GLP’s Dialogue Education Certification provides an opportunity for trainers to explore the most relevant principles and practices of Dialogue Education and decide how they might apply them in their own design and training. Over a period of 3-5 months, the trainers will reflect on what they already excel at, consider some new approaches for designing and facilitating, and create some learning designs that they can immediately use in their work.

Dialogue Education provides a structured and accountable method of organizing, designing and facilitating organizational trainings of all kinds, and is a proven system for training adult workers, and developing improved systems and processes for trainers based on that information. All Dialogue Education work offers a unique synthesis of the key insights of adult learning theory as formulated by the founder of Global Learning Partners "GLP", Dr. Jane Vella, during her more than forty years of teaching and academic study around the world http://www.globallearningpartners.com/index.php

Training Function – An established function within an organization (department, unit, program, etc.) with a clear training mandate, objectives, and plans with at least one staff member focused on training management and/or training delivery.

Training Standards Review is an auditing tool that was put in place to ensure compliance with the training standards in CSOs that conduct training. It is an independent, objective and consulting activity designed to add value and improve a CSO’s training operations. It helps the CSO accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of control and governance processes. Conducted by an external reviewer, the review capitalizes on the areas of strength and allocates areas of improvement related to the CSO’s training department. The overall responsibility for the achievement of the standards is held by an identified “Training Manager”. Following the

reviews, the Reviewer and the Training Manager will discuss the outcome with the CSO’s Management and agree on a future plan of action. The TSR format can be used as a tool to set-up a training department in a new CSO or for handover between Training Managers. Created under the USAID Civil Society Program.

A. Overview of the CSO Partners Training Excellence Program (CTEP) The USAID Civic Initiatives Support Program (USAID CIS) aims at cultivating a strong and vibrant civil society in Jordan through supporting a broad range of civic initiatives. USAID CIS is a five-year program (2013-18) implemented by FHI 360, a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. To date, USAID CIS has provided various capacity building interventions to Jordanian civil society organizations (CSOs) in response to their development priorities with a total of 1,214 unique organizations benefiting from trainings and mentoring. Through this RFA, USAID CIS is launching the “CSO Partners in Training Excellence Program” (CTEP) which aims to strengthen training management processes, training delivery, and the quality of training design offered by Jordanian civil society organizations at the governorate-level. Through this open and competitive process, selected CSOs will:

Undertake a ‘Training Service Review’ assessment to support the CSO in ensuring a consistent application of the training standards and to capitalize on the areas of strength and identify areas of improvement related to the CSO’s training delivery.

Design a Training Service Development Plan to upgrade their training management processes.

Enhance training content and skills of a pool of in-house and/or freelance trainers in adult learning/dialogue education methodology.

By the end of this one-year program, participating CSOs who successfully complete the program will acquire:

International training accreditation as a ‘Certified Dialogue Education Practitioner’ for trainers who complete the certification requirements.

New training curricula utilizing the dialogue education methodology and piloted with the CSO’s stakeholders.

Systems for training management, training service delivery as well as monitoring and evaluation of training impact.

“Certificate of Enhanced Training Services” by USAID CIS based on demonstrated improvement through the post-TSR assessment.

A.1. Program Goal and Objectives The goal of this Request for Applications is to increase the capacities of governorate-level civil society organizations that provide training services to individuals or organizations to be recognized as qualified training organizations, by enhancing their training systems, training management abilities as well as their training content and training delivery capacities. The objectives of the CTEP are to:

Enhance the training services of selected CSOs to effectively design, manage, deliver and assess trainings that includes: defining the training needs, designing a responsive training program, identifying the appropriate target/trainees, delivering customized training and mentoring, following-up and measuring impact of training, tracking trainees and their progress, managing trainers and assessing the quality of their delivery and performance.

Certify approximately 20 trainers as Dialogue Education Practitioners.

Enhance the capacities of estimated number of 10 Civil Society organizations to become

qualified training service providers.

Provide opportunities for eligible CSOs outside Amman to become qualified training providers.

Strengthen cooperation and networking between the different tiers of training CSOs in the country.

A.3. Eligibility Criteria Applicants must meet both organizational criteria and trainer criteria as follows: a. Organizational Criteria: Applicants must comply with the following criteria:

Are legally registered in Jordan and headquartered in Jordan

Has been registered for a minimum of three years

Employ at least 3 full-time staff and no more than 20 full-time staff

Have an average operating budget of a minimum of JOD 25K but less than JOD 500K per year for 2013,2014,2015.

Includes training as a core part of its existing mandate and program offerings.

Has a training function comprised of a pool of in-house and/or freelance trainers (see definitions).

