  3. 3. Donovan Crowley MSU Denver, Spring 2015 Federal Law Enforcement & Terrorism Dr. J. Bradford Our Mission: Preempt threats and further US national security objectives by collecting intelligence that matters, producing objective all-source analysis, conducting effective covert action as directed by the President, and safeguarding the secrets that help keep our Nation safe. The Central Intelligence Agency (CIA), originally run by Allen Dulles when it was created in 1947, is now run by John Brennan. Brennan previously served 25 years with the CIA, including as Deputy Director and served as Director of the National Counterterrorism Center. 4. 4. Donovan Crowley MSU Denver, Spring 2015 Federal Law Enforcement & Terrorism Dr. J. Bradford History (1947-2004): Though the U.S. has conducted intelligence gathering since the times of Gen. George Washington, the CIA in its current form has only been around since 1947, when it was created by the National Security Act, under President Harold S. Truman. Combining elements of the Armys Office of Strategic Services (OSS), lead by Gen. William Wild Bill Donovan, with qualified civilian elements under the direction of Allen Dulles, the CIA assumed Command & Control (C2) authority for all U.S. intelligence activities until 2004. During this period, the CIA was involved in countless operations and activities, though typically only their greater blunders are recorded and publicized: The collapse of unpopular dictatorships in Iran and Guatemala which the CIA had propped up; several controversial experiments such as the MKULTRA mild control experiments; The Bay of Pigs failed coup against Cuban dictator Fidel Castro, which nearly resulted in the dissolution of the CIA by President John F. Kennedy; and finally the failure to share pertinent information which may have prevented the 9/11 attacks on the World Trade Center and Pentagon in 2001. Unclassified 5/20/2015 Unclassified 4
  5. 5. Donovan Crowley MSU Denver, Spring 2015 Federal Law Enforcement & Terrorism Dr. J. Bradford History (2004-Current): In 2004, President George W. Bush passed the Intelligence Reform and Terrorism Prevention Act which stripped the CIA of its Intelligence C2 authority, instead placing it in the hands of the newly created position of Director of National Intelligence. In his latest Message to The Workforce on 6 Mar. 2015, Director Brennan laid out the Vision for the Future of the CIA, which involved the creation of the new Directorate of Digital Innovation, and the internal shakeup and rebranding of the Directorate of Clandestine Services as the Directorate of Operations, the internal details of which remain classified. Further, Brennan announced the deployment of new Mission Centers that will bring the full range of operational, analytic, support, technical, and digital personnel and capabilities to bear on the nations most pressing security issues and interests [and] will not be tethered to any single Directorate; rather, we will organize within them the full range of Agency officers and elements possessing the expertise and capabilities needed to execute mission[s]. These Mission Centers will each be run by Assistant Directors. Unclassified 5/20/2015 Unclassified 5
