1 Introduction The purpose of this document is to provide data around the issues that have an impact on the

safety of Cumbria’s communities. Data cover a range of topics including:

crime and disorder;

drug and alcohol misuse;

fire safety;

road safety.

Data have been gathered from local, regional and national sources. Analysis has been

undertaken to understand which Cumbrian communities have the greatest need for support to

stay safe. The document has been written and produced by Cumbria County Council.

Recorded crime data and public concerns for Cumbria have been provided by Cumbria

Constabulary.

It should be noted that since April 2018 the way that crimes are recorded by Cumbria

Constabulary has changed, and as a result a single crime incident can now result in more than

one recorded crime. For example, a single incident involving violence could comprise two

notifiable offences against one victim, such as assault and harassment. Prior to April 2018 the

harassment would not have been recorded separately. Although it is known that crime

incidents have been increasing, changes to recording practices mean that recorded crimes

have seen much larger increases in 2018-19. As a result, it is difficult to make direct

comparisons between some recorded crime categories in 2018-19 and those in previous

years. Recorded crime figures continue to be used in this assessment rather than incident

data as they paint a picture of the issues facing Cumbria’s individuals and communities.

Any ward data refers to boundary changes at December 2018.

2 Crime and Community Safety Summary Cumbria is a relatively safe place in which to live, work and visit. In many areas, levels of crime

and community safety issues are better than that experienced nationally and / or the North

West region. However, there is evidence to suggest that there are some areas of concern in

relation to crime and community safety.

Links between crime and deprivation are well documented and have long been understood.

Cumbria contains 56 communities (Lower Super Output Areas, (LSOAs)) that rank within the

20% most deprived in England according to the Indices of Multiple Deprivation (IMD) 2019,

with the most deprived community in the county located within Central Ward in

Barrow-in-Furness. In total, over half of Cumbria’s 56 most deprived communities (53.6%; 30)

are located within the 18 wards identified as being least safe.

brackets after the ward name shows the number of communities (LSOAs) within the ward that

rank within the 20% most deprived in England.

2.1 Crime and community safety: who is at risk?

The group most likely to become victims of all crime are males and females, aged 31 to

60 years.

The group most likely to be offenders (all crime) are males, aged 31 to 60 years.

Victims of domestic abuse are most likely to be female; the majority of victims are aged

25 to 44 years.

Victims of sexual violence are most likely to be female; the majority are aged

0-15 years.

Those aged 35 to 49 years are more likely to be referred to Unity with drug and alcohol

misuse problems.

Males are more likely than females to be referred to Unity with drug and alcohol misuse

problems.

Under 18s with drug and alcohol misuse problems are more likely to be male.

Victims of alcohol related violence against the person offences are most likely to be

males and females, aged 31 to 60 years.

Offenders of alcohol related violence against the person offences are most likely to be

males, aged 31 to 60 years.

Cumbrian offenders managed by both the National Probation Service and the Cumbria

and Lancashire Community Rehabilitation Company are more likely to be male.

Males are more than twice as likely as females to die from alcohol-specific causes.

The top five public concerns across Cumbria comprise: drug dealing, anti-social driving

behaviour, anti-social behaviour, violent crime, burglary.

3.2 Allerdale District

3.2.1 All crime

Allerdale has three wards within the top 10 highest ward rates in Cumbria for all crime

in 2018-19 (St Michael’s, 229.9 per 1,000); St John’s, 146.6; Netherhall, 137.3).

The district has the second largest proportion of all crime that is alcohol related in

2018-19 (19.4%; 779). Two wards within the top 10 highest ward rates in Cumbria for

alcohol related crime in 2018-19 (St Michael’s, 27.2 per 1,000; St John’s, 25.8).

3.2.2 Acquisitive crime

Highest rate along with Carlisle for theft of a motor vehicle 2018-19 (0.8 per 1,000).

Higher than the Cumbria average (0.6) but lower than the rate for England and Wales

(2.0). Five wards within the top 10 highest ward rates in Cumbria for theft of a motor

vehicle 2018-19 (Moss Bay, 1.9; Flimby, 1.7; Holme, 1.7; Warnell, 1.7; Ellenborough,

1.6).

Three wards within the top 10 highest ward rates in Cumbria for theft from a motor

vehicle 2018-19 (St Michael’s, 4.2; Keswick, 3.9; Harrington, 3.6)

The crime rate for burglary (residential) in Allerdale (2.6 per 1,000) is higher than the

average for Cumbria (2.4) although lower than the rate for England and Wales (5.0).

There are four wards within the top highest rates for burglary (residential) in 2018-19

(St Michael’s, 6.9; Moorclose, 6.5; Moss Bay, 6.4; Flimby, 5.1).

One quarter of all burglary (commercial) crimes in 2018-19 were committed in Allerdale

(24.0%; 194). Allerdale had the highest rate for burglary (commercial) of all the districts

(2.0 per 1,000), higher than the Cumbria average (1.6) although lower than the

England and Wales rate (2.2). Three wards are within the top 10 highest ward rates in

Cumbria for burglary (commercial) in 2018-19 (St Michael’s, 7.7; Crummock, 6.7;

Christchurch, 5.7).

3.2.3 Violent crime

St Michael’s ward is within the top 10 highest ward rates in Cumbria for violence

against the person in 2018-19 (70.9 per 1,000), 2.5 times higher than the national

(England and Wales) rate of 28.4.

Two of Allerdale’s wards are within the top 10 highest ward rates in Cumbria for

controlling / coercive behaviour offences in 2018-19 (Flimby and Holme, both 1.7 per

1,000 population).

