Overview• Scoular is a privately owned organization involved in
International trading
• Managing International Shipping as NVOCC for shippers
• BCO is serving as a Shipper and NVOCC serving as a
Freight Forwarder
• We require Transportation and Customs Management in
almost every transaction we perform internationally
Requirements
• Customs Management Requirements include but not limited to:
• Report and request ITN (Internal Tracking Number) with government AES
(Automated Export System) electronically
• Ability to file modifications and cancellations for previously filed ITNs
• Report Import Freight Information to government AMS (Automated
Manifest System) electronically
Ability to update AMS
Electronically comply with regulations of various other countries in Trade
Compliance, i.e. Japan 24, Canadian ACI etc...

OTM Customs Management
• Oracle introduced Customs Management as an additional module in V 6.3.1
• Create a Customs Shipment from a GTM Trade Transaction using a
Consolidation Criteria
• Customs Shipment with the shipment ship unit lines from OTM shipment as
customs shipment lines
• Apply policies on the customs shipment
• Generate AES filing (or any other regulatory filing) document from customs
shipment
• Transmit the data to the regulatory system and receive response
• Pass the response back to OTM Shipment and notify Steam Ship Line
OTM Configuration
• Automation Agents• Create GTM Transaction
• Sync Transaction
• Create Customs Shipment
• Apply policies
• BI Publisher report query and format templates to prepare EDI docs
• Setup External Systems for communication
• Setup document validations
• Copy the response from customs shipment to OTM Transportation Shipment
• Transmit the customs response to Steamship Lines
Export AES Filing Procedure
Scoular AES Statistics
• 6,717 AES Filings in 2014
• Average time to file AES is 3-5 minutes
depending on the number of
Containers involved in AES filing.
Business Needs
• File for AES from OTM Shipment rather than GTM Transaction
• “Simple” screen to file for AES
• “One Click” file for New/Modification/Cancellation of AES
• Automated Functionality for other compliance filings beyond AES,
i.e. AMS, Japan 24 etc.
Challenges We Faced
• OTM queues creation for technical connections with AES system
• Grouping Customs Shipment Lines by HS/Schedule B code
• Handling merges and splits for AES filing
• No out of box functionality for AMS filing
• Gross weight and Net weight synchronization from OTM Shipment to
Customs Shipment for updates
• Ability for compliance with various countries across the world
• Representing a “Booking” in OTM for Customs Management filing
Potential Enhancements
• Ability to file for AES directly from OTM Shipment
• Schedule B/HTS Level grouping at Customs Shipment level
• Handle Splits/Merges directly from OTM Shipment
• Represent a “Booking” in OTM for Customs Filing Purposes
• Maintain AES filing Ultimate Consignee Type on Customs Shipment, not on
Customer Record
Potential Enhancements
• Maintain Export Date on the Customs Shipment as “Date” object not “Date
and Time” Object
• Ability to not specify UOM conversions at GTM Item level
• Ability to see the “status” of the messages in queue, like “Submitted to
Government System”, “Response received but not posted to OTM”,
“Response posted to OTM”
• Link the outbound messages to inbound messages in Queue
• Ability to read the message content in Queue
Design Discussions
• How to best represent a “container” in Customs Management module
• How did others implement Customs Management in OTM/GTM
• Cross domain Customs Management in OTM
Future Implementations More Challenges
• South America operations
Thank You
