof24.75mUSDwasusedtofundprojectsindevelopingcountries.Theseincludedatotalof174majordevelopmentprojectsworth23.13mUSDand134localsmallscaleprojectsandfurtheradditionalsmallscaleprojectsoftheCzechDevelopmentAgency,managedbyCzechembassies,worth1.61mUSD.

ProjectswereimplementedbyentitiesfromtheCzechRepublic,aswellasbythepartnercountries.Themajorityoffundingwasusedforprojectscarriedoutbyprivatebusinesses(38%).Non-governmentalorganizationsreceived35%ofthetotalfunding,whilestateauthorities,subsidisedstateorganizationsandregionalgovernmentreceived8%.Developmentactivitiesbyuniversitiesusedupto5%ofthetotalprojectfunding.SeveralprojectswerealsoimplementedviaUNorganizations,mostlyincludingprojectsrelyingonCzechexpertise(6%offunding).

Sectorssubjecttodevelopmentcooperationin2012followedthetraditionalCzechpriorities:themajority(almostaquarteroftheprojectfundingtotal)ofassistancewasprovidedwithinthesectorofwatersupplyandsanitation,wheretheCzechRepublicofferedthenecessaryexpertise.Animportantshareoffundingwasalsodedicatedtoprojectsinagricultureandenergy(combined,theseusedmorethanonequarterofprojectfunding),withmorethanafifthoftotalprojectfundssupportingprojectsinsocialsectors(includinghealth,education,andsocialinfrastructureandservices).

ActivitieswithintheTransitionPromotionProgrammeandthosecarriedoutbytheProvincialReconstructionTeaminAfghanistanwerealsoimplementedintheformofvariousprojects.Besidestheaforementionedactivities,projectsfinancedfromotherpublicbudgets(regionsanduniversities)werealsocarriedout.

Scholarships

Scholarshipsrepresentanotherimportantconstituentofbilateraldevelopmentcooperation.Everyyear,morethan130governmentscholarshipsareprovided,tosupportenrollmentatpublicuniversitiesintheCzechRepublic.Thetraditionofawardingscholarshipsdatesbacktothe1950s,andsincethen,approximately22,000studentshavepursuedtheirstudiesinCzechoslovakia/theCzechRepubliconagovernmentscholarship.Studentsenrollinundergraduate,mastersanddoctoralstudyprogrammesinboththeCzechandEnglishlanguages.TheGovernmentscholarshipprogrammeisunderthejointresponsibilityoftheMinistryofForeignAffairsandoftheMinistryofEducation,YouthandSportsinclosecooperationwiththeMinistryofHealth.

InApril2012,theStrategyfortheprovisionofgovernmentscholarshipsforstudentsfromdevelopingcountriesfortheperiod2013to2018wasapproved,andstarteditsimplementation.ThisStrategyseekstoinstillgreatertransparencyandstreamliningintothescholarshipgrantingprocess.

TheStrategybeganwiththeselectionofscholarshipcandidatesfortheacademicyear2013–14.Thenumberofcountriesgrantedscholarshipswasslightlyreduced,andthusahigherconcentrationandbetteruseofscholarshipofferswasachieved.Anewelectronicregisterofapplicationswasopened,includingelectronicapplicationandanonlinetestofstudyskills.

During2012,600scholarshipholdersfrom61countriesstudiedatCzechpublicuniversities.Inthesameyear,195studentsterminatedtheirstudyprogramme(ofthese,48graduated,50completedthestudyotherwise,andthepayoutto97studentswasterminated,duetotheirexceedingtheregularlengthoftheprogramme;themajorityofthesecontinueasself-supported).

Fortheacademicyear2012/2013,theCzechRepublicoffered130newscholarships(ofwhichatleast70weredesignedtoenrollstudentsonbachelors,mastersanddoctoraldegreeprogrammesintheCzechlanguage,and60forthestudyofmastersordoctoraldegreeprogrammesinEnglish)and36todevelopingandotherdeservingcountriesandtotheUnitedNationsEducational,ScientificandCulturalOrganization(UNESCO).AtotalfundingofUSD4.4m(ofwhichUSD4.2miseligibleforofficialdevelopmentassistance)wasprovidedinscholarships(includinghealthcare)tostudentsfromdevelopinganddeservingcountries.

Acomplementaryactivitytoprovidinggovernmentscholarshipswasthe2012launchoftheprojecttosendCzechacademicstouniversitiesinpartnercountries.ThegrantselectionprocessforthispurposewasensuredbytheCzechDevelopmentAgency.Eightprojectswereselected,focusingonBosnia and Herzegovina, Cambodia, Moldova, MongoliaandSerbia.