One fifth (20.2%; 723) of Cumbria’s stalking and harassment offences in 2018-19 are

in the Allerdale district. St Michael’s ward is within the top 10 highest ward rates in

Cumbria for stalking and harassment offences in 2018-19 (15.3 per 1,000 population);

this is twice the national (England and Wales) rate (7.6 per 1,000).

Two wards within the top 10 highest ward rates in Cumbria for alcohol related violence

against the person offences in 2018-19 (St John’s, 15.6; St Michael’s, 15.3).

Allerdale’s rate of sexual offences in 2018-19 (2.9 per 1,000) is higher than the national

(England and Wales) rate (2.8). St Michael’s ward is within the top 10 highest ward

rates in Cumbria for sexual offences in 2018-19 (10.5 per 1,000).

Allerdale has the lowest rate for alcohol related sexual offences in 2018-19 (0.1 per

1,000). St Michael’s ward is within Cumbria’s highest ward rates in Cumbria for alcohol

related sexual offences in 2018-19 (0.8 per 1,000).

Rate for domestic abuse offences in 2018-19 (16.9 per 1,000) similar to the average

for the county (16.5). One fifth (20.1%; 1,649) of Cumbria’s domestic abuse offences

in 2018-19 are in the Allerdale district.

Rate of hospital admissions for violent crime (including sexual violence), 18.9 per

100,000 population (DSR) 2015-16 to 2017-18 is better than England (43.4 per

100,000).

3.2.4 Other crime

Second highest rate for business crime in 2018-19 (11.8 per 1,000).

The rate for criminal damage (including arson) offences in 2018-19 (11.1) is higher

than the national (England and Wales) rate of 9.8 per 1,000. Almost one fifth

(19.5%; 1,087) of the county’s criminal damage (including arson) offences in 2018-19

are within the Allerdale district.

Two wards are within the top 10 highest ward rates in Cumbria for criminal damage

offences in 2018-19 (St Michael’s, 35.1 per 1,000; Moss Bay, 20.0).

Three wards are within the highest ward rates in Cumbria for arson offences in 2018-19

(Moss Bay, 3.1 per 1,000; St Michael’s, 1.3; Ewanrigg, 1.2). Moss Bay has the highest

rate of all Cumbria’s wards, 6.8 times higher than national (England and Wales) rate

of 0.5 per 1,000. Over one quarter (26.2%; 53) of the county’s arson offences in

2018-19 are within the district.

Allerdale has two wards within the highest ward rates in Cumbria for individual hate

crimes in 2018-19 (St Michael’s, 6.9 per 1,000; St John’s, 3.6).

3.2.5 Anti-social behaviour and re-offending

Allerdale has three wards within the top 10 highest ward rates in Cumbria for anti-social

behaviour in 2018-19 (St Michael’s, 66.7 per 1,000; Clifton, 47.2; Netherhall, 36.3).

The district has three wards within the top 10 highest ward rates in Cumbria for youth

anti-social behaviour in 2018-19 (Clifton, 27.2 per 1,000; St Michael’s, 18.4; Netherhall,

15.4).

The proportion of re-offences across both adult and juvenile offenders between Oct

2016 and September 2017 is 29.1%, similar to the proportion in both the North West

and England and Wales (29.0% and 29.4% respectively). Allerdale, along with Carlisle,

has the highest average number of re-offences per re-offender, both adult and juvenile

(4.5).

3.2.6 Drug and alcohol misuse

Unity Workington has the largest increase in overall client numbers (new referrals and

existing clients) for both drug and alcohol misuse in 2018-19 compared to 2017-18

(+39.0%; +179) and the second largest proportion of male clients (68.5%; 437). Unity

Workington has the second highest rate of new referrals in 2018-19 (3.7 per 1,000).

New referrals have increased by +46.5% (+113) compared to 2017-18, the largest

increase of all Unity areas.

The majority of drug offences (trafficking and possession) in Allerdale relate to

possession offences (90.6%; 164), the highest proportion of possession offences of all

Cumbria’s districts. Two wards are within the highest ward rates in Cumbria for drug

possession offences in 2018-19 (St John’s, 6.6 per 1,000; St Michael’s, 5.9).

Alcohol-specific mortality (male, all ages) in Allerdale is 15.0 per 100,000 population

(DSR) 2015-17, similar to the rate for England and the North West (14.5 and 19.4 per

100,000 respectively).

The rate of alcohol-specific hospital admissions, all persons, all ages in 2017-18

(417 per 100,000 DSR) is better than the rate for both England and the North West

(570 and 818 respectively).

Allerdale has the highest rate for all fires in 2018-19 (3.9 per 1,000). One quarter of all

Cumbria’s fires in 2018-19 are in the district (25.4%; 385). The district has four wards

within the top 10 highest ward rates in Cumbria for all fires in 2018-19 (St Michael’s,

11.6 per 1,000; Moss Bay, 8.9; Crummock, 4.6; Moorclose, 4.1). St Michael’s has the

highest rate of all Cumbria’s wards; this is 3.8 times higher than the Cumbria rate

(3.0 per 1,000).

Second highest rate for deliberate fires in 2018-19 (1.5 per 1,000). One quarter of all

Cumbria’s deliberate fires in 2018-19 are in the district in 2018-19 (25.9%; 143).

