MINUTES 28 January 2020

The January 28, 2020 meeting of the Cuyahoga County Public Library Board of Trustees was held at the Cuyahoga County Public Library Parma-Snow Branch, 2121 Snow Road, Parma, Ohio. With a quorum of six (6) Board members present, President Shlonsky called the meeting to order at 5:00 p.m.

Roll-Call: Present: Edward H. Blakemore; Allyn Davies; Dean E. DePiero; William J. Leonard; Patricia A. Shlonsky; Robert W. Varley – 6.

Absent: Maria L. Spangler – 1.

Election of Officers President Shlonsky commented it was a great two years and she loved being Board President. During that time there was a lot going on. We were the top library in the country for both those years and eight years prior. We opened the new Middleburg Heights Branch, we started the process to build a new Bay Village Branch, we had our first One Community Reads, starting up our second one, our Executive Director retired, we have a new Executive Director, we’re starting a levy, lots of new programming, and author events. During those two years there has been a time of change all over the world and the country. There is more division, people are angrier, less tolerant, and that makes the job of the libraries a lot harder and much more important. Through the library’s programs and materials, the library can help people and bring them together, and she sees it happening at the library every day and she is proud to be a part of it. President Shlonsky thanked everyone for letting her be our Board President for the past two years and she looks forward to continuing to be on the Board for another seven years.

President Shlonsky stated on behalf of the Nominating Committee, Trustee Varley presented a slate of officers for 2020. The slate was also shared with the trustees at the December 2019 Board Meeting. President Shlonsky asked if there were other nominations from the floor. Seeing none, President Shlonsky asked for a motion to approve the slate of officers as follows:

01-1/2020Trustee Varley moved approval, seconded by Trustee Blakemore. Seeing no discussion or other nominations from the floor, the above-listed slate of officers was approved as presented by unanimous vote of Board members present.

Resolution to Appoint Fiscal Officer & Deputy Fiscal Officer President Leonard asked for a motion to approve the Resolution to Appoint Scott A. Morgan as Fiscal Officer and Robert W. Dolan as Deputy Fiscal Officer for a one-year term beginning January 28, 2020.

02-1/2020Trustee DePiero moved approval, seconded by Trustee Blakemore. Seeing no discussion, the resolution to appoint Scott A. Morgan Fiscal Officer and Robert W. Dolan Deputy Fiscal Officer was approved by unanimous vote of Board members present as stipulated above. (See page 7)

Oath of Office: President Leonard administered the Oath of Office to Fiscal Officer Scott A. Morgan and to Deputy Fiscal Officer Robert W. Dolan as required by ORC Section 3375.32. (See pages 8-9)

Approval of Minutes: President Leonard asked for a motion to approve the minutes of the December 17, 2019 Board meeting that were sent to the Board members in advance of this meeting.

03-1/2020Trustee Shlonsky moved to approve the minutes, seconded by Trustee Davies. Seeing no corrections, omissions or additions, the minutes of the December 17, 2019 Board Meeting were approved by unanimous vote of the Board members present.

Retiree Recognition: President Leonard recognized and thanked Lisa DiFrancesco and Patricia Kuntz for their many years of service to Cuyahoga County Public Library (CCPL) and wished them the best on their retirement. Ms. DiFrancesco and Ms. Kuntz were not present at the meeting. (See pages 10-11)

Public Comment: Ms. Alberta D. Payton, 1385 Cleveland Heights Blvd., #208B, Cleveland Heights, 44121

Ms. Payton commented it was a shortage of parking at the CCPL South-Euclid Branch in September 2018. There was a shortage of parking due to the lot being re-stripped (blocking off a portion) and people parking in the lot from a Notre Dame football game despite signage asking only library patrons to park in the lot. That parking matter has since been resolved and parking lot completed.