Civilian missions and peacekeeping operations

Thepurposeofcivilianmissionsandpeacekeepingoperationsistopreventandcontainconflicts,tostabilisesituationsinareaswhereconflictshavealreadyerupted,topavethewayforpeacefulresolution,toassistintheimplementationofpeaceagreementsandtoaidstatesandregionsduringthetransitiontostablegovernment,basedontheprinciplesofgoodgovernanceanddemocracy,whilealsosupportingtheireconomicdevelopment.Asmilitaryandnon-militarythreatsincreasinglytendtooverlap,thecoordinationofthemilitary,policeandcivilianentitiesthatareinvolvedinmissionsisvital.Peacekeepingmissionsaredesignedashavingbothacivilianandamilitarycomponent,withtheirtasksbeing–besidestheusualmilitaryassignments–tosupporttheruleoflaw,toreconstructgovernmentandcivildefence,aswellastoprovidetrainingtolocalpoliceteams.

AspartoftheCivilianHeadlineGoal,theCzechRepublichascommittedtoprovidingcivilianexpertsformissionsorganisedbytheEuropeanUnionandotherinternationalorganizations.AssignmentofCzechexperts(e.g.policeofficersandjudges)toEUmissionsisitskeycomponent,withtheCzechRepublichavingprovided70expertsin2012toassistintheEU’scivilianmissions,includingEULEXKosovo,EUMMGeorgia,EUPOLAfghanistan,EUJUSTLEXIraq,andEUPOLCOPPSPalestinianAutonomousTerritories.Thelargestteamof36expertswasassignedtoEULEXKosovo,followedbyateamof12memberstoEUPOLAfghanistan.

TheCzechRepublicalsofundedtheactivitiesof10civilianemployees(fourciviliansinthelastquarterof2012)intheProvincialReconstructionTeam(PRT)inLogarprovince,Afghanistan,aswellasoneexpertintheOfficeoftheHighCivilianRepresentativeinKabulandoneexpertinKFORKosovo.Fiveciviliansweresecondedwithinfieldoperations,oneexpertwasassignedtoaPragueofficeandtwoexpertswereassignedtotheVienna-basedSecretariatoftheOrganizationforSecurityandCo-operationinEurope(OSCE).Sixlong-termand46short-termmonitors

NGO support

Subsidiesfornon-governmentalnon-profitorganizations(NGOs)involvedindevelopmentcooperationandhumanitarianaidwereprovidedbytheCzechDevelopmentAgency,targetedsoastodeveloptheirrespectivecapacitiesandplatforms.In2012,11projectsreceived0.24mUSDingrantsaimedatcapacitybuilding;atotalof0.06mUSDwasdividedamongthreeplatforms.OneCzechregionreceivedatotalof0.04mUSDaspartofaprogrammeforregionalandmunicipaldevelopmentactivitiesinpartnercountries.Besidesactivitieswithinthesespecialgrantschemes,NGOscarriedoutanumberofbilateraldevelopmentprojectsindevelopingcountries.

Trilateralprojectsareonetypeofsupportedactivitiesthatareinstrumentalinpromotingdevelopmentpartnershipamongnon-governmentalorganizations,aswellasintermsofobtainingfundingfromotherdonors.TheiraimistosupportcooperationamongentitiesfromtheCzechRepublic,anotherdevelopedcountryortheEuropeanUnion,andadevelopingcountry.TheseprojectsareprimarilyfocusedonthefulfilmentoftheMillenniumDevelopmentGoals,onknow-howtransfer,andonglobaldevelopmenteducationinthedonorcountries.TheseprojectsarealsoimplementedincountriesdifferentfromtheprioritycountriesofCzechdevelopmentcooperation,wherenon-governmentalorganizationspromotemeaningfulchange,inlinewiththeMDGs.In2012,atotalof47trilateralprojectswerecarriedout,amountingto1.48mUSD.

Development cooperation awareness and global development education

Publicandpoliticalsupportisakeyprerequisitefortheeffectiveimplementationofdevelopmentcooperation,withpublicawareness,therefore,beingofgreatimportance.Theefforttoshareinformationontheresultsandbenefitsofdevelopmentcooperationwithcitizensisalsoinspiredbythedesiretostimulategreaterpublicinvolvementinthelongterm.

Globaldevelopmenteducation,inparticular,playsanessentialroleinthisrespect.Itsaimistoachieveanunderstandingofthedifferencesandsimilaritiesbetweenthelivesofpeopleindevelopinganddevelopedcountries,whichfacilitatestheunderstandingoftheunderlyingeconomic,social,political,environmentalandculturalprocesses.Itdevelopsskillsandsupportstheformationofvaluesandbeliefs,empoweringpeopletobecomeactivelyinvolvedindealingwithbothlocalandglobalissues.

GlobaldevelopmenteducationhasbeensteadilyandactivelypromotedbytheMinistryofForeignAffairsandtheCzechDevelopmentAgency.AsopposedtootherOECD/DACcountries,however,theawarenessamongtheCzechpublicofglobalissuesanddevelopmentcooperationremainslow.DespitetheundeniablesolidaritythattheCzechsshowvis-à-visacutehumanitariancrises,thereisonlylimitedawarenessofwhatextremepovertyentails,whatthesignificanceoflong-termdevelopmentcooperationis,andofwhatimplicationsgohandinhandwithglobalissues.

