I. EXECUTIVE SUMMARY The Philippine Mining Development Corporation is a government-owned and controlled corporation under the Office of the President. It is mandated to develop, operate, manage or dispose state-owned mining properties by itself or in partnership with qualified investor or contractor. PMDC is a SEC-registered corporation that receives no budget allocation from the Department of Budget and Management (DBM). Philippine Mining Development Corporation is guided in its motto “Creating Wealth, Enriching Lives”. Steadfast to continuously provide quality Corporate Social Responsibility (CSR) programs and projects to uplift the lives of the host communities and the neighboring barangays within the Diwalwal Mineral Reservation Area. The PMDCs Corporate Social Responsibility has four pillars which focuses on H.E.R.O Programs. PMDC also conducts a Stakeholders’ Satisfaction Survey annually to gauge the satisfaction of PMDC’s customers on the services and assistance provided by the company. These include the Partners-Operators, the CSR beneficiaries which encompasses the people in the community, and the local community leaders. The survey result shall also serve as PMDC’s guide in the further enhancement of the implementation of programs/projects/activities (PPAs) and as a basis for the creation of subsequent PPAs. This is also one of the criteria in PMDC’s Performance Evaluation Scorecard specifically for SO3 of the strategic objectives set by the Governance Commission for GOCCs (GCG); “Sustained progressive communities through responsible mining”. PMDCs CY 2019 goal is to serve the Five Thousand (5,000) beneficiaries through its various programs, projects and activities within the Diwalwal Mineral Reservation Area.

HEALTH
Medicine Distribution Provided to Host Mining Communities and Neighboring
Barangays Cum Dispensed to Patients For several years, PMDC has been providing support to its mining host communities and neighboring barangays to easily access the basic health services through the provision of medicines. The Health Service Provider assigned in the barangays were in-charge of the consultation and distribution of medicines to the patients. The Barangay Local Chief Executives from the four (4) barangays and the Sangguniang Bayan Member of the Municipality of Monkayo have submitted resolutions addressed to the Chairman, President and CEO requesting PMDC to donate the excess medicines during the conduct of medical outreach in the DMRA. The said medicines provided augmentation in the implementation of the health programs in the four (4) barangays within DMRA. For the first and second quarter of CY 2019, a total of five hundred twenty-eight (528) patients had received and benefited from the donated medicines from the barangay consultation of the Health Service Providers.

Feeding Activity to Undernourished Children and School Based Children Throughout the years, Nutrition Month Celebration has been institutionalized by the schools and local government units as well as other stakeholders. For CY 2019, PMDC had participated in the culmination of nutrition month program of the four (4) barangays of DMRA with the theme “Kumain nang Wasto at maging Aktibo…. Push Natin to!”. The activity aimed to increase the participants’ awareness on the importance of healthy diet to avoid over/undernutrition and the risk of non-communicable diseases (NCDs). PMDC, in coordination with the Barangay Nutrition Scholars, Rural Health Midwives, Barangay Captains and the School Feeding Coordinators, had successfully implemented its Feeding Activity and IEC Campaign in the said areas. PMDC distributed nutritional kits to one hundred five (105) undernourished children ranging from 0 to 59 months old (or under 5 years old children) and the school-based children who are listed as undernourished based on the baseline data gathered by the School Feeding Coordinator. An Information, Education and Communication (IEC) campaign on Cyanide Management and Health Effects of Cyanide was also conducted during the Feeding Activity. A total of one hundred eighty-four (184) participants attended the IEC campaign including the parents of the under nourished children both in school and the barangay community members within the Diwalwal Mineral Reservation Area

