FOREWARD

Your Parent-Student Handbook provides you with information about your school. We feel that

through helping parents and students become better acquainted with mission, vision, beliefs,

rules, regulations, policies, procedures, codes of conduct, and school operations, we enhance

each child’s opportunities for success in school. Your signatures will denote the receipt of the

Crump Elementary School Parent Handbook. Please know that it is your responsibility to read

and have knowledge of the contents provided in the handbook.

Today the faculty and staff stand committed to all of the parents, guardians, and community

stakeholders of students at Crump Elementary School. We are thankful that you have allowed us

the opportunity to be a part of your child’s life. Today we make a commitment to all of our

students. We will do everything in our power to make sure that our students develop into lifelong

learners and productive contributors to society. We believe that we can accomplish our goals

with the dedication and support of parents, students, staff, and community stakeholders all

working together in harmonious relationships.

Dear Parents, Students, and Community Stakeholders

Welcome to Crump Elementary! It is our pleasure to have you as members of the Crump

Family. The entire staff and I really want you to know that we are totally dedicated to a very high

quality of education for each and every student. With parents, teachers and community working

together in a spirit of mutual respect, open communication, and cooperation, our students will

have the best opportunity to achieve success.

Parents thank you in advance for your continued strong support through the Parent-Teacher

Organization (PTO). We desire to see 100% parent – teacher participation this year. Please

contact Ms. Betty Lee at 901-416-5940 for any questions concerning the PTO. Also, boys and

girls, remember that we expect you to always show your best behavior. Again this year we urge

parents and students to become actively involved in the many extra-curricular activities that are

designed for personal growth, development and enjoyment. We certainly always appreciate all of

our community stakeholders and the loyal support you provide.

The information in this booklet will help us attain our goals and will serve as a guide and source

of information for you. Please read it carefully and keep it for future reference.

All parents have the right to request the following: A teacher’s professional qualifications, which includes: state qualifications, licensure,

2015-2016 Family Engagement Plan

Our Family Engagement Plan was developed jointly with our parents, agreed on with parents, and distributed to parents. This plan will be made available to the local community and updated periodically to meet the changing needs of the parents and the school.

Crump Elementary will encourage parents to become meaningfully involved and promote the capacity for strong parental involvement in the following ways:

1. Notify parents of the school’s Title 1 Family Engagement Plan in an understandable and uniform format provided in a language the parents can understand.

2. Provide information related to school and parent programs, meetings, and other activities are sent to the parents in a format and language parents can understand.

3. Provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports in a format and language parents understand.

4. Convene an annual meeting at flexible times (mornings and evenings) and to inform parents about the school’s parental involvement programs and right of parents to be involved; invite all parents to attend in order to receive information about school programs, school’s Title 1 status, the requirements of Title 1 and the parents’ right to be involved in the school.

5. Provide parents with the opportunity to submit parent comments on the school-wide program (TSIPP) if it is not satisfactory to the parents when the school makes the plan available to the school district. Parents can submit their comments via e-mail, in writing or in person to the Title 1 Parent Counselor.

6. Provide opportunities for regular and flexible meetings (morning and evening) such as P.T.A. meetings, Site-Based Decision Making Council meetings, Parent/Teacher Conferences and Family Nights.

7. Provide parents (based on parent request)an opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practically possible

8. Parents, or representation of parents, are involved in an organized, ongoing, and timely way in planning, review, and improvement of the school parental involvement policy and joint development of the school-wide program plan (TSIPP).

9. Parental involvement strategies are coordinated and integrated with parent involvement strategies under other programs such as our State-run preschool program and Title III language instructional program.

10. Staff will be educated with the assistance of parents in the value and contributions of parents, and in working with parents-how to reach out to, communicate with, and work with as equal partners, implement and coordinate parent programs, build ties between parents and the school.

11. Provide parents with timely information about school programs under NCLB section 1118.12. Provide parents with a description and explanation of the curriculum the school uses, forms of

academic assessment used to measure student progress, and the proficiency levels students are expected to meet.

