SAFETY SUMMARY

The following safety precautions must beobserved during all phases of test set-up, testhookups, testing, and test-lead disconnects.

Do Not Service or Test AloneDo not perform test procedures or serviceunless another person is also present who iscapable of rendering aid and resuscitation.

Avoid Contact with High VoltageBecause electrical utility station environmentscontain high voltages and currents, there isalways the possibility of personal contact withan unexpected lethal voltage generated bymagnetic induction and electrostatic leakagefrom nearby live circuitry. When test unitsare connected to deenergized ("dead") powerlines, regardless of how short they are, alwaysdischarge the lines before attaching any testlead. Because of the possibly deadlyconsequences of physical contact with suchhigh-voltage lines, engineers and techniciansmust always treat electrical equipment andhookups as though a lethal condition willeventually occur. Therefore, no matter howunlikely it may seem, never assume anythingabout the safety of any test setup.Ensure the safety of all personnel bychecking first-hand to eliminate everypossible hazard!

Do Not Modify Test EquipmentBecause of the added risk of introducingadditional or unknown hazards, do not installsubstitute parts or perform any unauthorizedmodification to the equipment. To ensure thatdesigned safety features are maintained, it isrecommended that all equipment repairs beperformed at Vanguard Instruments Co. or byan authorized repair-service. Unauthorizedequipment modifications can create unknownsafety hazards and will void the warranty.

1.0 INTRODUCTION1.2 ApplicabilityThis manual applies to Model CT-3500™,manufactured by Vanguard Instruments Co.,part number CT-35000. This operator’smanual is intended for personnel whooperate and test utility circuit breakers(hereafter, breaker).

1.3 Supersedure NoticeThis Operator’s manual is the basic issue forthe Model CT-3500 and does notsupersede any previously published manual.

2.0 GENERAL DESCRIPTIONThe CT-3500 Digital Breaker Timer(henceforth, for brevity, called CT-3500) isa microprocessor-controlled timer designedto test electrical-utility circuit breakers.(The CT-3500 can also time contactoperations of any switching device—e.g.,switching relays, remotely controlledcontactors, etc.) It contains 3 independenttimers for the simultaneous timing of eachset of contacts in three-phase breakers.The CT-3500 fully analyzes the timing ofbreaker contact operation: OPEN, CLOSE,OPEN-CLOSE, and CLOSE-OPEN.It’s field-portable, very rugged, and is easilyoperated by first-time users with littletraining.It features a 16-key pushbutton pad forentering breaker test ID and controlfunction. A 4-line by 20-character backlighted LCD displays control menus, andmeasured test results.Test results can be printed on a built-in 2.5inch-wide thermal printer.Operation requires little more thanconnecting the cables of the CT-3500 toutility breaker contacts, selecting the desiredtest options and enabling the test results tobe stored in a non-volatile memory.Operations do not require any conversioncalculation, written note, or detailed list ofsteps to remember (thus, greatly reducingany chance of error by the operator).

The CT-3500 stores up to 128 timing (testshot) records in FLASH EEPROM memory.Stored timing-measurements and relateddata can be displayed and printed in the fieldor stored for later review, analysis, orprinting.A RS-232C serial interface port alsoprovides for computer interface anddiagnostic test.

2.1 Functional DescriptionCT-3500’s operation (a timing shot) isstarted by an input trigger (e.g., a breaker’sinitiating control voltage), which starts all 3timers at the same instant. Each timerindependently stops after detecting eachcontact transition.Besides measuring contact time each timerwill also measure contact bounce time.The timing results display in bothmilliseconds and cycles. The cycle display isselectable between 50Hz or 60Hz.The CT-3500 can be interfaced (via an RS-232C interface port) with a IBM-compatiblePC. A software package supplied with theCT-3500 allows the user to retrieve the testdata stored in the CT-3500 Flash EEPROM.

3.1 CONTROLS and INDICATORSThe control-panel is shown in figure 1.Leader lines point to each item in the figurewith an index number cross-referenced to afunctional description in Table 2.

Users should become familiar with theseitems before trying to use the CT-3500.Misuse of the CT-3500 can create serioushazards and cause loss of data, andequipment damage.

