CVR Software Release Notes MI EVR Version 1.5
Introduction CVR is pleased to announce Michigan Electronic Vehicle Registration (MI EVR) Software Release 1.5. This release includes new features to the MI EVR product as described in this document. Please note that a shortlist of significant features is available under the ‘Release Scope Overview’ section.

B. System Requirements
MIEVR requires a computer with the following minimum hardware configuration:
1024x768 or higher resolution video card and monitor
A high-speed internet connection (DSL, Cable, T1, etc.)
Keyboard and mouse
Any laser printer or a CVR certified impact printer for Reports and Forms
A CD ROM drive for installations and updates
One of the following operating systems with the recommended hardware configuration for the OS:
Windows XP Professional 800 MHz or faster processor 512 MB system memory 1.5GB available hard disk space
Windows Vista Business and Windows 7 Professional (32-bit)

1 GHz or faster processor 1 GB system memory 16 GB available hard disk space
Windows Vista Business and Windows 7 Professional (64-bit) 1 GHz or faster processor 2 GB of system memory 20 GB available hard disk space
Note: 250 MB of free hard disk space should be available for the EVR application and database files for a typical installation.
C. Installation Instructions New Installation
This application can be used as a New Install or as an upgrade from the previous version of MIEVR.
During the installation process, click Next to accept the default setup values displayed for each of the
prompts.
Upgrade Installation
Clients must be either on version 1.3A or 1.4B to upgrade to 1.5A.
D. New Features
1. Central Inventory Management System
The Central Inventory Management System (CIM) has been upgraded to version 3.7A.
2. Add New Vehicle Type for Motorcycles
Motorcycles have been added to the MI EVR application. A Motorcycle is considered as a motor vehicle with not more than 3 wheels on the ground – Mopeds are not considered as Motorcycles. Motorcycles can be titled and have both a registration for road use and an ORV decal; however, ORVs will not be included at this time.
Motorcycles have the same Title and Registration business rules as Automobiles except for the following:
Body Style is MC.
Fee Category or Weight is not required for Motorcycles.
Motorcycles have 2 expiration periods. The table below defines the plate expiration date rules for Motorcycles

The Motorcycle Vehicle Type radio button will be enabled on the on FRP/Personalized Plate Selection dialog for Peninsula and Standard White Blue Plates
If an Organization/FRP Plate is selected, the Motorcycle Vehicle Type radio button is disabled
Plate configurations for Motorcycles:
White Blue Bar – ANNNA or NANN
Peninsula – NNAAN
Character length for personalized plates is up to 5 characters
3. Add New Vehicle Type for Trailers
Trailers and Trailer Coaches have been added to the MI EVR application. Trailers have the same Title and Registration business rules as Automobiles except for the following:
Trailers can be Titled and Registered.
A title is optional if the empty weight is less than 2500 pounds; if the empty weight is greater than 2500 pounds, a TR-11 form must print.
For non-expiring/non-transferable Trailer registrations, registration fees are based on weight:
Weight required on title/registration,
If weight is 2,499 pounds or less, the fee is $75,
If weight is 2,500 - 9,999, the fee is $200, and
If weight is 10,000 or more, the fee is $300.
If recording a lien, the Trailer must have a title.
Permanent registrations are issued to Trailer and do not have an expiration date.
Plate Inventory Codes for Trailer plates is 399
Trailer Plate Fee Code is 004
Plate configuration for Trailers is ANNNNNN
Body Style is TR
Trailer Coaches are the same as Trailer transactions except for the following:
Peninsula Motorcycle Plate Inventory Code
Standard White/Blue Motorcycle Plate Inventory Code

All Trailer Coaches are required to be titled.
Body Style is TC.
4. Add Motorcycle Veteran and Gold Star Passenger Plates
Motorcycle Veteran plates have been made available for Transfers and Renewal Transfers.
Org Codes will be returned to the CVR host from the state’s mainframe.
Sheeting Code for Standard White Blue Motorcycle Veteran plate is 002.
Motorcycle Veteran plates are not allowed for new plate issuance – New Issue, Transfer with Replacement, Transfer/Renew/Replace, or Original Registration.
Sheeting Code for Peninsula Motorcycle Veteran plate is 010.
Motorcycle Veteran plates will also be available for handicap plates – there will not be any Motorcycle Veteran personalized plates.
The following Veteran plates are available for Motorcycles:

