d. Present/Recent Professional Projects

Current Research

I am currently involved in two researches that reflect my dual position as an Associate

Professor of Educational Psychology at the Department of Education and the Directorship at

OIRA. As Coordinator of Test & Measurement track at the department, I have come to

realize the deficiencies in teachers’ assessment literacy preparation, and as OIRA/AUB

representative on several higher education initiatives in the region, have realized the need for

a regional benchmarking study. Following is a brief summary of the researches:

1. Benchmarking study of universities in the MENA region. In agreement with European

Universities Association (EUA), I have adapted the Trends Survey they have been using

since 2000, and administered adapted MENA Trends Survey online to around 150

universities in the region in summer 2015. Survey aims to map changes in learning and

teaching in higher education institutions in the MENA region, and to provide a

comprehensive overview of the most important developments in the MENA higher

education landscape. Survey covers following dimensions: The institution and its context,

enhancement of teaching and the role of academic staff, Student life cycle, Study

programmes, E-learning, Internationalization, and Quality assurance, qualifications

frameworks and recognition. Responses from 60 universities were collected and

information is now being collated and will be ready for publication spring 2016. Results

will help benchmark institutions of higher education in the region both internally within

their countries, regionally, and with European Universities.

2. Assessing Lebanese teachers’ assessment literacy. Study involves the following:

i. Identifying assessment knowledge and skills of a representative sample of teachers in

different subject areas and different levels (elementary, intermediate, secondary). For this

purpose, have developed an Assessment Practices Inventory based on ‘Standards for

Teacher Competence in Educational Assessment of Students’ that have been recently

updated to include formative assessment and standardized testing. Inventory was

administered fall 2015 to a sample of teachers (1700) coming from a representative

sample of 40 schools in the Greater Beirut area. Final sample who completed survey was

around 1000 teachers from 33 schools. Teachers’ use and competence in various

practices will be reported by type of school, level, subjects taught, and qualifications.

ii. Examining coursework and teacher preparation programs in Lebanon and extent to which

coursework in ‘tests and measurement, classroom assessment’ is required; identify topics

covered, number of credits, etc. Have started identifying teacher preparation programs

and will start studying their content.

iii. Based on results of steps i and ii above, a series of interviews and focus groups with

teachers, university faculty, and deans of teacher preparation programs will be conducted,

spring 2015-16.

iv. Based on the above, status of teacher use and competencies in classroom assessment will

be estimated, needs for further professional training and its focus can be determined, and

recommendations for revising teacher preparation programs will be made.

3. As Director of OIRA at AUB, in charge of institutional assessment at the University,

collection of accreditation data, and institutional reporting.

Recent Professional Projects

1. Appointed fall 2015 by Minister of Education & Higher Education on World Bank/DFID

Research 4 Results Task Team as representative of Lebanese private universities.

2. Fall 2015, representing AUB on LIBNOR Technical Committee for development of

education quality.

3. Co-founded Association for Institutional Research for MENA region (MENA-AIR) in

2009, served as President 2010-11 and Steering Committee Member (2011-12). Promoted

institutional research and effectiveness in the region through holding conferences,

workshops, and sharing best practices. MENA AIR has wide membership now in 15

countries in region.

4. Commissioned by Education Development Project, Ministry of Education & Higher

Education (MOEHE) Lebanon, to review, validate and develop a framework for the

Criteria of Effective Schools document, November 2013.

5. Appointed on the National Task Force for Governance in Higher Education, November,

2012 to present. In this capacity facilitated and presented in workshops and conferences

on 'Lessons Learned from Benchmarking University Governance in Lebanon' sponsored

by MOEHE and World Bank/CMI.

6. Have served as UNESCO Consultant in assessment and higher education. In this capacity

participated in the following activities

i. Arab Progamme on Education Evaluation and Policy Analysis (APEEPA) Policy

Seminar on Student Assessment in the Arab State, Kuwait, November 2014.

ii. As Consultant for Lebanon on Global Monitoring Report Evaluation Study,

conducted GMR regional evaluation study, February 2014.

iii. As part of SABER (School Improvement for Better Educational Results) project,

commissioned to write assessment report on Libya, April 2013.

iv. Lead and facilitated UNESCO workshop on ‘Assessment in Secondary Schools

for GCC Countries’, Bahrain, November 2011.

v. Worked with Ministry of Education, Saudi Arabia, on developing manuals, tools,

and criteria for assessment of comprehensive school effectiveness and for school

self-assessment.

vi. Was commissioned to prepare UNESS (UNESCO Education Support Strategy)

Lebanon, Syria, and Regional Reports for the Arab States, submitted March 2009.