Largest decrease in deliberate fires in 2018-19 of all the districts (-25.9%; -50). Three

wards rank within the top 10 highest ward rates in Cumbria for deliberate fires in

2018-19 (St Michael’s, 7.3 per 1,000; Moss Bay; 5.0; Moorclose, 2.9). St Michael’s has

the highest rate of all Cumbria’s wards; this is 6.6 times higher than the Cumbria rate

(1.1 per 1,000).

3.2.8 Road safety

Killed and Seriously Injured rate in 2018 (0.7 per 1,000 population) is 1.6 times higher

than the national (England and Wales) rate of 0.5 per 1,000.

Allerdale has the second highest rate of all Cumbria’s districts for all reported road

casualties in 2018 (4.6 per 1,000), 1.4 times higher than the rate for England and

Wales.

3.2.9 Local concerns

Allerdale residents’ top five concerns are anti-social driving behaviour, drug dealing,

protecting vulnerable people, violent crime and anti-social behaviour.

3.3 Barrow-in-Furness District

3.3.1 All crime

Second highest crime rate for all crime in 2018-19 of all Cumbria’s districts (92.2 per

1,000 population); higher than the rate for both Cumbria (73.6) and England and Wales

(89.5). Three wards within the top 10 highest ward rates in Cumbria for all crime in

2018-19 (Hindpool 333.4 per 1,000; Central, 181.0; Barrow Island, 146.0).

3.3.2 All crime – alcohol related

Highest rate for alcohol related crime in 2018-19 of all Cumbria’s districts (13.3 per

1,000 population), 1.6 times higher than the Cumbria average (8.5). Three wards within

the top 10 highest ward rates in Cumbria for alcohol related crime in 2018-19

(Hindpool, 67.9 per 1,000; Barrow Island, 31.9, Central 26.2). Hindpool has the highest

rate of all Cumbria’s wards.

3.3.3 Acquisitive crime

One ward within the top 10 highest ward rates in Cumbria for theft of a motor vehicle

2018-19 (Central, 1.8 per 1,000).

Lowest rate for theft from a motor vehicle of all the districts 2018-19 (0.9 per 1,000).

The crime rate for burglary (residential) in Barrow-in-Furness (2.7 per 1,000) is the

second highest in the county, higher than the average for Cumbria (2.4) although lower

than the rate for England and Wales (5.0). One ward is within the highest rates for

burglary (residential) 2018-19 (Central, 5.6 per 1,000).

Second lowest rate for burglary (commercial) in 2018-19 (1.3 per 1,000). Hindpool

ward ranks within the top 10 highest ward rates in Cumbria for burglary (commercial)

in 2018-19 (4.1 per 1,000).

3.3.4 Violent crime

Barrow-in-Furness has the highest rate for violence against the person offences in

2018-19 of all the districts (41.8 per 1,000 population); this is 1.5 times higher than the

rate for England and Wales (28.4). Three wards are within the top 10 highest ward

rates in Cumbria for violence against the person in 2018-19 (Hindpool, 136.0; Central,

89.1; Barrow Island, 83.5). Hindpool has the highest rate of all Cumbria’s wards,

4.8 times higher than the national rate.

Barrow-in-Furness district has the highest rate for controlling / coercive behaviour

offences in 2018-19 (0.8 per 1,000 population); this is 1.5 times higher than the

average rate for Cumbria (0.5). Three wards are placed within the top 10 highest ward

rates in Cumbria for controlling / coercive behaviour offences in 2018-19 (Barrow

Island, 2.4 per 1,000; Central, 2.3 and Hindpool 1.6).

Stalking and harassment offences in Barrow-in-Furness in 2018-19 are the highest of

all Cumbria’s districts (9.4 per 1,000 population), higher than the national (England and

Wales) rate of 7.6. Three wards sit within the top 10 highest ward rates in Cumbria for

stalking and harassment offences in 2018-19 (Hindpool, 22.9 per 1,000; Central, 20.6

and Barrow Island, 16.5). The Hindpool ward rate is 3.0 times higher than the England

and Wales rate (7.6).

Rates for alcohol related violence against the person offences in Barrow-in-Furness in

2018-19 are the highest of all the districts (9.0 per 1,000), 1.7 times higher than the

Cumbria average (5.4). Over a fifth of the offences in the county’s alcohol related

violence against the person offences are in the district in 2018-19 (22.6%; 605). Three

wards are within the top 10 highest ward rates in Cumbria for alcohol related violence

against the person offences in 2018-19 (Hindpool, 46.3; Barrow Island, 23.8; Central,

Barrow-in-Furness has the highest rate of sexual offences in 2018-19 of all Cumbria’s

districts (5.4 per 1,000), higher than both the Cumbria and national (England and

Wales) rate (3.3 and 2.8 respectively). Three wards in Barrow-in-Furness are within

the top 10 highest ward rates in Cumbria for sexual offences in 2018-19

(Hindpool, 19.3; Barrow Island, 10.5; Central, 6.6). Hindpool ward has the highest rate

of all Cumbria’s districts, 7.0 times higher than the national rate.

Barrow-in-Furness has the highest rate for alcohol related sexual offences in 2018-19

(0.5 per 1,000), 1.6 times higher than the Cumbria rate (0.3). Three wards are within

Cumbria’s highest ward rates in Cumbria for alcohol related sexual offences in 2018-19

(Hindpool, 2.5 per 1,000; Barrow Island, 2.0; Central, 1.0).

The district has the highest rate for domestic abuse offences in 2018-19 of all

Cumbria’s districts (24.1 per 1,000); this is 1.5 times higher than the county average

(16.5 per 1,000).Highest proportion of repeat victims of domestic abuse (45.4%; 735).