4.0 PRETEST SETUP4.1 Operating VoltagePrimary input-power operating voltage isselectable between 90 to 120 Vac and 220 to240 Vac.

Unless specified differently at the time ofpurchase, the CT-3500 is configured tooperate from a 90 to 120 Vac (default) input.Changing jumper links on the primarypower strip selects alternate (refer to Table3) voltage levels

4.2 CT-3500 Printer PaperThe CT-3500 printer uses 2.5-inch widethermal paper for printing test results. Werecommend that to maintain the highestquality printing and to avoid paper jamming,use paper supplied by our factory. Papercan be ordered from two sources, as follows:

4.3 Test Cable ConnectionsTypical connection of a CT-3500 to a circuitbreaker is shown in Figure 2.0.

NoteAlways connect CT-3500 ground tothe substation ground before connectany hook up cables to the circuitbreaker.

4.3.1 Contact Cable ConnectionCT-3500 contact cable contains 3 red clipsand one black clip. The red clips are markedA, B, C for phase A, B, and C. The blackclip is common of the sense cable.

4.3.2 Trigger Cable ConnectionTrigger cable contains 3 leads. The leads aremarked OPEN, CLOSE, COM. The CT-3500 timers are started by sensing the OPENor CLOSE coil voltages. The triggerconnection is shown in figure 3.0.

5.0 Operating Procedures(See Figure 3.0. Step-by-Step Procedures forOperating the CT-3500.)

5.1 IntroductionBefore first-time operation of the CT-3500, Step-by-Step Operating ProceduresFlow Diagram (Figure 3) should bereviewed. This figure shows the logic-flow branching of multiple test options.CT-3500 operation is simple, requiringlittle more than selecting choices fromdisplay menus and responding to thedisplayed prompts. (Experiencedoperators may use Figure 3.0 as a handyoperating reference.)

5.2 Precautions

WARNINGMake sure that the CT-3500 is fullygrounded before connecting it to anypresumed-to-be deenergized breaker.Also, disconnect main lines to the breakerand ground main links to breaker contactsbefore making test hookups. Failure toheed this warning can result in death,personal injury, and/or damage toequipment.

5.3 Preliminary Procedure

a. Turn on CT-3500 power; press “1” onthe rocker switch (item 4 in Figure 1).

b. Observe that after configuration datadisplays briefly, the START-UP MENUdisplays (selections for “1. RUN TEST,”“2. SETUP,” and “3. CABLE TEST”).

5.4 Identification Setup ProcedureIf documented test records are to be keptand full test reports are to be printed, thenthe IDENTIFICATION SETUP must beentered before any other timing-relatedprocedure.

a. START-UP MENU: Observe that theStart-Up menu is the initial display atpower-up and boot; all procedures start

with STARTUP MENU(see next displaymenu).

b. Press number 2 (SETUP) to enteridentification data. (See Figures 3.0 forreference to the desired test path.) Go tothe next step (c.). If identification data arealready entered, then press number 1 key(RUN TEST) and go to section 5.5.

c. When SETUP is chosen, the SET-UPMENU (below) displays. Go to next step.

NOTICEThe next steps require entering ofidentification data, which involvespressing keys to enter character forthe prompted input. The keypad(Figure 1, item 7) is marked like atelephone keypad, but is useddifferently, as explained here; Asan example, consider alpha/numberkey 2/ABC:

repeat the A, B, C cycle.Selections from the rest of thealpha/numeric keys are done thesame. The 1 and 0 (zero) keyshave no alpha functions.When a character is entered andappears in the display at thecursor position, the cursor isadvanced to the next position bypressing the ∧ key or backed-spaced by pressing the ∨ key. Todelete a character, press CLEAR.When all character entries areselected, press ENTER key toload the identity data in storageregisters, and go to the nextprompt display.

d. On the Set-Up Menu, press number 1(ENTER ID); the prompt COMPANYdisplays (see below).

e. Key select characters of the utilityCOMPANY name, then press ENTER.The STATION prompt appears:

5.5 Run Test ProcedureTime a breaker by performing the step-by-step sequence that follows. The Run-TestProcedure assumes that setups have beenloaded (typically, a one-time test can berun without such documentation).