Gold Star plates will also be available for handicap.
5. Recreational Passport on Registration
The Recreation Passport replaces the state park sticker that allows MI motorists access into all state parks, state recreation areas and state boat launches. This does not include local, county, municipal, or metropolitan parks or recreation areas.
The Recreation Passport also helps preserve state forest campgrounds and trails, and historic and cultural sites in state parks.
Camping fees are an extra charge. MI motorists’ vehicle registration and license plate tab serve as proof of purchase. The Recreation Passport is valid during the same period as the MI motorists’ registration.
The Recreation Passport indicator is a required field for the following transactions types:

Recreational Passport is valid for only Motorcycle, Passenger and Commercial Vehicles.
Vehicles with a fee category/weight field of 24,000 pounds or greater are not eligible.
Recreation passport is not allowed for any of the stand alone temporary permit transactions – 14/30/60 day temporary permit transactions.
Where a Recreational Passport exists, when transferring the registration, the indicator is carried forward to the new registration.
Recreational Passport indicators print on the Registration Forms (TR-1L and TR-2L).
Fees assessed for Recreational Passport are as follows:
$5 Recreation Passport Fee for Motorcycles
$10 Recreation Passport Fee for Passenger or Commercial vehicles.
6. User Interface Changes
The Type field is ‘read only’ on the Company Information screen from Company Maintenance. This field is populated upon user authentication onto the MIEVR system, and the user cannot change the company type from the MIEVR application without authorization from the state of Michigan.

In addition, the following Registration Only transaction types have been added for Dealer transaction processing:

6.1 Title Service Company Type
For the Title Service company type, the Options for Forms & Batch Processing are different.
The TR-10 and TR-11 forms automatically print for their corresponding transactions.
For Repossession transactions, the Application for Michigan Vehicle Title (TR-11) and Certificate of Repossession (TR-10) print upon transaction completion.
For a Duplicate Title transaction, the Application for Michigan Vehicle Title (TR-11) and Certificate of Repossession (TR-10) print upon Transaction completion.
For the instructions from the back of the TR-10, users may elect to print them for each transaction or not at all.
Title Service transactions can be bundled and transmitted to the state’s system in ‘Batch Mode’.
Enable Batch Mode must be selected to batch transmit.
Options for the Commit/Abandon screen are not applicable for Title Service. Even though the options are there, the MIEVR application does not show the Commit/Abandon screen because there is no inventory involved with Title Service Transactions.
Title Service transactions can be bundled and transmitted to the state’s system in ‘Batch Mode’.
For the Title Service company type, the Transaction Types have been filtered to show only the transactions that are allowed for Title Services.

6.1.1. Repossession Transactions
A vehicle can be repossessed by a lienholder (secured party) when an owner defaults on the financing agreement for a vehicle.
Previous Title State is required; however, Previous Title Number is conditional:
For a Transfer-Titled vehicle (MI Title), the Previous Title Number is required data entry.
For a Foreign-Titled vehicle (OOS Title), the Previous Title Number is ‘optional’ data entry.
The owner is the lienholder that is taking possession of the vehicle. The MIEVR application defaults the owner Type to ‘Company’.

No sales is involved in the repossession of a vehicle. Only the Tax Exemption is required:
Repossession (or Resale for Wholesale title)
Buy Back
Remarks are required data entry. The remarks are related to the Reasons on the Certification of Repossession (TR-10).
6.1.2. Duplicate Title Transactions
Fee Category/Weight is an optional data entry field.
Only the primary owner Type for the owner on the existing title is required; the owner Name and Address information is returned from the state’s system.

Duplicate is the only Tax Exemption, and the MIEVR application will default the Tax Exempt value.
Duplicate Title transactions require a reason.
The Application for Michigan Vehicle Title (TR-11) is the only state document that prints for a Duplicate Title transaction.