In2012,theCzechDevelopmentAgencysupported18developmenteducationandawarenessraisingprojects,totheamountof0.65mUSD.Partlyowingtothesegrants,thenumberandimpactofeducationalactivitiesfocusingondevelopmentandglobalissuesatschoolsofalllevelshavebeensteadilyontherisewithintheCzechRepublic.

Asthecoordinatorofdevelopmentcooperation,theMinistryofForeignAffairsimplementsitsownadditionalawareness-raisingactivitiesamountingto12,800USDincludingconferences,seminars,exhibitions,publishingofprintedmaterials,operationofawebsite,andcooperationwithjournalists.

5 Multilateral development cooperation of the Czech Republic in 2012

Givenhowcomplexdevelopmentproblemsofthecontemporaryworldhavebecome,developmentgoalscannotbeachievedviabilateralcooperationalone.Inordertoachievesignificantandlastingimprovementofthequalityoflifeforpeopleindevelopingcountries,coordinatedglobalactionisnecessary,includingawiderangeofpoliciesconcerning–besidesdevelopmentcooperation–internationaltrade,environmentalprotection(includingclimatechangemeasures),taxissues,thefightagainstcorruption,migration,securityandothers.

Involvement in UN development activities

TheUnitedNationsisthemostimportantglobalforceintheareaofmultilateraldevelopmentassistanceandhumanitarianaid,realisedviaitsorganizations,fundsandprogrammes.TheCzechRepublic,inaccordancewithitsforeign-politicalgoalsandwithregardtoitspositionasanimportantdonorintheCentralEuropeanregion,hastheinterestandcapacitytoparticipateintheformulationofdevelopmentstrategiesandmanagementofinternationalorganizations.Itparticipatesactivelyintheworkoforganizations,programmesandfundsoftheUNand,inaccordancewithitspossibilities,activelyfinanciallysupportstheiractivities.

In2012,asinpreviousyears,CzechmultilateraldevelopmentassistancewithintheframeworkoftheUNsystemwasprovidedviamandatorycontributions,arisingdirectlyfrommembershipoftheapplicableorganizations(UNIDO,FAO,WHO,ILO),aswellasviatargeteddonationstowardsspecificUNfundsandprogrammes(UNDP,UNV,UNFPA,etc.).

TheamountofindividualcontributionsisderivedfromaUNcontributionscalevalidforthegivenperiod.Targetedcontributionsenablethefinancingofactivitiespursuedbytheinternationalcommunity

inthosesectorsthatdonotreceiveanyfunding,orthatreceivetheminimumfundingfrommandatorycontributionsofthememberstates.ThismethodisappliedespeciallywithintheUN,wheredozensofprogrammesandfundsfinancedexclusivelybyvoluntarycontributionsofthememberstatesexist,alongsideindividualexpertorganizations.

ThecontributiontotheUN,providedfromthestatebudgetoftheCzechRepublicin2012,was7.8mUSD.

United Nations Development Programme (UNDP)

UnitedNationsDevelopmentProgramme(UNDP),foundedin1966followingUNGeneralAssemblyResolutionno.2029,isthemainUNbodyforthecoordinationofdevelopmentactivities.Ithasaglobalreach,andisthelargestproviderofgrantassistancewithintheUN.TheUNDPfocusesitsactivitiesontheeradicationofpoverty,thesupportofdemocraticgovernment,therelationshipbetweentheenvironmentandsustainabledevelopment,andontheimpactsofclimatechange,whilealsotrying

toalleviatetheimpactsofeconomicandfinancialcrisisondevelopmentactivities.TheUNDPisthekeyplayerintheprocessofimprovingUNdevelopmentcoherence,especiallyintheso-calledpilotcountries.

TheUNDPisoneofthemainmultilateraldevelopmentassistanceprogrammesthattheCzechRepublichassupportedwithitsmultilateralfundingsince2000.In2012,adonationtotalling0.51mUSDwasmadetotheUNDP,toimplementprojectscoordinatedbyitsregionalofficeinBratislava,Slovakia.TheseweremostlyinsupportoftheUNDP’sdevelopmentactivitiescarriedoutbyCzechentitiesintheregionsofEasternEurope,theWesternBalkansandcountriesoftheCommonwealthofIndependentStates,andwerefinancedviatheCzech–UNDPTrustFund.Additionalfunding,amountingto0.14mUSD,wasprovideddirectlytotheUNDPBosniaandHerzegovinaoffice,foraprojectdealingwithenergysecurity.TheUNDP’smainfundreceivedcontributionsworth39,000USD.

In2012,arepresentativeoftheCzechRepublicsuccessfullyactedastheVice-PresidentoftheExecutiveBoardoftheUNDP,theUnitedNationsPopulationFund(UNFPA)andtheUnitedNationsOfficeforProjectServices(UNOPS).

United Nations Volunteers (UNV)

Since1995,CzechvolunteershaveactivelyparticipatedinUNdevelopmentprogrammesandpeacekeepingmissions.280Czechvolunteershavealreadylenttheirhelpinghandtodevelopingcountriesandcrisisareasaroundtheworldsincethen.