13. Assist parents in understanding topics such as the State’s academic content standards, State student academic achievement standards, State and local academic assessments, how to monitor a child’s progress and work with educators to improve student achievement.

14. Materials and training will be provided to help parents work with their children to improve their achievement, such as literacy training and using technology to foster parental involvement.

15. Provide support for parents per parent request.

Parents can do the following to ensure academic success in the lives of their children:1. Participate in parent-teacher conferences.2. Attend parent meetings and workshops.

3. Serve on committees and participate in the decision -making process.4. Serve as volunteers in the classroom, on field trips, in the cafeteria, and in other areas as needed.5. Respond to memos, surveys, express ideas, voice concerns, and provide feedback.

2015-2016 Family Engagement Plan Spanish

Nuestro Plan de Participación de la Familia ha sido desarrollado conjuntamente con nuestros padres, consentimiento de los padres, y se distribuye a los padres. Este plan será puesto a disposición de la

comunidad local y actualizada periódicamente para satisfacer las necesidades cambiantes de los padres y la escuela.

VISITORS TO SCHOOL

All visitors entering the school building must report to the office except on occasions in which the general public is invited, with the exception of school district personnel and students entering the buildings or school grounds at which they are enrolled are prohibited from entering any school building or school grounds unless they have first reported to the school office and have been granted permission

The principal or his/ her designee has the authority to exclude from the school premises any persons disrupting the educational programs in the classroom or in the school, disturbing the staff or students on the premises, or on the premises for the purpose of committing an illegal act. Visitors must wear and display a visitors badge in a manner in which the badge can be easily seen by others. Please report to the school office and present a photo identification verifying the identity of the visitor. You will also need to be scanned in the SCS Visitor Management System. Parents and guardians may not walk throughout the building, but must remain at the school office.

Additionally, the Principal or his/her designee shall not grant permission to enter the school grounds unless the Principal or his/her designee determines that the prospective visitor has a special need to enter the school premises or that serves a legitimate need of a student, school employee, or business need of the school. The Principal or his/her designee shall have the discretion to deny request for entry if, in the sole discretion of the Principal or his designee, the prospective visitor does not a have legitimate need to enter the premises. Parents are allowed to visit classrooms ONLY during scheduled appointments. Please schedule an appointment or send a note to your child’s teacher of changes and concerns. The teacher will call you back at a time that is convenient for them. Parents and guardians may not enter the school building during the dismissal process.

Family / Student Emergencies

School officials will not interrupt classroom instruction to deliver a message to a student or to call a student out of class except for emergencies. However, in the case of an emergency, we will be glad to assist you in any way. If a student is injured during the school day, we must have current emergency phone numbers for each student. Please be sure to include the name and number of two emergency friends on your child's enrollment information. If this information changes during the year, please call the school office at 901-416-1970, and we will update as needed.

ADMISSION AND ENROLLMENT

Proof of Residence:

Registration is now available online only. Please visit www.scsk12.org to complete your registration process.The parent/guardian of every student is required to provide 2 of the following items showing the parent/ guardian’s name and address, to provide residency: Sale Contract (contingency agreements not accepted), Mortgage Information, Current Memphis Lights and Water bill or turn on receipt or a water bill from a municipality (residence information given will be checked during the school year), Rental Contract, or Military Letter of Assignment.

Custody Issues:

Only the residence of the parent with legal custody may register the child. In cases where parents have joint custody, the only address of the parent with physical custody of the student or named as the primary custodian or designated primary responsibility to determine educational issues may be used for registration. The parent whose residence qualifies the child to be registered is the parent of which the school personnel will consider as the custodial parent. The noncustodial parent may receive school records when a written request is given to the school principal.

Power of Attorney for Childcare Procedure

Parents of a minor child may delegate to any person residing in the state temporary care giving authority when hardship prevents the parents from caring for the child.

Hardships identified are:1. The serious illness or incarceration of a parent or legal guardian.2. The physical or mental condition of the parent or legal guardian is such that care and

supervision cannot be provided;3. The loss or un-inhabitability of the child’s home as the result of a natural disaster.

When one of the above hardships is applicable, the custodial parent (s) and the caregiver must make an appointment to meet with Student Services Personnel in order to complete the application for Power of Attorney.

