Moody was nominat-ed for the award by his son and will receive it in recognition of his ac-tions on November 25, 2012, when he and wife, Susan Bond, were at-

tacked by a grizzly bear.The couple had been

hiking near their home on LD Ranch Road east of Kimberley on a sunny afternoon when they startled a grizzly sow and her cubs near a deer kill.

The Governor Gen-eral read the following at the ceremony:

“On November 25, 2012, Peter Moody risked his life to protect his wife who was being

attacked by a bear in Kimberley, British Co-lumbia. The couple was hiking in a wooded area when they encountered the grizzly, which at-tacked the woman and pinned her to the ground. Using a ski pole as a weapon, Mr. Moody diverted the bear’s at-tention, even after hav-ing been attacked him-self. The couple re-mained motionless to convince the bear they

ation fee system is on the way out. At the Wednes-day, March 4 budget meeting, Cranbrook council decided to scrap the system, which sees Cran-brook residents pay a lower fee than non-resi-dents.

Coun. Wesly Graham made the motion that they drop the two-tier system. It will be brought back as a report at the Monday, March 9 regular council meeting.

As for cost associated with the changes, Char-lotte Osbourne, director of Finance and Comput-er Services,  noted it would be about a $30,000-$40,000 change.

The order came down on Wednesday following a three-day

preliminary inquiry to determine whether the matter should move for-ward to a superior court.

The matter will move to an appearance in Su-preme Court on April 13 to fix a date for trial.

The matter dates back to an incident in October 2012, when an

on-duty officer allegedly discharged his firearm at the conclusion of a police pursuit of a vehi-cle with two occupants.

An investigative re-port was forwarded to the Branch by the Inde-pendent Investigations Office in April 2013 and charges of intentionally

discharging a firearm into a motor vehicle knowing that another person was in the motor vehicle, and of inten-tionally discharging a firearm while being reckless as to the life or safety of another per-son, were sworn in Au-gust 2013.

Nickolas Bullock, who was travelling from Port Coquitlam, al-legedly car-jacked a ve-hicle outside of Creston on Oct. 2, 2013. Bullock, who was travelling with a minor, was wounded after being shot during a police stop in Cran-brook.

receiving $325,000 over two years from Colum-bia Basin Trust to help it continue its work of in-

creasing public safety for winter backcountry users.

It has also developed an internationally recog-nized curriculum for recreational avalanche safety training, and sup-port instructors who teach thousands of peo-ple each year.

alanche Canada to make important infor-mation technology pur-chases that will help stabilize its public ava-lanche warning services and reach a broader base of winter back-country recreationists.

Fatality in vehicle accident near Creston

just west of Kitchener, B.C.

A Ford pickup truck failed to negotiate a left hand curve and went off road right. The vehicle was demolished, while the sole occupant, a 56-year old male from Creston, was ejected and pronounced dead at the scene. The cause of the accident is under investigation by the RCMP and the B.C. Cor-oner’s Service.

To mark Distracted Driving Enforcement Month, local RCMP members are warning motorists to put down their cellphone when behind the wheel.

Cranbrook RCMP, along with Traffic Ser-vices, will be increasing enforcement efforts with regard to distracted

driving over the next four weeks. Other in-fractions will not be ig-nored, but distracted driving will be the focus.

According to ICBC, any driver caught tex-ting, emailing, holding a cellphone or other hand-held electronic device while driving will be fined $167 and re-ceive three driver penal-

ty points.Distracted driving

has becoming the sec-ond leading cause of car crash fatalities – ahead of impaired driving – and is the leading cause of rear-end crashes.

S/Sgt. Dave Dubnyk, with the Cranbrook de-tachment, has a simple message for drivers.

“If you are driving,

leave your phone alone,” Dubnyk said. “There is no call important enough to risk injury or death to yourself or any-one else.”

ICBC defines an electronic device as hand-held cellphones, smartphones, tablets or other electronic hand-held devices such as music players and GPS

tics collected over the last five years, a quarter of all car crash fatalities in B.C. were related to distracted driving.

That’s an average of 88 deaths, with speed-ing causing 105 deaths and impaired driving causing 86 deaths.

“Then she left and went back to Susan. I could still stand. I got up and whacked her maybe half a dozen times. She has thick skin and a lot of hair so I don’t know how effective it was, but again she turned on me. I went down again.

“I was lying on my back and my left side, and I had my left arm up in the air. I looked up and saw her jaws and teeth coming down on me. My first instinct was to punch into her mouth, but then I thought, I’m giving her my fist — I will lose my hand and arm. So instead of punching, I wrapped my arm around my head.

“Her teeth dragged across my skull, tore my scalp. She went back to Susan a third time.

“When I saw that, I thought what do I do now? I wasn’t sure I could stand. But then she left.”

“Officers from Cran-brook Detachment will be working extra shifts to promote this safe driving initiative,” Dub-nyk said.

