Creatieve Stad Den Haag 2008
programma.”
drie jaar is het programma ‘Creatieve
stad den Haag’ nu onderweg. drie ja-
ren waarin veel van de in 2005 gefor-
muleerde ambities zijn waargemaakt.
een periode waarin de geest van het
stimuleren van de creatieve economie
zich heeft verspreid. Zonder al te veel
tumult overigens. daar hebben we
bewust voor gekozen. Het stimuleren
van de creatieve economie is evenzeer
een kwestie van inventiviteit als van
weloverwogen beleid. Maar wel een
beleid waarin zichtbare resultaten
een goed gevoel en vertrouwen in de
toekomst geven. dit boek geeft goed
inzicht in deze resultaten.
Wat waren de uitgangspunten ook al weer?
creativiteit is in den Haag ruim voldoende
aanwezig.
the programme ‘Creatieve stad den
Haag’ has now been running for three
years. during this three-year period,
many of the ambitions that were for-
mulated in 2005 have come true. it’s
a period in which the spirit of stimulat-
ing the creative economy has spread,
and without a lot of commotion for
that matter. in fact, we consciously
chose to do that. stimulating the
creative economy is just as much a
question of inventiveness as it is of
well-considered policy. But a policy in
which visible results provide a good
feeling and confidence in the future.
this publication gives good insight in
these results.
so what were the basic principles behind
this? there’s plenty of creativity in the
Hague, but just as aimless knowledge is
actually no knowledge at all, creativity
stands little chance if it is hidden.
anyone who needs room to realise promis-
ing ideas can count on the support of
the creatieve stad programme, subject
to certain conditions, of course. that
basic principle has now become reality
in a very satisfactory way: many young
entrepreneurs have found accommodation
in buildings made available (and extensively
rebuilt!) by the municipality.
Work is now being carried out on a ‘map of
the creative city’. this will be a map that
customers can use to find creative talent in
the Hague, but also one that tourists can
use to find their way through this creative
city, for example. that’s a lot different
to a tour of the historical attractions of
the Hague.
aMbassador creatieve stad)
“In recent years, there’s been a new dynamism in
The Hague that we have to build on.”
“I’ve now established contacts in Istanbul and Tallinn,
among other places. Artists and institutions there have
reacted enthusiastically and eagerly to the programme.”

and this is actually an obligation that we
have to our city and our position. For most
people, the Hague is synonymous with a
place to live, justice and peace, and also
the beach. but the city has so much more
to offer. For example, there’s art and cul-
ture, innovation and a spirit of enterprise.
and the international character of the city
will increasingly determine its growth and
prosperity, and that of the region. now is
the time to give creatieve stad den Haag
this international image too, particularly
as the Hague is now one of the official
candidates for european capital of
culture 2018.
We can be proud of the gains we have
made in terms of ‘square metres’. We
can also be proud of the incentive Fund,
started to facilitate and support new
creative entrepreneurs. We have been able
to assess a huge number of interesting
proposals that stimulated our imaginations.
and which have made clear just how great
a potential the Hague actually has. a large
proportion of this spending is devoted to
entrepreneurs that have taken advantage
of the incentive Fund and their stories liter-
ally speak volumes.
sta(n)d verplicht. Wie den Haag zegt, zegt
nu in één adem residentie, recht en vrede
of strandpret.
aantal interessante voorstellen mogen
wint.
handschoen past.

genheid en economie
We would like to thank the countless
bodies that have lent their support to
creatieve stad den Haag, both in word and
deed. We would like to single out the eu in
particular, which has provided enormous
impetus to the project through a substan-
tial contribution from its d2 funding.
this was, moreover, justifiable support
within the context of the ‘lisbon objectives’
and the attention devoted to innovation.
We have every confidence that this good,
constructive collaboration will continue in
the years to come. a start has been made
and it is now a question of continuing to
tackle the issue. We don’t make it easy for
ourselves but if you don’t shoot, you don’t
score. or, in other words, he who dares,
wins. it’s not a proverb that comes from
‘ut Groen Geile boekie’, but it is one that
fits the Hague like a glove.