The CT-3500 will stamp the date and timeof each test on the record. The user needsto verify the time and date (displayed atthe top left corner of the CT-3500 LCD)before test

a. Begin the RUN-TEST procedure bypressing key #1 on the START-UP MENU(see last illustration). The SELECT TESTTYPE menu then displays (see below):

b. Press the key for the breaker test to betimed (listed on the Menu above). AnOPERATE BREAKER prompt willdisplay. In the example below, the OPENtest was selected. The test procedure isshown in steps below.

c. The above display prompts theoperator to activate the breaker for theselected test (OPEN, CLOSE, OPEN-

CLOSE, or CLOSE-OPEN), in this case,an OPEN.When the breaker has operated, theselected test (also called a “shot”), a dateand time “stamp” displays (see below),which will link this timing record (if it issaved) for all future recall references.

d. When date and time of test is noted,press ENTER to advance to the nextdisplay (timing results of each phase).Timing results display in bothmilliseconds (mS) and decimal parts of acycle (CY).

e. After the initial test time is displayedand observed, press ENTER key toadvance to the next display contact bouncetime

f. When the three-phase bounce timeresults display, press ENTER key toadvance to next display. If the timing wasa single stroke, the next display willprompt: PRINT TEST RESULTS?

g. Press key 1 (YES, print test results) ifa timer results paper record is to beprinted, in which case the printingadvisory (below) displays. If YES, go tothe next step.h. Press key #2 (NO, don’t print the testresults) to bypass the printing phase, inwhich case the SAVE THIS SHOT?prompt displays. If NO, go to step n.

i. While the printer is printing no otheraction is required of the operator untilprinting is complete, after which theSAVE THIS SHOT? prompt displays (seebelow):

j. Press key #1 (YES) to save the timingshot in memory for future reference, inwhich case the save is confirmed by thenext display (see below). If Key #2 (NO)is pressed, the run-test timing is completedand the display returns to the START-UPmenu.

k. When the shot number displays (theshot is automatically numbered by the CT-3500), press ENTER: the display returnsto the START-UP MENU. This stepcompletes the RUN TEST procedure.

5.6 Review Shot ProcedureThis procedure describes steps to review atest record residing in CT-3500 workingmemory. The user can view the record onthe LCD display or from a thermal printout.

NOTETo review a test record stored in FlashEEPROM, the user must first restore testrecord from Flash EEPROM to workingmemory (see paragraph 5.7)

The Restore Recording Procedure stepsbegin at the Set-Up Menu, shown below:

a. Press key #2 (REVIEW SHOT) to beginthe Review-Shot procedure. The followingmenu displays:

b. Press key 1 to display shot identificationand key-in number of shot to be reviewed(default is last timing shot). The displaywill show the shot record number (justselected), the type of shot (OPEN, CLOSE,OPEN-CLOSE, or CLOSE-OPEN), and thedate and time of the selected shot (shown inthe second display below)—go to the nextstep.

Press key # 2 (PRINT DATA) to print outall the timing data on the selected shotrecord, during which the advisory DISPLAYIS shown below.

After printing, the display returns to theSTART-UP MENU, thus ending the ReviewShot procedure).

c. When the shot record of interest displays(see b.), press ENTER to begin the timingreview sequence (virtually the same displaysequence that displayed during the originaltiming shot—refer to section 5.5), afterwhich the display returns to the START-UPMenu. This ends the Review Dataprocedure.

5.7 Restore Shot ProcedureThis procedure allows the user to restore atest record from the CT-3500 FlashEEPROM to working memory. The userthen can review the test record using theREVIEW RECORD command (5.6).