Ms. Andrea Kleinhenz, 7519 Ann Arbor Dr., Parma, 44130

Ms. Kleinhenz stated she is a Parma resident, and taxpayer. She commented on the inappropriate language in the book entitled “The Field Guide to Dumb Birds in North America” that’s in our Brooklyn and Middleburg Heights Branches. She also mentioned there are other bird book materials in our branches that have inappropriate language as well.

Executive Director Strobel thanked both Ms. Payton and Ms. Kleinhenz for their comments and concerns.

Report of the Board President: President Leonard wished everyone a happy new year. He welcomed Monique Good, CCPL’s new Human Resources Director. He thanked her for coming on board and hope she can help us preserve the culture that we are trying to establish and promote the values we have identified and keep us in the top years of eleven and twelve.

Report of the Executive Director: Executive Director Strobel congratulated Trustee Leonard and thanked Trustee Shlonsky for her two years of service as Board President. Executive Director Strobel presented Trustee Shlonsky a gift that was innovated in CCPL’s Innovation Center by our team. She thanked Rebecca Ranallo, CCPL Information & Technology Literacy Manager, and Matthew Skvasik, CCPL Innovation Programming Specialist, for their creativity and handywork. She thanked and congratulated Scott Morgan, CCPL Deputy Director-Support Services, and Robert Dolan, CCPL Assistant Finance Director, for doing a great work, and we are incredibly fortunate to have such a confident competent team. Director Morgan has always been someone who always has CCPL’s best interest in mind, and while Assistant Director Dolan is quiet and unassuming, he is one of the best accountants in this county, and we are grateful he has chosen to work for CCPL.

Executive Director Strobel expressed a great and sincere thank you to the library team for helping us be #1 for the tenth year in a row. Not only are we the top library in the country for the tenth year in a row, it was by a few hundred points. She stated to attend the ALA conference last weekend, and wear the CCPL Executive Director badge was incredibly special, and she owe that to the community of library users here in Cuyahoga County, which are unmatched, our staff who are truly the most devoted and service oriented staff ever, and the support of our Board for your encouragement to do innovative things and to go the extra mile to make sure that we can retain our #1 status. Thank you all very much!

Executive Director Strobel mentioned the DEA exhibit is officially opening with a ribbon cutting ceremony on February 21, it will be a breakfast event. If you haven’t received your invitation it should be arriving soon.

Executive Director Strobel mentioned you may have seen some press around the Imagination Library which is the Governor’s initiative started by Dolly Parton Imagination Library. The entire County has received funding for ages birth to age five to receive a book in the mail every month. The library is partnering with the Literacy Cooperative to make sure children are registered. The intention and the goal of the program is to create book lovers in young readers and encourage them to come to the library. We will be making sure we create a strong connection between the participants in that program and their local public library. Executive Director Strobel is collaborating with the other eight library systems to put together a program to incent people to come to the branches after they finish the one book a month.

Executive Director Strobel mentioned that she has been named to The Center for Community Solutions (CSS) Board starting this month. She is very passionate about the work that they do bringing data together with solving social issues, and with her contributions to that board, she hopes they will strengthen their partnership with the library system.

Executive Director Strobel introduced Monique Good CCPL’s new Human Resources Director. She comes to us from the Regional Transit Authority (RTA) where she served as the Labor and Employee Specialist for the last seven years. We are thrilled to have her, and she has been a great addition to the Leadership Team. I am hearing great things from staff about her warm and kind personality as well as her expertise in Human Resources. We are glad to have you on the team and for you to have the opportunity to meet the Board.