6.2 Fleet and Rental Company Types
For Fleet and Rental company types, the Options for Forms & Batch Processing are different.
The Title Application and Registration and Registration Receipts automatically print for their corresponding transactions.
For Title Registration transactions, the Application for Michigan Vehicle Title (TR-11) and TR-1L automatically print upon transaction completion. For the TR-2L, users may elect to print them for each transaction or not at all.
Fleet and Rental transactions can be bundled and transmitted to the state’s system in ‘Batch Mode’.
Enable Batch Mode must be selected to batch transmit.
Users may elect to Display the Commit/Abandon screen for every transaction in the batch, display for the 1
st transaction in the batch, or not display for any transactions in the batch.
Fleet and Rental transactions can be bundled and transmitted to the state’s system in ‘Batch Mode’. For the Fleet or Rental company type, the Transaction Types have been split into 2 drop down lists to show only the transactions that are allowed for Fleet and Rental companies.
Fleet and Rental Companies are allowed to process the following Title Registration transactions:

Original Plate
Transfer Plate
Transfer/Renew Plate
Transfer/Replace Plate
Transfer/Renew/Replace Plate
30/60 Day Permit – Note: The state of Michigan does not allow Fleet and Rental companies to process 14-Day In-Transit Permit transactions

6.2.1. Stand Alone Renewals
6.2.1.1. Standard Renewal
The preload feature is enabled for the Standard Renewal transaction. Users have the ability to run an inquiry and pre-populate the data entry fields for the MI-Titled vehicle entered.
For a Standard Renewal transaction, the same values submitted for Title and Registration should be sent with the following exceptions:
No title or sales is involved with a Renewal Registration transaction.
‘New’ vehicles are not allowed for transaction processing for Fleet and Rental companies. The state treats these vehicles as ‘foreign’ vehicles.
The PC client sets the default value of the vehicle Status to ‘Used’: For the VIN entered, the vehicle can be an MCO vehicle, where the Previous Title
State is not MI and the MCO # is to be entered as the Previous Title Number. For the VIN entered, the vehicle can be a MI-titled vehicle. For the VIN entered, the vehicle can be a foreign-titled (out of state);
‘Heavy Trucks with weights over 8000 lbs cannot be processed by Fleet and Rental companies.
PC client invalidate Fee Cat/Weight field if value entered is greater than 8000 lbs.
CVR host will return an error response and fail the transaction for weights over 8000 lbs.
User is allowed to preload information
from the inquiry response to the Vehicle,
Owner or both data entry screen.
User is also allowed to specify the
destination of the output to display, print
or ignore and continue to the data entry

Odometer information is not required data entry, therefore, the fields have been disabled on the PC client.
PC client invalidate Fee Cat/Weight field if value entered is greater than 8000 lbs.
For the Owner data entry screen of a Standard Renewal transaction, the same values submitted for Title and Registration should also be sent with the following exceptions:
The # of Owners is defaulted to 1.
The owner Type is defaulted to ‘Company’. The owner of the vehicle will be the Fleet or Rental company processing the transaction. The state does not want the entity processing the deals to do the work for other companies.
The DLN is defaulted to C – this rule has not changed from the standard T&R process.
The PC client sets the default value of the vehicle Status to ‘Used’: For the VIN entered, the vehicle can be an MCO vehicle, where the Previous Title
State is not MI and the MCO # is to be entered as the Previous Title Number.
For the Lienholder data entry screen of a Standard Renewal transaction, the same values submitted for Title and Registration should also be sent with the following exceptions:
The # of Lienholders drop down list and Lien verify checkbox are still enabled and required.
When # of Lienholders is set to 0, Lien 1 and Lien 2 fields are disabled.
When # of Lienholders is set to 1, Lien 1 fields is enabled and required and the Lien 2 field is disabled.
When # of Lienholders is set to 2, Lien 1 and Lien 2 fields are enabled and required.
The Insurance information fields and Insurance verify checkbox are still enabled and required.
If it is the case that the lienholder is self insured, then the user would enter Self Insured in the insurance Company name and policy # fields.