gebruiken, draag je bij aan een betere
uitstraling en economische groei. dit geldt
bijvoorbeeld voor de wijken net buiten het
centrum.
werk mag doen. Kunst maken en een
dik gevulde portemonnee is een zeer
zeldzame combinatie, zeker aan het
begin van een carrière; reden dat veel
kunstenaars hun atelier en presenta-
tieplek noodgedwongen in kraak- en
slooppanden inrichten.
Groenewegje 136, boekhorststraat 125,
Paviljoensgracht 133 en uilebomen 66.
een bijkomend voordeel: wanneer je
presentatieruimte voor kunstenaars in
straten plaatst die wel een impuls kunnen
advancing with the brake on. that’s
what artists do when they don’t know
where or for how long they can work.
Producing art and having a bulging
wallet is a very rare combination, cer-
tainly at the beginning of your career.
and it’s the reason why many artists
are forced to set up their studio and
gallery in squats and buildings that
are due for demolition.
creatieve stad is convinced that young
artists are an indispensable part of the
creative growth of the city. and a roof over
their heads is one of the things that the
municipality can provide. this is why the
creatieve stad den Haag programme has
expanded the space available for artists by
adding Groenewegje 136, boekhorststraat
125, Paviljoensgracht 133 and uilebomen
66, among other places. an additional
benefit of this is that by locating gallery
facilities for artists in streets that need an
impulse, you contribute to a more attrac-
tive appearance and economic growth.
this applies, for instance, to the neighbour-
hoods just outside the city centre. they
have an energetic, urban atmosphere and
yet they’re still quite affordable. an art
gallery (or studio) is a fine addition to the
various functions that the neighbourhood
has already.
by providing artists with permanent work-
ing and exhibition space, the number of
successful, exciting artists quickly grows.
this is a favourable development of which
creatieve stad is very proud. and it’s also
a development that has not gone unnoticed
outside the city limits!

iets leuks opzetten is één, het pro-
moten bij ‘het publiek’ een tweede
vereiste. of het nu gaat om een
modeshow, een nieuw bedrijf of om
een interessante bijeenkomst: het
krijgt pas waarde als anderen weten
wat er gaat gebeuren. Communicatie
is de allesbepalende factor, dat weet
de Creatieve stad ook. en daarom
is er een communicatie budget voor
bijzondere initiatieven.
get toekennen is puur bedoeld als steuntje
kanten. enerzijds krijgen bijzondere initia-
The importance of communication:
Show what you do!
setting up something nice is one
thing but promoting it to the public is
quite another. whether it’s a fashion
show, a new company or an interest-
ing meeting, it acquires value only if
others know what’s going to happen.
Communication is the deciding factor,
as Creatieve stad knows only too well.
which is why there’s a communication
budget for special initiatives.
creatieve stad supported a number of
special initiatives or ideas with a communi-
cation budget. Proposals received support
if they were strong in terms of content and
were implemented by a reliable, responsi-
ble organisation. and, of course, the plan
had to be creative and innovative enough
to meet the objectives of the creatieve
stad. allotting a budget is purely intended
as support. so where’s the catch? Well,
there actually isn’t one. on the one hand,
special initiatives get the exposure they
deserve and the initiators can profile
themselves more effectively. on the other
hand, the communication confirms the feel-
ing that the Hague bubbles and fizzes with
creative entrepreneurship.
gang gekomen. Vroeger moest je echt de juiste
mensen kennen. Nu er een structuur is, is het
allemaal heel helder.”
navid nuur (artist and aMbassador creatieve stad)
“There’s now an overview. Now we can see what is
happening and it’s leading to a movement. Before
that, you really had to know the right people. Now
that there’s a structure, everything is very clear.”

a good example of this is the networking

club of young creative talent has set up a
wealth of exciting initiatives over the last

munication budget, these initiatives could

legocom.

achieve that goal, legocom needs a cash
injection running into millions. and that
money isn’t there. at least, not now. “i’m
not going to abandon my dream just like
that. not at all!”
suBsidies and Funds
Just because shaina’s perfect vision can’t
be achieved at the moment, it doesn’t
mean she is doing nothing. on the
contrary, shaina is focusing on providing
personal guidance for fashion designers
– one of the cornerstones of legocom.
“i started with providing guidance for
artists with all sorts of specialities. this
often started with applying for subsidies
and funding. For ever form of art there
are different funding bodies and different
approaches, and there are already people
and companies offering help in this. i de-
cided to specialise in fashion. if you really
want to be useful you have to know your
way into this.” legocom received a con-
tribution from creatieve stad’s incentive

possibilities for helping fashion designers

for which i recruited sponsors. all of these
activities showed clearly that legocom can
be of real use to a fashion designer.”