ICBC suggests that calls and texts can wait when drivers are behind the wheel, however, there’s always the op-tion of pulling over if it is too important. Drivers can also shut their de-vices off or have a

hands-free option with Bluetooth or a wired headset.

ICBC warns about common misconcep-tions with cell phone use in a vehicle, noting that devices can’t be used while stopped at a red light or that using the speakerphone op-tion is not legal.

Distracted driving isn’t just limited to cell phones; be mindful of attending to kids or pets when behind the wheel.

tributing $10,000 of additional funding to the East Kootenay Urban Mule Deer Transloca-tion Trial. The funds will come out of the 2014 surplus.

The approval came at the Wednesday, March 4 budget meeting and was added as a late item to the agenda.

Cranbrook already contrib-uted $1,000 in seed funding, along with four other East Koo-tenay municipalities, to secure Vast Resource Solutions to cre-ate a translocation trial propos-al.

CAO Wayne Staudt said the trial may be carried out this fall or early spring.

“I think it’s contingent on a number of things,” Staudt said. “Certainly the province would be involved, but it’s also con-tingent on finding funding. We’re now making our share. There’s other municipalities that are going to have to step up and make their funding contri-bution. The cost now is getting to around $40,000 - $50,000. It isn’t just, ‘we’d like to do this’ — we need to find the money.”

Mayor Lee Pratt noted that

Elkford, and Kimberley have agreed to provide $10,000 each and Invermere will provide $5,000.

The Animal Alliance of Can-ada will also contribute $10,000 to the trial.

Pratt explained that Cran-brook and Elkford already con-tributed $1,000, while Kimber-

ley contributed $200 for the inital seed funding to get Vast Resource Solutions, based in Cranbrook, started on the proj-ect.

On Feb. 20, 2015, Ian Adams, senior wildlife biologist with Vast Resource Solutions sent a letter to city staff advising that the BC BackCountry Hunters

and Anglers Society had made a proposal to the Columbia Basin Trust for funding. The proposal was specifically to the CBT Community Initiatives/Affected Areas funding intake on Feb. 26, with Vast as the sponsor of the proposal. The proposal to CBT asked for $2,000 from each of the four communities involved in, which are Cranbrook, Kimber-ley, Sparwood and Elkford.

Then on Feb. 26, Adams sent another email indicating the translocation trial had been “conditionally approved” for $34,475 over two years from the Upper Kootenay Ecosystem Enhancement Plan.

The funds are from the CBT and managed with the cooper-ation of the Fish & Wildlife Compensation Program.

The approval comes with three conditions: Capture lead(s) require previous demonstrated ungulate cap-ture experience; Demonstrated First Nation support; and Con-firmation of financial support from the District of Elkford, City of Cranbrook and the Min-istry of Forests, Lands and Nat-ural Resource Operations.

Coun. Tom Shypitka noted that he agreed it wasn’t a lot of money, but it also has a greater value.

“More importantly we’re trying to build some relationships with Area C and the regional district, and I think it’s a good peace offering and olive branch to pass to get some better work ahead with those priori-ties,” Shypitka said.

Coun. Ron Popoff also noted that the two-tier price scheme doesn’t give off a good impression to those travelling to Cranbrook either.

“It’s not just our good neighbourly relation-ships with Area C, but also the broader picture of economic develop-ment,” Popoff said. “It’s wise that we do away with the two-tier and re-

build our relationships with Area C residents.”

CAO Wayne Staudt noted that the rates of the two-tiered system are embedded in the rates bylaw.

“Before you can ac-tually implement it you have to go through the process of bring the bylaw forward with the new rates in it,” Staudt said. He added that the rate plans  were in the past set on a three year

basis, but last year had been set on a single year basis. The current rates would carry on until September 2016.

Chris New, director of Leisure Services ini-tially told council he could have a report back for the March 23 meet-ing, meaning the chang-es would likely come in May. However, since the fee letters for baseball, soccer and other sports were going out soon, he

agreed to have a report back for the Monday, March 9 council meet-ing.

Mayor Lee Pratt said it is the right move.

“I played hockey with a lot of those peo-ple and I think there is a lot of hard feelings still surfacing there,” Pratt said. “We said what we want and I think if we can expedite is as fast as we can, that’s what were asking for.”

Premier Christy Clark has ruled out increasing B.C.’s minimum wage to $15 an hour, but she says there will be a formula announced soon for in-creases to keep pace with the cost of living.

After meetings be-tween cabinet ministers and B.C. Federation of Labour executives this week, Clark said work is underway to extend the series of increases that brought the minimum wage up to its current rate of $10.25 an hour after a decade with no increase. She said the system has to protect small and medium-sized businesses from big jumps.

“They know that it’s going to go up, but they want to know that it’s going to go up in a pre-dictable way so they can plan for it,” Clark said.

B.C. Fed president Irene Lanzinger said it’s big businesses like fast food chains that offer many of the minimum wage jobs. Of the 120,000 people in B.C. making minimum wage, nearly half are over 25 years old, 63 per cent are women and about 10,000 are aged 55 and older, she said.

