‘A Garden Village for the 21st Century’• The vision is to create a holistically planned new community where

the design, landscaping, open space and public realm are vital elements of the whole development. This is supported by a strategy for the long-term management and maintenance of the spaces and the promotion of a range of lifestyle choices for residents

• Facilitating lifestyle choices includes enhancing travel options available to residents

• Key aspect of this is through the implementation of a Travel Plan

Background and Overview of Tadpole Garden Village

• Challenge for the Borough set out in the Local Plan – 22,000 new homes to be built between 2011-2026

• Tadpole Garden Village was one of seven allocated sites identified in the Local Plan to deliver the housing required

• Mixed use development comprising:- Approximately 1,695 new homes- Employment use (estimated to generate 500 jobs)- New primary school (in addition to Tadpole Academy C of E)- Other community facilities including local shops, a pub,

healthcare facilities, allotments and play areas)- Nature Park

• Development received planning permission in September 2012

• Construction started on site in Nov 2013

• To be delivered in 4 phases over the next 10 years

Off-Site Infrastructure & Education• There will also be a number of off-site improvements (both ‘hard’

and ‘soft’) to the walking and cycling network and public transport in the immediate and surrounding area :

1. Contributions to the provision of road safety education (including literature and educational sessions) in a number of local schools in order to raise road safety awareness

2. Contributions towards Casualty and Congestion Reduction measures within the Northern sector and necessitated by the development.

3. Contributions towards the delivery of the Northern Development Area Bus Rapid Transit Route

Progress to Date• Two house builders – Crest SW and DWH

• Approx. total 40 households occupied on site at present

• Issuing and processing of Travel Vouchers and Travel Information Guides

• Ongoing Sales Staff training to all house builders and housing associations on site, with regular refreshers

• Meetings with both main bus operators in Swindon, Stagecoach and Thamesdown with regards to tendering for a bus service into the site (ahead of S106 timescales) to facilitate sustainable travel journeys from the outset

• Personalised Travel Planning for residents.

Going Forward• Ongoing Sales Staff training and meeting with different Housing

Associations on site (3 in total due to come on site)

• Continuing promotion of the Travel Plan and its measures i.e. £50 Travel Voucher for residents

• Working on launch of the website and ‘Travel’ webpage for residents to easily access travel information with all the relevant and up-to-date information available including bus timetables, walking and cycling route maps etc.

• Working with PREIM (Management Company) to produce the Residents Community Newsletter

Monitoring and Review Processes

• Key element of the Travel Plan

• Both qualitative and quantitative data will be collected at the development in order to fully understand the travel patterns and behaviour and the effects of the Travel Plan measures

• Automatic Traffic Counters (ATC) at site accesses to survey number of trips in and out of the site

• Travel survey questionnaires carried out on residents at the end of Phase 2, 3 and 4