Executive Director Strobel announced the 2019 Key Advanced Entrepreneur Award Winner, and we are pleased to be joined by our 2019 award winner and our partners from KeyBank and the Economic Community Development Institute (ECDI). We have been doing this for several years, and the Library recognized that there was an unmet need in our region to support local entrepreneurs. We wanted to help people find the tools and resources they need to start or grow their own businesses in our communities. One of our important partners in launching our entrepreneurship programming is the KeyBank Foundation. She thanked Susan Donlan, KeyBank, Chief Communications Officer and a CCPL Foundation Board member and we are grateful for your collaboration and for being here today. With KeyBank support we have been able to grow from an initial entrepreneurship course to several advanced classes in a series. We’ve been at capacity in many of these classes, and we have seen many students

graduate with great success. Tonight, we are celebrating our 2019 Key Advanced Entrepreneur Award winner, Charene Bradley. A brief video was shared that helped tell Ms. Bradley’s story.

Executive Director Strobel thanked and congratulated Ms. Bradley. We are so proud to be a part of your success and we can’t wait to see what you have in the future.

Human Resources Report: Human Resources Director Good thanked everyone for the warm welcome. She referred the Board to the report provided. She thanked the Human Resources team for doing a great job in benefit open enrollment and they were successful in getting the information entered in ADP.

04-1/2020Trustee DePiero moved approval, seconded by Trustee Blakemore. Seeing no discussion, the Human Resources Report dated January 28, 2020, was approved as presented by unanimous vote of the Board members present. (See pages 12-18)

Finance Committee Report: Finance Committee Chair Leonard reminded us that the Finance Committee met prior to the Board meeting, and Director Morgan gave an in-depth review of the financials.

Director Morgan gave highlights from the Finance report. He stated in general property taxes we received a little over $975,000.00 over our original estimate from the County. A portion of this was for a reimbursement of fees that are collected by the County for the collection of taxes. Under the Ohio Revised Code (ORC) if that money is not spent by the County it must be returned to the entities who paid the fees. Our portion of that refund was $189,845.00 that went into the overage of the $975,000.00.

Director Morgan stated in the Public Library Fund (PLF) we were $641,000.00 over our original estimate. As part of the new biennium budget from the State that began in July our percentage that we are receiving from the State increased.

Director Morgan stated patron fines and fees are exceeding our original estimates due to passport fees and photos. Interest rates are higher than expected due to increases in rates.

Director Morgan stated in 2020 we have a carryover of $3.2 million. This has to do with the increase in the general property tax and the PLF collection, as well as other larger than expected collection in revenues.

Director Morgan stated in salaries and benefits we were a little ahead and had to increase this budget by $81,000.00. (See under FINANCE)

Investments - December Director Morgan stated there were no purchases for maturities for the month of December.

Transfers Director Morgan stated there were several transfers and advances for the month out of the general fund into special revenue funds. Advances are paid back in the year after they are completed and will be paid back into those three funds in 2020.

Item # 3 is for book processing fees for Baker & Taylor. Resolution Seeking Permission to Close the Orange Branch to Accommodate a Special Fundraising Event on May 28, 2020

Director Hawes stated we are seeking permission to close the Orange Branch to accommodate the Flourish fundraising event on Thursday, May 28, 2020 at 6:00pm. We will need time to prepare for the event, and we are asking permission to close the Orange Branch at 12noon. 08-1/2020 Trustee Blakemore moved approval, seconded by Trustee Shlonsky. Seeing no additional discussion, the resolution seeking permission to close the Orange Branch to accommodate a special fundraising event was approved by unanimous vote of the Board members present. Resolution to Sponsor a “Food 4 Fines” Drive, March 1-31, 2020Assistant Director Rua stated this is an annual program we participate in that supports the Greater Cleveland Food Bank’s Harvest for Hunger program. The program allows customers to reduce their library fines up to $4 per day ($1 per food item) when they donate any of the “Super Six” items. This is our twelfth year participating in the “Food 4 Fines” Drive and last year we raised over 19,000 pounds. Our goal for this year is 20,000 pounds. Many of our customers look forward to it and it is well received.