Hardships not listed above should be referred to Juvenile Court to change the custody.

Arrival and Dismissal

Classes begin each morning at 9:15am. Students must not arrive on campus before 8:45 am. Students must not be dropped off and left unattended on campus prior to 8:45 a.m. Students found on campus before 8:45 a.m. will be subject to disciplinary actions including the issuance of a suspension and the contacting of the Department of Children Services – DCS). Parents are encouraged to utilize the Crump Elementary School’s School Age child Care/ Kid’s House program and to collaborate with other parents to provide safety parameters for their children.

Parents are not allowed to walk students into the building for class at arrival or to enter the building to pick up students at dismissal.

Breakfast will be served between 9:00 and 9:15 a.m. each day in the classroom. Breakfast is free for all students. Make sure that students arrive in time for breakfast. Due to breakfast being in the classroom, parents will not be allowed to eat breakfast with their child.

Classes are dismissed at 4:15 pm. Students must remain in classrooms until dismissal. All students including day care, care riders, and students who walk out of the school building to be picked up, must be picked up from campus by 4:30 p.m. at teacher’s day duty ending. All School Age Child Care Students who are enrolled in the after school program will be permitted to remain in the building until parent signs the student out. Parents are not allowed to enter the building and wait for students or check students out during dismissal.

Tardiness

Students are considered tardy if they are not in class and ready to learn by 9:15. Students who are tardy are subject to disciplinary action in accordance with school’s rules concerning tardiness.

Please park and bring your child in to the front office if you arrive after 9:15 The school will go by the time in the Crump ES office Students must be signed in by an adult before going to class. Students who are late and not signed in by an adult will be held in supervised study

until someone comes in to sign them in. Parents of students who walk to school will be contacted by phone if student is tardy.

Tardy students MUST be signed in by parents! Failure to do so will be subject to disciplinary measures.

The bookstore is open from 8:50 – 9:10 each day.

Contact Information

It is EXTREMELY IMPORTANT that school staff be able to contact you. UPDATE your information in the school office if your address, phone number, or emergency contacts have changed. You may also send in or fax the changes in writing with your signature. The school fax number is (901) 416-1973.

Students will only be released to those who are listed on your child’s Student Enrollment form WITH picture ID. Please update the information in the school office as needed.

Students should not be checked out from school after 3:30 p.m. unless there is an emergency.

Student Attendance Accounting

A student must be in attendance the majority of the seven (7) hour school day in order to be counted present on attendance records for that day (not to be confused with Perfect Attendance). Any student arriving after school has begun must report to the front office immediately to check in and receive an Admit to Class Slip before going to class. Students leaving school during the school day must check out through the office. Teachers, Principals, and other school administrators should exercise extreme caution in releasing students from school. Students will not be released until all references are carefully checked. A student shall not be permitted to leave school during the school day without written request from the parent/guardian and approval of the Principal. All students must remain on campus under faculty supervision throughout the entire school day.

Truancy

Unauthorized or unexcused absence from school is considered truancy. This includes the student’s absence from any scheduled class, or activity during the day. Parents will be notified of each incident of truancy. A list of students with 5 or more unexcused absences will be forwarded to the Attorney General’s Office. State law states that fine of up to $50.00 may be assessed against or guardian whose child has five (5) or more unexcused absences. Parents of students with (5) or more unexcused absences will be notified each 20 pay period. Disciplinary action will be taken for truancy may include in-school suspension. A continuing problem of truancy will result in a referral to Juvenile Court for violation of the compulsory attendance law in Tennessee.

Student Dress Code Policy #6.310

The responsibility for the appearance of the students begins with parents and the students themselves. Students’ clothing should reflect neatness, cleanliness and self-respect so that the school is a desirable place in which to promote learning and character development. A student who is not in proper attire or exhibits grooming which is detrimental and/ or distractive to the school environment shall be asked to refrain from wearing the inappropriate attire in the future or shall be required to make arrangements for more suitable or appropriate dress. The principal shall make the final decision.