In2012,theCzechRepublicsupportedUNvolunteeringviatheparticipationof18Czechvolunteers,elevenofwhomwerewomen,inUNVmultilateralprogrammes.11Czechvolunteersweredeployedonlong-termmissionsinAfrica,Asia,theBalkans–specificallyinKosovo,Ukraine,Vietnam,Mongolia,EastTimor,theDemocraticRepublicofCongoandintheWesternSahara.Furthermore,sevengraduatesofCzechuniversitiesdepartedforannualinternshipsatUNagenciesintheprioritycountriesoftheCzechRepublic’smultilateraldevelopmentassistance.

In2012,UNVreceivedafinancialdonationof0.25mUSDtosupporttheassignmentofCzechvolunteerstodevelopmentprojects.

United Nations Population Fund (UNFPA)

United Nations Environment Programme (UNEP)

UNEP’sactivitiesfocusonthesustenanceofinternationalcooperationintheareaofenvironment,thecoordinationofUNenvironmentprojects,themonitoringoftheglobalenvironment,submittingproposalsforresolvingthemostpressingenvironmentalchallenges,researchsupport,exchangeanddiffusionofinformationconcerningtheenvironment.UNEPdealswiththeenvironmentalaspectsofsustainabledevelopment,andtheirsocialandeconomicimplications.

The12thspecialmeetingofUNEP’sExecutiveCouncil,andtheGlobalForumofMinistersofthe

Environment,tookplaceinNairobiinFebruary,2012.Thedirectionandprogrammeofthemeetingwereinfluencedbytwoimportanteventsin2012–theUNSummitonSustainableDevelopment(Rio+20)andthe40thanniversaryofthefoundingofUNEP.InaccordancewiththeresultsoftheUNSummitonSustainabledevelopment“Rio+20”,whichtookplaceinJune2012,itwasdecidedtostrengthenUNEPviatheresolutionoftheUNGeneralAssembly.TheresolutionstipulatesageneralmembershipontheUNEPExecutiveCouncilanddemandsprovisionofstableandenhancedUNEPfundingfromtheUNregularbudget,aswellanimprovementofUNEP’scoordinationroleinenvironmentalmatters.

In2012,theCzechRepublicdonated51,000USDtotheEnvironmentalFundofUNEP.

Food and Agriculture Organization of the United Nations (FAO)

FAOheadstheinternationalefforttodealwithfamineintheworld,anditspartnershipextendstobothdevelopedanddevelopingcountries.Theorganizationiscurrentlyundergoingthelaststageofareform,whichisduetobecompletein2013.

TheCzechRepublicprovidedtheFAOwithacompulsorycontributionof3.4mUSDfortheyears2012and2013.Italsodonated92,000USDfortheCzechRepublic-FAOcooperationproject,“Training programmes in specific areas”.AregionalcourseaimedatstrengtheningtheforestrydevelopmentofEastEuropeanandCentralAsiancountrieswasrealisedwithinthescopeoftheproject.

World Health Organization (WHO)

ThemainaspectsoftheWorldHealthOrganization’s(WHO)activitiesare:theelaborationofhealthpoliciesandconsultantactivities,accordingtothenecessitiesofitsmembercountries;professionalassistanceinthepreparationofnationalhealthstrategies;monitoringindicatorsofpublichealth;assessingindicatorswithinindividualnationalhealthsystems;thedevelopmentandtestingofnewtechnologies;andproceduresfordiseasecontrolandhealthcaremanagement.

United Nations Programme on HIV/AIDS (UNAIDS)

UNAIDSwasfoundedbyaresolutionoftheUNEconomicandSocialCouncil(ECOSOC)no.24,in1994.UNAIDSisthemainadvocateoftheglobalfightagainsttheAIDSepidemic.Itstrivestoenhanceawarenessandeducationinthisarea,bymonitoringandevaluatingdataaboutthestateofepidemicsandbymobilisingresources.

In2012,theCzechRepublicprovidedtheUNAIDSmainfundwithadonationof51,000USD.

United Nations Industrial Development Organization (UNIDO)

UNIDOisaspecialisedUNagencyfocusingonassistingdevelopingandtransitioningcountriesinbuildingexportcapacities,industry,environmentaltechnologies,energysectorandagriculture.UNIDOisequallyinvolvedinhelpingthesecountriestocreateafavourableinvestmentclimate,aswellastointegratewiththeglobaleconomy.

In2012,theCzechRepublicactedontheUNIDOIndustrialDevelopmentBoard,ontowhichitwaselectedfortheperiod2011-2015.

TheCzechRepublicprovidedUNIDOwithacompulsorycontributionof0.37mUSD,andalsodonated61,000USD,tobeusedinrealisationoftheUNIDOprojectaimedatdevelopmentofagriculturalbusinessinEthiopia.