Labour leaders were

more encouraged after their call for a minimum 25 per cent of jobs for apprentices on publicly funded construction projects.

Lee Loftus, president of the B.C. Building Trades, said unionized contractors have the 25 per cent rule in their col-lective agreements and fund apprenticeship training. But with the majority of construction now done by non-union companies, there are no quotas for apprentice positions.

Clark said BC Hydro has adopted the 25 per cent standard for the Site C dam project, but other large public infra-structure projects in-clude federal funds. Ot-tawa wants apprentice-ships to be voluntary for those projects, but Clark said she supports the idea in principle.

Lanzinger said the B.C. Fed has received lit-tle response from the government on its other long-standing issue, the lack of union successor-ship rights in health care.

Lanzinger said the B.C. government’s 2002 exemption of public em-ployers and publicly subsidized private em-ployers from union suc-cessorship provisions in the Labour Code has re-sulted in many contract

changes with workers laid off and rehired. The practice is designed to drive down wages and benefits for employees making little more than minimum wages, she said.

In 1930, the publish-ing firms of Simon & Schuster, Farrar & Rine-hart, and Doubleday were the new kids on the block. As such, they were much more sensi-tive to the rise and fall of book sales than their seasoned counterparts. And in 1930, sales were definitely down.

Not only had the Great Depression swept across the United States, but book prices had risen greatly since the end of World War One. By the end of the 1920s, a new work of fiction in hardcover had become out of reach for most of the book buying public.

To combat this, the new upstarts had a plan. All three firms agreed to offer their brand new books for only one dol-lar. They announced this strategy publicly in May of 1930, coupled with their new philoso-phy that “printed books ought to be generally in-expensive and not merely affordable.”

The seasoned pub-lishing firms, which in-cluded Knopf, Harcourt Brace, and Harper & Brothers, were not amused. They respond-ed swiftly with an attack

on two fronts. Their first move against the dollar book plan was relatively simple, as they were not the only ones against it.

Surprisingly, much of the book buying pub-lic were against the dol-lar books as well. Books held a special place in the culture, and dis-counting their price re-duced them to an unex-ceptional commodity, like a toaster or vacuum cleaner. Newspaper ed-itorials also criticized this move en masse. Be-lieving cheap books were “not in the public interest,” and would re-sult in “cultural degra-dation.” A universal horror was expressed at the thought of books being sold in depart-ment stores or drug stores, instead of the

chimed in, stating dollar books would be “a deg-radation of the system that kept books separate from the rest of mass culture.” He also felt cheaper books would only be available in “the silly booke-shoppes run by female amateurs.”

While all this is sim-ply downright elitist and silly, what came next was just ridiculous. The second phase of the publishers attack on the dollar book scheme would simply build on the first. To do this they hired the public rela-tions guru (and Sig-mund Freud’s nephew) Edward L. Bernays.

Wasting no time, Bernays quickly set up The Book Publishers Research Institute — a bogus entity which would churn out fake studies supporting the interests of his employ-ers. Bernays then fo-cused all his energies in an attempt to disparage and discredit the most unlikely of victims: the friend who borrowed a book.

Bernays was some-how under the ludicrous impression that this was

discounted gradually and overtime. Bernays and his Book Publishers Research Institute was no longer needed; he was disheartened any-way when “book sneak” never caught on.

As 1931 rolled around, both new and older publishers were forced to band together as a new common enemy was at hand: The Jazz Age. With it, new music, plays, movies, radio, magazines, and dance clubs which were destined to cause the “abandonment of the reading habit.” Would books even be needed in 1932?

the villain who was the true enemy of the pub-lishing industry; the one responsible for “the death of six thousand book retailers.” The friend or family mem-ber who one may loan a book to is “the wretch who raised hell with book sales and deprived authors of earned royal-ties.”

But what to call this obvious menace to soci-ety? Bernays actually held a contest, asking the public to submit names they felt suitable. Terms like “greader,” “li-bracide,” “booklooter,” “bookbum,” “greeper,” “ b o o k b u m m e r , ” “bookaneer,” “book buzzard,” “book sneak,” “blifter,” and “biblioac-quisiac,” were reviewed and judged by a panel of New York’s literary elite. “Book sneak” was the winner, submitted by a high school English teacher of all people, who (with no trace of irony) was awarded 50 books for his efforts.

And then it was all just quietly over. The dollar book publishers had decided not to fol-low through with their plan. This wasn’t be-cause of any of the above, but because their accountants advised against it. While genre fiction would be offered at one dollar, main-stream books would be

The B.C. government is tightening its regula-tions to ban the sale of electronic cigarettes to minors and use of the smoking substitute in workplaces, restaurants and other indoor public spaces.

Health Minister Terry Lake said changes he introduced in the B.C. legislature Thurs-day will treat the bat-tery-powered devices like tobacco products, meaning they may not be displayed in stores or used in enclosed spaces where others are pres-ent. That will include private vehicles with children inside.

