About the Creative Industries Sector Immediate Response and Resilience Program

In response to the unprecedented change and financial impacts as a result of COVID-19, the Northern Territory Government has approved a Creative Industries Sector Immediate Response and Resilience program to allocate resources to provide practical and business continuity support to the arts sector. The objectives of the program are to: provide a level of continuity for artists, arts workers and not-for-profit arts organisations impacted by

enable artists to explore new ways to engage with communities, develop and showcase their work

support innovative, sustainable and accessible on line platforms for the arts

present the artistic talent and work on offer within the Northern Territory

A healthy, vibrant artistic and cultural sector is critical to the health and wellbeing of our community, and will also underpin the Territory’s recovery. The grants application and assessment process has been simplified to enable recipients to commence as soon as possible. Please note that the Indigenous Visual Arts Industry Support Program will be facilitated through the Indigenous visual arts peak bodies, Desart and Arnhem, Northern and Kimberley Artists (ANKA), to provide intensive support to Aboriginal art centres, artists and arts workers.

General Eligibility

Who can apply?

Individuals

Individual applicants and sole traders must be Australian citizens or have permanent residence status, be over 18, and current residents of the NT. Employees of the NT Government are ineligible where there is a direct conflict of interest.

Groups

Groups not legally constituted must identify an individual in the group to be legally and financially responsible for the grant. The responsible individual must meet the above criteria for individuals.

Organisations

Organisations must be legally constituted and not-for-profit, and have their main place of business registered in the NT.

For profit businesses are ineligible, but may be able to partner with eligible applicants.

Grant Administration

All eligible grant applicants including individuals, sole traders, groups, unincorporated associations, not for profit organisations must have an ABN which matches the name of the bank account into which the funds are to be paid. Applicants that are not able to provide an active ABN and bank account in the same name, will need to nominate an eligible administrator for the grant.

Arts NT encourages applicants requiring an administering body to consider NT not for profit arts organisations funded through Arts NT. The name of the administrator must match the name of the ABN and the bank account. It is the applicant’s responsibility to ensure the administering body endorse their application prior to application closing date.

What activities can be funded?

Activities may include:

research, development and creation of new artistic works

innovative use of technology, online platforms, live streaming to develop and show case new work, reach audiences and develop online communities and engagement

skills development including participation in online workshops or skills development activities

support for emerging artists in the first five years of professional practice

grant funding must be allocated and expended locally in line with the Buy Local policy

What is not funded?

capital and equipment, excluding equipment necessary to film activities and basic IT equipment to manage on line delivery such as video cameras, one-off software license fees relevant for the creation, live streaming and showcasing of arts projects on digital platforms

applicants and administrative bodies with outstanding acquittal reports – refer note below

insolvent applicants or applicants under administration – refer note below

activities that have already started or been completed prior to application or notification

film or screen activities (refer to the Screen Industry Support and Content Development Program)

for profit business activities

multiple applications from one applicant per Project Round will not be accepted

applications involving international or intrastate travel are not eligible.

Note: Any applicant or administrative bodies that have outstanding acquittals should contact Arts NT who

will work with you to resolve any outstanding acquittal issues and to support where possible, access to the

Application

How to apply

Applications must be made online through GrantsNT on the NT Government website at https://grantsnt.nt.gov.au

All applicants operating with an ABN including individuals and sole traders need to create an organisation profile in Grants NT in order to apply.

Assessment and Notification

Assessment Criteria

Your application will be assessed against the following:

meeting of grant objectives

artistic merit – innovation, quality and creativity

benefits to the applicant, their arts practice, the NT community and regions

capacity to develop new networks, collaborations and partnerships

Assessment Process

Arts NT performs an eligibility check on your application. You will receive an email if there are any reasons your application is ineligible.

Notification

After your application is assessed you will be notified of the outcome. Successful applicants will then receive:

a letter of offer a Funding Agreement outlining the conditions of funding a fact sheet outlining funding acknowledgement requirements a fact sheet outlining self-acquittal where applicable a request for your payment details (Vendor Form).

You and your administering body ( if applicable) must sign and return the funding agreement to Arts NT before a grant can be paid. It is recommended that activities dependent on grant funding do not start until the funding agreement is signed.

Acquittal Report

Grant acquittal requirements are outlined in the funding agreement.

