CTS awarded $2,999,360 to develop MAACs!Secretary of Labor Hilda L. Solis announced $500 million in grants to community colleges and universities around the country for the development and expansion of innovative training programs. Secretary Solis said: “These federal grants are part of the Obama administration’s ongoing commitment to strengthening American businesses by strengthening the American workforce. This strategic investment will enhance ties among community colleges, universities, employers and other local partners while ensuring that students have access to the skills and resources they need to compete for high-wage, high-skill careers.”

Hennepin Technical College will create innovative one-stop centers, Manufacturing Assessment and Advancement Centers (MAACS), with the goal of compressed skill attainment cycles for participants through the innovative combination of existing evidence-based designs. The one-stop centers will incorporate the evidence-based designs of credit for prior learning, virtual simulation instruction, blended learning, and incremental industry credential attainment. The centers will combine these evidence-based designs in a way that provides mass customization for each individual, ensuring each person is assessed and placed accurately. “Our industry partners told us that they wanted this training because they are anticipating a skills gap and a leadership gap and they didn’t have a way to effectively move people from operations to team leader,” according to Mike Colestock, an industry veteran who is Hennepin Tech’s director of outreach and customized training. “It started out as a four-hour class, we expanded it to eight hours and... now we’ve developed a 32-hour classs.’’

Colestock said students include cops, firefighters, medics and factory workers.

“A major stress in people’s lives is their immediate supervisor, even more than marital difficulties or financial stress,’’ Colestock said. “If we can ‘desuckify’ the boss corps, make the experience better for the front-line workers, we can have even more impact. So, this new class is for people going into supervision or who want to be supervisors.’’

‘More art than science’ The best bosses tend to be people who are good with people and communicate the vision of the organization

“in such a way that people can buy in ... and understand their piece,” he added.

“Leadership is more of an art than a science, however, it is a skill that can be taught and developed,” explained Colestock. “There is very little training that gives individuals transitioning from a line worker to a first-time supervisor position a chance to learn new skills and try them out in a safe, low-risk setting.”

Colestock said leadership takes skillful listening, a genuine concern for workers and an ability to do more than issue orders.

Kelly Pearson, Toro’s director of operations, agrees.“This course offered a hands-on approach, giving our supervisors an opportunity to try these newly learned skills with peers in a classroom setting,” Pearson said.

“Those participating also were able to learn from leaders in similar production operations at other companies.”

Erick Ajax, a vice president with Fridley manufacturer E.J. Ajax, said several company employees have benefitted from the new training program. It provides important skill development for Ajax’s increasingly age- and background-diverse workforce of about 50 people, including veterans and immigrants. “We try to promote from within,” Ajax said. “We target people with leadership potential ... but it’s difficult for someone to make the transition sometimes from working on the floor with your colleagues to suddenly becoming a shift supervisor.”

“This program addresses communications on many different levels; face-to-face, e-mail, letters and a lot of role playing and the opportunity to work with different personalities and behavior styles, and how to motivate different colleagues most effectively. The feedback from our people has been very positive. We invest 5.5 percent of our payroll every year in development and training and 80 to 90 percent has been at Hennepin Technical.”

Avoiding bad bosses Anthony Krump, 40, a team leader in logistics at Ajax, was one of the first management trainees to take the new 32-hour course.

A new training program to help high-potential line workers transition to team leaders and supervisors has been expanded at Hennepin Technical College. The “Line to Leadership” program, which includes a class targeted at existing supervisors, was developed with industry partners such as E.J. Ajax & Sons Inc., St. Jude Medical Inc., and Toro Co.

“I’ve had supervisory roles [at other companies], and there was some redundancy,” Krump said. “But anything that helps you critique yourself, I’m always open to that. Everybody can get better. Mike Colestock runs the class and he’s a class act and has a lot of work and teaching experience and the course covered the basics and he also allowed students an opportunity to describe their own past situations. It was a great learning experience.”

Cherie Rollings, director of customized training services at Hennepin Technical, said people often quit jobs because of “a bad boss” and the training helps prospective managers behave appropriately and avoid common mistakes.