legocom then arranged a communica-
tion budget for budike Jeans. “We needed
this badly if we were to launch budike
Jeans effectively. For example, we had a
comprehensive catalogue made, a website,
a logo…all the things that are crucial in
communicating a new brand.” Meanwhile
shaina managed to establish contact with
‘bread and butter’, the annual trade fair
in barcelona where every designer shows
his work. “You don’t just walk in there off
the street. it needed a whole programme
of presentation and communication. but,
it worked! We got a budget from the mu-

daarna volgde een modeshow op de Grote

aangetoond dat legocom echt iets kan
betekenen voor een modeontwerper.”
Creatieve stad den HaaG
legocom regelde vervolgens een com-
municatiebudget voor budike Jeans. “dit
hadden we hard nodig om de lancering
van budike Jeans goed aan te pakken. Zo
leggen bij ‘bread and butter’, dé jaarlijkse
beurs in barcelona waar iedere ontwerper
zijn werk wil laten zien. “Je komt er niet

op bread and butter deden we 250 zeer

budike Jeans. Maar soms is haar vak ook

snijvlak tussen kunst en commercie. dat

ontwerper naar het grote publiek. ik daag
uit, prik ideeën door, opper nieuwe ideeën.
uiteindelijk moet het allemaal leiden tot

shaina enjoys her work with budike Jeans
immensely but sometimes it’s also her job
to ‘fight’. “legocom works exactly where
art stops and commerce starts. they often
collide. i translate the designer’s ideas for
the general public. i challenge, puncture
ideas, put forward new ideas. Finally it
should all lead to a business plan, a vision,
a mission, a manifesto. in short, it should
lead to the basis of a new brand. that’s a
long road full of discussion and controver-
sy. a bike-artist for whom i worked once hit
the nail on the head when he called me a

stg.
Waarom in
onzichtbare gedeelte zichtbaar maken.”
oMsLaGPunt

deels economische achtergrond besefte
artiKraak is sometimes mentioned in the
same breath as the Kunstpassage founda-
tion. this is understandable but it’s not
entirely correct: Kunstpassage is the (semi)
organisation that has been trying to steer
alternative housing in the Hague for twenty
years now and is a permanent partner of
artiKraak. this was already Willemijn de
boer’s ambition when she was studying
art and cultural science in rotterdam,
together with a dash of marketing. but
why the Hague? “because the Hague is a
beautiful city where there’s a lot happen-
ing. only there’s so much of it that remains
hidden. i want to make that invisible part
visible.”

Some developments are so logical that you’re hardly surprised by them. For instance, the ‘anti-squatter’ movement of the nineteen-nineties could easily count on public sympathy because of its peaceful nature. Many ‘antikrakers’ (anti-squatters) had an artistic bias or practiced an artistic profession. So surely you would not deny people like that a roof over their heads? But there was a lack of good organisation. We had to wait some time for that – for impassioned people with a feel for art, business and housing. Someone like Willemijn de Boer.

because, at the end of the day, that’s what
it’s about: expressing and publicising the
creativity that’s concentrated in these
locations and which is searching for a path

Willemijn holds special meetings at anna

get to grips with practice. at intermediate

embedded in the course but this is a bit more
difficult at the academy. our students are
often more avant-garde. they take different
paths to finally live from their talent.”

there were an amazing number of students

and there were many good reactions too.
the tenants were selected for their enthusi-

instance, one of the students came up with
a plan to ‘market’ the project. i mean, as a
brand with products to produce and sell. and
while this book was going to press, a lot of
hard work went into producing a website, a
new name, a logo, that sort of thing. For us,
it’s great to see how quickly the designers
embrace this as their own project. it’s their
opportunity to stand out.”