You will need to submit an acquittal report online through GrantsNT no later than 13 weeks after the agreed activity completion date including:

an artistic and statistical report a signed income and expenditure statement for the project images (minimum 1MB in size) or links to online content about the project

The Digital Adaptation Program supports artists and arts workers, arts groups and not for profit arts organisations to establish an on-line presence, develop online content, establish e-commerce platforms, ensure business continuity and allow for remote operations.

CHANNEL NT – Virtual Territory

This Program will enable the creative industries sector to further connect with the broader community through digital channels showcasing Territory artists existing and new content. Through Channel NT and the Virtual Territory producer, our aim is to curate and showcase Territory artists through existing and new content and to connect with the broader community. Working with Arts NT, the Virtual Producer will establish the online platform (including terms and conditions of the platform and copyright owner consent arrangements), develop and oversee content curation and management. Grant funding is available to support artists and creatives develop content for use through Channel NT and other relevant channels.

Territory Arts Projects

A healthy, vibrant artistic and cultural sector is critical to the health and wellbeing of our community, and will also underpin the Territory’s recovery. With the easing of restrictions across the Territory, grants will support NT artists and arts workers to develop and create new works and explore new ways to increase participation in arts and culture.

Funding Available

Up to $20,000 per applicant for arts projects and up to $15 000 for emerging artists (less than five years professional practice)

General Requirements

The following requirements are applicable across the NT Arts Grants Program. You are required to demonstrate and / or declare compliance with these requirements on your Grants NT application.

Aboriginal Australian Cultural Protocols

All applicants to the Creative Industries Sector Immediate Response and Resilience Program must adhere to the Australia Council’s Indigenous Protocols Guides when working with Aboriginal artists and communities or Aboriginal cultural material. The protocols and principles include respect, control, confidentiality, consultation and consent, integrity and authenticity, attribution and copyright.

If your activity involves Aboriginal Cultural Content, you will need to complete the Aboriginal Cultural Content section in Grants NT. Clearly identify whether Aboriginal Australians are leading, conceiving, participating or have been consulted.

Working with Children Protocols

Applicants must adhere to the Australia Council for the Arts’ Protocols for Working with Children if the activity involves the depiction of children in works, exhibitions and publications. You will need to declare that you satisfy the protocols in your application online.

Applicants must also comply with the Northern Territory Care and Protection of Children Act (if their activity involves children under 18 years old. This means that you need to hold a Working with Children Clearance Notice and Ochre Card (available from the NT Police). Arts NT may request proof of an Ochre Card from all key participants.

Insurance

You must obtain and maintain relevant insurance necessary for the funded activity, or which is reasonably required due to the nature of the funded activity.

Buy Local Plan

The primary objective of the Buy Local Plan is to ensure that the largest possible proportion of every dollar spent by the Northern Territory Government stays in the Territory and delivers benefits for the local economy and community.

Grant funding recipients must acknowledge the Northern Territory Government’s commitment to the development of local business and industry, and support Territory enterprises through the Buy Local Requirements. The recipient must, (except in those cases where the recipient can reasonably demonstrate to the Territory that it is impractical for commercial, technical or other reasons to do so);

use labour, including apprentices and trainees and Aboriginal labour, available within the Northern Territory; and

use the services located and obtain goods available within the Northern Territory.

All applications must provide details of arrangements relating to copyright and intellectual property associated with the proposed activity. This includes details about authenticity, cultural ownership and appropriate contracts to artists for the publishing of their work.

Confidential information and privacy

The personal information you must provide in an application is necessary to assess eligibility for a grant and related contact purposes. If you do not provide the requested details, Arts NT may not be able to process your application. Applicant information is held by the Department of Tourism, Sports and Culture and managed in accordance with the Information Act (NT).

By signing the application form, you consent to your personal information being provided to the Department of Tourism, Sports and Culture for the purpose of promoting and reporting the outcomes of the grant program, which may be in the form of a public announcement by the Minister. This includes, but may not be limited to, the organisation’s name or nominated executive officer, funded project description, funded amount and location.

You can access and update personal information you provide to Arts NT. Please do not hesitate to contact Arts NT if you need further information or have any concerns. To assist in the promotion and development of arts and culture in the Northern Territory, information may be shared with Commonwealth, State and Territory agencies and the media.

Conflict of interest

You must declare any conflicts of interest on application and to the best of your knowledge, no conflict exists or is likely to arise in the performance of a Funded Activity or your obligations under this funding agreement.