Highest rate of all the districts for hospital admissions for violent crime (including sexual

violence); 49.9 per 100,000 population (DSR) 2015-16 to 2017-18 (95 admissions),

similar to England (43.4 per 100,000).

3.3.5 Other crime

The district has the second highest rate for criminal damage (including arson) offences

in 2018-19 (13.0 per 1,000); this is 1.3 times higher than the national (England and

Wales) rate of 9.8 per 1,000.

Two wards sit within the top 10 highest ward rates in Cumbria for criminal damage

offences in 2018-19 (Hindpool, 37.4 per 1,000; Central, 27.7).

Ormsgill ward sits within the highest ward rates in Cumbria for arson offences in 2018-

19 (1.2 per 1,000).

Second highest rate for individual hate crimes in 2018-19 (1.8 per 1,000). The district

has the second highest proportion of racist hate crime strands in 2018-19 (15.3%; 47).

Hindpool ward is within the highest ward rates in Cumbria for individual hate crimes in

2018-19 (6.3 per 1,000).

3.3.6 Anti-social behaviour and re-offending

Highest rate for anti-social behaviour in 2018-19 (28.5 per 1,000). There are two wards

within the top 10 highest ward rates in Cumbria for anti-social behaviour in 2018-19

(Hindpool, 114.7 per 1,000; Central, 68.0). Hindpool ward has the highest rate of all

Cumbria’s wards, 6.3 times higher than the rate for Cumbria (18.2).

The highest rate for youth anti-social behaviour in 2018-19 is in Barrow-in-Furness

(8.5 per 1,000); this is 1.8 times higher than the rate for Cumbria (4.7). Two wards are

within the district are within the top 10 highest ward rates in Cumbria for youth

anti-social behaviour in 2018-19 (Hindpool, 35.3 per 1,000; Central, 25.2). Hindpool

has the highest rate of all Cumbria’s wards, 7.5 times higher than the rate for Cumbria

(4.7).

Of all Cumbria’s districts, Barrow-in-Furness has the second largest proportion of

offenders (both adult and juvenile) who re-offend (34.0%; October 2016 to September

2017), larger than the proportion in both the North West and England and Wales

(29.0% and 29.4% respectively). Barrow-in-Furness has the highest proportion of

juvenile offenders who re-offend (40.7%, October 2016 to September 2017).

2018-19 compared to 2017-18 (-5.3%; -30).

Barrow-in-Furness has the highest rate for drug offences (trafficking and possession)

in 2018-19 (2.7 per 1,000), higher than the national (England and Wales) rate of 2.6 per

1,000. Over one third (34.8%; 63) of drug offences related to trafficking in 2018-19, the

highest proportion of all the districts. Hindpool ward sits within the highest ward rates

in Cumbria for drug possession offences in 2018-19 (10.4 per 1,000). Four wards are

within the highest ward rates in Cumbria for drug trafficking offences in 2018-19

(Hindpool, 6.1 per 1,000; Ormsgill, 1.3; Barrow Island, 1.2; Central, 0.8). Hindpool has

the highest rate of all Cumbria’s wards.

The highest rate of alcohol-specific mortality (male, all ages) in Barrow-in-Furness is

22.0 per 100,000 population (DSR) 2015-17, similar to the rate for England and the

North West (14.5 and 19.4 per 100,000 respectively). Barrow-in-Furness is the only

district to see an increase in male alcohol specific mortality.

Barrow-in-Furness along with Carlisle had the highest number of alcohol specific

female deaths in 2015-17 (13 for each district). The rate in Barrow-in-Furness (13.6 per

100,000 population, DSR) is similar to the rate in the North West (10.4) but worse than

that of England (7.0).

The highest rate of alcohol-specific hospital admissions, all persons, all ages in

2017-18 (834 per 100,000 DSR), and the only district to see an increase. The rate in

Barrow-in-Furness is worse than that of England (570 per 100,000) and similar to the

North West (818).

The rate of alcohol-specific hospital admissions for under 18s (127.0 per 100,000

crude rate) in 2015-16 / 2017-18 is the highest rate of all the districts, and worse than

the rate for both England and the North West (32.9 and 47.6 per 100,000 respectively).

3.3.8 Fire safety

Barrow-in-Furness has the second highest rate for all fires in 2018-19 (3.3 per 1,000).

Hindpool ward sits within the top 10 highest ward rates in Cumbria for all fires in

2018-19 (6.5 per 1,000).

Highest rate for deliberate fires in 2018-19 (1.7 per 1,000). Three wards rank within

the top 10 highest ward rates in Cumbria for deliberate fires in 2018-19 (Hindpool, 4.9

per 1,000; Ormsgill, 3.1; Central, 2.6).

3.3.9 Road safety

Lowest Killed and Seriously Injured rate in 2018 of all Cumbria’s districts (0.4 per

The rate for all reported road casualties in Barrow-in-Furness in 2018 (2.7 per 1,000)

Highest crime rate for all crime in 2018-19 of all Cumbria’s districts (97.2 per 1,000

population); higher than the rate for both Cumbria (73.6) and England and Wales

(89.5). Castle ward has the highest rate for all crime of all Cumbrian wards in 2018-19

(427.0 per 1,000); Currock ward has the fifth highest rate (216.1 per 1,000). Carlisle

has the highest proportion of all the county’s recorded crimes (28.7%; 10,531).

3.4.2 All crime – alcohol related

Alcohol related crime rate in 2018-19 (9.4 per 1,000) the second highest in Cumbria,

higher than the Cumbria average (8.5). Largest proportion of all crime that is alcohol

related (28.7%; 1,023). Two wards within the top 10 highest ward rates in Cumbria for

alcohol related crime in 2018-19 (Castle, 46.5 per 1,000; Currock, 36.8).