Lake said he expects the new regulations to be in effect within a year, after consulting with the industry and giving sell-ers time to adjust to the

new rules.“This doesn’t ban

e-cigarettes,” Lake said. “This means that chil-dren are protected from the sale and from being exposed to e-cigarettes, and those who don’t want to be subjected to the vapours from e-ciga-rettes are protected as well.

“Essentially the same conditions that now apply to tobacco will apply to e-cigarettes, so in public  places, indoor workplaces, school grounds and now health authorities as well.”

Lake said e-ciga-rettes may have poten-tial as a quit-smoking aid, but they are cur-rently unregulated and the liquid used in them may contain nicotine or other chemicals with health risks. The federal government has banned the sale of so-called

“e-juice” containing nic-otine, but  it remains legal in the U.S. and Health Canada has re-ceived numerous re-ports that it is sold north of the border as well.

NDP health critic Judy Darcy said she supports the restriction on e-cigarettes, but the lack of measures to pro-hibit flavoured tobacco products is “a gaping hole” in the govern-ment’s bill.

Lake said he has been assured by federal Health Minister Rona Ambrose that federal regulations are in the works to deal with fla-voured tobacco.

“When you’re talking about the manufacture of cigars and cigarettes, it’s better to do that at a federal level, because obviously they’re not made in each individual province,” Lake said.

“Fiddler on the Roof” is one of my favourite movies. It opens with an extended musical number

about the importance of tradition. Tradi-tion, says Tevye, tells us who we are, how to behave, how to relate with one another and with God. Tradition is often the glue that holds a family or a community together.

Life is filled with traditions of all kinds. What would political life be without the pageantry of an inauguration, or the hec-tic atmosphere of a nomi-nating meeting? How could families celebrate their lives without tradition? We each of us have our traditions, and life can be its best when we take long–standing tra-ditions and fill them with new meanings appropriate to a new day and a new way of being.

Jaroslav Pelikan, one of the foremost historians of Christianity, however warned us of the dangers of a narrow traditional-ism. In one of his famous aphorisms, he said, “Tradition is the living faith of the dead; traditionalism is the dead faith of the living”.

I was reminded of this again when a friend sent me an email about the stan-dard railroad gauge (distance between the rails) in the US. The standard is 4 feet, 8.5 inches — an exceedingly odd number. Why such an odd gauge?

Well, that’s the way they built railroads in England, and since railroads in North America were originally built by English immigrants, Canada and the USA use the same gauge.

them to that gauge because the first rail lines were built by the same people who built the pre–railroad tramways, and that’s the gauge they used. And ‘they’ used that gauge because the people who built the tramways used the same jigs and tools that they used for building wagons which used that wheel spacing. And the wagons had that odd wheel spacing because oth-erwise the wagon wheels would break on some of the old, long distance roads in

England because that was the spacing of the wheel ruts in the old roads. Those old roads were built by im-perial Rome so their le-gions could travel long dis-tances more easily. Those roads have been used ever since.

And the ruts in the roads were that wide because they were originally formed by Roman war chariots, which everyone else had to match for fear of destroying their wagon wheels. Finally, the wheels were that far apart to accommodate the rear ends of the two horses which pulled the chariots.

So the standard railroad gauge of 4 feet, 8.5 inches is derived from the original specs for an Imperial Roman war chariot. Bureaucracies, which thrive on tradition-alism, live forever.

But it gets even more interesting. Mod-ern space shuttles have two big booster rockets attached to the sides of the main fuel tank. These solid rocket boosters were designed at a factory in Utah. The engi-neers who designed them would have preferred to make them a bit fatter … but

they had to be shipped by train from the factory to the launch site. The railroad line from the factory happens to run through a tunnel in the mountains. The rockets had to fit through the tunnel, which is slightly wider than the railroad track; and the rail-road track, as you know, is about as wide as two horses’ behinds.

So, a major design feature of what is arguably the world’s most advanced trans-portation system was determined over two thousand years ago by the width of rear ends of two horses.

When I received that email, I couldn’t help but laugh. All of us, to some extent, are caught by such unthinking traditional-ism. We think that the way we do things makes good sense … but truthfully, we often do them that way because we’ve al-ways done them that way. We never really think it through. We do something once … twice … and it becomes a tradition, even when the original reason for it has passed. After all, who decrees that a set of train tracks needs the same width as a set of chariot wheels?

The church is especially vulnerable to this. “Gimme that old time religion”, a spir-itual sings, because “it was good enough for (add a name here)”. But that’s not really so. Each new age needs to formulate its faith in a new way to meet new needs and to answer new questions. We can’t just keep doing the same old things the same old way.

Tradition can be a very good thing. Traditionalism usually is pretty unhealthy.

The quest for gold brought people of all na-tions to British Colum-bia, as did the construc-tion of the railway. Of all the labourers it was often the Chinese who worked the longest hours in the most dan-gerous conditions for the least money, creat-ing great resentment among the white la-bourers.