For example, a machine operator who is promoted to team leader may have excellent machining skills, but little experience in dealing with personnel issues. And there is a shortage of skilled manufacturing professionals. So, if good machinists don’t like their boss, there are other shops where they can make more money.

“It’s a buyer’s market for skilled employees,” Colestock said. “Employers know this and want to groom effective leaders. Plus, there will be a big loss of knowledge with baby boom retirements, so improving supervisory skills is a win-win for employees, managers [and] the company.”

Quality & Continuous ImprovementInternal Quality Process Taught by a Registrar Accreditation Board (RAB), Certified-Lead Auditor, this two-day, 16-hour course teaches the skills and techniques necessary to become a fully competent internal quality auditor. The grants are part of the Trade Adjustment Assistance Community College and Career Training initiative, which promotes skills development and employment opportunities in fields such as advanced manufacturing, transportation and health care, as well as science, technology, engineering and math careers through partnerships between training providers and local employers. The U.S. Department of Labor is implementing and administering the program in coordination with the U.S. Department of Education.Secretary Solis said: “These federal grants are part of the Obama administration’s ongoing commitment to strengthening American businesses by strengthening the American workforce. This strategic investment will enhance ties among community colleges, universities, employers and other local partners while ensuring that students have access to the skills and resources they need to compete for high-wage, high-skill careers.”The initiative complements President Obama’s broader goals to help ensure that every American has at least one year of postsecondary education and the U.S. has the highest proportion of college graduates in the world by 2020.

These grants emphasize evidence-based program design. Each grantee is required to collect rigorous student outcome data annually and conduct final evaluations at the end of the grant period to build knowledge about which strategies are most effective in placing graduates in jobs.

• HTC’s M-Powered Biotechnology Sector Initiative id funded by a $2.6 million U.S. Department of Labor grant.

• M-Powered is a fast-track training for people who need skills for entry-level employment.

• Students learn skill sets common to medical device, biotech, and the renewable materials industries.

• A combination of classroom, lab, and then on-the-job training prepares participants for the workplace.

This is the final semester of our M-Powered project, funded by the $2.6 million grant from the U.S. Department of Labor Community-Based Job Training grant to prepare unemployed and underemployed workers for technician careers in

bio-manufacturing. Industry partners are working closely with the M-Powered team to train and employ these workers for skilled manufacturing positions. Our final group will complete their 9 month program this spring and will be ready for apprenticeship positions in May.

Due to industry demand we added a FastTrack program in qualify candidates for soldering positions. Successful candidates will work assembling medical devices in laboratory settings. The first group of certified solderers graduated in December.

What is required of a solderer? Fine motor skills (good hand dexterity) Ability to read schematics Basic math/reading skills

How long is the program and what does it cost?This is a 112-hour training program. This program is funded by a grant from the US Dept. of Labor, so all costs associated with the training (including: tuition, books, and fees) are paid for! You’ll leave with a J-Standard certification and other tools necessary to land you a great job paying $12-15 per hour.

MCE2: American History and LanguageThe Midwest Cultural Exchange is designed to provide a unique opportunity for au pairs and students from other countries to enhance their cultural understanding of the U.S., its history and society, improve their language skills, and broaden their knowledge of intercultural topics. There are two unique workshops—one in the fall and one in the spring.In the spring workshop, participants will focus on U.S. history and language. The first Saturday will help students identify the different regional personalities of the U.S. focusing on Minnesota. Participants will also learn about the communicative style of Americans and the distinct features of American English with opportunities for practice.The second Saturday gives participants the opportunity to learn about American history as it relates the American Dream and the Civil Rights Movement. 1063: Enhancing Access DatabasesCreate an application system using macros that link forms (Switchboard pages) with buttons that make it easier for end users to select from a variety of actions such as printing a report or viewing a form. Convert databases to and from earlier versions, create indexes, use smart tags, and work with database administration features to analyze the design and performance of your database. 1.5 CEU

