Failure to submit the following documents will lead to disqualification:

Eligibility Requirements:

- Construction Company Registration Certificate

- Business Registration License

- VAT/PAN Registration

- Tax Clearance Certificate of Fiscal Year 2068/069

- A written Declaration made by the bidder stating that the bidder is not ineligible to

participate in the bid, as no conflict of interest in the purpose bid procurement proceedings

and has no been punished for the profession or business related offence

- Joint Venture Agreement (If any)- Power of attorney

- Other documents as needed.

Criteria

1. Within last 5 year, completion of minimum 3 nos. of similar nature jobs (i.e. using cement base

prefab shelter (provide evidence showing above criteria) each amounting not less than NRs 10

Million (provide evidence job completed certificate showing above criteria.)

2. Should be construction company of at least 5 years in construction field (provide evidenceshowing above criteria).

3. Original letter from the manufacturer of cement based prefab panel stating the manufacturer will

provide the required cement based prefab panel to the bidder only.

a) General Work Experience:

Construction experience for at least the last Five years prior to application submission

deadline. The bidder shall attach documents showing above mentioned construction

experience, failure to do so will lead to disqualification of the submitted bid.

The bidder shall have completed the similar nature job each amounting not less than NRs.10 Million.



b) Specific Work Experience:

Completion of minimum three numbers of buildings/shelters using cement based prefab

panels each amounting not less than NRs.Ten million for a government agency or

NGO/INGO and public private organization in last five years. The bidder shall attach with

bid documents showing above mentioned work completion certificate.

The bidder shall attach with bid an original letter (with latest date) of commitment from

manufacturer of cement based prefabricated panel materials for supply of material

exclusively for this project as specified as per required material on time.

c) Minimum average annual turnover for the best 3 years in the last 5 years Rs. 30 Million

Excluding VAT.

d) Minimum requirement of liquid asset and/ or credit facilities: Rs 20 Millions issued by any

reputed authorized ”A” class commercial bank.

e) Additional Personnel Requirement:

Project Manager:

i) 1 No: One BE in Civil Engineering

ii) Total experience in years: Minimum five years in Civil works

iii) Experience as a technical manager in similar works in years: Minimum three years

f) Minimum Essential Equipment:

i. Chain pulley of minimum 2 ton capacity: At least one number

ii. Concrete Mixer of (7/4) Cft capacity: At least one number

iii. Heavy duty Sawing machine for cutting Cement based prefab panels: At least twonos.

iv. Generator - 15 KVA: One number

v. Welding Machine: Two number

vi. Stand Drill Machine: Two number

vii. Heavy Duty Hand Drill Machine: Two number



viii. Heavy Duty Grinder Machine: Two number

ix. Heavy Duty Pipe Cutter: Two number

The definition of cement based prefab solid wall panel is:

50mm thick non asbestos Fiber reinforced aerated cement concrete (FRACC) Sandwich

modules made out of light weight fiber reinforced aerated cement/concrete core composed

of Portland cement, fly ash, binders etc., and 4mm thick non asbestos fiber cement boards

confirming to IS 14862; 2000 and ISO: 8336:1993(E) on either and side of the core,

having a tongue and groove on longitudinal side of the modules.

These Panel modules are erected/ installed using galvanized iron steel tracks of 1.1 mm

thick & of size 25x50x20mm(for 50mm) as bottom track, 25x50x20mm(for 50mm) as top

track for fixing to the floor and top of the wall respectively including all necessary

material required for erecting & fixing the wall panel complete as per direction of

Engineer-in-charge.