United Nations Office on Drugs and Crime (UNODC)

UNODCactivitiesaimatdrugcontrol,crimepreventionandterrorism.ItprovidesUNmembercountrieswithtechnicalcounselling,sectoralstatisticaldata,trendassessmentsandcapacitybuilding.

In2012,theCzechRepublicdonated102,000USDtoUNODCforaprojectinAfghanistanaimedathealthcareforfemaleandyouthprisoninmates.

International Labour Organization (ILO)

In2012,thecooperationoftheCzechRepublicwiththeInternationalLabourOrganizationcontinued,particularlyintheareaofthereinforcementofdemocracy,theobservanceofhumanrightsandondignifiedworkconditionsandsocialjusticebywayofanextendedofferingofemploymentopportunitiesandprotectionofworkers’rights.

Czechfundingof77,000USDwasgiventoanILOprojectinMoldova,whichfocusesonsupportingdignifiedworkandworkopportunitiesforreturnedmigrants.In2012,theCzechRepublicalsoprovidedtheILObudgetwithacompulsorycontributionof1.3mUSD.

International Telecommunication Union (ITU)

ThedevelopmentsectorofITUisengagedbothinthelong-termprogrammesofaidfordevelopingandtheleastdevelopedcountries(Benin,Djibouti,Lesotho,Somalia,Guinea,EthiopiaandMali)andinshort-termaidfornaturaldisasters.Long-termprogrammesconsistnotonlyofthedeliveryoftechnologyandsoftware,butalsooftutorialprogrammeswhichincludeskillsasacreationofnationalpoliciesintheareaoftelecommunication,sharingofwell-establishedadministrativeprocedure,andtraininginthehandlingofcrisissituations.

TheCzechmembershipcontributiontoITUwas0.34mUSDin2012.

United Nations Educational, Scientific and Cultural Organization (UNESCO)

UNESCOstrivestocontributetopovertyreduction,sustainabledevelopmentanddialogueamongculturesviathesystematicsupportofeducation,researchandartisticactivities.

In2012,theCzechRepublicprovidedtheUNESCObudgetwithamandatorycontributionof1.8mUSD.

UN-HABITATisaUNprogrammethatsystematicallydealswiththechallengesofhumansettlementandrelatedissuesofsustainabledevelopment,aswellasfulfilmentoftheMillenniumDevelopmentGoals.Bytheendof2012,theCzechRepublicconcludeditsmembershipoftheGoverningCouncilofUN-HABITAT,ontowhichitwaselectedforthe2009–2012period.

Office for the Coordination of Humanitarian Affairs (UNOCHA)

TheUnitedNationsOfficefortheCoordinationofHumanitarianAffairs(UNOCHA)isthemaincoordinatorofglobalhumanitarianassistance.UNOCHAadvocatesworldwideforthetimelyandadequateresponsetohumanitarianneedsarisingfromconflictsanddisasters.In2012,UNOCHAplayedavitalrole,particularly,innegotiationsonunhinderedhumanitarianaccesstointernallydisplacedpersonsinSyria,whilepreservingtheindependentnatureofhumanitarianassistanceamidsttheongoingconflict.

In2012,theCzechRepublicsupportedtheactivitiesofUNOCHAwithafinancialdonationof0.1mUSD.

World Food Programme (WFP)

ThemissionofWFPistoassistpoorinhabitantsofdevelopingcountriesinfightingfamineandmalnutrition.Throughfoodaidandrelatedassistance,WFPsupportseconomicandsocialdevelopment.Inemergencysituations,theProgrammeprovides

emergencyaidtovictimsofnaturalandman-madedisastersandconflicts.80%ofitsresourcesarededicatedtoemergencyassistance,alsocoveringlogistics(transport,warehousingandcommunication).

TheCzechpermanentrepresentativeinWFPactedastheVice-PresidentoftheExecutiveBoardin2012.Inthatsameyear,theCzechRepublicsupportedseveralhumanitarianprojectsimplementedbyWFP:providingemergencyfoodaidtointernallydisplacedpersonsineasternpartsoftheDemocraticRepublicofCongo(0.1mUSD);emergencyassistancetorefugeesfromMaliinneighbouringcountries(0.1mUSD);andaprojectfocusingonnutritionandeducationforgirlsinYemen(0.2mUSD).

United Nations High Commissioner for Refugees (UNHCR)

Sinceitsfoundingin1951,theOfficeofUnitedNationsHighCommissionerforRefugees(UNHCR)hasfulfilleditsmissionamongrefugees,internallydisplacedpersonsandasylumorresettlementseekers.UNHCRoperationsfullyrespecttheprinciplesandgoalshighlightedinthe1951UNConventionRelatingtotheStatusofRefugees,andinthe1961ConventionontheReductionofStatelessness.

In2012,theCzechRepublicprovided0.15mUSDinsupportoftheSyriaRegionalResponsePlancoordinatedbyUNHCR.AnothercontributionfromtheCzechhumanitarianbudgetwasearmarkedforUNHCR’sCampAshraf/CampNewIraqoperation(0.15mUSD).

