Subject: CRCOG Public Participation Plan
As discussed at previous Transportation Committee meetings, the Capitol Region Council ofGovernments (CRCOG) is in the process of updating its Public Participation Plan. This Planexplains the methods CRCOG uses to provide open and inclusive public involvement in itstransportation planning process, including outreach to underserved populations. The Plan alsoserves as a guide for citizens to understand CRCOG’s approach to public participation and how tobecome involved in shaping the future of transportation for the 38 communities in the CapitolRegion. Updates to a Public Participation Plan require a 45-day public comment period, andCRCOG’s ongoing schedule for this period can be found on the next page.
At the Transportation Committee meeting on March 20, the consultant team and CRCOG staff willgive a presentation on the DRAFT Plan and give committee members an opportunity to askquestions and give comments on the document. Hardcopies of the DRAFT Public ParticipationPlan were distributed to committee members at the meeting on January 9, and the document isavailable on the CRCOG website at http://www.crcog.org/2016/05/03/public-participation.
Attached for your reference is the handout that was distributed at the public meetings related tothis effort. The handout, which is available in English, Spanish, and Polish, summarizes the needfor and substance of the Plan. It also details the ways in which individuals can comment on thedocument. In order to receive full consideration, comments on the Plan must be submitted by April10, 2017, but comments can be submitted as late as noon on April 26, 2017.
Following the public comment period, CRCOG will incorporate feedback received. It isanticipated that the Final Plan will be brought before this committee for endorsement on April 24,2017. Following that endorsement, the Plan will be brought before the Policy Board for adoptionon April 26, 2017.

Public Participation Plan UpdateThe Capitol Region Council of Governments (CRCOG) is the federally designated Metropolitan Planning Organization (MPO) for the Greater Hartford region. MPOs are designated to conduct regional transportation planning and select projects for federal funding.
CRCOG conducts an extensive multi-modal transportation planning program that is guided by federal regulations and its Public Participation Plan. The Public Participation Plan explains the methods CRCOG uses to provide open and inclusive public involvement in its transportation planning process, including outreach to underserved populations. The Plan also serves as a guide for citizens to understand CRCOG’s approach to public participation and how to become involved in shaping the future of transportation for the 38 communities in the Capitol region.
CRCOG’s existing Public Participation Plan is from 2007, and it is being updated to incorporate current practices and federal requirements.
A draft of the new Public Participation Plan is available for review and public comment. Following the public comment period, CRCOG will incorporate feedback received and present the Public Participation Plan to CRCOG’s Transportation Committee for their endorsement on April 24, 2017. CRCOG’s Policy Board will then review the Plan for adoption on April 26, 2017.
Comment on the Public Participation PlanThe public is encouraged to comment on the Draft Public Participation Plan during the public comment period. Comments can be submitted at a public meeting; at a CRCOG Transportation Committee or Policy Board meeting; or by mail, email, phone, or fax.

The study team on the Gap Closure Trail Study leads participants in Plainville through a mapping exercise. Participants were asked to connect important locations in their community using thumb tacks and pieces of yarn in a process referred to as a “Star Analysis”.
CRCOG PUBLIC PARTICIPATION PLAN—JANUARY 2017
CRCOG’s Role in Transportation PlanningCRCOG’s Policy Board acts as the MPO and is composed of the Mayors, First Selectmen, and Council Chairmen from the 38 Capitol Region municipalities. CRCOG has established three standing committees and sub-committees that report to the Policy Board, including the Transportation Committee, the Cost Review and Schedule Review Sub-Committee, and the Bicycle/Pedestrian Sub-Committee.
CRCOG conducts planning studies, sets the region’s transportation vision and goals, and allocates federal transportation funds. CRCOG prepares three primary transportation plans, including the Regional Transportation Plan (RTP), Transportation Improvement Program (TIP), and the Unified Planning Work Program (UPWP).
Strategies for Public ParticipationCRCOG’s intent is to ensure that the general public and stakeholders are aware of CRCOG’s transportation planning efforts and have opportunities to comment and contribute to transportation decisions in their communities. CRCOG’s public participation guidelines include providing adequate and timely notice of key decisions and public meetings, access to information and opportunities for input, and outreach to underserved groups. For each project, CRCOG identifies and engages key stakeholders, including residents, businesses, local municipalities, community groups, transportation providers and users, low-income communities, minority communities, and other interested parties.
CRCOG holds public meetings, workshops, and open houses to provide opportunities for the public to learn about
transportation plans, projects, and programs, as well as to gather input that can help inform transportation decisions. CRCOG follows specific guidelines to allow reasonable time for the public to comment on plans, projects, and programs.
CRCOG utilizes many communication tools to notify the public of upcoming events and meetings, pending decisions, and opportunities to participate. These tools include stakeholder lists, meeting notices, and the CRCOG website.
Outreach to Underserved PopulationsAs a recipient of federal funding, CRCOG is required to meet guidelines addressing public outreach and engagement requirements among low-income, minority, limited English proficient (LEP), disability, and Title VI populations. In general, these groups are underrepresented in the transportation decision-making process. CRCOG values the diversity within the Region and works to ensure that all individuals have access to information and opportunities to participate in the transportation decision-making process.

CRCOG’s Transportation Committee is composed of representatives from member towns, the Greater Hartford Transit District, the Hartford Environmental Justice Network, and other regional interest groups. The committee meets monthly and advises the Policy Board on transportation issues and funding. All meetings are open to the public.