09-1/2020Trustee Blakemore moved approval, seconded by Trustee DePiero. Seeing no additional discussion, the resolution to sponsor a “Food 4 Fines” drive, March 1-31, 2020 was approved by unanimous vote of the Board members present. (See page 22)

Trustee Varley welcomed and congratulated Trustee Leonard as the new Board President. He thanked Trustee Shlonsky for her last two years as Board President. He commented the transition the library has gone through and due to her leadership lead us to a new director without an issue.

Motion to Adjourn Seeing no other business under consideration for vote, President Leonard asked for a motion to adjourn the meeting.

Resolution of Appreciation for

Ruth Certo

WHEREAS, Ruth Certo has served with great loyalty as an employee of Cuyahoga County Public Library since her hire on January 8, 1996, as a Public Services Assistant Substitute at the Maple Heights Regional Branch. On January 12, 2014, she was promoted to the Branch Services Assistant I at the Warrensville Heights Branch, a position she held until her retirement on February 26, 2020; and,

WHEREAS, she was always courteous, always on top of her assignments and always ready to adapt to new paradigms. Ruth understood that libraries are institutions of change, and was always eager to master a new skill set; and,

WHEREAS, she continues to be a valued member not only of her department, but of the entire branch community. She is always willing to work on projects for any department, as she knows she is contributing to service of all our customers. Ruth’s warmth and natural rapport with customers commands their respect and appreciation. Above all, Ruth always strived to improve her performance and make each day better than the one before; and,

OW, THEREFORE, BE IT RESOLVED that the Board of Library Trustees records its appreciation to Ruth Certo for all the years of service she has rendered to the Library and the public and extends to her all good wishes for a happy, healthy, and rewarding life.

THE COSTS OF DRUG ABUSE For more than a decade, the leading cause of injury-related death in Ohio has been accidental drug overdose. According to the Drug Enforcement Administration (DEA), about 5,000 people die as a result of opioid overdose in Ohio each year, the second-highest rate in the nation. Many of those deaths have occurred right here in Cuyahoga County.

The opioid epidemic has often been the subject of community dialogue at Cuyahoga County Public Library (CCPL) branches. For years, we have brought community leaders, law enforcement, treatment groups and concerned citizens together in our spaces for frank, thoughtful conversations about the drug-related issues confronting our families, friends and communities. Those conversations are, unfortunately, far from over.

This February, CCPL is teaming up with the DEA and the Drug Enforcement Administration Educational Foundation (DEA EF) to present the interactive traveling exhibition, Drugs: Costs & Consequences to our community. This powerful exhibit provides an eye-opening look at the devastating costs of drug abuse. Highlights of the exhibit include rubble from the September 11, 2001 attack on the World Trade Center, an actual South American jungle coca processing lab, and the latest research on drugs’ impact on the brain and body. A section of the exhibit is dedicated to our current struggles with illegal drugs throughout Ohio.

Drugs: Costs & Consequences will be on display for the general public at our Parma-Snow Branch through June 20, 2020. This is the fi rst time the exhibit has ever traveled to a public library, and we are enthusiastic about the opportunity to share its powerful message. It is our hope that students throughout Northeast Ohio will visit the exhibit with their school or with their parents and caregivers to learn about the destructive impact of drug abuse. It’s a potentially life-altering experience.

On January 13, Ohio First Lady Fran DeWine visited the Warrensville Heights Branch to announce that all 75,000 children between birth and age fi ve in Cuyahoga County can now enroll in Imagination Library. Since the announcement several customers have stopped in to the branch to register children for the program.

Solon Branch staff member Mark Faldowski assisted Turkish customers who spoke not a word of English. After typing back and forth with the customers using a web-based translator program, Mark fi gured out they were looking to purchase some books to help them learn English. Mark contacted Aspire Greater Cleveland citizenship instructor Raisa Maimin, who was able to help him email the customers back in Turkish and invite them to enroll in a free ESOL class.