United Nations Children’s Fund (UNICEF)

UNICEF’saimistoprovideprogrammeassistancetoneedychildrenacrosstheglobeinthesectorsofhealth,nutrition,education,maternaldevelopmentparticipation,etc.Atthesametime,UNICEFisresponsibleforhumanitariancoordinationinthesectorsofwaterandsanitation,childprotection,andeducation.

ActingthroughUNICEF,in2012theCzechRepublicprovidedhumanitarianassistanceworth0.13mUSDinsupportofsanitaryinfrastructurerecoveryandtosafeguardpotablewaterforHaitiansaffectedbyhurricaneSandy.WFP: food aid provision to Haiti

United Nations Reliefs and Works Agency (UNRWA)

UNReliefsandWorksAgency(UNRWA)operatesbothinthePalestinianterritoriesoftheWestBankandGaza,aswellasinothercountrieshostingPalestinianrefugees.InconnectionwiththeconflictinSyria,UNRWAisassistingmorethan120,000Palestinianrefugeesinthiscountry.

In2012,theCzechRepublicdonated0.2mUSDinsupportofUNRWA’shumanitarianactivities,bothinthePATandinSyria.

United Nations Central Emergency Response Fund (CERF)

UnitedNationsCentralEmergencyResponseFund(CERF)wasestablishedin2005,withtheaimofprovidingearlyfundingforhumanitarianneedsemergingfromsuddenonsetemergencies.Itsothertaskistoprovidegrantsforthefinancingofcriticallyunderfundedhumanitarianoperationsincountrieswithcomprehensivehumanitarianneeds.

TheCzechRepublicprovidesanannualvoluntarycontributiontothefund;in2012,itcontributed0.12mUSDfromtheMFA’shumanitarianbudget.

Involvement in development activities of the EU

TheEuropeanUnioniscollectivelytheworld’sbiggestaiddonor,andanimportantproponentofgoodpracticesindevelopmentcooperationingeneral.TheCzechRepublicisactivelyinvolvedbothinEUdevelopmentpolicyformulation,aswellasinitsimplementation.AccordingtotheLisbonTreaty,developmentcooperationbelongsamongsharedcompetences,meaningthattheEU’sdevelopmentcooperationpolicyandthatoftheMemberStatescomplementandreinforceeachother.ThebasicEUdevelopmentpolicydocument,outliningthekeyprinciples,prioritiesandcommitmentsistheEuropeanDevelopmentConsensusof2005.TheConsensusconfirmsjointEUcommitmentstosupporttheachievementoftheMDGs,inparticular,halvingglobalpovertyratesby2015.TheConsensushighlightstheimportanceofthepartnershipwithdevelopingcountries,andoftheirownresponsibilityforthedevelopmentprocess.TheConsensusalsocallsfortheimprovedeffectivenessofdevelopmentassistanceandforpolicycoherence,sothatotherpolicyareasdonotunderminedevelopmentobjectives.

In2012,theEUCouncilagreedanewpolicydocument,theAgendaforChange,whichwassetuptoadaptthewayaidisdeliveredinarapidlychangingenvironment.TheagreedprinciplesoftheAgendaforChangewillbeprogressivelyreflectedintheremainderofthecurrentprogrammingcycles,andinfutureEUprogramming.TheAgendaforChangeemphasisestheneedtofocusaidonareaswhereitcanhavethegreatestimpact(thedifferentiationprinciple).FollowingtheAgendaforChange,theEUshouldconcentrateitsdevelopmentcooperationinsupportofhumanrights,democracyandotherkeyelementsofgoodgovernance,aswellasoninclusiveandsustainablegrowthforhumandevelopment.

IntheAgendaforChange,theEUconfirmeditscommitmenttoincreaseaidcoordinationandimprovepolicycoherence.

TheprioritiesoftheAgendaforChangearealsoreflectedinthenewEUStrategyforBudgetSupport.InformulationofthisStrategy,theCzechRepublicsupportedchangesaimingtoleadtobetterfinancialmanagement,macroeconomicstabilityandgrowth,andthefightagainstcorruption.Thebudgetsupportshouldcomplement–notreplace–thegenerationofdomesticresourcesinpartnercountries.

InimplementationofEUdevelopmentassistance,theCzechRepublicemphasises,togetherwiththeothercountrieswhichjoinedtheEUinthelastdecade,theuseoftransitionexperience,accumulatedduringitsowntransitionprocesses.

TheCzechRepubliccontinuouslystrivestocloselylinkitsdevelopmentcooperationactivitieswiththoseoftheEUandcallsforgeographicalbalanceofEUdevelopmentcooperationanditsimprovedeffectiveness.TheCzechRepublicisactivelyinvolvedintheformulationofEUdevelopmentpolicy,focusingonitsownthematicandgeographicalpriorities,andparticipatesintheprogrammingandimplementationofactivitiesfinancedbyEUexternalinstruments.Recently,theCzechRepublicsupportedtheEUinitiativeofJointProgramming,whichaimstoimprovetheeffectivenessofEUjointeffortswithpartnercountries.