Allebei prima, natuurlijk. Fris is fris en blik is goed recyclebaar. Maar wat is een createer nu weer?
Hoe fris ben jij?
77
Anyone arriving on the Frisblik site can be excused for being a little confused. ‘Fris’ means ‘fresh’ in English but it also means ‘soda pop’. And ‘blik’ can be a view or...a tin can. So is Frisblik a fresh view or a tin of soda pop? Both of them are fine, of course. Soda pop is fresh and a tin is recyclable. But what on earth is a ‘createer’?
tijn?
eerst Zien!
arend-Jan was verstandig genoeg om eerst
goed om zich heen te kijken. Per slot was
halfrond. “ik heb me eerst uitvoerig ge-
bedrijfsleven iets scheef zat.
do then, as someone who’s shouting in
the desert? You wave goodbye to the big
money and go your own way. With your
own ideas as your unique selling point.
Let’s see First!
arend-Jan had sense enough to take a
good look around him first. When all was
said and done, he wasn’t the only ‘creative’
in the western hemisphere. “First i focused
How fresh are you?
arend-Jan Majoor, the founder of Frisblik, is
the first to admit that his brainchild needs
a bit of explanation. it starts with the time
that he spent in industry, at shell and
unilever. as a young whizz-kid (Majoor was
25 at the time) he noticed that there was
something slightly wrong with the business
world. to put it in simple terms, he couldn’t
exploit his creativity. and certainly not at
all in a project context. so what do you

and while he was building up this new
network, arend-Jan’s path crossed that of
creatieve stad. it was almost as if it had
been preordained. “i produced a pro-
gramme for the incentive Fund and made
a proposal. and it seemed to be to their
taste.” How could it be otherwise? because
Frisblik’s ideology entirely matches that of
creatieve stad. business is the primary
target group. Frisblik gives them the op-
portunity to present innovative projects at
special meetings called Frismakers. Frisblik
then closes the gap between creatives and
the business world by presenting creatives
as Frisbuddies. after not even two years,
Frisblik can already include famous names
like schiphol airport and Free record shop
on its list of references.
interest
Frisblik has no real ‘headquarters’, unlike
most of those that benefit from the incen-
tive Fund. this is a natural result of the
network principle. However, there is a clear
target group: business. to his satisfaction,
arend-Jan Majoor is noticing that this tar-

Zij
ciale bijeenkomsten, Frismakers genaamd,
innovatieve projecten te presenteren. Fris-

my network were certainly interested in
my idea of bringing creativity and business

arend-Jan confronted the world with a new
sort of network organisation, under the
name of Frisblik.

“in
get group is far more prepared to listen to
Frismakers than it was before (“that would
never have happened without the incentive
Fund!”). “it’s funny, yes. We approached
companies before holding Frismakers
sessions to see if there was any interest.
in contrast to a couple of years ago, these
are the big boys and now they are reacting
positively. the challenge remains: you have
to have vision in a company. and courage
too because you know that a large propor-
tion of all fine plans are unsuccessful.”
Createer
and now to the createer. Who or what is a
createer? Well, arend-Jan is one. and two
partners are also. a createer is creative
but also has a good feel for business devel-
opment. all a company has to do is provide
Frisblik with its innovation challenge and
the createers will get to work. “now you
see innovation managers being appointed
at the larger companies in particular,”
explains arend-Jan. “and that is exactly our
target group. and it’s still pretty new so
the people that are now looking after in-
novation, long-term thinking, sustainability
novatie, langetermijndenken, duurzaamheid

Creatieve Stad’. Hans Kamphuis is running the risk of ending his career as ‘Mr. Creatieve Stad’. Not because he’s its spiritual father or its most impassioned ambassador but because he’s the personification of the ideology on which Creatieve Stad is based. Inspire! Mediate! Stimulate! Propagate! From there it was a small step to ‘creëren

such a pity that good ideas are shelved
because of a lack of time or money,” says
Kamphuis. c&M acts as a platform for

tijdens de manifestaties krijgt het bedrijfs-
leven de gelegenheid de ideeën (vaak nog
utopieën) te presenteren aan creatieven,
onderzoeks- en onderwijsinstituten, concur-
renten en collega’s. c&M, opgestart in
november 2008, wordt gesponsord door
onder meer de rabobank, de gemeente
Zoetermeer en de Kamer van Koophandel.
“ik verwacht volgend jaar tien concrete pro-
ducten”, kondigt Hans aan. Maar uiteraard
zonder daarbij namen en rugnummers prijs
te geven. “We zijn nu nog bezig met de
inventarisatie van de betrokken bedrijven”,
wil hij nog wel kwijt.

they can also use other projects developed

the actual incubator itself is the so-called
Fablab in the caballero Factory. Here,
tangible results can be achieved by turning
an idea into a prototype. there is equip-
ment and software available to students,
researchers, inventors and entrepreneurs
to help them turn a flash of brilliance into
the first model. but it should be noted that
this is a prototype to generate interest on
the part of possible manufacturers and
investors. “it’s about initiating products,”
explains Hans Kamphuis. “and we make
it possible to start on that using the most
practical package possible.”

