Overview
1. This handbook will outline CVALL regular and post season rules of Little League® International, the CVALL By-Laws and the Safety rules given to us by the Sweetwater Union High School District to be implemented and enforced by all CVALL managers.
2. CVALL is an all-volunteer league from the President, Board of Directors, and Managers and
must include the parents. As such, it is the responsibility of each manager to ensure that parents fulfill their snack bar duty when assigned.

MINOR A Draft Rules
All information pertaining to the draft will be kept confidential by all parties included in the draft
1- Each manager shall grade all players, ages 8-11 years old, during the tryouts separately
2- Each manager’s child will tryout and be graded by all of the managers
3- The Player Agent will supply a list of players drafted to the Majors division to Minor A managers
4- The Player Agent will supply a list of players that must be drafted to Minor A
5- Managers will not select their own team; they will work together to create even teams
6- Managers will, together, assemble teams (labeled A, B, C…)
a. Managers should strive to create teams of even talent/ability
b. It is suggested that rounds contain similar types of players (pitchers, catchers…) to assist team strength during a trade (pitcher for a pitcher; SS for a SS)
c. Siblings must be on the same team and in rounds appropriate to their skill level (unless one of the siblings should be in Minor B)
7- Players that did not tryout, that no one “knows” of, and are must-draft will be placed at the end of the draft to fill the remaining spots on each roster by the managers
8- When team drafting is complete:
a. A double blind draw will be used, by the player agent, to select which team each manager will receive
b. If the manager’s son/daughter is not on the team he receives, his son/daughter will replace the player on his roster in the same round. The player removed will take the manager’s son/daughter’s place on the other team
i. This is not considered a trade
9- Trading:
a. Each manager may initiate 1 trade after they have received their team
i. The trade must be declared as that particular manager’s trade as not to effect the other managers’ trades
b. It is possible for a team to have multiple trades, but only one of those trades can be initiated by the manager of that team
c. There can only be as many trades as there are teams total (i.e. 6 teams = 6 total trades)
d. Managers do not have to initiate or accept any trade if they choose not to
e. There will be no trades after the draft is declared complete by the Player Agent (same day)
10- Players added to rosters:
a. Teams can have up to 13 players Max on their roster
b. Late signup players will be assigned to teams based on:
i. Roster space
ii. Player Agent discretion (based on injury or balance)
iii. Blind draw
c. Players signing up with less than 2 weeks before Opening Day will be put on a waiting list and brought on only for injury or Player Agent discretion

Minor A Rules
1. Minor A is a division in which the main focus is to develop players, as in fielders and
outfielders, in preparation for the Majors division.
2. The regular season consists of every game up until the last five games before the playoffs.
3. The regular season games will be 2 hours long. Do not start a new inning with 15 minutes or
less left in the 2 hour period. However, a time-limit can be extended by an umpire who feels
that in a reasonable amount of time, a close game can be finished. This should not happen,
however, on the 1st or 2nd game on Saturday morning as it will “push back” the games for the
rest of the day.
4. It is expected, unless deemed a safety issue by the player agent and safety officer, that each
player play an infield position at least once during each game of the regular season.
5. The last five games of the regular season are known as the Seeding games.
6. During the regular season and seeding games, no player shall be benched for more than 1
inning.
7. During the regular season and seeding games, each player will play at least ½ of the innings
when possible. (i.e a player, in a 6 inning game, should play at least 3 innings; a player in a 5
inning game, should play at least 2 innings)
8. During the regular season and seeding games, each team will bat its full lineup with a five run
or three out rule.
9. During the regular season and seeding games, there are no special pinch runners allowed.
10. During the regular season, no win/loss records will be kept. These games are designed to
work on fundamentals for all players.
11. During the seeding games, each team, under the designed rules, will “play to win” and each
game will count for their win/loss record and seeding for the playoffs.
12. During seeding games, playoffs, and championship the home team keeps score and the
visiting team keeps the pitch count.
13. During the playoffs, Majors rule sets will be reviewed and used.
14. The playoffs are a double elimination tournament UNTIL the championship game. During this
game, win/loss records are discarded and the winner of this game will be the Minor A
champion (whether it is their 1st or 2nd loss of the tournament).
15. The Championship game will take place on closing day.

SECTION 3
GENERAL RULES:
A. No booing or ridiculing by any person will be allowed. Any member of this league will take steps necessary to stop it.
B. No liquor, tobacco or pets will be allowed on the Little League grounds at any time.
C. Use of the ball park will be allowed by special permission of the Board of Directors only.
D. No ball playing will be allowed outside the ball park area.
E. Only persons with specific jobs, with an approved volunteer application on file with the League Safety Officer, will be permitted on the playing field, in dugouts, in the concession stands or in the scorekeeper's booth while a game is in progress.
SECTION l
MANAGERS:
A. The selection of all team managers will be made by the President with the approval of the Board of Directors.
B. Each team shall be allowed three (3) adult persons on the playing field, one of whom shall be designated as the Manager and the other two shall be designated coaches.
C. Managers shall serve for a period of one (1) year and must renew their application of manager each year, subject to the approval of the Board of Directors.
D. Each Manager may select coaches of his/her own choosing after teams are determined, subject to the approval of the Board of Directors.
RULES TO BE EXPLAINED TO PLAYERS and PARENTS BY THE MANAGER:
A No hitting or pushing.
B No cursing or temperamental outbursts.