ExternalcooperationoftheEUconsistsofseveninstrumentsthatreceivefundingfromtheEUbudget,togetherwithadditionalfundsoutsidetheEUbudget,providedbytheEuropeanDevelopmentFund(EDF).BesidesEDF,whichfinancestheEU’scooperationwiththepoorestcountriesinAfrica,theCaribbeanandthePacific,themostimportanttools,intermsoftheamountoffundingprovidedtoEUdevelopmentprogrammesaretheotherthreeinstrumentsofterritorialfocus:theDevelopmentCooperationInstrument(DCI),focusingmostnotablyonthedevelopingcountriesofAsiaandLatinAmerica,aswellastheInstrumentforPre-AccessionAssistance(IPA)andtheEuropeanNeighbourhoodandPartnershipInstrument(ENPI).IntermsoftheCzechRepublic’sforeignpriorities,theEuropeanInstrument

forDemocracyandHumanRights(EIDHR)isalsoconsideredsignificant.TheCzechRepublicparticipatedintheprogrammingoftheEU’sdevelopmentassistancetoindividualpartnercountriesandregions;thisinvolvedtheapprovalofgeneralstrategicpapers,long-termindicativeprogrammesandannualactionplans.

IntermsofEUdevelopmentassistanceimplementation,theCzechRepublichasstriventoincreasetheparticipationofCzechentitiesintheimplementationofprojectsfundedbytheEUinstrumentsforexternalassistance.

FundingprovidedtotheEUbudgetconstitutesanimportantpartofCzechmultilateralassistance,withroomforfurthergrowthinthefuture;acertainpartofthefundingprovidedtotheEUbudgetqualifiestowardstheCzechRepublic’sODA.In2012,thiscontributionamountedto100.3mUSD.TheCzechRepublicalsocontributed17.4mUSDtoEDF.

Involvement in development activities of the OECD

Development Assistance Committee (DAC)

TheOECD’sDevelopmentAssistanceCommittee(DAC)monitorsglobaldevelopmentinawidercontext,andensuresthecoherenceofrules,whilealsoprovidingoverallinputsnecessaryforthedraftingandimplementationofdevelopmentcooperationrules.In2012,theCzechRepublicremainedanobserverwithintheDAC,andmadeextensiveuseofDACsectoralstrategicdocumentsrelatedtovariousmodalitiesofdevelopmentcooperation,aswellasDACexpertiseintheareaofstatisticreporting.Attheendof2012,theCzechRepublicandotherOECDmembercountrieswithDACobserverstatuswereinvitedtojointheDAC.TheCzechRepublicsubsequentlyexpresseditsreadinesstolaunchtheaccessionprocessforfullDACmembership.

Similartowhathadhappenedpreviously,theCommitteepreparedpeerreviewsofselectedDACmembers,focusingin2012ontheRepublicofKorea,Finland,CanadaandLuxembourg.The“Development Cooperation Report, 2012 – Lessons in Linking Sustainability and Development”belongstoregularkeydevelopmentcooperationdocumentspublishedbytheOECD.Thefinalversionofthedocument“Better Policies for Development – Policy Coherence for Development and Global Food Security”wasadoptedin2012.

In2012,theCzechRepubliccontributed0.03mUSDintargetedcontributionstotheOECD’stechnicalcooperationprojects.

Development Centre (DEV)

TheOECD’sDevelopmentCentre(DEV)remainsthemainplatformforcooperation,comparativeanalysesandinformaldiscussionsondevelopmentissuesamongtheOECDmembersandothercountries.DEVtookanactivepartinthepreparationoftheOECDStrategyonDevelopment,adoptedinMay,2012.ThemaingoaloftheStrategyistoidentifytheOECD’scomparativeadvantagesinthechangingglobaleconomiclandscapeincomparisontootherinternationalorganizations,aswellastostrengthentheOECD’scontributionstohigherandmoreinclusivegrowthinthewidestarrayofcountries.OtherreasonsforelaborationofthenewStrategyareduetotheshiftofthecentreofeconomicgrowthontonon-OECDmembercountries,thechangingstructureofdevelopmentfinancingandtheincreasingamountofpovertyinmiddle-incomecountries.

In2012,theCzechRepubliccommittedtocontributingtoIDAsourcesin2012–14,withatotalsumof17.3mUSD,5.7mUSDofwhichwaspaidin2012asthefirstinstalment.

Multilateral Debt Relief Initiative (MDRI)

Foundedin2006,MDRI’saimistocompletelyrelieveselecteddevelopingcountriesoftheirdebts

vis-à-vistheInternationalDevelopmentAssociation,theInternationalMonetaryFundandtheAfricanDevelopmentFund.ThegovernmentoftheCzechRepublicapprovedacommitmenttoprovideMDRIovertheperiod2012–2022with5.9mUSDinfunding.In2012,theCzechRepublicpaidinstalmentamountingto0.4mUSD.