7. Invited by UNDP to discuss and review the 2014 and 2013 Arab Knowledge Reports,

November 2013 and December 2014 in Dubai, UAE.

8. Research on quality of college life (QCL) in collaboration with 12 other multi-national

higher education institutions. Will be working on expanding research as part of IFI Youth

Project to investigate Quality of Life of Arab Youth. Received funding of $ 6,000 from

Issam Fares Institute (IFI) to partially support research.

9. In collaboration with colleagues in International Test Commission (ITC) worked on

investigating worldwide testing practices and attitudes n towards tests and testing.

Adapted and translated measure used to Arabic and administered it in Lebanon to

practicing psychologists to identify their testing practices, needs and status with respect

to international practices. Results were presented in ITC Conference in Amsterdam in

July 2012 and have now been accepted for publication and will be published soon.

10. Worked with Carnegie on ‘Education for Citizenship: Challenge for Education Reform in

Arab Region’. In this respect, submitted a concept paper on ‘The Crucial Challenge for

Education Reform in Arab Countries: Education for Citizenship’.

11. Worked on several Research & External Programs (REP) projects at AUB:

i. Quality Assurance Consultant on Ahfad University for Women Project, Sudan,

Spring 2001, designed and coordinated a seminar on college teaching to be taken by faculty

members. The seminar has been going on annually since then.

October 2001-September 2006, FAS Administrative Committee member.

2001-present, involved with teaching effectiveness at the University. In this respect, initiated a

system of university-wide teaching effectiveness evaluation that can be administered both on-

line and in paper versions. It involves instructor, course, and student learning outcomes

evaluation, is tailored to the needs of different courses (seminar, large lecture, lab, etc), and

provides normative information..

2000-present, as part of Service Excellence Initiative, was involved in institutional evaluations

and in this capacity conducted surveys to measure aspects of performance at AUB (registration

process, employee job satisfaction, library satisfaction, and faculty views on promotion). In

addition, participated in and evaluated the training workshops given to all AUB employees.

3. Service to the Community

October 2015, Steering Committee member on the Research 4 Results Project appointed by

Minister of Education & Higher Education representing private universities in Lebanon.

Fall 2015, LIBNOR Technical Committee member representing AUB on developing education

quality project.

March 2014, UNESCO Consultant on Global Monitoring Report (GMR) evaluation study and in

this capacity conducted surveys and interviews on efficacy and impact of the GMRs.

November-December 2013, evaluated, revised, and validated Effective School document for the

World Bank/Education Development Project, MOE Lebanon.

November 2012- present, appointed on National Task Force for University Governance and in

this capacity facilitated workshops and conferences for universities in MENA region

participating in the Governance Screening Card Project.

June 2006, submitted a proposal to Dhofar University, Oman, for the assessment of their students

in the Orientation Program.

January 2006, submitted a proposal to Al Nibras School, UAE, for assessment of achievement of

their students and provided consultation on the matter.

December 2005-January 2007, served on committee formed by Prime Minister to oversee

administrative reform and recruitment in Lebanese public sector.

July 2005, submitted a proposal for the Middle East Airlines for a recruitment assessment battery

to be used in selecting cadet pilots. Proposal accepted, project successfully executed for five

consecutive years, and reports with recommendations were submitted.

January –December 2004, served on the steering committee appointed by the Minister of

Education commissioned with preparing a framework for educational strategy in education in

Lebanon by the World Bank.

December 2003- February 2004, served on the committee appointed by the Minister of Higher

Education to prepare criteria for evaluation of private universities.

December 2002 submitted to Office of the Minister of State for Administrative Reform

(OMSAR) a proposal for assessment of civil service recruits.