1053: Excel – Part ICreate worksheets containing formulas with multiple operators and copy those formulas to other cells. Recognize the hierarchy of calculation. Use functions to find the sum, average, minimum and maximum amounts in a range of cells. 1040: Introduction to WindowsThis course covers basic to intermediate Windows features. Create shortcuts, add and remove desktop gadgets and get help using the Help and Support feature. 1057: Using Excel DatabasesOrganize data to take advantage of Excel database features. Use a lookup formula to retrieve a value in a table and functions to find the sum, average, etc. of data that matches a criteria. 1075: Web Design with XHTML: Part ICreate professional websites with XHTML/CSS (Cascading Style Sheets). Home Health Aide CourseAccording to the US Department of Labor statistics employment of home health aides is projected to grow by 50 percent between 2008 and 2018 as a result of the demand for home services for an aging population and cost cutting efforts to move patients out of hospitals and nursing care facilities as quickly as possible.

This course is the Minnesota State Approved Course. Home Health Aides help people who are disabled, chronically ill, or cognitively impaired and older adults, who may need assistance, live in their own homes or in residential facilities instead of in health facilities or institutions. They also assist people in hospices and day programs and help individuals with disabilities go to work and remain engaged in their communities. Most aides work with elderly or physically or mentally disabled clients who need more care than family or friends can provide. HTC Students First in U.S. to Receive Community Paramedic Certification

Landmark Legislation to Train Community Paramedics to Significantly Expand Access to Health Care and Reduce Costs for Health Care Providers and Taxpayers

Thirteen students who recently graduated from the first-ever Community Paramedic training program in the U.S. received their certification from the Emergency Medical Services Regulatory Board at Hennepin Technical College (HTC) in Eden Prairie, Minnesota. The 13 graduates – all experienced paramedics – will help to fill the ever-widening gaps in the health care delivery system by expanding access to health care for underserved groups in Minnesota. They will also help to significantly reduce costs for health care providers and taxpayers in the state.

Employment of EMT’s and paramedics is expected to grow by 33 percent from 2010 to 2020; much faster than the average for all occupations, according to the U.S. Bureau of Labor Statistics.

The first Community Paramedic training program, which was developed in partnership with the Minnesota Ambulance Association, began in May 2011 at HTC’s Eden Prairie campus. The program includes 112 hours of classroom instruction (64 hours of face-to-face or via interactive TV and 48 hours of online) and 196 hours of clinical training, which can be arranged in the eight EMS regions in the state. This flexible format allows qualified students from throughout Minnesota to participate in the program.

To expand and enhance the program, HTC has received a $241,538 Minnesota Job Skills Partnership (MJSP) grant to train 24 community paramedics a year over the next three years in collaboration with HealthEast Care System, Allina Health System and North Memorial Health Care.

“ I applaud Minnesota State Colleges and Universities (MnSCU) and HTC for being at the forefront of emergency medical services,” said Dr. Michael Wilcox, medical director for MnSCU and the new HTC training program. “They’ve been very proactive in listening to the challenges and needs of health care providers and creative in developing an innovative program that will prepare a new type of professional who will complement the health care team,” said Wilcox, who oversees the HTC training.

“ This new career path for paramedics is really exploding,” said CTS Coordinator for Emergency Medical Services at HTC,

Kai Hjermstad, who also received his certification. “Community paramedics will take on various roles including outreach, wellness, health screening assessments, health instruction, dispensing of immunizations, disease management, recognition of mental health issues, wound care, safety programs, and functioning as an extension of physicians in rural clinics and hospitals.”

In addition to meeting the need for acute medical care, community paramedics will work with public health agencies to identify needs in underserved communities and develop methods to better treat them. Studies have shown that utilizing community paramedics can result in economic savings because they help citizens and communities overcome barriers that prevent them from accessing health care services. All of the roles and activities of community paramedics are overseen by a medical director.

New career path for paramedicsHennepin Technical College (HTC) has announced that it is the first institution to offer Community Paramedic training. Minnesota Gov. Mark Dayton recently signed into law the Community Paramedics Bill creating a new certification for emergency medical technicians – Emergency Medical Technicians-Community Paramedic (EMT-CP). The first program began in May 2011 at HTC’s Eden Prairie campus, and will expand access to health care in under served communities.Community paramedics will provide health services where access to physicians, clinics, or hospitals is difficult. Rural Minnesota, with its large population of elderly citizens and a critical shortage of health care professionals, will be one place where community paramedics can help the most.Community paramedics are also trained to monitor and provide certain treatment to patients with chronic diseases and perform minor medical procedures in the patients’ home. For example, when responding to emergencies involving autistic patients, treating minor injuries in the patient’s home eliminates the added stress of transporting them to the emergency room.Experienced paramedics who enroll in the program will complete 64 hours of classroom and 48 hours of online training at HTC’s Eden Prairie campus, as well as 196 hours of clinical training at various Twin Cities hospitals, earning 12 college credits.

