Editor’s NoteI wish you all, dear Readers, a very warm welcome to the first issue of 2016!

The main news that made headlines during the past month was the marking of International Customs Day (ICD) 2016. The Customs Accredited Client (CAC) was officially inaugurated at this ceremony. This program is intended to facilitate a faster clearance process for compliant traders who are in the business for a considerable amount of time and also possess a clean track record of dealing with customs. A training kit on valuation prepared by three Customs Officers who participated as core members in the WCO-ADB Joint Sub-regional Program on Customs Valuation was also officially launched during the ceremony held to mark International Customs Day 2016. This training kit will be used to train Customs officers, brokers and the members of trading community.

Twelve officers received WCO Certificate of Merit for having rendered exceptional services to the organization in the area of this year’s theme “Digital Customs: Progressive Engagement.” Officers were identified under five broad categories of contribution in the introduction of electronic system enabling easy access to data, enhancement and modification to strengthen the existing systems, production of materials using multimedia for the enhancement of customs work, establishment of the Risk Management Framework and the establishment of the E-Gate Pass system.

A new four-storey office building has been inaugurated at K. Thilafushi Customs on 18th January 2015. The official ribbon-cutting ceremony was honored by the Deputy Commissioner of Customs Mr. Ismail Abdulla. Speaking at the ceremony, Deputy Commissioner assured the importers of improved service with this new complex, which has an accommodation block and a two-floor document storage space in addition to the office setup.

On the training front, one of our staff attended a training program abroad during the past month. SCOG3 Fathimath Naaz Yoosuf attended the Regional Workshop on the Revenue and Advance Rulings held in Malaysia.

This issue features an informative article on the Online Declaration Service by Superintendent Zuhudha Rasheed.

A new four-storey office building has been inaugurated at K. Thilafushi Customs today. The official ribbon-cutting ceremony was held 18th January 2016, and was honored by the Deputy Commissioner of Customs Mr. Ismail Abdulla.

Speaking at the ceremony, Deputy Commissioner assured the importers of improved service with this new complex, which as an accommodation block and a two-floor document storage space in addition to the office setup.

The function was attended by senior executives of Customs and staff of Thilafushi Customs section.

Due to several logistical limitations in Male’ island, the government during the 90’s decided to permit establishment of port facilities in the reclaimed island and a Customs office was subsequently established at the site. With the considerable growth in bulk imports especially for the tourism and construction sector, Customs operations at Thilafushi has ever seen considerable growth in terms of work load.

A training kit on valuation prepared by three Customs Officer who participated as core members in the WCO-ADB Joint Sub-regional Program on Customs Valuation was officially launched during the ceremony held to mark International Customs Day 2016.

This kit was launched by Senior Technical Officer from the World Customs Organization Mr. Ian Cremer.

WCO-ADB Joint Sub-regional Program on Customs Valuation under the Multi-year Assistance for SASEC Countries is a project initiated by the Asian Development Bank to enhance the capacity of the South Asian Sub-regional Economic Cooperation (SASEC) members. The training kit was compiled under this project, with the generous financial and technical assistance of ADB and the Regional Office for Capacity Building (ROCB).

This training kit will be used to train Customs officers, brokers and the members of trading community.

The Customs Accredited Client (CAC) program was officially inaugurated during the ceremony to mark International Customs Day 2016.

This program was launched by the Chairman of MWSC and Lily Enterprises Mr. Ahmed Nasir.

This program is intended to facilitate a faster clearance process for compliant traders who are in the business for a considerable amount of time and also possess a clean track record of dealing with customs.

Twelve officers received WCO Certificate of Merit for having rendered exceptional services to the organization in the area of this year’s theme “Digital Customs: Progressive Engagement.” Officers were identified under five broad categories of contribution in the introduction of electronic system enabling easy access to data, enhancement and modification to strengthen the existing systems, production of materials using multimedia for the enhancement of customs work, establishment of the Risk Management Framework and the establishment of the E-Gate Pass system.

The certificates were distributed by the Program Manager for South Asia from the WCO Asia Pacific Regional Officer for Capacity Building, Mr. Takayuki Miyoshi.