Medical and Dental Mission Cum Good Grooming Activity PMDC conducted its annual medical and dental mission cum good grooming activity in the host communities and neighboring barangays within the Diwalwal Mineral Reservation Area. PMDC in partnership with the Municipal Local Government Unit of Monkayo, Davao de Oro; Barangay Local Government Units (BLGU) of Upper Ulip, Mt. Diwata, Tubo – Tubo and Naboc; and the 25th IB, 10th ID Philippine Army had made the activity successful. One thousand four hundred forty-five (1,445) attendees received free medical care and services which included free medical and dental check-up, tooth extraction, basic laboratory tests such as blood typing, blood sugar testing, urinalysis, hemoglobin counting, and free complete dosage of medicine and vitamins. The 25th Infantry Battalion, 10th ID Philippine Army has also provided free consultation and free haircutting services in the four barangays

An Information, Education and Communication (IEC) campaign on Advancing Gender and Development in Environmental Decision – Making was also conducted during the medical and dental mission to apprise the host communities and neighboring barangays about the environmental situation in the DMRA. A total of one thousand one hundred sixty-five (1,165) community members attended the activity.

Food Assistance to the Health Workers and Personnel of the Philippine National Police in Barangay Mt. Diwata and 25th IB, 10th ID Philippine Army
and CAFGU in Barangay Upper Ulip For CY 2019, PMDC had provided food assistance to Barangay Mt. Diwata’s 28 barangay health workers and 16 Philippine National Police (PNP) personnel assigned therein. One hundred sixteen (116) personnel from the 25th IB, 10th ID Philippine Army and CAFGU of Sitio Depot, Barangay Upper Ulip, Monkayo, Davao de Oro were also provided the same assistance. The rationale of the support is to ensure that PMDC employees and partner operators can work and perform their duties and responsibilities effectively for the benefit of the residents living in the DMRA.

Water System Beneficiaries The Community Relations staff of PMDC had monitored the usage of its water system project located in the Mabatas Complex. The water system had provided its services to the most of the clan owners who resides in Sitio Depot, Barangay Upper Ulip, one (1) National High School and one (1) Elementary School situated at Sitio Depot, Barangay Upper Ulip, Contractors from GJTF and Andrew Construction and Supply, and the 25th IB,10th ID Philippine Army. A total of five hundred forty-eight (548) water system beneficiaries have accessed the water system implemented by the PMDC.

Brigada Eskwela PMDC has been actively participating in the conduct of Brigada Eskwela in the host communities and neighboring barangays within the DMRA. Its primary objective is to promote and strengthen the partnership with the Department of Education (DepEd) and other stakeholders within the DMRA. PMDC Community Relations Team had provided and distributed materials needed in the refurbishing and beautification of the classroom in six (6) elementary schools within the DMRA. A total of two thousand three hundred fifteen (2,315) students in six (6) elementary schools in the DMRA had benefited by the materials provided by the PMDC

ENVIRONMENT
Tree Planting Activity Cum Information, Education and Communication (IEC) Campaign
A Tree planting activity was conducted in adherence to the principles of Responsible Mining & Sustainable Development and as part of the Corporate Social Responsibility (CSR) H.E.R.O programs of PMDC. PMDC participated in the National Greening Program under the major programs of the Department of Environment and Natural Resources (DENR). It aimed to accelerate rehabilitation and reforestation of unproductive denuded and degraded areas near the school premises and Mabatas Processing Zone within DMRA. The activity enhanced and encouraged the participation of the students to plant trees especially the Grade 10 and Grade 12 students as it is one of the pre-requisite activities prior to their graduation. Private sector, local government units, organized upland communities, and other relevant stakeholders also participated in the National Greening Program within the DMRA.

A total of five hundred seventy-five (575) participants attended the IEC campaign during the conduct of Tree Planting Activity in three (3) barangays within the DMRA. Information, Education Communication (IEC) campaign was integrated also during the Tree Planting activity, Medical and Dental Mission, Feeding Activity and during the Galerio Environmental Impact Study in order to enhance the awareness of the host communities, students, teachers and other stakeholders specifically on the topic of Cyanide Management and Health Effects of Cyanide and Advancing Gender and Development in Environmental Decision-Making.