Dress Code Enforcement All personnel shall be responsible for consistently enforcing the dress code and when

necessary reporting it to Administrator/Principal. When the site administrator determines that student’s attire is in violation of the SCS

policy, the student will be required to call home for uniform attire.

Appropriate action will be taken at the time the violation occurs and when necessary a home contact will be made seeking parental cooperation and assistance. The student may be taken home by the parent to modify unacceptable appearance or dress and returned to the school.

Birthday Celebrations/Parties

Birthdays are special occasions for young children and the importance of birthdays is acknowledged; however, we do not hold birthday parties during the school day. Our instructional time is very important to the academic achievement of our children and every moment counts. This includes but is not limited to lunch time in the cafeteria.

Soft drinks, chips, pizza and any other party favors such as gift bags and balloons could potentially take time away from classroom instruction and are prohibited from being brought into the classroom or cafeteria at any time. In addition, Crump participates in the school Breakfast Program/ National School Lunch Program. To insure that we remain in compliance with their operating procedure, we cannot offer or sale competitive foods at our school.

However, teachers may acknowledge parents request to bring cake/cupcakes for ALL students per class to be consumed at the end of the class lunch hour in the school cafeteria. Teachers will be responsible for ensuring that the school administration and the cafeteria staff are made aware of any dates for their class participation in such acknowledgements.

We ask that no party invitations are to be distributed during the school day. We do understand that celebrating your child’s birthday is a special moment and we would like to be a part of that by suggesting that a book or other commemorative item be donated to the classroom or library in the child’s name. The item donated would be a constant reminder of your child’s celebration of life while celebrating with others.

Impromptu parties WILL NOT be held during the Instructional School Day.  Classroom teachers may decide to hold purposeful and planned classroom parties during the last one hour of the instructional day during designated times ( Winter Break, Spring Break, End of School Year) when requested and approved by administration. Parents are encouraged to participate and will abide by the Federal Nutritional Guidelines.

Cafeteria Procedures

In an effort to maintain a pleasant environment in our cafeteria where each student can get his/her lunch and have ample time to eat, the procedures should be followed:1. Walk in a quiet and orderly manner into the cafeteria.2. Go directly to your assigned table or serving line3. Return from serving line to your assigned table and enjoy your lunch. 4. Remain in your seat until the assistant/volunteer come around to collect your trash.5. Dump your trash and remain in your seat until your teacher comes for class pick-up6. Keep voices at an appropriate low volume at all times.7. Use cleanliness and good table manners at all times.

8. Opened food or drink is not permitted out of the cafeteria.9. Cooperate with all cafeteria personnel and report any inappropriate behavior to school adult10. Quiet Wednesday will be set aside for silent reflection, reading and motivation

5014 Grading System Policy

GRADING SYSTEM FOR GRADES K-5

The grading system for Shelby County Elementary Schools in accordance with the Tennessee Uniform Grading System establishes the grading system for grades kindergarten through fifth grade. See policy 5014 Grading System For Grades K-5

Two (2) report cards are used in grades K-5; (1) for kindergarten; (1) for grades 1-5. Teachers should refer to the appropriate card for an explanation of the grading system for each level. See

Kindergarten: The kindergarten report cards show progress toward the state standards. The grade level standard is set by the state and indicates what a student should know and be able to do. Students are evaluated based on their progress toward meeting benchmarks for each standard. This is indicated by mastery or non-mastery for each skill. Report cards are sent home at the end of each nine-week term.

Grades 1-5

1. In all schools, students' conduct is graded as “E”, “G”, “S”, “N”, or “U” and is to be reported at each grading period on the report card. Self-contained classes receive one homeroom conduct grade. Individual subject classes each give a conduct grade.

2. The basic grading system for knowledge / subject area is expressed by the letters “A”, “B”, “C”, “D”, and “F” with the following numerical values except for 1st grade science and social studies which will be expressed by the letter “S” or “N”.

SPECIAL EDUCATION

ENGLISH LANGUAGE LEARNERS (ELL) Students receiving services under English as a Second Language (ESL) may be afforded modified evaluation of knowledge and skills to more accurately reflect their academic progress. The Office of English as a Second Language will advise schools regarding modifications when necessary or requested.