3.4.3 Acquisitive crime

Highest rate along with Allerdale for theft of a motor vehicle 2018-19 (0.8 per 1,000).

Higher than the Cumbria average (0.6) but lower than the rate for England and Wales

(2.0). Castle ward had the highest rate for theft of a motor vehicle 2018-19 (2.2 per

1,000).

Along with Eden, the district has the highest rate for theft from a motor vehicle in

2018-19 (1.8 per 1,000), higher than the average for Cumbria (1.4) but lower than the

rate for England and Wales (4.8). There are two wards within the top 10 highest ward

rates in Cumbria for theft from a motor vehicle 2018-19 (Castle, 3.9 per 1,000; Morton,

Carlisle district has the highest rate for burglary (residential) in 2018-19 (3.2 per 1,000),

higher than the average for Cumbria (2.4) but lower than the rate for England and

Wales (5.0). Four wards fall within the highest crime rates for burglary (residential) in

2018-19 (St Aidan’s, 10.4 per 1,000; Castle, 5.5; Morton, 5.4; Currock; 5.1). St Aidan’s

has the highest rate of all Cumbria’s wards.

Castle ward has the highest rate for burglary (commercial) in 2018-19 of all Cumbria’s

wards (10.0 per 1,000).

3.4.4 Violent crime

The rate for violence against the person in Carlisle in 2018-19 (35.6 per 1,000) is higher

than both the Cumbria and national (England and Wales) rate (28.5 and 28.4

respectively). Over one quarter of Cumbria’s violence against the person offences

(27.1%; 3,855) are in Carlisle in 2018-19. Three of Carlisle’s wards are within the top

10 highest ward rates in Cumbria for violence against the person in 2018-19 (Castle,

130.1; Currock, 76.7; Botcherby, 52.5).

Carlisle district has the second highest rate for controlling / coercive behaviour

offences in 2018-19 (0.7 per 1,000 population). Just over one quarter (26.6%; 73) of

all Cumbria’s controlling / coercive behaviour offences are in Carlisle in 2018-19.

Castle ward has the highest rate for controlling / coercive behaviour offences of all

Cumbria’s wards in 2018-19 (2.8 per 1,000 population); this is 5.0 times higher than

are in Carlisle in 2018-19. Three wards sit within the top 10 highest ward rates in

Cumbria for stalking and harassment offences in 2018-19 (Castle, 26.8 per 1,000;

Botcherby, 17.3 and Currock 15.9). Castle ward has the highest rate of all Cumbria’s

wards, 3.5 times higher than the England and Wales rate (7.6).

Over one fifth (21.9%; 587) of the county’s recorded alcohol related violence against

the person offences for 2018-19 are in Carlisle. Two wards in Carlisle are within the

top 10 highest ward rates in Cumbria for alcohol related violence against the person

offences in 2018-19 (Castle, 25.3 per 1,000; Currock, 21.6).

Second highest rate for sexual offences in 2018-19 (3.6 per 1000), higher than both

the Cumbria and national (England and Wales) rate (3.3 and 2.8 respectively). Almost

one quarter of all Cumbria’s sexual offences in 2018-19 are in the Carlisle district

(23.6%; 393). Two wards are within the top 10 highest ward rates in Cumbria for sexual

offences in 2018-19 (Castle, 13.8; Currock, 7.1).

Carlisle has the second highest rate for alcohol related sexual offences in 2018-19

(0.4 per 1,000). Almost one third of all alcohol related sexual offences in 2018-19 are

in Carlisle (30.1%; 46). Three wards in the district sit within Cumbria’s highest ward

rates in Cumbria for alcohol related sexual offences in 2018-19 (Castle, 2.6 per 1,000;

Currock, 1.2; Brampton, 0.8).

Second highest rate across Cumbria’s districts for domestic abuse offences in 2018-19

of all (19.8 per 1,000). Largest proportion of Cumbria’s domestic abuse offences in

2018-19 are in the Carlisle district (26.2%; 2,150).

Rate of hospital admissions for violent crime (including sexual violence), 30.3 per

100,000 population (DSR) 2015-16 to 2017-18 is better than England (43.4 per

100,000).

3.4.5 Other crime

The rate for business crime in 2018-19 is the highest of all Cumbria’s districts (16.3 per

1,000), 1.5 times higher than the Cumbria average (11.2 per 1,000). Almost one third

of all business crimes in 2018-19 are in the Carlisle district (31.6%; 1,766).

The district has the highest rate for criminal damage (including arson) offences in

2018-19 (16.1 per 1,000); this is 1.6 times higher than the national (England and

Wales) rate of 9.8 per 1,000. Almost one third of the county’s criminal damage

(including arson) offences in 2018-19 (31.2%; 1,744) are within the Carlisle district.

Five of Carlisle’s wards sit within the top 10 highest ward rates in Cumbria for criminal

damage offences in 2018-19 (Castle, 45.4 per 1,000; Morton, 31.5; Currock, 26.4;

St Aidan’s, 26.1; Upperby, 19.6). Castle ward has the highest rate of all Cumbria’s

wards, 4.9 times higher than the rate for England and Wales (9.3 per 1,000). Almost

one third (31.4%; 1,691) of criminal damage offences in 2018-19 are within the district.