International Customs Day this year will be dedicated to promoting the digitalization of Customs processes under the slogan According to WCO, Digital Customs refers to any automated or electronic activity that contributes to the effectiveness, efficiency, and coordination of Customs activities, such as automated Customs clearance systems, the Single Window concept, electronic exchange of information, websites to communicate information and promote transparency, and the use of smart phones.

CRC Election

Customs Recreation Club has 23rd January 2016 held its general election to elect members to the executive committee. The polling was conducted electronically across all Customs Offices situated in different parts of the country.

Election was conducted for the posts of Vice President, General Secretary and additional 8 members since no more candidates than the required number came front for President and Treasurer hence they were automatically elected for the respective positions.

A total of 591 participated in the election, which is 84.67 per cent of club active members.

The official result of the poll was announced in a special assembly held in the evening of the day.

Customs Recreation is a registered club association which seeks to improve fraternity and social participation among Customs Officers. The club is run by an elected executive committee whose term extends to a two year period.

Regional Workshop on the Revenue and Advance Rulings

TRAINING: INTERNATIONAL

The very first international workshop of the year 2016 was attended by Senior Customs Officer Grade 3, Fathimath Naaz Yoosuf. She attended was the “Regional Workshop on the Revenue and Advanced Rulings” which was held from 25th – 29th of January 2016, in Melaka, Malaysia under the sponsorship of CCF/Japan.

This workshop aimed to assist Asia/Pacific member Customs a d m i n i s t r a t i o n s in increasing their institutional capacity to carry out classification, origin and valuation work in an efficient manner. The workshop highlighted mainly on Advance Rulings since they play vital role in promoting trade facilitation and uniform interpretation and application of the HS, Rules of origin and the WTO valuation

agreement, and their implementation.

The workshop was concluded and Fathimath Naaz Yoosuf was back in Male’ on the 29th of January 2016.

The Final National Activity on Customs Valuationunder the WCO-ADB Multi-year Assistance for SASEC Countries

Centre for Customs and Excise Studies has conducted “The Final National Activity on Customs Valuation under the WCO-ADB Multi-year Assistance for SASEC Countries” on 24 - 28 January 2016 which was completed by selected 20 officers from relevant sections. The training was facilitated by experts from WCO, ADB, ROCB A/P and Core Team Members.

The objective of this training programme was to further deepen the PCM’s knowledge and experience as national trainers through advanced training on Customs Valuation , support and guide the PCMs to better use the newly developed training module.

The regional capacity building project titled “Customs Valuation under the Multi-year Assistance for SASEC Countries” was an initiative by the South Asian Sub-regional Economic Cooperation (SASEC), and the Asian Development Bank (ADB), with the aim to strengthen the Customs valuation in the member countries, namely India, Sri Lanka, Nepal, Bhutan, Bangladesh and the Maldives.

The United Nations Office on Drugs and Crime (UNODC) E-learning Programme was conducted on the 3 - 10 January 2016. This Programme was held by the Hdh. Kulhudhuffushi Customs with a total of 40 participants taking part in this Programme.

The e-Learning training kit comprises of 90 modules that can be completed in 120 hours. The objective of this program is to spread awareness to enforcement officers in all aspects related to drug trafficking. Five customs

The seventh round of Customs broker training course has commenced at the Customs Academy on 31 January 2016. The training continues with a total of 27 representatives from various private firms in the import/export business. The training was inaugurated by Chief Superintendent, Mr. Abdulla Waheed.

Addressing the participants of the course, Chief Superintendent Mr. Abdulla Waheed welcomed the participants for their interest in Customs brokerage, insisting that it is vital for a smooth functioning of a Customs administration today.

Customs broker training course is approved by the Maldives Qualification Authority at Level 3 of the Maldives National Qualification Framework. The objective of this programme is to develop technically competent individuals who would assist with the enforcement of clearance procedure in accordance with the broker regulations, Customs Act and other export/import related laws and regulations.

All classes of the course will be held at the Customs Academy and will be taken by qualified Customs Officers.

The Global eLearning center utilizes a mobile setup; the center is versatile, and consists of laptops which can remotely access training material without the need for internet access. This will also clear the hindrance faced by MCS to train its regional staff and other law enforcement agencies.