For the Plate data entry screen of a Standard Renewal transaction, the same values submitted for Title and Registration should also be sent with the following exceptions:
For a Standalone Renewal transaction, users are required to enter the Renewal Plate number as well as the Check Digit for the plate
The Check Digit is the first letter of the Individual’s First Name or the first letter of the Business Name.
No plate is issued; only a tab will be issued from inventory
Registrations can be renewed early except for Company-owned passenger plates that expire on the first of a month.
Individual-owned plates may renew their registration up to 6 months ahead of the expiration.
Company-owned passenger plates can only be renewed up to 120 days ahead of the expiration.
Customers will pay a 12 or 24 month renewal fee if renewing past the expiration date.
If the registration is expired 6 to 12 months past the expiration date, the MI mainframe will assess a 24 month renewal fee.
If the registration is expired less than 6 months past the expiration date, the MI mainframe will assess a 12 month renewal fee.
12 and 24 month renewal registrations are limited to individuals with birthday expiration dates and company-owned passenger plates expiring on the first of a month.
If the registration is over 1 year late on the first day of the customer’s birth month, 1 year after the plate has expired, it resets the registration to a 12 month renewal. The 24 month renewal fee is not assessed, however, the customer will be assessed a registration late fee.
Title documents/paperwork do not need to print. The Dealer RD-108/108L or Fleet/Rental TR-11 forms do not need to print for the Standard Renewal transaction.
Title Fees and Title Late Fees should not be assessed for the Standard Renewal transaction; however, a Registration Late Fee may be assessed.
A Recreational Passport may be requested for a Standard Renewal transaction.
6.2.1.2. Renewal Replace
The same values submitted in a Standard Renewal transaction will need to be captured for a Renewal Replace transaction with the following exceptions:
For a Renewal/Replace Registration, if a standard plate from dealer inventory is desired, the user would select the item from the Plate Type drop down list. Valid issuable plate types are as follows:
Passenger Plate – Peninsula – 312
Commercial Plate – Peninsula – 313
Motorcycle Plate – Peninsula – 315
Standard Passenger Plate – White Blue – 811

A plate can be transferred if a vehicle is traded in to a dealer and is from a family member.
Users are also required to enter the Fee Code from the drop down list provided.
For a Renewal Replace transaction, if an FRP/Specialty plate is desired, the user would select the desired value from the FRP/Specialty Plate data entry screen.
The Motorcycle radio button is enabled on the FRP/Personalized Plate selection screen; however, Motorcycles are not eligible for Organizational plates. The Motorcycle radio button will be disabled if Organization is selected.
If an Organization plate is selected, disable the MC radio button – MCs are not eligible for ORG plates
For the Renewal Replace transaction, a new plate and tab will be issued from inventory.
6.2.2. Original Registration
For an Original Registration transaction, the same values submitted for an Original Plate Title and Registration transaction should also be sent with the following exceptions:
No title or sales is involved.
Odometer and Previous Title information is not required data entry.
Vehicle Status must be ‘Used’ as in the Stand Alone Renewal transactions.
# of Owners is 1 and the owner Type ‘Company’.
Lienholder and Insurance information is required as in the Stand Alone Renewal transaction.
New plate and tab are issued from inventory.
Expiration date is required.
Plate expires on 2/28 or 2/29 if vehicle is used commercially, or
Plate expires on the first of the month if vehicle is for passenger use, or
Plate expires on 4/1 for Motorcycles.
Plate is non-expiring for Trailers.
Expiration date is required.