Emergencies

In the event of a natural disaster or other emergency, please be assured that Crump Elementary School does have a plan in place to respond to any type of disaster that can be anticipated.Crump Elementary School personnel take emergency preparedness very seriously and are committed to the safety of each student.Should a natural disaster or other emergency occur, parents would be provided instructions and information through the news media. Parental cooperation in following those instructions will be vital in ensuring the safety of our students.Parents will not be permitted to enter the building to locate and take their children without following the instructions provided. Pick-up locations and procedures willbe announced as dictated by the prevailing circumstances. If necessary, some or all students may be taken to an alternative location for parent pickup.If available, the school gymnasium will be our centralized pick-up point. Students will only be permitted to leave with the listed guardian or emergency contact person listed in our records.Parents may wish to update their contacts with the school. In the case of a non-critical crisis in which school is dismissed early, every effort will be made to provide parents with adequate notificationthrough the media.  Lastly, parents are asked not to telephone the school in the event of a disaster.If the telephones are working, we will need all lines clear to communicate with emergency agencies, news agencies, and school system support personnel.

Family / Student Emergencies

School officials will not interrupt classroom instruction to deliver a message to a student or to call a student out of class except for emergencies. However, in the case of an emergency, we will be glad to assist you in any way. If a student is injured during the school day, we must have current emergency phone numbers for each student. Please be sure to include the name and number of two emergency friends on your child's enrollment information. If this information changes during the year, please call the school office at 901-416-1970, and we will update as needed.

Office Hours and Procedures

Office hours are from 8:30 a.m. – 4:30 p.m.

The busiest times in the office are: 08:30 a.m. – 10:00 a.m. and 2:00 p.m. – 3:30 p.m.

Unless it is an extreme emergency please leave messages or email classroom teachers.  Daily instructions cannot be interrupted by telephone calls to classrooms.

Lost and FoundLabeling coats, jackets, sweaters, etc. is recommended.  Misplaced items will be taken to the gymnasium and placed in the Lost and Found container.  Please see PE teacher or PlantManager for access to the container.

Textbooks that have been found will be turned in to the main office and forwarded to appropriate classroom

Library books will be returned to the library. Items that remain unclaimed will be donated to a charitable organization at the end of each month

Medications

Students are not allowed to bring any medication to school, nor are they allowed to keep any type of medication on their person or in their lockers. This includes aspirin, prescriptions, etc. but excludes inhalers, which may be kept with the student as long as the appropriate form has been filed with the office. If you have any questions, call the office, ask the secretary, and she will be happy to assist you.

The following requirements must be met before school personnel will dispense medication to students:1. Nonprescription or "as needed" medications will not be dispensed at school unless authorized by a physician.2. A physician's written order is required for all medication. In most cases, the prescription label on the medication container is considered to be a "written order."3. All medicines, both prescription and over-the-counter, must be in the original container.4. All medicines must be labeled with the name of the student, the dosage to be administered, and the specific time the dosage is to be administered.5. A completed and signed "Parents' Authorization for the Administration of Medication at School" form must accompany each medication.6. All medications will be dispensed only as directed on the prescription label and the Parent Authorization form; these two must correspond. A phone call or written note from a parent will not suffice for a change -this must come from the physician.  Remember to contact the secretary with any further questions.

STUDENT CODE OF CONDUCT

The Student Code of Conduct Handbook includes sample violations and sample disciplinary measures and interventions for students. This Code serves as a guide for students, parents/guardians, teachers and administrative personnel.

The Code also includes examples of the rights and responsibilities of students, teachers and parents and a parent contract that a parent/guardian must sign to indicate that he/she received and read the Code and will abide by its contents. Although the disciplinary measures to be used are district-wide, schools may use their own intervention strategies in addition to the strategies listed in the Code.

Parents/guardians will receive a Student Code of Conduct Handbook 2014-2015 and a Student Code of Conduct Brochure at registration or the Handbook and Brochure will be sent home from the school. The Student Code of Conduct Brochure must be signed and returned to your child’s teacher.