Message from the World Customs Organization

International Customs Day 2016

This year’s International Customs Day heralds the launch of the WCO Year of Digital Customs, a year in which Customs administrations are encouraged to actively showcase and promote their use of Information and Communication Technologies (ICT) in order to collect and safeguard Customs duties, to control the flow of goods, people, conveyances, and money, and to secure cross - border trade from crime, including international terrorism which continues to rear its head across the globe.

Information and Communications Technology (ICT) is everywhere in today’s Customs workplace. From the use of ICT in office automation, to the use of the Internet to publish and disseminate information, to the use of automated clearance systems to make declarations, perform risk management, undertake validation and processing, and eventually to issue approvals, ICT has transformed the way that Customs and governments operate.

Under the slogan, “Digital Customs: Progressive Engagement”, we, as a Customs community, are signalling our aspiration to further develop digital solutions and services, making life easier for the trading community, other border agencies and Customs officers, and to further adopt enabling technologies, such as the use of big data, telematics and the cloud, to help increase operational performance, and to facilitate the reinvention of the way we do business.

To support WCO Members in their efforts to further adopt Digital Customs, the WCO has developed an extensive portfolio of instruments and applications. It recently undertook a

mapping exercise to gain an appreciation of these ICT-related tools and their intended purpose. This mapping exercise goes hand-in-hand with ongoing work being undertaken by the WCO on the IT Guide for Executives that has been developed as a short handbook which succinctly addresses key aspects of ICT solution development and deployment for senior-level Customs administration officials, as well as officials with direct responsibility for managing ICT projects.

The technology landscape is changing rapidly, with a number of key trends emerging, such as cloud computing, mobile technologies, advanced analytics, and information management. Each of these technologies affects the role of Customs in different ways, and provides numerous opportunities to drive connectivity among Customs administrations and with trade operators and other border agencies, thereby increasing productivity which leads to greater economic growth.

Part of our work in the months to come will be to monitor and communicate best practices in topics as diverse as change management, human resource policies or information management. Over the course of 2016, I therefore invite all WCO Members to promote and share information on how they are adapting to the digital environment, how they are leveraging the potential of IT, and how they are implementing and using digital technologies to advance and achieve their objectives and respond to the expectations of traders, transport and logistic operators, and governments.

ގެނައުމަށްޓަކައި އާއެކު އަހަރުގެ އަސިކުޑާ ވާރލްޑް 2016 ވަނަ

ގިނަގުނަ މަސައްކަތްތަކެއް އަންނަނީ ކުރެވެމުންނެވެ.

ދިވެހިރާއްޖެފަދަ އިމްޕޯރޓް މުދަލަށް ބަރޯސާވާ ގައުމެއްގައި އިމްޕޯރޓް

އަވަސް ކޮށް ހަރުދަނާ ޕްރޮސެސް ކުރެވޭނެ ކްލިއަރ މުދާ ކުރެވޭ

ޚިދުމަތްތަކެއް ލިބިދިނުމަކީ މުހިންމުކަމެކެވެ. މިފަދަ އިމްޕޯރޓް ކުރެވޭ

މުދަލަކީ ޢާއްމު ރައްޔިތުންގެ ޒަރޫރީ ބޭނުންތަކާއި މުޅި ދިރިއުޅުމުގެ

ތަކެއްޗެވެ. މުދަލަކަށްބަރޯސާވެފައިވާ އެ ކުރުމަށް ރަގަޅު ފެންވަރު

ޚިދުމަތްތަކުގެ ފޯރުކޮށްދެވޭ އެހީގައި ޓެކްނޮލޮޖީގެ ޒަމާނީ ވީމާ

ފެންވަރު ރަގަޅުކޮށް އަވަސް ޚިދުމަތެއް ދިނުމަކީ ރައްޔިތުންގެ ލާބަޔާ

މަންފާއަށް ކޮށްދެވޭ ޤައުމީ ޚިދުމަތެކެވެ.