C No player will contest or argue a decision made by any umpire. If a rule is broken, consult your Manager.
D Show good sportsmanship on and off the field at all times.
E No player will leave the dugout for any reason without the permission of the Manager or coach.
F No equipment, bats, helmets or gloves will be thrown on the ground as a result of temper. The penalty for this shall be a warning from the umpire and if repeated, the player will be removed from the game.
G No razzing or bullying of any player or players by other players or spectators. The umpire shall take appropriate action when this occurs.
H Approved Little League shoes or tennis shoes shall be worn by the players.
I All players are required to attend greater than 50% of games and practices each week. After continued, unexcused absences, the manager shall:
1. Contact the child and the parents to find out reasons for habitual absences and ask the child not miss any more games or practices. This would conclude First Warning.
2. If absences are still unexcused and habitual, the Manager would have the authority to sit a child out for a game in helping to prevent the child from further absences.
3. The Manager shall contact the Player Agent and President at least 24 hours prior to taking this action.
4. This notification of the Player Agent and the President must be both verbal and in writing.
5. The child and parents shall also be informed 24 hours prior to the game. The child must be at the game, in uniform, and sit in the dugout.
RULES FOR THE MANAGERS:
A. Enforce the rules set up by the Little League International and the Local Board of Directors.
B. A Manager will be responsible for the conduct of spectators as specified in the Little League Rule Book. Managers are responsible for the conduct of spectators on their side. No conduct detrimental to players or the Little League will be allowed.

C. Treat each player as an individual.
D. Show good sportsmanship at all times.
E. Teams shall keep their own scorebook, preferably kept by the Manager or coach.
F. Managers shall notify the Official Scorekeeper and the opposing team manager of all changes in their lineup during the game.
G. An umpire's judgment decision cannot be protested.
H. Playing time is as dictated in the Little League International Rules and Regulations.
1. An exception is taken in the event of a game shortened because of darkness, rain, time limitations or other unforeseen events. The last inning will be considered a full inning when the last half inning is not played due to the home team having the winning score.
2. Managers will be allowed to remove players for disciplinary reasons. Players in a disciplinary status shall be reported to the Official Scorekeeper prior to the commencement of the game or at the time of the incident, if it occurs during the game. A reported player will not be allowed to play in that game from that point.
3. Managers will turn in a list of absentees to the Official Scorekeeper prior to the game.
4. Any Manger who violates the above will be penalized by having to play the offended team an aggregate total of the first four (4) consecutive innings the very next game. Players will not be benched for disciplinary reasons in this instance.
I. No Manager will display temperamental outbursts toward the umpire or any player. A normal tone of voice will be used at all times.
J. It shall be the responsibility of the manager to insure that equipment is properly stored in the dugout.
K. The use of tobacco in any form will not be allowed on school grounds. This rule applies to the parking lot, playing fields, and dugouts. This also applies to managers, coaches, players, parents and umpires.
L. Ball playing on the ball field must be under the supervision of the manager or coach.

Pre-Game Warm-ups
1. All teams will be required to be on the field one (1) hour before game time. Only Official Team Manager, Coach(es) (a total of 3 Adults) and team players will be allowed in the field. No team mascot, batboy/girl, team parent, scorekeeper, etc. will be allowed in the field.
2. Visiting team should be ready to take 10 minute pregame warmup one-half (½) hour before game time or when so instructed by the lead umpire.
3. Home team should be ready to take its 10 minute pregame warmup as soon as visitors l eave the field.
4. A team may begin infield any time after it has been instructed to but will only be allowed the remainder of its allotted time. A team which is unable to take infield when so directed, will forfeit its time.
5. Teams will then return to their dugouts until called for the Pledge of Allegiance and the Little League pledge.
Pre and Post-Game
1. The Home team sets up the field and the Visiting team breaks it down. Be sure to put two trash cans out with liner and throw the trash away at the dumpsters. Do not leave trash in the Gator room.
2. The last Manager must ensure that the Gator room, the bathroom and the main gate are locked. Communicate with other managers and work together before you leave.
Managers Responsibilities
1. All Managers are required to have in their possession at all times a Team Packet consisting of:
a. Signed and dated complete team roster
b. Medical Release Forms for EACH player listed on the roster
c. Insurance Form
d. Signed Code of Conduct from each Player, Manager/Coaches and Parents
e. Complete First Aid Kit
2. All Managers will be required to attend at least one (all offered is preferred) umpire clinic and perform their assigned umpire duties.
3. All Managers will safeguard and return all keys and equipment issued when asked to do so.

Other Conditions
The CONDUCT of Players, Coaches, Managers, and League Officials will be closely scrutinized.
Dugout
Maintenance
1. No food will be allowed on the field or in the dugout; this includes chewing gum and sunflower seeds.
2. Teams shall clean dugouts after each game by removing all trash and replacing new trash bags in the trash can (if provided). Failure to comply with cleaning the dugout will be reported to the league president/representative and is subject to disciplinary action.