When the gold ran out and the railway was complete there was little left choice but to put down roots and try to eke out an existence. In Cranbrook, the steadily increasing Chinese pop-ulation, unable to vote and with no political representation, found themselves living in cramped, segregated and often unhealthy conditions, shunned by the majority of the white population.

Well, not completely shunned: the Chinese were hired at cut-rate wages for menial tasks. Chinese businesses ap-peared across from the CPR station as early as 1899, the most common being the ubiquitous laundry which, though frequented by the local white population, was often viewed as suspect.

Although Cranbrook grudgingly accepted an ever-growing Chinese population, many neighbouring commu-nities simply drove the Chinese out of town. This further increased the local Oriental popu-lation which further ag-gravated occidental/ori-ental relations.

The Chinese found themselves confined to a two block radius along Van Horne Street: three-story residences, boarding houses, gam-bling houses, opium dens, restaurants, shops and “joss houses” (plac-es of worship) soon cre-ated a wall-to-wall town within a town.

The French, Japanese, Italian, Eastern Europeans, First Nations, Afro-Americans and East Indians all suffered varying degrees of bigotry and racism in the early days of Cranbrook but none suffered so blatantly as the Chinese – Herald May 17, 1906

menace of the “celestial” hoards, the heathens, and the yellow devils. Still, the Chinese slowly but surely became an in-tegral part of the com-munity. Local white contractors found work constructing Chinese stores and houses, real-tors made commissions on land sales, shoppers browsed the Oriental bazaars for exotic knick-knacks and local chefs counted on the Chinese farmers for their sup-plies of fresh vegetables.

As B.C. mines and lumber companies began employing Chi-nese labour so did im-migration increase, de-spite the $100 per indi-vidual “head tax” each Chinese immigrant was required to pay.

The first “white laundry” opened in town in 1904, promising “all work free of germs and filthy water.” It was a hopeful claim at best, considering the general condition of Cran-brook’s water and sewer works at the time, but “white only” became a selling point for busi-nesses in the communi-ty and would remain so for decades to come.

Early 1905 brought the smallest hint of the beginning of a percepti-ble public shift in atti-tude towards the local Chinese. Editor F.E. Simpson, of The Cran-brook Herald, a publica-tion very vocal in its an-ti-Chinese stance, stat-ed, as regarded the re-cent Chinese New Year, “The Chinese must start new year debt free. It would be a great thing

for The Herald if a lot of its subscribers would follow in the footsteps the heathen Chinese.”

A left-handed com-pliment to be sure but, shortly thereafter, an-other article noted, “Not long ago two very bad young chaps of town at-tacked an inoffensive Chinaman and gave him a bad beating. A Chi-naman is a human being yet there are some young fellows who imagine they are privileged to throw rocks at a Chi-naman whenever they get a chance. Such boys would beat a dog, a horse or abuse their mother and curse their father. They need a touch of the law.”

It was by no means an endorsement of the Chinese community but, as far as human rights were concerned, it was may be viewed as a step in the right direc-tion.

The constant immi-gration of Chinese bro-kered much discussion in politics resulting in an increased head tax of $500 in 1907. That same year it was estimated (no-one appears to have canvassed Chinatown to find out exactly) that there were 413 Chinese in Cranbrook, some-where in the area of 25 per cent of the city’s population. “That is far too many for a town this size” said The Herald, though, to Cranbrook’s credit, no organized ef-fort was made to remove them.

The Chinese general-ly kept to themselves, although there were oc-casional altercations with the law. In 1905, two Chinese males de-cided to conduct rifle practice on Louis (1st) Street. They fired several rounds which generally missed the large target they set up but did man-

age to connect with the CPR freight shed at the end of the street. The building has since been moved to the north and, in connection to the Royal Alexandria Hall, forms the Cranbrook Historical Archives (Railway Museum). No doubt the bullets remain imbedded in the walls to this day. The riflemen were apprehended and fined $5.00 each, gun-play being somewhat more common then than now.

In 1906, police chief Baron raided a hop joint (opium house) conduct-ed by Charlie Yo in Chi-natown and seized two opium pipes, twenty dollars worth of opium and “the usual lamps & trays.” Mr. Yo was fined $1.00, not because opium was illegal but because he had not paid for a municipal opium license.

Among the many by-laws brought into force during the incorpora-tion of Cranbrook in 1905 was one that re-quired opium sellers to obtain a license to sell opium at a cost of $250.00 for a period of six months (druggists and chemists were ex-empt.) In fact, it was not until 1908 that opium was banned in Canada, as were morphine and cocaine three years later. Until that time the opium dens of China-town were legal, but from that point on, in the eyes of the law and the good white folk of the city, the troubles truly began.

Penalty minutes at all-time low in WHLScot t SepichCanadian Press

Referees in the tradi-tionally rough-and-tumble Western Hockey League have been send-ing offenders to the pen-alty box at a record low rate this season.