Three of Carlisle’s wards are within the highest ward rates in Cumbria for arson

offences in 2018-19 (Castle, 1.5 per 1,000; Upperby, 1.5; Denton Holme, 1.2). Over

one quarter (26.2%; 53) of the county’s arson offences in 2018-19 are within the

district.

Carlisle district has the highest rate for individual hate crimes in 2018-19 (2.6 per

1,000). Five wards are within the highest ward rates in Cumbria for individual hate

crimes in 2018-19 (Castle, 11.4 per 1,000; Currock, 5.0; Botcherby, 3.9; Upperby, 3.9;

Morton, 3.5). Castle ward has the highest rate of all Cumbria’s wards, 7.6 times higher

than the Cumbria rate (1.5 per 1,000). Over one third (37.5%; 304) of all Cumbria’s

hate crime types in 2018-19 are in the Carlisle district. The district has the highest

quarter (27.2%; 2,466) of all reported anti-social behaviour incidents in 2018-19 are in

the Carlisle district. Within Carlisle there are two wards within the top 10 highest ward

rates in Cumbria for anti-social behaviour in 2018-19 (Castle, 108.0 per 1,000; Currock,

45.9).

The second highest rate for youth anti-social behaviour in 2018-19 is in the Carlisle

district (6.2 per 1,000). The district accounts for over one quarter (28.4%; 669) of all

reported youth anti-social behaviour incidents in 2018-19. Castle ward is within the top

10 highest ward rates in Cumbria for youth anti-social behaviour in 2018-19

(25.1 per 1,000).

Carlisle has the largest proportion of offenders (both adult and juvenile) who re-offend

(39.0%; October 2016 to September 2017) larger than the proportion in both the North

West and England and Wales (29.0% and 29.4% respectively). Carlisle, along with

Allerdale, has the highest average number of re-offences per re-offender, both adult

and juvenile (4.5).

Two wards sit within the highest ward rates in Cumbria for drug trafficking offences in

2018-19 (St Aidan’s, 2.0 per 1,000; Currock, 1.0).

The lowest rate of alcohol-specific mortality (male, all ages) in Carlisle is 11.6 per

100,000 population (DSR) 2015-17 similar to the rate for England (14.5 per 100,000)

but better than the North West (19.4).

Carlisle along with Barrow-in-Furness had the highest number of alcohol specific

female deaths in 2015-17 (13 for each district). The rate in Carlisle (7.2 per 100,000

population, DSR) is similar to the rate in the North West (10.4) but worse than that of

England (7.0).

The rate of alcohol-specific hospital admissions, all persons, all ages in 2017-18

(558 per 100,000 DSR) is similar to the England rate (570) and better than that of the

North West (818).

Carlisle is the only district to see a decrease in the rate of alcohol-specific hospital

admissions for under 18s in 2015-16 / 2017-18. The Carlisle rate of 31.4 per 100,000

population (crude rate) is similar to the rate for both England and the North West

(32.9 and 47.6 respectively).

Denton Holme ward is within the top 10 highest ward rates in Cumbria for deliberate

3.4.9 Road safety

Killed and Seriously Injured rate in 2018 (0.7 per 1,000 population) is 1.5 times higher

than the national (England and Wales) rate of 0.5 per 1,000. Carlisle has the highest

proportion of the county’s child KSIs in 2018 (33.3%; 8).

The rate for all reported road casualties in Carlisle in 2018 (3.4 per 1,000) is 1.3 times

higher than the rate for England and Wales (2.6 per 1,000).

3.5.1 All crime

Harbour ward has the third highest rate for all crime in 2018-19 of all Cumbria’s wards

(295.9 per 1,000).

3.5.2 All crime – alcohol related

Alcohol related crime rate in 2018-19 (8.9 per 1,000) is higher in Copeland than the

Cumbria average (8.5). Harbour ward has the second highest rate for alcohol related

crime in 2018-19 (59.6 per 1,000).

3.5.3 Acquisitive crime

Copeland has the smallest proportion of theft from a motor vehicle crimes in Cumbria

in 2018-19 (9.7%; 67); however there is one ward within the top 10 highest ward rates

in Cumbria for theft from a motor vehicle 2018-19 (Ennerdale, 4.1 per 1,000).

Copeland has two wards within the top highest rates for burglary (residential) in

2018-19 (Harbour, 6.0; Sandwith, 5.6).

Lowest rate for burglary (commercial) in 2018-19 of all the districts (1.2 per 1,000).

Harbour ward ranks within the top 10 highest ward rates in Cumbria for burglary

(commercial) in 2018-19 (5.7 per 1,000).

3.5.4 Violent crime

The rate for violence against the person in 2018-19 (30.6 per 1,000) is higher than the

rate for Cumbria and nationally (England and Wales) (28.5 and 28.4 respectively). Two

wards rank within the top 10 highest ward rates in Cumbria for violence against the

person in 2018-19 (Harbour, 113.2; Hensingham, 54.3).)

Copeland’s rate for stalking and harassment offences in 2018-19 (8.4 per 1,000

population), is higher than the national (England and Wales) rate of 7.6. Three wards

sit within the top 10 highest ward rates in Cumbria for stalking and harassment

offences in 2018-19 (Haverigg, 18.8 per 1,000 population; Harbour, 15.8 and

Mirehouse, 15.5). The rate for Haverigg ward is 2.5 times higher than the national rate

(7.6).

The rate of alcohol related violence against the person offences in Copeland in

2018-19 is the second highest of all the districts (6.1 per 1,000), higher than the

Cumbria average (5.4). Harbour ward is within the top 10 highest ward rates in

Cumbria for alcohol related violence against the person offences in 2018-19

(39.4 per 1,000); this is 7.3 times higher than the Cumbria average (5.4).