ޮއންލައިން ޚިދުމަތުގެ ސަބަބުން މަސައްކަތްތަކައް އައި ބަދަލް:

ކުރީގައި ވުމުގެ ތަޢާރަފް ޚިދުމަތް ޑިކްލރޭޝަންގެ އޮންލައިން

ޚާއްސަ ކުރުމަށް މަސައްކަތްތައް ގުޅުންހުރި އާއި ޑިކްލަރޭޝަން

ކުރެވިފައިވާ ދެ ސެކްޝަނެއްގައި ގިނަ އަދަދެއްގެ މުވައްޒަފުންނާއެކު

ދުވަސްވަރު ދެންނެވި މި ގެންދެވުނެވެ. ކުރަމުން މަސައްކަތް

ދެ ކުރެވިފައިވާ ޚާއްސަ ކުރުމަށް މަސައްކަތް ޑިކްލަރޭޝަންގެ

ސެކްޝަނަކީ ޑޮކިއުމަންޓް ޕްރޮސެސް ކުރުމަށް” ޑޮކިއުމެންޓޭޝަން”

ނޑައެޅުމަށް “ވެލުއޭޝަން” ސެކްޝަނެވެ. ސެކްޝަން، އަދި އަގު ކަ

ޚިދުމަތް ވިޔަފާރިވެރިންނަށް ދަށުން ސިސްޓަމްގެ ކިއު ކައުންޓަރ

މައްޗަށް ހާޑްކޮޕީގެ ޑކްލަރޭޝަންސެޓްގެ ހުށަހެޅޭ ދެވިފައިވަނީ

ޚިދުމަތް މި އެދުވަސްވަރު އަދި ތަރުތީބުންނެވެ. ކިއުހެދިފައިވާ

ޚާޒިރުވެ އޮފީހަކަށް ކަސްޓަމްސްގެ ގޮތަކީ ހަމައެކަނީ ލިބިގަނެވޭނެ

އިތުރު އަދި ބިނާކޮށެވެ. މައްޗަށް ޑޮކިއުމެންޓްސެޓްގެ ހުށަހެޅޭ

މިފަދަ ޒަރިއްޔާއިން ފޯނުގެ ޙާލަތުގައި ބޭނުންވާ މަޢުލޫމާތު

ޑިކްލަރޭޝަން ދުވަސްވަރުގައި މި ބަދަލުކުރެވެއެވެ. މަޢުލޫމާތުތައް

އަދި ޖެހެއެވެ. ހޭދަކުރަން ވަގުތުތަކެއް ގިނަ ނިންމުމަށް

ކޯލްތަކަކަށް ފޯނު ގިނަ އިތުރަށް ޚިދުމަތުގެ ދެވޭ ކައުންޓަރއިން

ޖަވާބުދާރީ ވުމާއި ޑިކްލަރޭޝަންތައް ނިންމުމަށް ދެ ސެކްޝަނެއްގައި

ގިނަ ވަގުތުތަކެއް ހޭދަކުރަންޖެހެއެވެ. އަދި އިމްޕޯރޓް އެކްސްޕޯރޓް

ކުރެވޭ މުދާ ކްލިއަރ ކުރުމަކީ ގިނަ ދުވަސްތަކެއް ހޭދަވާ ކަމަކަށްވެ

ޝަކުވާތަކަކާ އެކަތެއް ހިތްހަމަނުޖެހުމާއި ވިޔަފާރިވެރިންގެ ދިވެހި

ކުރިމަތިލާންޖެހުނެވެ.

