PAGE 5 PAGE 4 PAGE 8 RBI to transfer Rs 99,122 crore as dividend to govt AGENCY MUMBAI, MAY 21 The Reserve Bank on Friday de- cided to transfer Rs 99,122 crore as surplus to the exchequer, a move that will help the govern- ment to channelise more resources to combat the second wave of COVID-19 pandemic. The decision to transfer the surplus amount for the accounting period of nine months ended March 31, 2021 was taken at a meeting of the central board of the RBI, held through video confer- encing, under the chairmanship of Governor Shaktikanta Das. The surplus is commonly called 'dividend'. The accounting year of RBI is truncated as the Reserve Bank of India (RBI) has aligned its July- June accounting year with the gov- ernment's April-March fiscal year. The RBI has followed a July- June financial year since 1940, when it moved away from a Janu- ary-December financial year. The RBI also decided to main- taina Contingency Risk Buffer at 5.50 per cent in line with recom- mendations of the Bimal Jalan Committee report. The panel had prescribed a Contingency Risk Buffer range of 6.5 per cent to 5.5 per cent for the RBI. The RBI Board, according to a release, also reviewed the current economic situation, global and do- mestic challenges and recent poli- cy measures taken by the Reserve Bank to mitigate the adverse im- pact of the second wave of COVID-19 on the economy. With the change in the Reserve Bank's accounting year to April- March (earlier July-June), the Board discussed the working of the RBI during the transition peri- od of nine months (July 2020- March 2021). During the meeting, the board "approved the Annual Report and accounts of the Reserve Bank for the transition period. "The Board also approved the transfer of Rs 99,122 crore as sur- plus to the central government for the accounting period of nine months ended March 31, 2021 (July 2020-March 2021), while de- ciding to maintain the Contin- gency Risk Buffer at 5.50 per cent." The RBI had transferred Rs 57,128 crore as surplus to the cen- tral government for the accounting year 2019-20. A year before that (2018-19), the RBI had transferred Rs 1.76 lakh crore which i ncluded Rs 1.23 lakh crore as div- idend and Rs 52,637 crore excess provisions identified as per the re- vised Economic Capital Frame- work (ECF). India records 2.59 lakh fresh cases NEW DELHI: The daily rise in coronavirus cases in India remained be- low 3 lakh for the fifth consecutive day with 2.59 lakh new cases recorded in a single day, according to the Union Health Ministry data updated on Friday. With a total of 2,59,551 fresh cases, India's total tally of COVID-19 cas- es climbed to 2,60,31,991. The death toll climbed to 2,91,331 with 4,209 daily deaths, the data up- dated at 8 am showed. The active cases further reduced to 30,27,925 comprising 11.63 per cent of the total infections, while the national COVID-19 recovery rate improved to 87.25 per cent. The number of people who have recuperated from the disease surged to 2,27,12,735, while the case fatality rate has increased to 1.12 per cent, the data stated. India's COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and sur- passed the one-crore mark on December 19. India crossed the grim milestone of 2 crore on May 4. BUREAU CHANDIGARH, MAY 21 Haryana Chief Minister, Sh Manohar Lal while giving a big sigh of relief to the BPL patients of Haryana undergoing COVID-19 treatment in Private hospitals an- nounced that from now onwards the entire treatment cost of such patients will be borne by the State Government. Earlier the State Government had announced finan- cial assistance of up to Rs 35,000 to such BPL patients. "All the BPL fam- ilies who are not cov- ered under Ayushman Bharat scheme would be eligible to get this benefit and the Deputy Commis- sioner will ensure that this finan- cial assistance scheme reaches grassroots levels," said the Chief Minister. The Chief Minister while chairing the eighth review meeting of COVID-19 management with the Deputy Commissioners and Administrative Secretaries held here today through video confer- encing said that the Deputy Com- missioners should ensure that every patient who is eligible for this benefit should get it on prior- ity basis. Deputy Chief Minister, Sh. Dushyant Chautala, Health and Home Minister also joined the meeting from Chandigarh and Ambala respectively. He said that presently as gov- ernment and private hospitals of the State are already putting up a tough fight against the ongoing second wave of COVID-19 Pan- demic, now the focus should be shifted on making adequate arrangements to deal with the pa- tients suffering from Post-COVID complica- tions including keeping a close vigil on 'Black Fungus' cases. "Every Deputy Commissioner has to now act like Field Com- mandment and should ensure sure proper im- plementation of the schemes and strategies executed by the Government to the grassroots levels said the Chief Minister. The Chief Minister was also apprised that in the coming days a massive awareness campaign would be launched for the aware- ness of ‘Black Fungus’ among the masses and special training has been imparted to the doctors for treating the same. It was informed in the meeting that a plan has been formulated for opening special clinics along with regular OPDs in the civil hospitals across the state to deal with Post-COVID symp- toms. Haryana offers free Covid treatment to BPL patients AGENCY MUMBAI, MAY 21 At least 13 Naxals were killed in an encounter with police's C-60 commandos in Gadchiroli district of Maha- rashtra early on Friday, offi- cials said. The skirmish took place around 5.30 am in the forest at Kotmi in Etapalli, where the Naxals had gathered for a meeting, said Sandeep Patil, Deputy Inspector General of Gadchiroli. Based on specif- ic inputs, the police party, comprising C-60 comman- dos, had launched a search operation in the forest, he said. However, the ultras spotted the police party and opened fire, following which the C-60 commandos retali- ated, in which 13 Naxals were killed, he said. The encounter lasted around an hour, after which the remaining Naxals es- caped into the dense forest, said Ankit Goyal, Superin- tendent of Police, Gadchiroli. Tejpal, who was already out on bail, was accused of sexually assaulting a woman in 2013. He was arrested on No- vember 30 in 2013 after al- legedly raping his colleague at a five- star resort in North Goa. On September 29, 2017, the court had charged him with various Sec- tions of the Indian Penal Code (IPC), including rape, sexual ha- rassment, and wrongful con- finement. RBI to transfer Rs 99,122crore as dividend to govt

