Public library service began in Bay Village in May of 1921, when Dover-by-the-Lake Library opened in the former Cahoon family home. Provision for the library was made in the will of Ida Cahoon, granddaughter of Bay Village founder Joseph Cahoon. Ida was a forward-looking and civic-minded lady, donating her family’s private library, as well as her home and farm land, for the good of the community. Dover-by-the-Lake Library became part of Cuyahoga County Public Library in 1949. By the late 1950s, the city’s population had grown to 13,000, and a new library was built at the corner of Wolf and Dover Center Road. Twenty years later, the city had again outgrown the library.The present facility opened at Cahoon and West Oakland in April, 1981. The design received an award from the American Institute of Architects/Architects Society of Ohio in the fall of 1981. Extensive remodeling and renovation was com-pleted in 1997. Today the building houses over 100,000 items.

This library branch serves the community of Bay Village.

Some evidence was found indicating possible attempts to conceal b) or prevent future spalling with a matching white paint. (Figure BAY-03)Under a covered porch area, discoloration of the brick face was c) observed. (Figures BAY-04, -05, -06)

The rust or iron colored discoloration may be caused by water (1) entering at the low ceiling area and becoming trapped. Ceiling vents were not observed in this area. (2)

Several sealant joints around the perimeter are discolored or dete-d) riorating. (Figures BAY-07, -08, -09)Sealant is not installed around the perimeter of the building between e) the sidewalks and the building. Sealant should be added in these locations to reduce the potential for water infiltration. (Figures BAY-09, -10)

Exterior Masonry Screen Walls2. The damage to the surface of the glazed brick at the low exte-a) rior screen walls is more severe than around the perimeter of the enclosed building. Spalling, degradation of the mortar, separation of mortar at the bond line, and organic growth was observed in these areas. (Figure BAY- 11)The top of the walls appear to be flat (not sloped for drainage) and b) thru-wall flashing was not observed at the top of the wall. (Figures BAY- 12, -13, -14, -15)Water may be penetrating the wall through the mortar joints at the c) top of the wall, and causing the spalling and degradation through freeze-thaw cycling. (Figures BAY-12, -13, -14, -15, -16, -17)

Exterior Masonry Garden Wall 3. The south wall is tilting from plumb and is no longer aligned with the a) adjacent building wall. (Figure BAY-18)Sealant in the joint between the garden wall and the building is b) stressed and damaged because of the movement of the garden wall.Foundation settlement or other cause of movement should be c) investigated and addressed.

Roofing: Willham Roofing Company (WRC) inspection and mainte-5. nance was performed on 22 June 2009. WRC report indicated no addi-tional concerns to be addressed.Interior systems and finishes6.

Ceilings - The acoustical ceiling tiles throughout the building are in a) poor condition. Several areas appear as though the tile was not installed properly and is not level or sagging. Many tiles throughout the building are stained with water marks. (Figures BAY-21, -22, -23, -24, -25)

Exterior Soffits7. The covered porch ceiling is not vented and is showing signs of a) water or moisture being trapped above the ceiling and causing deterioration to the ceiling and walls. (Figures BAY-26)

There is potential of incorporating this into the building if desired and coordinated with internal elements. (Figure BAY-30)

Trash Dumpster/Transformer7. A dumpster enclosure and screening do exist on this property and a) are in relatively good condition; refer to architectural comments. The existing transformer is not in an enclosure. (Figures BAY-31, -32)

Vehicular/Pedestrian Access/Bike Racks8. Vehicular access is adequate without any traffic congestion. a) Pedestrian access is adequate with easy transition from existing sidewalks and parking areas. Handicap spaces are directly related to the sidewalk. (Figures BAY-33, -34, -35)

Signage and Wayfinding9. The existing signage is very visible to the public and the entrance to a) the library is easily identifiable.