During an outreach visit to Early Steps Daycare in Richmond Heights, Mayfi eld/Richmond Heights Branch staff member Maria Trivisonno read Mo Willem’s Leonardo the Terrible Monster to a group of 48 preschoolers. This book is one of Maria’s favorites to perform at storytime and features a full page of text where an exasperated character explains his point of view … which Maria somehow reads in a single breath. Upon reading the page, one of the childcare workers spontaneously claimed, “That was so good, it was like watching a TV show! I would still be reading that page three minutes later.” Best storytime compliment Maria has ever received!

On Martin Luther King Jr. Day, the Maple Heights Branch hosted a screening of the fi lm, King in the Wilderness. Eleven customers attended. The fi lm detailed Dr. King’s life from 1965 until his death in 1968. The documentary was very well received by the attendees. The discussion that followed was thought provoking as the participants contemplated what actions can be taken to help bring peace to the community.

South Euclid-Lyndhurst Branch staff member Katie Holahan visited a very active group of seniors at St. Dominic’s Senior Ministry. A group of 34 seniors participated in an orientation for the Jack, Joseph and Morton Mandel Memory Lab. They were eager to gather up their personal photos and memorabilia to convert to digital treasures for their families and friends. A follow-up visit is scheduled for March.

Daniel Levitin, a neuroscientist, cognitive psychologist and best-selling author of This is Your Brain on Music and The Organized Mind, visited the Beachwood Branch on Friday January 10. A copy of his newest book, Successful Aging, which debunks popular myths about aging, was provided to all 130 attendees, thanks to the generosity of program sponsors Karen and Richard Spector.

Southeast Branch staff member Christie Sterba attended the Bedford Heights city council meeting to promote several upcoming programs at the branch. She also handed out copies of the CCPL Program Guide magazine. After the meeting, Mayor Fletcher Berger expressed his interest in supporting library-related activities.

For the fi rst time, Garfi eld Heights Branch staff members visited Maggie’s Place to share information about library services and upcoming programs. One mom who attended the visit said she no longer visits the library because she has too many fi nes. Staff member Theresa Howenstine told her about CCPL’s opportunity card, and the next day the woman brought her children to a Frozen Party at the branch. It was the fi rst time that they had been to the library in a long while.

At the Orange Branch a young boy was looking for books to read while his caregiver helped another child with homework. Staff member Maryanne Haller showed him CCPL’s new Wonderbooks and how to use them in Read Along mode. Twenty minutes later when Maryanne walked by again, the boy said, “I love these books. They are so good. They are teaching me to read.”

Parma Heights Branch staff members Rosa Minniti and Nadeem Khalid presented a Kitchen in a Box culinary program to 25 customers. Customers enjoyed samples of various healthy soup recipes.

North Royalton Branch staff member Rebecca Baldwin visited North Royalton Middle School for a Tech Lunch Club meeting. Students used library-provided Touchlabs to practice using iPads. Ninety-fi ve students participated and explored apps and played games during their lunch breaks.

The World in Your Backyard Series kickoff event at the Parma-Snow Branch drew 50 customers despite snowy weather. The event was sponsored by the ICC-WIN, Cuyahoga Arts and Culture Community Supported Funding and the Friends of the Parma Libraries, and included displays from local cultural organizations, singing and dancing performances by the Ukrainian Cultural Arts Association, the Polka Pirates, a green screen station, and a DIY card making craft.

Fourth grade book clubs kicked off at the Olmsted Falls Intermediate School, led by Olmsted Falls Branch staff member Sue Grame. Thirty-four students brought packed lunches and skipped recess (!) for an enthusiastic discussion of the book The Losers Club, and then voted on which books the club should read for the rest of the school year.

Two Syrian refugees have been attending the Homework Center program at the North Olmsted Branch. They have learned letter/sound correspondence, but painstakingly struggle with blending English words. The Homework Center staff have been using poetry to help the build their fl uency, and the students are thrilled with their success!