Title documents/paperwork do not need to print. The TR-11 form does not need to print for the Original Registration transaction.
A Recreational Passport may be requested for an Original Registration transaction.
6.2.3. Duplicate Registration
For a Duplicate Registration transaction, the same values submitted for a Transfer Plate Title and Registration transaction should also be sent with the following exceptions:
No title or sales is involved.
Odometer information is not required data entry; however, the Previous Title State and Previous Title # is required.
Vehicle Status must be ‘Used’ as in the Stand Alone Renewal transactions.
# of Owners is 1 and the owner Type ‘Company’.
Insurance information and verification is not required data entry; however, Lienholder information and verification is required.
A duplicate copy of the original Registration will be issued – expiration date will remain the same.
Title documents/paperwork do not need to print. The TR-11 form does not need to print for the Duplicate Registration transaction.
If a Recreational Passport exists, it will be carried forward on a Duplicate Registration transaction and print on the registration.
6.2.4. Replace Plate/Tab Registration
For a Replace Plate/Tab Registration transaction, the same values submitted for a Transfer Plate Title and Registration transaction should also be sent with the following exceptions:
No title or sales is involved.
Odometer and Previous Title information is not required data entry.
Vehicle Status must be ‘Used’ as in the Stand Alone Renewal transactions.
# of Owners is 1 and the owner Type ‘Company’.
Lienholder and Insurance information is required as in the Stand Alone Renewal transaction.
New plate and tab are issued from inventory – expiration date will remain the same.
Title documents/paperwork do not need to print. The TR-11 form does not need to print for the Transfer Registration transaction.
If a Recreational Passport exists, it will be carried forward on a Replace Plate/Tab Registration transaction and print on the registration.
A Replacement Reason for the replacement plate/tab is required. Valid values are as follows:
Lost
Stolen
Damaged
Other
Confiscated
6.2.5. Replace Tab Registration
For a Replace Tab Registration transaction, the same values submitted for a Transfer Plate Title and Registration transaction should also be sent with the following exceptions:
No title or sales is involved.
Odometer and Previous Title information is not required data entry.
Vehicle Status must be ‘Used’ as in the Stand Alone Renewal transactions.
# of Owners is 1 and the owner Type ‘Company’.
Lienholder and Insurance information is required as in the Stand Alone Renewal transaction.
New plate and tab are issued from inventory – expiration date will remain the same.
Title documents/paperwork do not need to print. The TR-11 form does not need to print for the Transfer Registration transaction.
If a Recreational Passport exists, it will be carried forward on a Replace Plate/Tab Registration transaction and print on the registration.

7. Batch Transaction Processing for Fleet/Rental and Title Service Company Types
For Dealer, Motorcycle Dealer and RV Dealer company types, Batch Transaction Processing is not applicable at this time. The screen shot below depicts the Forms tab for these company types. Only the forms specific to dealer Title & Registration transactions will apply.
7.1 Tools | Options User Interface Changes
For Fleet and Rental company types, Batch Transaction Processing will be enabled and optional.
The screen shot below depicts the Forms tab for Fleet and Rental companies.
Only the forms specific to Fleet Title & Registration and Registration Only transactions will apply.
TR-11 Form will not display on the Forms screen, as the Title Application will automatically print for all Title Registration Transaction types.
TR-11 Form will not automatically print for the Registration Only transactions as the form is not needed.
Batch Processing Configuration will default to unchecked.
When Enable Batch Mode is unchecked, the Commit/Abandon Screen panel is disabled.
When Enable Batch Mode is unchecked, Users will continue to process transaction in Single Mode.
When Enable Batch Mode is checked, Users must choose an option for the Commit/Abandon screen. If Show for Every Transaction is selected, the Commit/Abandon screen must display
for all transactions in the batch of transactions submitted. If Show for 1st Transaction Only is selected, the Commit/Abandon screen will show
Default value of ‘Show for Every Transactions’ will display on the Commit/Abandon Screen panel.

only for the first transaction in the batch of transactions submitted. If Do Not Display is selected, the Commit/Abandon screen will not show for any of the
transactions in the batch of transactions submitted. For Title Service company types, Batch Processing will be enabled and optional.
The screen shot below depicts the Forms tab for Title Service companies.
Only the forms specific to Title Service transactions will apply.
TR-11 Form is not displayed as this is the Title Application that should print for Duplicate Title transactions automatically.
TR-10 Form is not displayed as this is the Certificate of Repossession that should print for Repossession transactions automatically.
TR-10 Instructions will only print if checked in the Forms Configuration.
When Batch Mode is selected, the toolbar on the data entry screens will display a ‘Transmit All’ button in order to transmit all selected deals.
7.2 Batch Transaction Workflow
PC client will need to allow the selection ‘Ready to Send’ deals from the Title & Registration List window and click ‘Transmit’ to send the batch to the CVR host.
PC client will need to allow the selection ‘Ready to Send’ deals, open them and click ‘Transmit’ from the Registration Data Entry screens to send the batch to the CVR host.
Default value of ‘Show for Every Transactions’ will display on the Commit/Abandon Screen panel.

