CSA: HM Carrier Defined

• CSA defines two kinds of carriers as HM Carriers:

– Carriers with a HazMat Safety Permit OR

– Carriers with at least 2 inspections on a vehicle transporting HM requiring placards within the last 24 months and with one of those inspections within the last 12 months AND

– At least 5% of total inspections involve a vehicle transporting HM requiring placards.

Final Takeaway

• The less effective portions of CSA are undergoing constant reevaluation

• Effective use of CSA requires knowing which portions of CSA accurately predict safety performance & which do not

• Effective use of CSA requires knowing how to unpack CSA scores to get an accurate portrait of a motor carrier.