ޑިކްލަރޭޝަން މިއަދު އެހީގައި ޓެކްނޮލޮޖީގެ ޒަމާނީ ނަމަވެސް

ރަގަޅަށް އެންމެ ކުރެވިފައެވެ. އަވަސް ކުރުންމިވަނީ ޕްރޮސެސް

އިމްޕޯރޓް އެގޮތުން ވެފައެވެ. މަގުތަނަވަސް ކުރެވޭނެ ފެސިލިޓޭޓް

ގުޅުންހުރި މުދަލާ މި ކުރިން ރާއްޖެއެތެރެވުމުގެ މުދާ ކުރެވޭ

ދައްކަންޖެހޭފައިސާގެ ޑިއުޓީއަށް ކުރެވި ޕްރްސެސް ޑިކްލަރޭޝަން

އަދަދު އެގިގެންދެއެވެ. އަދި އިމްޕޯރޓް ކުރެވެ ކާބޯތަކެތި ދުވަހުން

ކުރެވޭ އިމްޕޯރޓް އެހެންމެ، ހަމަ ކުރެވެއެވެ. ކްލިއަރ ދުވަހަށް

ޙިއްސާ މައުލޫމާތު ސައްޙަ ގުޅިގެން ވެހިކަލް/މެޝިނަރީސްތަކާއި

ކޮށްދެވޭ މިންވަރެއްގެ މައްޗަށް ބިނާކޮށް މިބާވަތުގެ މުދާ ކްލިއަރ

ކުރުމަކީވެސް ފަސޭހަކަމެއް ކަމުގައި މިއަދު މިވަނީ ހެދިފައެވެ. މިއީ

ވަރަށްބޮޑު ފަސޭހައެކެވެ. މިއަދު ޑިކްލަރޭޝަންގެ މަސައްކަތް ކުރަމުން

މިގެންދަނީ އެއް ސެކްޝަނެއްގެ ތެރެއިން އަގުފާސްކޮށް ޑޮކިއުމެންޓް

ޕްރްސެސްކުރެވޭނެ އިންތިޒާމް ހަމަޖެހިގެންނެވެ. އަދި ކުރިއާ ޚިލާފަށް

ޗާރޖްތަކާއި ޕްރިންޓިންގް ސަބަބުން ޑޮކިއުމެންޓްގެ އިލެކްޓްރޯނިކް

ހާޑްކޮޕީތައް ފައިލް ކުރުމުގެ ބުރަ މަސައްކަތް މިވަނީ އުވިގޮސްފައެވެ.

މިއީ ޕޭޕަރލެސް އެންވަޔަމެންޓެއް ޤާއިމް ކުރުމަށް ކުރެވިފައިވާ ބުރަ

މަސައްކަތްތަކުގެ ނަތީޖާއެކެވެ. ކުރިން ކުރަމުން ދިޔަ ފޯނުކޯލުތަކުގެ

މުޢާމަލާތު އޮންލައިންކޮށް ޒަރީއާއިން އެސްއެމްއެސްގެ ބަދަލުގައި،

ކުރުމުގެ ސަބަބުން ވަގުތު ސަލާމްތްވެ ދެވޭ ޚިދުމަތުގެ ފެންވަރާމެދު

ވިޔަފާރިވެރިންގެ ހިތްހަމަޖެހުން އިތުރުވެއްޖެއެވެ. އަދި މި ޚިދުމަތަކީ

ފާހަގަކޮށްލެވޭ ތެރެއިން ދާއިރާގެ އޮޕްރޭޝަނަލް ކަސްޓަމްސްގެ

ބުރަ އަދި އެންމެ މުހިންމު އެއް މަސައްކަތެއް ކަމުން މި ދާއިރާގެ

ފަސޭހަ ނަތީޖާ ހާސިލްކުރެވޭ މަސައްކަތަކަށް މިވަނީ ހެދިފައެވެ. މި

ޚިދުމަތަށް މި ހޯދާލުމުން ޚިޔާލު ފަރާތްތަކުގެ ބޭނުންކުރާ ޚިދުމަތް

ބޭނުންވެފައިވާ އެތައް ވިޔަފާރިވެރިންނެއް ތިބިކަމާއި މިހާރު މިދެވޭ

ކުރުމަށް ރަގަޅު އިތުރަށް އަދި މިންވަރު ހިތްހަމަޖެހޭ ޚިދުމަތާމެދު

އުއްމީދުކުރާ ބައެއް ވާކަން އެގިގެންދިޔައެވެ.