Has a minimum of three years of experience in training with a focus on training delivery at the governorate-level in support of local communities

NOTE: Priority will be given to CSOs and trainers who haven’t previously benefit from similar training programs, and who are headquartered outside Amman. b. Trainer Criteria: Applicants can nominate up to five trainers from their pool of training staff/consultants. Final number of selected trainers will be determined by the eligibility and evaluation criteria provided in the RFA. Trainers must have:

At least two years of training experience

Experience in designing/adapting training material

Committed to all phases of the program either as in-house or freelance trainer

Experience in the content of the proposed training subject

All nominated trainers should complete the Trainer’s Application Form (Attachment C) and submit it along with their updated CV as part of the full CTEP application package.

B. CSO Partners in Training Excellence Program (CTEP) Description

The CSO Partners in Training Excellence Program (CTEP) will be implemented in three phases during which participating organizations and their representative trainers must complete all interventions and outputs in order to move to the next phase. If the organization does not complete any of the phase requirements, they will not be eligible to move to the next phase. An essential factor to the success of this program is organizational ownership and commitment to the development process and the time required to do that, and the active participation of training manager, staff and trainers. All three phases will require a significant amount of time commitment from the training manager and staff. Attachment A is an illustrative timeline of the CTEP project, implementation timeline, CSO staff and trainer participation as well as required level of effort (LOE). Applicants are encouraged to review this carefully to understand the commitment requirements of the program.

Phase I: Training Standards Review and Training Development Planning: Participating organizations will undertake the Training Standards Review (TSR) to assess the strengths and weaknesses of their training management processes and training services by reviewing its training management function according to its strategic role, set-up and structure; Training Programs Planning and Implementation Phases; Accreditation of the organization’s Trainers; Program Development Activities; Professional Partnerships; Design of Materials; Training Facilities; Marketing and public relations; and Training Administration.

A Training Standard Development Plan will then be developed responding to all specific areas of needed technical assistance and capacity development priorities as identified in the TSR. During Phase II, CIS will provide customized capacity building support to address these priorities. NOTE: The TSR assessment will be re-conducted with the applicant after the end of the project to measure the changes achieved. Those organizations that do not demonstrate improvements will not be certified for enhanced training services under the CTEP program.

Phase II: Upgrading Training Management and Implementation Capacities:

For organizations that complete Phase I, and move into Phase II, CIS will work with the organization to enhance their training management processes using the “Training Management Manual for Civil Society Organizations” that was produced by the USAID Civil Society Program and that provides guidance to CSOs and trainers on how they can effectively manage all aspects of the training, including the design, implementation and evaluation of such training. In parallel, and during Phase II as well, a selected group of trainers from each organization will complete a series of four Training of Trainers workshops, including Training Fundamentals plus three Dialogue Education training courses, after which they will develop new training material using the Dialogue Education methodology on a topic related to their CSO’s training programs. CIS will also continue its provision of technical assistance, based on the needs identified in the development plan submitted in Phase I, through customized one-to-one, on-the-job training to all organizations. In addition, a thorough review for the content of the developed training materials will take place in order for it to be approved as a Dialogue Education material. The Dialogue Education Certification process will include:

- Training of Trainers Fundamentals for 4 days - Full participation in “Foundations of Dialogue Education” training course for 4 days. - Full participation in “Advanced Learning by Design” training course for 5 days - Developing training material on a topic chosen by the organization - Using the developed material to implement two trainings to the CSO’s target groups

NOTE: All CTEP workshops will occur in Amman. USAID CIS will cover the cost of participant’s accommodation but not transportation to and from Amman.

Phase III: Certification

For organizations who successfully complete Phase I & II above, they should accomplish two requirements for certification; participating trainers must deliver their Dialogue Education approved material twice with CIS staff assessing their performance in line with GLP certification requirements. Trainers that have successfully completed all requirements of the GLP certification program will be awarded certificates as "Certified Dialogue Education Practitioners”.

USAID CIS will conduct a post-TSR assessment to examine the level of improvement achieved by participating organizations. Organizations that show a significant improvement with 30% improvement in TSR score and have at least one trainer "Certified Dialogue Education Practitioner” will receive “Certification of Enhanced Training Services” marking the successful completion of the program, that demonstrate CSO eagerness to improve their training quality and abiding by international standards.

NOTE: USAID CIS will cover the essential costs of delivering the Dialogue Education approved material two workshops up to 500 JDs per training.

Will be recognized as a skilled Dialogue Education Practitioner and receive a 3-year certificate, which trainer can use to highlight his/her special training;

Receive a 10% discount on additional GLP courses, the Dialogue Education Institute and design reviews by GLP Partners or Partner Emeritus, Jane Vella;

Receive special notices when GLP introduces new services such as online tutorials, seminars, courses, etc.

Trainer`s name, biography and affiliation is posted on www.globalearning.com, in return for a reciprocal link.

As part of the USAID Civil Society Program (CSP) (2008-13), Dialogue Education has been widely used in Jordan and adopted by national CSOs such as Jordan River Foundation and Nour Al Hussein Foundation, with more than 60 trainers certified as Dialogue Education Practitioners and four certified Dialogue Education Teachers.