FaBLaB

pared to invest time (and possibly money)

the opportunity to present their
(sometimes utopian) ideas to creative
people, research and education institutes,
competitors and colleagues. started in
november 2008, c&M is sponsored by the
rabobank, the municipality of Zoetermeer
and the chamber of commerce, among
others. “i expect to see ten definite prod-
ucts next year,” says Hans, but, of course
without mentioning names. However, he
will admit that “at the moment we’re still
making an inventory of the companies
involved.”

namen noemen is natuurlijk verleidelijk,
oren”, geeft Hans toe.
even kan wachten.” Hans verwacht bijzon-
fase’ ingaat. “Het wordt hét centrum.”
airCraFt
it’s a great temptation to name names, of
course, but Hans Kamphuis is careful not
to do so. it’s still a long path from proto-
type to the production line. but what are
the limits? “if someone comes to me with
a design for a new aircraft, i’m certainly
going to have my doubts,” admits Hans.
“but on the other hand i have more than
enough contacts in the technology world.
With a couple of phone calls, i can tell the
aircraft designer if his idea has a future or
whether it would be better to wait a bit.”
Hans expects a great deal from his Fablab,
which is now entering its ‘second phase’.
“it will be the centre.”

still cannot resist peering over the border.
Far over the border, in fact. sadly, this
publication is appearing a little too early
to recount the experiences of Kampuis
as a member of a dutch trade delegation
in Hong Kong. accompanied by fellow
creatieve starters, of course. “it will be an
enormous enrichment with added value,”
predicts Kamphuis. “Just imagine the
wealth of new ideas that you can acquire at
something like that...”
HoriZon
From deb to incubator, it’s clear that
the world of Hans Kamphuis is increas-
ingly becoming a reality. and the reality is
increasingly shifting from idea to practical
application. Kamphuis is pleased about this
because however proud he may be of the
creative impact on the Hague, the horizon
is looming nearer. “We must have the cour-
age to look further than our own familiar
territory.”

Hans van oel kijkt nuchter maar tevreden
terug op drie jaar creatieve stad den Haag.
“We hebben ingezet op zoveel mogelijk

We hebben vierkante meters gemaakt, de

he’s talking about.

and you know that you’re talking to the

down-to-earth but satisfied, Hans van oel
is looking back on three years of creat-

as many concrete measures as possible
with ditto results. We have provided ac-
commodation, enabled the start of new
enterprises, and have created a distinct
profile for ourselves locally, nationally and

duurZaaMHeid
ook het stimuleringsfonds gaat door:
never change a winning concept.
werk.
“it was a form of
networking. and the advantage of that was
that the Fund was not regarded as a sort
of pot of gold for fortune-hunters. sustain-
ability was and still is the magic word. in this
sort of business, you don’t want to look back
afterwards and say only that the work was
fun. then it’s just a damp squib.”
ConCrete deveLoPMents
all of that is certainly a considerable
achievement but the programme makers
of creatieve stad are realistic enough to
be able to distinguish dreams from reality.
that’s why modesty is also important: “we
keep it exciting but without bragging”. For
the time being, concrete developments are
at the top of the wish list. like the creat-
ieve Kaart portal and the online magazine
consept with which we want to bridge the
gap between creative people and their
customers. and then, of course, there’s
design den Haag that was set up in 2007
and is now due for a serious follow-up (“i had
another talk with ed annink of ontwerpwerk
yesterday. it’s going to be really great!”).
the Hague’s international aspirations play a
role in this too because a different european
capital will partner the event each time.
and the ambassadors of the creatieve
stad is also high on the agenda. Provid-
ing support for national and international
presentations will also continue. by taking
part in foreign trade fairs, for example,
creatieve stad den Haag can enjoy serious
international exchange, which is good for
dynamism and vitality.

the incentive Fund will also continue,
because you never change a winning

because the bar for candidates was not

these prospects for the future, combined
with the tangible results achieved so far,
are a major cornerstone of creatieve stad
den Haag. “there is confidence and sup-

a big exclamation mark after that!” says
van oel.
‘Go with the flow’ will get extra significance

de behaalde tastbare resultaten, is een

verder te gaan. Zet daar maar een stevig
