The Evolution of CTSO’s

Strategic Approach and

Alignment with AASHTO’s New

Strategic Plan

The Evolution of CTSO’s Strategic Approach

• CTSO’s 2018 Strategic Plan was created to “focus on transportation operations and

emerging technology with a goal of improving safety, system operations, and

highway system performance.”

• At its inception, the Plan established nine goals for which one or more CTSO

Working Groups were responsible and formalized a range of activities addressing

the importance of operations and technology in support of TSMO.

• In 2020, CTSO’s leadership introduced seven cross-cutting themes to help facilitate

collaboration among the CTSO Working Groups and Community of Practice on

Road Weather Management, all with the purpose of mainstreaming TSMO and

integrating its role and impact to improve safety and enhance the management of

the transportation system.

CTSO’s Seven Cross-Cutting Themes

• The cross-cutting themes provided the basis for a range of collaborative activities

across the WGs, with attention to:

1. CAT/TSMO alignment,

2. Research to build on existing practices,

3. NOCoE’s role to encourage outreach and knowledge transfer,

4. Capture of best practices to benchmark TSMO,

5. The value of ROLF and the Operations Manual as foundational to the TSMO workforce

and effective practices,

6. Alignment of TSMO and safety, and

7. The importance freight operations within TSMO.

• Each Working Group prepares its action plan with the themes in mind. Their reports

during this week’s meetings reflect this.

What’s Next—Part 1: Request for NCHRP Funding to Develop a New CTSO Strategic Plan

• There are two objectives for this research project. First, is to develop a new, comprehensive strategic plan to frame CTSO’s purpose and direction. Second is to review and refine CTSO’s action orientation throughout the year to carry out its plan.

• This project will build on the 2018 CTSO Strategic Plan, 2021-2026 AASHTO Strategic Plan, NCHRP 20-123(12) System Mobility and Emerging Technologies (SMET): Strategic Planning Session and Research Roadmap Development, and NCHRP 20-102: Research Roadmap for Impacts of Connected Vehicles and Automated Vehicles on State and Local Transportation Agencies.

• The proposal was approved by CTSO’s Research Coordinators and CTSO Chair and submitted on August 18, 2021.

What’s Next—Part 2: Incorporating Diversity, Equity, and Inclusion into CTSO’s Strategic Thinking• First created in 2018, CTSO’s Policy and Procedures for Diversity, Equity

and Inclusion include: Definitions for Diversity, Inclusion, Equity, and Bias;

Procedures to Enhance Diversity, and Procedures to Enhance Inclusion and

Equity.

• The AASHTO Board of Directors approved a resolution addressing Race,

Equity, Diversity, and Inclusion Policy Resolution PR-2-20) in November 2020

• Plans are underway to create a Special CTSO Task Force for Diversity,

Equity & Inclusion that will update CTSO’s Policy and Procedures on Diversity,

Equity, and Inclusion and will also review and align with 1) the AASHTO BoD

Resolution on DEI and 2) the AASHTO Strategic Plan.

• Develop a comprehensive strategic approach and action plan to coordinate the activities of the joint subcommittee on system mobility• and emerging technologies activities that AASHTO, TRB and FHWA can use to guide their future activities.

• Develop a longer-term research strategy to continue to advance the state of practice in system mobility and emerging technologies

• Funding Amount: $225,000

• Project Scope:

• In light of the AASHTO CPBM and CTSO Strategic and Action Plan, it is important that leadership of these two groups come• together to conduct a strategic planning session where specific needs (and related strategies and actions) can be discussed• and a path forward is developed that identifies needed resources, support, meetings, conferences, and research. The need• to do this now is urgent as an overall direction for the joint subcommittee is needed.

• The task is more complex due to the nature of joint subcommittees and involves aligning two standing committees and their respective strategic plans and research agendas. In addition, SMET seeks to be a clearing house for similar topics for AASHTO groups and committees to further leverage resources and effort. The results from the strategic planning session will also be used todevelop a research roadmap that will identify needed research projects and integrate these research needs into existing researchroadmaps already developed by CPBM and CTSO

Safety benefits:

• Know When to Pay Attention: Static

signs may go unnoticed. Michigan’s

systems are activated only when

conditions are/may become slippery.

• Take Action: RTW systems alert drivers

to specific road conditions, prompting

them to reduce speed and use extra

caution.

• Noted 38 percent reduction in crashes

per year, no deaths or injuries, and

observed vehicles slowing to a safer

speed when RTW is activated.