The Restore Recording Procedure stepsbegin at the Set-Up Menu, shown below:

a. Press key #3 (RESTORE SHOT) tobegin the Restore-Shot procedure. Thefollowing menu displays:

b. Press key # 1 to select the Restore Shotfunction: this displays the RESTORE SHOTmenu (shown below).

c. If the number of the shot to be restoredis known, press key number 1(ENTERSHOT NUMBER) and go to next step; if thenumber of the shot to be restored is notknown, press key number 2 (SCROLL TOSELECT) and skip forward to step e.

d. Key in the number of the shot to berestored and press ENTER: “Shot Restored”displays (see below) after which theREVIEW DATA sequence begins (go backto step b of section 5.6 to continue theRESTORE SHOT procedure to conclusion).

e. The SCROLL TO SELECT (option 2back in step c) an instructional promptdisplays (see below):

Use the UP (? ) and DOWN (? ) keys toscroll through the saved shot records untilthe shot record of interest displays, and thenpress ENTER. Then the REVIEW DATAsequence begins (go back to step b ofsection 5.6 and continue the RESTORESHOT procedure to conclusion, after whichthe START-UP MENU displays).

This ends the RESTORE SHOT procedure.

5.9 Computer Interface ProcedureThe CT-3500 can store up to 128 timingrecords in the FLASH EEPROM. These testreports can be transferred through the RS-232C port. A window software packageprovided with the CT-3500 allows the userto transfer test report to the IBM PC.

Use the following steps to put the CT-3500under computer interface mode:a. Accordingly, Press key #2 (SETUP) onthe Start-Up Menu, which will produce theSET-UP MENU (shown below):

b. Press key # 4 NEXT PAGE) to displaythe following options menu:

c. Press Key # 1 (COMPUTERCONTROL) to control the CT-3500 from aremote IBM-compatible PC. The computerinterface (ITF) mode advisory displays(shown below): go to the next step

d. From this point on (for as long as thisscreen displays, the CT-3500 is controlledby the PC. To end the Computer Interfacemode, press the STOP key, at which timethe display will return to the START-UPMENU (section 5.4).

5.10 Set Date and TimeThe date and time setting begins at the Set-Up Menu, shown below:

a. Begin at the START-UP MENU: Presskey #2 (SETUP) to display the SET-UPMENU shown below:

c. Press key # 2 (SET TIME) to display theprompt to enter the present date and time(shown below):

NOTEIn the above prompt: MM = month,DD = day, YY = year, and HH = hour,MM = minute, SS=seconds.

d. Set the date (month, day, year) with sixkey presses for the above prompt; Set thetime (hour, minute, second) with six keypresses. When date and time are set, thescreen will return to the START-UP MENU.This completes set date/time procedure.

5.11 Set 50/60 Hz ProcedureThe test result of the CT-3500 display inmillisecond and cycles. The user can selecteither 50Hz or 60Hz cycle mode on the testresults.

Use the following steps to set 50/60Hzmode:a. Beginning at the START-UP MENU,press key #2 (SETUP) to display the SET-UP MENU shown below:

c. Press key #3 (SET 50/60 Hz) to selectthe Menu for power-line frequency that thebreaker controls. This displays the Set LineFrequency menu shown below:

d. Press the key for the frequency of powerthat the breaker controls when it’s in service(i.e., on line). When either the #1 or #2 keyis pressed, the display returns to the Start-UpMenu.This ends the Set Line Frequency procedure.

5.12 Cable Test ProcedureThe purpose of the Cable Test is to quicklycheck the test leads and breaker contacts forcontinuity at each of the 3 phase contacts.(For example, a close test should begin withall contacts open; conversely an open testshould begin with all three contacts closed—the closed condition also checks continuityof the test leads for opens or erroneous

hookups.) When the test hookup is made tothe breaker, run a Cable Test to make sureall 3 test lead clips are properly connected(contact clips are across mating contacts).Begin with the Start-Up Menu (below):

a. After test hookup to the breaker, openthe breaker and press key #3 (Cable Test).The display below shows the line status ofeach of three sets of contacts (all threeshould show open).

b. Press ENTER key to return to Start-UpMenu.

c. Set the breaker contacts to the closedcondition and again press key #3 (cable test)on the Start-Up Menu. The display belowshows the line status of each of three sets ofcontacts (all three should show close).

d. Press ENTER to return to Start-UpMenu.

This completes the Cable test procedure.