Rigging Inspection & Signal PersonThis course addresses the training needs of construction and industrial workers who rig loads and give signals for lifting with hoists and cranes. The training is provided by Hennepin Technical College. Recommended For:This course is designed for construction and industry personnel who are currently, or are training to be, responsible for the operation of cranes and hoists, the rigging of suspended loads and giving signals to crane operators or the development of a written lift plan. New Rules for 2013 – Are Your Ready? NEWThis class will cover the most recent rule changes and new requirements. Topics include: commercial vehicle registration, changes in medical card and CDL requirements, texting and cell phone use, and more.

Compliance, Safety, and Accountability (CSA) – Revised The purpose of this course is to review how CSA works and how it affects not only industry, but drivers of vehicles weighing 10,000 pounds or more. It includes detailed explanation of qualification files and in depth training about log books.

Hazardous Material Transportation (HazMat Training)The course offers training in the transportation of hazardous materials as it relates to commercial vehicle operation. It features updated Minnesota and Federal laws regarding the safe transportation of HazMat. It will cover USDOT HazMat communications standards, cargo tank and other packaging standards, loading and unloading requirements, hazmat load securement and background checks for HazMat endorsed drivers.

Load Securement - RevisedThe goal of this course is to offer load securement training to drivers involved in the hauling a variety of cargo. It features updated Minnesota and Federal laws regarding proper securement methods and devices. It includes both classroom and hands-on exercises.

Inspection Preparedness - NEWThe purpose of this course is to review a roadside inspection of vehicles weighing 10,000 pounds or more. It addresses all aspects of an inspection, including classroom and hands on exercises.

Testing & Certification:Testing of knowledge gained during the winter training will take place at the end of each session and students will be graded with a pass or referral. A 70% or better score in each test is equivalent to a pass. Less than this is a referral and subject to a performance assessment during the on-the-job session where both knowledge and practice is assessed.

The certification process involves the assessment of competence to operate equipment safely and efficiently to standards that have been set within performance objectives. Performance objectives are both practical and knowledge based skills leading to competence.

Competence is defined as follows: A student’s ability to consistently apply qualified skills and knowledge to a given job activity.

Motorcycle Safety Basic Rider CourseRider Course is designed with the beginner in mind, but is a challenge even to experienced riders. The Motorcycle Safety Foundation(MSF) supplies our curriculum and materials and our instructors are MSF-certified. The course includes both classroom and on-cycle instruction, with high-quality, personalized coaching and several hours of practice riding. We also provide the motorcycle, free of charge! Riders 18 and older can earn their motorcycle license by successfully completing the course. You must bring the required protective gear for on the range skills including: Eye protection Long-sleeved shirt/jacket Full-fingered gloves Long pants with no tears or holes Sturdy footwear that covers the ankles A D.O.T. approved helmet Parent/guardian signature is required for participants under 18 years of age *NOTE - If you are 18 or older you must have your motorcycle permit before attending class. **NOTE - Riders who have already failed a state and/or MMSC skill test twice are not eligible for the State Skill Test Waiver. Civilian Police Motorcycle Course - CPMCThe Civilian Police Motorcycle Course (CPMC) is an advanced, 8-hour course for experienced riders. The course uses the same techniques designed to train and keep police motor officers safe, day after day, in any weather and traffic situation. The course will develop coordinated fine-muscle control, balance, skill, and confidence, particularly in the areas of low-speed clutch, throttle and brake control with proper head, eye, and body position. Students learn to master tight and locked turns in confined spaces, as well as slow and 30 mph offset weaves, the intersection (iron cross), 40 mph brake-and-escape, J-turn, and formation riding.