RURAL INFRASTRUCTURE
Mabatas Water System Project Beneficiaries The Mabatas Water System Project that were implemented by the PMDC is one of the projects under the H.E.R.O Program of the PMDC Corporate Social Responsibility Division. Its main objective is to improve the water supply and sanitation facilities of the underserved populace located mainly in Sitio Depot, Barangay Upper Ulip, Monkayo, Compostela Valley Province. The water system project had contributed to the improvement of health and nutrition, and easier access of basic needs of the people which resulted to more developed and better day to day living conditions of the community people in Sitio Depot. Other benefits also include improved school attendance due to better health and reduced water carrying burdens, especially for the kids and increasing environmental sustainability and elimination of unsafe sanitation practices. The water system has been able to provide services to the five hundred sixty-nine (569) beneficiaries which is from the two construction firms, Rod/BallMill and CIP owners/operators of the Mabatas Processing Zone, members of the Oligario – Latiban Clan, personnel of the 25th IB, 10th ID Philippine Army, pupils and teachers of Depot Elementary School and Depot Ancestral Domain National High School.

Tribal Hall Turn Over Cum Seedlings Turn Over to Barangay Tribal Council Elders and Leaders
The turned-over program of the Tribal Hall from the PMDC to the Barangay Tribal Council Elders and Leaders (BTCEL) was held last November 8, 2019 at Barangay Tribal Hall, Barangay Upper Ulip, Monkayo, Compostela Valley Province. Ms. Rachel Ann C. Bersamera, PMDC HRAD Manager, in behalf of the Chairman, President & CEO delivered an inspirational message to the BTCEL of Barangay Upper Ulip. A symbolic turn-over of seedlings was also handed to BTCEL of Upper Ulip which will also be distributed to its members as a sign for their active participation for the National Greening Program of the Department of Environment and Natural Resources.

OPPORTUNITIES TO EARN PROGRAM The Community Relations Team had conducted a consultative meeting with the Barangay Council and other stakeholders in identifying the right beneficiaries for the opportunities to earn program of the CSR. Upon the consultation it was identified and recommended that the Women’s Organizations of the host and neighboring communities among all other People Organization is capable implementing and managing livelihood program thus making them the target beneficiaries for the PMDC OTEP Activities. Gender and Development (GAD) Survey was also conducted to the members of the PO, and the result were used as basis to know what are types of the training and business/livelihood opportunities were needed by the members of the community. The PMDC was also able to collaborate with the Technical Education and Skills Development Authority (TESDA) Region XI as their partner in implementing the skills training for the Opportunities to Earn Program. TESDA has provided skills training to two (2) People’s Organization capable of managing micro-enterprise in order to sustain and expand access to employment and livelihood program opportunities for the general welfare of the host communities and neighboring barangays in the DMRA. Per Magna Carta of Women SEC. 23. Right to Livelihood, Credit, Capital, and Technology, the State shall ensure that women are provided with the following:
a) Equal access to formal sources of credit and capital; b) Equal share to the produce of farms and aquatic resources; and c) Employment, livelihood, credit, capital and technology; d) Skills training, scholarships, especially in research and development

The Community Relation Team had conducted general assembly meeting with the Women’s Organization of Barangay Upper Ulip to validate the Organization if they are ready to implement the dressmaking project because during the first consultation, only few members had attended the meeting and signify their interest to attend the skills training that’s why the Community Relations Team had decided to set another meeting for the attendees of the skills training held at Tribal Hall, Barangay Upper Ulip last December 10, 2019. The Women’s Organization had decided also that the skills training for dressmaking will be conducted next year 2020 because they were very busy for the Christmas party of their children in school and organization parties. The handicraft making was supposedly to be conducted to Mt. Diwata Women’s Organization but it was postponed for the reason that mostly of the members were busy attending their day to day economic activity. One of the Barangay Kagawad and also a member of the Women’s Organization asked if PMDC can provide a training allowance to the attendees. The Community Relations Team were able to explain to them that PMDC cannot provide the training allowance for the participants but the food and snacks, materials needed for the training will be provided for the whole duration of the training.