Copeland’s rate of sexual offences in 2018-19 (3.0 per 1,000) is higher than the

national (England and Wales) rate (2.8). Two wards are within the top 10 highest ward

rates in Cumbria for sexual offences in 2018-19 (Harbour, 8.6; Haverigg, 7.0).

Harbour ward has the highest rate for alcohol related sexual offences of all Cumbria’s

wards in 2018-19 (2.9 per 1,000); this is 9.3 times higher than the Cumbria rate (0.3).

Rate for domestic abuse offences in 2018-19 (18.6 per 1,000) higher than the average

for the county (16.5). Second highest proportion of repeat victims of domestic abuse

(43.8%; 557).

Rate of hospital admissions for violent crime (including sexual violence), 27.6 per

100,000 population (DSR) 2015-16 to 2017-18 is better than England (43.4 per

100,000).

rate (9.3).

Three wards are within the highest ward rates in Cumbria for arson offences in 2018-19

(Cleator Moor South, 2.3 per 1,000; Kells, 1.6; Haverigg, 1.4).

Copeland has two wards within the highest ward rates in Cumbria for individual hate

crimes in 2018-19 (Harbour, 5.2 per 1,000; Sandwith, 3.5).

3.5.6 Anti-social behaviour and re-offending

Harbour ward is within the top 10 highest ward rates in Cumbria for anti-social

behaviour in 2018-19 (85.0 per 1,000), the third highest rate of all Cumbria’s wards,

and 4.7 times higher than the rate for Cumbria (18.2 per 1,000).

Harbour ward is within the top 10 highest ward rates in Cumbria for youth anti-social

behaviour in 2018-19 (11.7 per 1,000).

The proportion of re-offending amongst both adults and juveniles in Copeland (31.8%,

October 2016 to September 2017), is larger than that in the North West (29.0%) and

England and Wales (29.4%). Copeland has the second highest average number of

re-offences per re-offender, both adult and juvenile (4.4).

3.5.7 Drug and alcohol misuse

Unity Whitehaven has seen a decrease in overall client numbers (new referrals and

existing clients) for both drug and alcohol misuse in 2018-19 compared to 2017-18

(-38.2%; -126) the largest decrease of all the Unity areas in Cumbria. Unity Whitehaven

has the largest proportion of male clients (74.0%; 151).

Harbour ward sits within the highest ward rates in Cumbria for drug possession

offences in 2018-19 (5.4 per 1,000). Harbour ward has the third highest rate for drug

trafficking offences in 2018-19 of all Cumbria’s wards (1.8 per 1,000).

Alcohol-specific mortality (male, all ages) in Copeland is 20.6 per 100,000 population

(DSR) 2015-17, similar to the rate for England and the North West (14.5 and 19.4 per

100,000 respectively).

The rate of alcohol-specific hospital admissions, all persons, all ages in 2017-18

(527 per 100,000 DSR) is similar to the England rate (570) and better than that of the

3.6.1 All crime

Eden has the second lowest crime rate for all crime in 2018-19 of all Cumbria’s districts

(50.9 per 1,000 population), lower than the rate for both Cumbria (73.6) and England

and Wales (89.5). Eden had the lowest proportion of all crimes in 2018-19 (7.3%;

2,693).

3.6.2 All crime – alcohol related

Lowest alcohol related crime rate in 2018-19 of all the districts (5.0 per 1,000). Smallest

proportion of all crime that is alcohol related (7.3%; 266). Penrith West ward is within

the top 10 highest ward rates in Cumbria for alcohol related crime in 2018-19 (20.6 per

1,000).

3.6.3 Acquisitive crime

Smallest proportion of theft of a motor vehicle crimes in Cumbria 2018-19 (8.4%; 27).

Three wards within the top 10 highest ward rates in Cumbria for theft of a motor vehicle

2018-19 (Brough, 2.2; Askham, 2.1; Penrith West, 1.6 per 1,000).

Along with Carlisle, the district has the highest rate for theft from a motor vehicle in

2018-19 (1.8 per 1,000), higher than the average for Cumbria (1.4) but lower than the

rate for England and Wales (4.8). Eden has four wards within the top 10 highest ward

rates in Cumbria for theft from a motor vehicle 2018-19 (Askham, 5.7; Penrith South,

4.5; Brough, 3.9; Orton with Tebay, 3.6). Askham has the highest rate of all Cumbria’s

wards.

Although Eden has the lowest crime rate for burglary (residential) in 2018-19 (1.5 per

1,000), Crosby Ravensworth ward ranks within the top highest rates (5.1 per 1,000).

Second highest rate for burglary (commercial) in 2018-19 (1.9 per 1,000), higher than

the average for Cumbria (1.6) but lower than the rate for England and Wales (2.2).

Three of Eden’s wards rank within the top 10 highest ward rates in Cumbria for burglary

(commercial) in 2018-19 (Dacre, 5.5; Penrith West, 4.8; Askham, 4.3).

3.6.4 Violent crime

Lowest rate for violence against the person in 2018-19 (17.4 per 1,000), lower than the

national rate (28.4).

Four of Eden’s wards sit within the top 10 highest ward rates in Cumbria for controlling

/ coercive behaviour offences in 2018-19 (Appleby, 1.7 per 1,000 population;

Kirkoswald, 1.4; Penrith Pategill, 1.4 and Dacre, 1.4).