As the 2014-15 cam-paign draws to a close, multiple teams could break the WHL’s record for fewest penalty min-utes in a season set by the 2013-14 Everett Sil-vertips with 816 in 72 games. Everett, with 646 minutes in 64 games, will almost certainly break that mark, as will the Kootenay Ice, who have been whistled for

just 631 minutes in the same span.

As recently as three seasons ago, every team in the league racked up at least 1,000 minutes. This season could finish with as few as three teams topping that benchmark, and only the Prince George Cou-gars have already reached four digits.

Teams are fighting less, but are also taking fewer minor penalties.

In 2006-07, the aver-age team earned about 6.7 power plays per game. Loosening of some rules brought that down to approximately 5.5 the next season, but there’s been a steady de-

cline since even as the sport continues to tight-en restrictions on vio-lent hits.

This season, WHL teams average about 4.1 power plays per game.

“I think that’s a good thing,” said WHL direc-tor of officiating Kevin Muench. “The game is changing; there’s more emphasis on speed and skill.”

Muench said there’s been no “conscious ef-fort” by the WHL’s offici-ating arm to decrease penalty calls, and cites coaching and education in explaining why there are fewer whistles.

“We’ve been meeting with teams for a handful

of years about penalty infractions, and we talk about how standards are going to be applied,” said Muench. “Once there’s a buy-in, players have a stronger under-standing and coaches have done a tremen-dous job teaching.”

Kootenay coach Ryan McGill, an impos-ing presence in his play-ing days who compiled 793 penalty minutes in four WHL seasons, says teams have adjusted to a new reality in hockey.

“The intimidation factor isn’t really there anymore,” said McGill. “The game is going away from that, and we don’t really have that

personality on our team.“I think big hits are

out of the game because the player giving the hit understands there’s a risk for suspension,” said McGill. “The way the rules are, and the safety concerns, the players are cognizant of that and don’t go out of their way for those hits anymore.”

Muench said he has “no doubts” that players have adjusted to stiff punishment for certain kinds of hits, especially that target opponents’ heads.

With eight games re-maining in the regular season, the Kootenay Ice have sights set on the third seed in the WHL’s Central Division. Friday night, the Ice get a crack at closing the gap as the current holders of that spot -- the Red Deer Rebels -- visit Western Financial Place.

“We’re always look-ing to improve,” said Kootenay Ice forward Luke Philp Thursday af-ternoon prior to prac-tice. “Seven points is a tough gap to close, but if we can make games count against them -- big four-point games against them -- that would make it a little easier to close that gap. We’ll be looking to do that.”

Both the Ice and Rebels have eight games remaining on their reg-ular-season schedules, two of which come against one another. At 33-21-4-6 (76 points) Brent Sutter’s crew holds a seven-point edge on the Ice (33-28-1-2, 69 points).

Through five games in their seven-game sea-son series, the Rebels hold the edge with a 3-2-0-0 mark. For the Ice, their two victories over the Rebels came on the

road Sept. 19 and Jan. 2.After a four-game

swing through the WHL’s East Division, Ice head coach Ryan McGill expressed a desire for more consistency from his group as the post-season looms near.

“We played well that last road trip, but come playoffs you can’t just play one game and lose the next,” Philp said. “Before you know it you’re going to be out. I think our work ethic is the main thing. If our team comes to compete, we’re pretty good. We can beat anybody.”

While the playoff race is first and foremost on the minds of every-one in the Kootenay Ice

dressing room, a lighter competition has unfold-ed in recent weeks as Philp and forward Jae-don Descheneau find themselves embroiled in a tight race for the team scoring title.

“He’s been ahead most of the year, but I don’t really look at it like a competition and I don’t think he does ei-ther,” Philp said. “We’ve been playing together most of the year, so it’s nice we’ve been able to play well together and get some points.”

Philp comes into the weekend riding an eight-game point streak (5-9-14) and sits two points shy of 200 in his WHL career. The native of Canmore, Alta., has posted 74 points in 63 games to lead the Ice this season.

Descheneau recently saw an eight-game point

streak of his own (5-8-13) come to an end when he was blanked Feb. 27 in Brandon. The native of Edmonton, Alta., sits one point back of Philp.

“We don’t even talk about it. I had no idea,” Descheneau said Thurs-day afternoon. “We try to be as competitive as we can and we try to pro-duce as much offense as we can. This year, mine hasn’t been quite as good as it was last year, which is frustrating. But we’ve got a lot of depth this year and everyone’s scoring goals.”

Descheneau has voiced frustration with his own play for most of the year. After firing home 44 goals and 98 points during the 2013-14 WHL campaign, the

St. Louis Blues prospect sits on 29 goals and 73 points this season, which is nothing to sniff at.

Both Philp and De-scheneau fall into the WHL’s top 20 in scoring. The 5-foot-10 Philp sits 15th, with the 5-foot-9 Descheneau hot on his heels in 16th heading into the weekend.

Scoring race aside, the Ice face a Red Deer Rebels team that is 5-3-1-1 in its past 10 games and fresh off a 6-2 victo-ry over the Swift Current Broncos Wednesday night.

