B. Advisory Positions to Institutions and Organizations
Public Committees
1) 2011 – 2015: Member and Coordinator of the Public Committee for the
Examination of the punishment and treatment of convicted offenders. A committee
formed by the government to examine the penal policies in Israel. The committee
is headed by the former Supreme Court Justice Dalia Dorner (Nominated by the
Government – Government Resolution number 3909)
2) 2012 – Current: Member of the Advisory Committee for Criminal Procedure and
Evidence, headed by Supreme Court Justice Edna Arbel. The Committee which
meets once a month, advises the minister for justice on legislation in the fields of
criminal procedure and evidence. (Nominated by the Minister of Justice)
3) 2015 – 2016: Co-Chair of The Committee for Reviewing the Military Prosecution
Policies for Drug Offences (nominated by the Chief Military Advocate General of
the Israel Defense Forces)
4) 2016 - Current: Member of the Academic Advisory Forum to the Inspector General
of the Israeli Police (Nominated by the Inspector General)
1 The members of the Young Academy are “young scholars who have demonstrated scholarly excellence and original
thinking and have been awarded distinguished prizes or awards of merit for their research”. Each Provost in Israel
can nominate up to four candidates to the academy each year, and each member of the senior Academy for Sciences
can nominate one candidate. Of these nominated candidates, 7 were elected in 2014 (the first cohort of elected
members).

1) 2002 – 2005: External Counselor – The Ministry of Justice – Academic counselor
to the committee for reforming the criminal procedure headed by Mrs. Yehudit
Karp, the Deputy Attorney General (as of March 2002) (nomination of the
Attorney General)
2) 2006: Advising the Deputy Attorney General, Ms. Livnat Mashiach on civil law
alternatives to criminal enforcement
3) 2008 – 2009: Conducting a Research for the Ministry of Justice on majority
opinions in criminal cases

Kannai) on methods for formulating starting point sentences
5) Initiating the Legislation proposed bill The Criminal Procedure Law (amendment
number 61) (Conditional Case Dismissal) which has past the first reading in the
Knesset on November 24, 2008 and constantly consulting the Ministry of Justice
on the matter.

Position Papers Series http://www.biu.ac.il/law/unger/working_papers/ 1-04.doc (January 2000, 126 pages, Hebrew, Published in May 2004) – a
research examining the scope and effects of the caseload on the criminal
prosecution in Israel, and presenting few remedies to the problem. The research