Lowest rate for alcohol related violence against the person offences in 2018-19

(3.3 per 1,000). However Penrith West ward is within the top 10 highest ward rates in

Cumbria for alcohol related violence against the person offences in 2018-19 (12.4 per

1,000).

Eden’s rate for sexual offences in 2018-19 (2.4 per 1,000) is the lowest of all Cumbria’s

districts, and lower than both the Cumbria and national (England and Wales) rate

(3.3 and 2.8 respectively). However, two wards in Eden sit within the top 10 highest

ward rates in Cumbria for sexual offences in 2018-19 (Ullswater, 10.5 per 1,000;

Penrith Pategill, 9.9).

Two of Eden’s wards sit within Cumbria’s highest ward rates in Cumbria for alcohol

related sexual offences in 2018-19 (Askham, 1.4; Penrith West, 1.0).

Rate for domestic abuse offences in 2018-19 (9.5 per 1,000) lower than the Cumbria

average (16.5). One third (33.0%; 165) were repeat victims of domestic abuse in

2018-19.

Penrith West ward is within the top 10 highest ward rates in Cumbria for anti-social

behaviour in 2018-19 (42.5 per 1,000).

Within Eden there are two wards within the top 10 highest ward rates in Cumbria for

youth anti-social behaviour in 2018-19 (Penrith South; 14.9 per 1,000; Penrith West,

9.8).

The proportion of re-offences across both adult and juvenile offenders between

October 2016 to September 2017 is 19.3%, smaller than the proportion in both the

North West and England and Wales (29.0% and 29.4% respectively).

3.6.7 Drug and alcohol misuse

Unity Penrith has the second largest increase in overall client numbers (new referrals

and existing clients) for both drug and alcohol misuse in 2018-19 compared to 2017-18

(+23.9%; +39). Unity Penrith has the largest proportion of female clients (38.1%; 77).

New referrals in 2018-19 have increased by +19.3% (+16) compared to 2017-18.

Three wards in Eden are within the highest ward rates in Cumbria for drug possession

offences in 2018-19 (Penrith South, 5.6 per 1,000; Appleby, 4.3; Askham, 4.3). Three

wards sit within the highest ward rates in Cumbria for drug trafficking offences in

2018-19 (Hesket, 1.5; Orton with Tebay, 0.7; Askham, 0.7).

Eden had the lowest rate of alcohol-specific hospital admissions, all persons, all ages

in 2017-18 (213 per 100,000 DSR) of all the districts, better than both England and the

North West (570 and 818 respectively).

The rate of alcohol-specific hospital admissions for under 18s (25.4 per 100,000 crude

rate) in 2015-16 / 2017-18 is the lowest of all the districts. Eden’s rate is similar to

England (32.9) and the North West (47.6).

Ullswater ward falls within the top 10 highest ward rates in Cumbria for all fires in

2018-19 (5.2 per 1,000).

South Lakeland has the lowest crime rate for all crime in 2018-19 of all Cumbria’s

districts (50.4 per 1,000 population), lower than the rate for both Cumbria (73.6) and

England and Wales (89.5). One ward within the top 10 highest ward rates in Cumbria

for all crime in 2018-19 (Kendal Town, 168.6 per 1,000).

3.7.2 All crime – alcohol related

Second lowest alcohol related crime rate in 2018-19 (6.3 per 1,000). Kendal Town

ward is within the top 10 highest ward rates in Cumbria for alcohol related crime in

2018-19 (26.3 per 1,000).

3.7.3 Acquisitive crime

Rate for burglary (commercial) in 2018-19 (1.7 per 1,000) is higher than the average

for Cumbria (1.6) although lower than the rate for England and Wales (2.2). Sedbergh

and Kirkby Lonsdale ward ranks within the top 10 highest ward rates in Cumbria for

burglary (commercial) in 2018-19 (4.3 per 1,000).

3.7.4 Violent crime

Second lowest rate for violence against the person in 2018-19 (17.9 per 1,000), lower

than the national rate (28.4). Kendal Town ward ranks within the top 10 highest ward

rates in Cumbria for violence against the person in 2018-19 (53.7).

Second lowest rate after Eden for alcohol related violence against the person offences

in 2018-19 (3.9 per 1,000). However Kendal Town ward is within the top 10 highest

ward rates in Cumbria for alcohol related violence against the person offences in

2018-19 (13.1 per 1,000).

South Lakeland’s rate for sexual offences in 2018-19 (2.8 per 1,000) is similar to

England and Wales (2.8) and lower than the Cumbria average (3.3).

Kendal Town ward sits within Cumbria’s highest ward rates in Cumbria for alcohol

related sexual offences in 2018-19 (1.3 per 1,000).

Rate for domestic abuse offences in 2018-19 (9.8 per 1,000) lower than the Cumbria

4.14.2 Child Sexual Exploitation

According to the Crime Survey for England and Wales (Office for National Statistics, 2019a)

new experimental statistics show that the police in England and Wales flagged 60,685 crimes

as involving child sexual abuse in 2018-19 and 13,133 as involving Child Sexual Exploitation

(CSE). There have been changes to police recording practices and the survey acknowledges

that data quality is variable across police forces, although expected to improve over time.

Child Sexual Exploitation in Cumbria is recognised as an area of concern. However, through

working with partners it has been determined that Cumbrian data regarding CSE is not

accurate enough to include within this assessment for 2018-19 and could be misleading.

Further work will be completed in 2020 to provide information in this area. If further information

is required in the meantime, Cumbria Constabulary should be contacted directly.

Additional feedback from AWAZ Cumbria suggests that organisations supporting minority