International Bank for Reconstruction and Development (IBRD)

TheArticlesofAgreementoftheInternationalBankforReconstructionandDevelopmentweredraftedattheBrettonWoodsConferencesin1944and1946.IBRDstrivestoreducepovertyinmiddle-incomecountries,aswellasincreditworthycountries,throughtheprovisionofloans,guaranteesandotherassistance,includinganalyticalandconsultancyservicesforthesakeofsustainabledevelopment.

EBRDwasfoundedin1991toassistthecountriesofCentralandEasternEuropeandCentralAsiaastheytransitionedtoamarketeconomy,andiscurrentlypresentin29countriesintheseareas.In2011,theBoardofGovernorsdecidedtoextendthebank’smandatetocoverthesouthernandeasternMediterraneanregion,withEgypt,Morocco,TunisiaandJordanexpressingtheirinterestinbenefitingfromthebank’sactivities.TheCzechRepublichasbuiltawell-respectedpositionamongthenewEUmemberstates,earningrecognitionasanactivepartnerofEBRD,namelyinter alia,duetothetiming

ofthecountry’sjoiningoftheWesternBalkansFundin2006,andbysettingupitsownCzechTechnicalAssistanceFund.

In2012,theCzechRepublicsupportedEBRDactivities,namelytheaforementionedCzechTechnicalAssistanceFund,withacontributionof1.3mUSD,andtheChernobylSarcophagusFund,withacontributionof3.41mUSD.

TheintergovernmentalInternationalOrganizationforMigration(IOM)wasfoundedin1951.Itsmainfocusrestsonsolvingthechallengesofmigration,includingassistancetorefugees.IthaspursueditsactivitiesintheCzechRepublicsince1998,dealingmostnotablywiththeissuesofvoluntaryreturnsandre-integration,labourmigration,thepreventionofandfightagainsthumantrafficking,buildingofcapacitiesinmigrationmanagementandintegrationofimmigrants.

In2012,theCzechRepublicprovidedIOMwithamandatorycontributionof0.16mUSD,andwithavoluntarydonationworth0.14mUSDinsupportoftherecoveryoflocalcommunitiesinPakistanafterinternalconflictandfloods.

International Committee of the Red Cross (ICRC)

TheInternationalCommitteeoftheRedCrosswasfoundedin1863,withthegoalofpromotingthecareofpeopleinjuredinwars,includingtherelevantinternationaltreaties,whilealsoinitiatingtheexistenceoffieldhealthservicesinindividualcountries.TheICRCheadquartersarelocatedinGeneva;itpursuesitsindependentmissionof

assistingvictimsofwarsandviolence,whilealsopromotingobservanceofInternationalHumanitarianLaw(IHL)andhumanitarianprinciples,mostnotablyinthesituationofviolentconflicts.

Evaluation

Evaluationofdevelopmentprojectsandprogrammesisanintegralpartofbestpracticesindevelopmentcooperationpursuedbydonorcountries,includingtheCzechRepublic.Usingqualifiedindependentexperts,theaimofevaluationistoassessresultsonthebasisofrecognisedOECD/DACcriteria:relevanceofthecompletedprojectsanddevelopmentcooperationprogrammesintermsofthedevelopmentneedsofpartnercountries;impactsofindividualactivitiesonrelevanttargetgroups;effectivenessandefficiencyofprojectimplementation;andsustainabilityofprojectoutcomesfollowingprojectcompletion.Conclusionsandrecommendationsarisingfromexternalevaluationsareinstrumentalintheeffectivetargetingofsubsequentactivitiesbythedonorcountry.Evaluationsarethusnecessary,intermsofthequalityofdevelopmentassistanceprovidedbytheCzechRepublic,intheefforttoincreasethefundingavailableforofficialdevelopmentassistance,aswellasinordertopresenttheresultsofdevelopmentcooperationtothepublic.

TheMinistryofForeignAffairsisprimarilyresponsibleforevaluationswithintheprojectcycle.Individualprojectsorgroupsofsector-specificprojectsmaybeassessed,asmaymorecomplex

volumesofdevelopmentassistance,suchassectorsacrosspartnercountries,ordevelopmentcooperationprogrammes.

In2012,theevaluationfunctionwithindevelopmentcooperationwasperformedfullybytheMinistryofForeignAffairsoftheCzechRepublic.Inthefirstquarteroftheyear,anevaluationstudyappraiseddevelopmentactivitieshithertomanagedbytheCzechMinistriesofFinance,IndustryandTradeandtheInterior.Asregardsprojectevaluations,thosewereconductedinMongolia,PAT,BosniaandHerzegovina,MoldovaandGeorgia.AglobaldevelopmenteducationprojecttargetedatCzechpupilsandteacherswasalsoevaluated.

Inaccordancewithgoodpractice,theevaluationreportswerediscussedatdisseminationseminars,andthereafterpublishedonwww.mzv.cz/aid.Recommendationsarisingfromtheevaluationswerereflecteduponinaformalisedmanagementresponseprocess,andweresubsequentlyusedtodecideupondefiningfutureinterventionsinthepartnercountries.