As part of Baldwin Wallace University’s annual week-long celebration of Dr. Martin Luther King’s legacy and ideals, the Berea Branch hosted a reception attended by 35 individuals. An ensemble from the Berea-Midpark High School choir performed gospel songs and hymns. Between songs, students and community members read excerpts from Dr. King’s speeches. One of the community members in attendance was present at the March on Washington in 1963 and shared her story with the audience.

Seven participants attended Library for All, a Chinese New Year-themed adapted program for adults with developmental disabilities, at the Bay Village Branch. Attendees listened to stories about the holiday, learned about their Chinese zodiac animals, and played a few rounds of themed bingo. Everyone enjoyed learning about their zodiac symbol and practicing the Chinese pronunciation of each animal.

Local historian Carol Henninger entertained 18 customers with a visual presentation on the history of Brook Park at the Brook Park Branch. Attendees refl ected on local rock concerts under the stars at Brookgate Plaza, airplane races at Hopkins Airport in the ‘50s, the old drive-in and putt-putt ranges, memories of a time when the city was still mostly farmland.

Strongsville Branch staff member Tim Protiva presented storytime to 38 special needs adults and their caregivers at Camp Cheerful, and 60 individuals at the Southpark Mall Live 360 Studio.

Financial Statement Analysis

January 2020

Revenues

We received our first distribution from the County for our General Property Taxes. This is a smaller distribution which is typical for January. We should see a much larger distribution in February for our first large advance.

Our first distribution for the PLF was as anticipated. As we do every month, we will monitor this account closely. Last year we started out the year with smaller distributions than expected and then as the year progressed we received as expected and also the difference to make up for some of the smaller distributions. Since our budget is slightly larger than last year, we anticipate that the monthly distributions should be larger.

Patron Fines and Fees are currently exceeding our estimates. This report is using the temporary budget and I did make some adjustments to the permanent budget to reflect an increase in the passport fees and photos for the year.

All other revenue accounts are where we would expect them to be for the month and the year.

Expenses

The Salaries and Benefits accounts are showing a higher percentage spent in the Insurance Benefits-Employer. At the beginning of the year we fund accounts for all employees who have an HSA. This account, in a couple of months will be back within the monthly percentage expended. Many of the other expense accounts show either a high percentage or 100% spent. This would account for standing order encumbrances that were created within those accounts.

The DEA Exhibit expense budget is showing a negative balance. We do have funds that were received in the month of February and an appropriation within the permanent budget which will then show a correct and positive balance.

All other expense accounts are where we would expect them to be for the month and the year.

Investments

There was no investment maturities or purchases for the month.

There were no transfers or advances for the month.

Cuyahoga County Public Library

Resolution Authorizing the Library to enter into an agreement with the City of Bay Village/Cahoon Park Trustees Regarding a Ground Lease

Whereas, the Cuyahoga County Public Library is a political subdivision of the State of Ohio

organized under the Ohio Revised Code and this Board is acting under relevant provisions of the Revised Code including 3375.40; and

Whereas, this Board has agreed to construct a new Bay Village Branch Library in Bay Village, Ohio: and

Whereas, the City of Bay Village/Cahoon Park Trustees have agreed to lease the land for the construction of the new building within Cahoon Park. The Library will be responsible for contracting and paying for the building, making any improvements needed on the piece of property and demolishing the structure that is currently on the property.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF THE CUYAHOGA COUNTY PUBLIC LIBRARY SYSTEM, STATE OF OHIO SECTION 1

That the Board of Trustees agrees to the terms and condition of a Ground Lease to be executed between the Library and the City of Bay Village/Cahoon Park Trustees.

SECTION 2

That the Board of Trustees hereby approves the execution of a Ground Lease and authorizes the President of the Board to sign said lease.

SECTION 3

It is found and determined that all formal actions of the Board of Trustees concerning and relating to this action was adopted in an open meeting of this Board and that all deliberations of this Board in any of its committees that resulted in this formal action were meetings open to the public in compliance with all legal requirements, including relevant provisions of the Ohio Revised Code.