“They’re a good solid team. They play hard, they play physical,” De-scheneau said. “You’ve got to get pucks behind their ‘D,’ get working on the cycle and move pucks through the neu-

tral zone to create holes for yourself.

“When we play well, we have to play well the next night. We’ve been very inconsistent this year -- win a bunch, lose a bunch in a row kind of thing. When we start winning we need to bring that the next night and not be satisfied for one night.

“To win in the play-offs, you’ve got to be consistent. It’s hard to win in this league and it’s especially hard to win in the playoffs.”

The Ice head into Fri-day’s contest 6-2-1-1 in their previous 10 games, leaving nothing but op-timism amongst the players.

“Being ready to work right from the bat, right from the get-go and

focus in on playing the whole 60 minutes,” Philp said of what it will take to get a win against the Rebels. “We’ve had slow starts in the past. We’ve got to have a good start. I think our team plays a lot better when we do.”

Puck drop is slated for 7 p.m. Friday, which is also 2015 Jersey Off the Back Night for the Ice.

Fans in attendance will have the opportuni-ty to bid on Kootenay Ice blue alternate game-worn sweaters. Winners will meet their player following the game and receive their jersey at the conclusion of the playoffs.

“It took a few years for everyone to understand that checking from be-hind needed to be elimi-nated, now players are coming into the league familiar with conse-quences for checking to the head,” he said.

Instead of instructing players to mash oppo-nents into the boards, coaches like McGill are focusing on technique.

“In defending, we try to teach about body po-sition and stick posi-tioning, and not putting yourself in a situation where you have to take a penalty,” McGill said.

Fewer collisions means there are fewer occasions to drop the gloves. The Ice have en-gaged in a league-low 23 fights this season.

“Our fights are spur of the moment, and those are the best kinds of confrontations,” Mc-Gill said.

Instances of fighting have plummeted in all levels of hockey, and its decline is a welcome de-velopment for those who believe fighting is a major cause of concus-sions.

The league has claimed that concus-sions are on the decline, but there’s no way to ac-curately evaluate that statement because teams are not required to publicly disclose the nature of injuries be-yond “upper” or “lower” body.

In 1997-98, the first season for which game-by-game data is avail-able online via the WHL’s website, each of the league’s 18 teams at the time fought at least 85 times, with the Medi-cine Hat Tigers leading the way with 211.

This season, the Swift Current Broncos top the WHL with 63 fighting majors.

“Everyone talks about fighting, and we talk about it as well,” Muench said. “Fighting still happens, but there’s been a lot of effort to re-duce unnecessary fights and staged fights.”

Dear Annie: I graduated from college two years ago and have been working at my present job since. I am one of two women out of 30 employees in our department. Recently, my immediate supervisor re-vealed to me a long string of emails writ-ten by a male co-worker and our female personnel supervisor, “Jane.” Apparently, the two had become romantically involved and were communicating via the company email. It is obvious that neither of the two understands the public nature of their com-munication. My supervisor came across their emails while searching for another work-related matter. He thought I should be aware of the personal comments Jane had made about me. I had met Jane only once, at a company re-treat. I recall some pleasant and polite con-versation, but in her email, she comment-ed that I seemed to be pompous and must have been “drunk or on drugs,” and that he should be careful around me. My supervisor felt such comments were inappropriate. Since this came to light, I have considered a non-confrontational woman-to-woman talk with Jane, not only to ask her to make amends to me, but to let her know that she needs to be more discreet about her roman-tic communication. But I am also fed up with how our department is micromanaged by the home office and have considered quitting. Should I make an appointment to see the HR manager at the home office? Should I ask my supervisor to handle it? I like my work, and I don’t think the culture of us-versus-them in a male-dominated company will change without full involvement. But I am afraid of being the lightning rod going forward. -- Joanna Dear Joanna: Speak to Jane privately. Tell her you have seen her correspondence. Let her know that using such channels for pri-vate communication is ill advised. Then tell her you are sorry she got the wrong impres-sion at the retreat and ask how to improve things. Contacting HR is up to you. The company may be trying for more diversifi-cation but not making progress in your de-partment yet. Do some research and figure out whether it’s worth it to you to rock the boat. Dear Annie: Why do all these TV execu-tives think actors have to cuss and use the F word? It is disgusting and uncalled for. I was watching TV with my granddaughter at 10 in the morning when a series came on where they used God’s name in vain. My granddaughter asked why they did that. It is sad that you can’t even be safe watching TV before noon. My granddaughter hears these words in school, which means her class-mates are hearing the words at home and quite likely on TV. I remember when “Frankly, my dear, I don’t give a damn” made your jaw drop. -- Sick and Tired of Filthy Language Dear Sick and Tired: Executives approve such vulgar language because they believe by “pushing the envelope” ratings will in-crease. You can write the sponsors of these programs, saying you will not purchase their products, or you can change the chan-nel. There are plenty of stations that offer more family-friendly fare. Dear Annie: A while back, you printed a letter from “Cousin of a Squatter,” whose 53-year-old cousin parked his van on her property and was supposed to leave after five months. She wanted him out. Years ago, when I had to insist that a friend move out of my house, I couldn’t bring my-self to throw his possessions onto the street. Instead, I threatened to put his stuff into a rented storage bin and told him I’d give him a bill for the second month’s rent, plus the key. This prompted him to move. VANCOUVER - A chemical fire that led to an evacuation at Van-couver’s port and prompted a dozen peo-ple to show up at hospi-tal emergency rooms was still smoldering Thursday, but officials said it was one-third its original size and the threat to public health appeared to have subsid-ed.