އަވަސްކޮށް ފެސިލިޓޭޓް ކޮށްދިނުމުގައެވެ. އެގޮތުން ނިންމޭ މަސައްކަތް

ކުރަންޖެހެއެވެ. ހަރުދަނާ މިހާރަށްވުރެ ކުރުމުގެބައި ސްޕަވައިޒް

ކަށަވަރުކޮށް ސައްޙަކަން ޑޮކިއުމެންޓްގެ ކުޑަވަގުތުކޮޅެއްތެރޭ އަދި

ދޫކުރެވޭ ގޮތުގައި ގެ އެކްސްޕްރެސް އެއްބަޔަކީ ފާހަގަކޮށްލެވޭ

ކާބޯތަކެތީގެ ބާވަތްތަކެވެ. ދުވަހުން ދުވަހަށް ކްލިއަރކުރެވޭ މިބާވަތުގެ

މުދަލަކީ ދޫކުރުމުގެ ކުރިން ރަގަޅަށް ޗެކްކުރެވެންޖެހޭ ރިސްކްއެކުލެވޭ

ބެލުމުގެ ކަސްޓަމްސްގެ މުދާ ބާވަތްތަކުގެ މިފަދަ ބާވަތްތަކެވެ.

ދަށުގައި ބެހެއްޓޭ ވަގުތު ކުޑަވުމާއި، މިބާވަތުގެ މުދަލާއެކު ޖެނެރަލް

މުދަލާއި، ހުއްދަ ނޫންބާވަތްތަކުގެ މުދާ މިކްސްކުރުމެވެ. އަދި ޑިއުޓީ

މަސްދުވަހުގެ ބާރަ ފާއިތުވި ފެށިގެން ޚިދުމަތް ޑިކްލަރޭޝަންގެ

ޚިދުމަތް މި އަންދާޒާކުރެވި ލުއިފަސޭހަކަން ޚިދުމަތުގެ މި ތެރޭ

ތަރައްޤީކޮށް އިތުރަށް މައްސަލަތަކާއި ހުރި ފޯރުކޮށްދިނުމުގައި

ކުރިއެރުވުމަށް ބޭނުންވާ ބައިތައް ފާހަގަކުރެވި ރަގަޅު ކުރެވެމުންދެއެވެ.

ފޮނި މަސައްކަތްތަކެއްގެ ވަރަށްބުރަ މިއީ ޝައްކެއްނެތްގޮތުގައި،

ނަތީޖާއެވެ. އަދި މިހާރު ހޯދިފައިވާ ކުރިއެރުންތަކުން މި މަސައްކަތް

ކުރުމަށް އައި ލުއިފަސޭހަކަމަކީ ، އެންމެހައި މުވައްޒަފުން އުފަލާއެކު

ބަލައިގަނެ، ޝުކުރުވެރިވުން ހައްޤު ކަންކަމެވެ. ވީމާ، ކަސްޓަމްސްގެ

މިދާއިރާގައި މަސައްކަތްކުރާ އެންމެހާ މުވައްޒަފުންގެ ވެސް އުއްމީދަކީ

ތައާރަފްކުރުމާއި ޑިކްލަރޭޝަންއަށްވެސް އެކްސްޕޯރޓް ޚިދުމަތް މި

ޚިދުމަތް މި ރީޖަނަލްތަކެއްގައިވެސް ހުރިހާ ކަސްޓަމްސްގެ އަދި

މާތްهللا ދިއުމެވެ. ތަޢާރަފްވެގެން މުސްތަޤްބަލުގައި އަވަސް

ނޑުމެން މި ދާއިރާގެ މަސައްކަތްތައް ކުރިއެރުވުމަށް ކުރަމުން އަޅުގަ

On the 13th October 2015, COG 3 Abdul Rasheed Ahmed left us all in shock, as he traveled to the eternal life while on duty in N.Holhudhoo. This young man who was known to be humble and dedicated towards this work has served Maldives Customs Service for 10 years at the Air Cargo Section and Kulhudhuffushi Operations Section.

This unfortunate occurrence had left his wife along with this 3 children despondency. Hence, as a condolence for the family from Maldives Customs Service, MRV 126,479/- were raised as financial help which was successfully conveyed to them. In addition, Maldives Customs Service also settled to arrange financial assistance up until the youngest among the 3 children attain the age of 18.

Employees and staff of Customs have always set virtuous example and are privileged to be able to lend a helping hand whenever needed.