Based on selection in Tools | Options, the Commit/Abandon screen will or will not display at PRLM for the transactions in the batch.
Users can continue or cancel the transaction if the data is not correct. Clicking the ‘Continue’ button on the Commit/Abandon will process the transactions on the CVR host. During transmission, a transaction progress bar will display to the end user showing where the system is in transaction processing.
All deals should complete process on the CVR host before printing begins. The Pull Ticket now prints at transaction completion. When the ‘stickered’ inventory printing begins, users will always be prompted to insert the TR-1L before the transaction can continue. TR-1L printing will be by manual feed.
Once the OK button is selected, the PC client will display a prompt to the user asking if the TR-1L printed correctly and if a duplicate copy is needed. This process will continue for all transactions in the batch. If a deal fails CVR or MDOS edits, that transaction will be skipped and the remainder of the transactions will continue to process until all deals are completed. The failed transaction will remain on the Title Registration list window until the user corrects the error and resends the transactions.
E. Enhancements 1. Remove Inquiry Request Default Types
The Inquiry Type panel has been modified to remove a default request type. The radio buttons have been replaced by a drop down list containing the following values:

2. Clear Reason Field for Stand Alone Inquiries
When the Inquiry Type is set to ‘Stand Alone’, the default value of ‘Preload to Reg’ has been removed from the Reason drop down list and the field has been enabled and required entry for the user to select the appropriate value.
If the Inquiry Type is set to ‘Transfer to Registration’, the Reason field still populates with ‘Preload to Reg’ and remains unchangeable.
3. Caps Lock Notification The MIEVR application has implemented a new dialog to notify the user that the Caps Lock feature is on. The notification occurs on any screen that has passwords as enterable fields.
4. Polk/Zip Update 12-02 This release includes the latest RL Polk VIN data for 2012 vehicles. These files translate the 17-character VIN into Vehicle Year, Make, and Body information on the Vehicle page.
5. Current Dcomm/CVRUpdater The MI EVR client system will include the most recent Dcomm (communication) and CVRUpdater.

6. Login on Program Load To enhance product security, end users are now required to Log In to the Michigan EVR product using their User ID and Password.
Enter your User ID and Password in the fields provided as illustrated below, to log in.
7. Enhanced Password Reset In order to improve the security authentication process, a new password process has been implemented. The user will select a personal PIN to update or change their password. The user will receive prompts and steps to follow to complete the process.
Example: Should the user enter their password 3 times incorrectly their password will be cancelled and they will enter their PIN to establish a new password.
Note: The new Password/PIN option will only take effect if the users’ password expires or it gets reset
For a user who has not set up their personal PIN they will enter 1TIME for the PIN and select a new password which is 6 to 8 digits and includes one capital letter, 1 lower case and 1 number. The new password will be case sensitive.

The user will then be prompted to select a PIN. Suggestions are listed but NOT required. The PIN will be selected exclusively by the user and should be something that is easily remembered. Do not make it recognizable by anyone else. Once the PIN has been accepted the communications link will continue through the process.
If the user enters their PIN incorrectly 3 times they will be required to contact CVR to have their password reset.
8. Enhanced Royalty Calculator The DMS royalty codes generated by the MIEVR application have been enhanced to indicate whether the deal was importing using the *.csv method, or new *.xml method. The royalty code now appears as the 3 character DMS extension plus a fourth character of ‘C’ or ‘X” to indicate CSV or XML. Example ‘ADPX’.
9. Flexnet Component Update (version 12.01) Updated components for the FlexNet software download utility have been included in this release. The update fixes a potential installation error which would cause the FlexNet utility to not install properly.
10. Script Change for CVRUpdater This release includes updates components for the CVRUpdater utility to cancel the installation when ‘Cancel’ is selected. The update will allow a different user to continue using the same update for a subsequent package (provided that they have windows user access credentials).
11. Remote Support Link This release includes a link to the Help drop down on the main toolbar of the MI EVR application for CVR Remote Support site (http://www.cvrremotesupport.com )

12. Automatic Sign-On to Client Support Website When accessing the CVR Client Support website through the MIEVR Help menu (“CVR Support on the Web”), users will automatically be logged in to the MI support page without having to supply their User ID and Password
13. Release Notes Available from URL The MI EVR software added a link to the Help drop down on the main toolbar. Release Announcements will be in *.pdf format and can be launched from this link into a new Internet Explorer browser for viewing.