A container contain-ing a chemical called tri-chloroisocyanauric acid, used for disinfectant and bleach, caught fire at Vancouver’s port Wednesday afternoon, sending clouds of white smoke billowing over the

city’s downtown.That set off an evacu-

ation followed by an order for people in the area to seek shelter, though that was lifted Wednesday evening. It also disrupted rush-hour commuter rail service.

The city’s fire depart-ment said 24 firefighters equipped with eight ve-hicles - three of them ae-rial ladder trucks - con-tinued working at the site Thursday.

Port Metro Vancou-ver said a 100-metre ex-clusion zone remained in place around the site, keeping all but first re-sponders using respira-tory equipment a safe distance away.

Canadian job quality hits 25-year low: CIBC

OTTAWA - The quali-ty of jobs in Canada has dipped to its lowest level in a quarter century, re-vealing a structural issue that could prove difficult to reverse, says a new study by CIBC.

The big bank (TSX-:CM) said Thursday its employment quality index, which slipped 1.8 per cent last year, was down 15 per cent since the early 1990s.

The index examines the distribution of full- and part-time positions, the gap between self-em-ployment and the high-er-quality jobs for paid employees, and whether full-time jobs were creat-ed in low-, medium- or high-paying sectors.

The study found that since the late 1980s the number of part-time po-sitions climbed much faster compared with the

higher-quality full-time gigs. On the bright side, it said the number of full-time jobs increased at twice the speed of part-time jobs over the past year.

However, the damage to full-time work during each recession was largely permanent, the study added.

Over roughly the same period, the num-ber of self-employed jobs, generally consid-ered lower quality be-cause they usually pay less, also rose more quickly than salaried po-sitions. For 2014, CIBC found the number of self-employed positions increased four times faster than paid employ-ment.

By sector, the bank said the number of low-paying positions had increased faster than higher-paid jobs since the early 1990s.

OTTAWA - Even as the federal government moves to broaden the mandate of the coun-try’s spy agency, there’s no need for greater over-sight, says the ex-head of the committee that watches over the Cana-dian Security Intelli-gence Service.

Former British Co-lumbia MP and cabinet minister Chuck Strahl said the existing, five-member Security Intelligence Review

Committee has done a good job to date and can handle it in the future.

“We have an inde-pendent committee with significant resourc-es ... far more than they have in Great Britain, for example,” Strahl said in an interview this week.

The committee has broad access to CSIS and can look at agency emails, policies, case ex-amples and warrants, he added.

The government’s latest anti-terrorism leg-islation, Bill C-51, would expand the powers of

CSIS and allow it to - among other things - disrupt terror plots be-fore they unfold, rather than simply gathering intelligence about them.

The legislation has sparked controversy. Critics say it gives secu-rity and police agencies too much power and doesn’t expand over-sight. The NDP, in par-ticular, wants Parlia-ment to have the power to keep tabs on the agency.

Strahl is leery of put-ting legislators in that role, as is the case in the

United States.Congressmen and

senators who oversee American agencies get involved in approving operations, Strahl noted. If they go wrong, there’s a reluctance to criticize because the politicians themselves were com-plicit in the decisions.

In addition, he said, there is a lot of turnover in the membership of parliamentary commit-tees.

“What you actually need in the security business is to build ex-pertise and longevity.”

The security commit-tee has a quasi-judicial role in overseeing CSIS, something MPs shouldn’t be doing, he added. “You’d get peo-ple acting as legislators and judges on the CSIS legislation.”

The legislation would also promote greater in-f o r m a t i o n - s h a r i n g among security and po-lice agencies, something Strahl said he considers a good step. However, it doesn’t allow that kind of sharing among over-sight agencies.

Two years ago, Strahl

pointed to the review committee’s report on Abousfian Abdelrazik, a Montreal man who was imprisoned in Sudan.

The committee was able to conclude that CSIS reported inaccu-rate and exaggerated in-formation to partner agencies about Abdel-razik’s case.

However, it was un-able to fully explore the role played by the RCMP, Foreign Affairs, the Canada Border Ser-vices Agency and Trans-

port Canada.“We don’t have the

authority under the cur-rent system to chase those threads,” Strahl said at the time. “All we can do is investigate CSIS.”

The new anti-terror bill comes before a Commons committee next week. Strahl said he hopes MPs on all sides will “soldier up here and do the best they can” because it’s an import-ant debate involving na-tional security.