The Reserve Bank on Friday de-cided to transfer Rs 99,122 croreas surplus to the exchequer, amove that will help the govern-ment to channelise more resourcesto combat the second wave ofCOVID-19 pandemic.

The decision to transfer thesurplus amount for the accountingperiod of nine months endedMarch 31, 2021 was taken at ameeting of the central board of theRBI, held through video confer-encing, under the chairmanship ofGovernor Shaktikanta Das.

The surplus is commonlycalled 'dividend'.

The accounting year of RBI istruncated as the Reserve Bank ofIndia (RBI) has aligned its July-June accounting year with the gov-ernment's April-March fiscal year.

Manohar Lal saidthat "Mera Paani -Meri Virasat"Scheme will be linked to "MeriFasal - Mera Byora" so that thefarmers get the benefit of incentivemoney without any delay. This scheme was imple-mented last year, under which in-centives were given at the rate ofRs 7,000 per acre to the farmerswho sow alternative crops (whichconsume less water) instead ofpaddy. As a result, the farmerssowed other crops instead of pad-dy in 96,000 acres of land. Due toits success in the first year,Haryana Government has decidedto encourage farmers under thisScheme this year as well. Duringthe review of this Scheme, the of-ficers of the Agriculture Depart-ment were instructed to impart ed-ucation to the farmers with regardto water conservation so that watercan be saved. The Chief Ministersaid that farmers will be providedincentives for sowing of horticul-ture, vegetables, fodder, ground-nut, moong and other pulses, soy-abean, guar etc. For the benefit ofthis Scheme, the farmers will haveto give detailed information ofcrop being sowed per acre on MeriFasal - Mera Byora and MeraPaani – Meri Virasat portal. He informed that this is the fourthedition of Khelo India Youth Gamesto be held in Panchkula, which is a na-tional level sports competition of itskind. This competition brings out the

best young sports stars from everycorner of the country. Athletes select-ed under Khelo India are awarded anannual scholarship of Rs. 6.28 lakhs,which includes an out-of-pocket al-lowance of Rs. 10,000 per month. Heinformed that the main objective ofthe Khelo India Games is to build andstrengthen the sports ecosystemthroughout India so that more andmore players can win medals in theupcoming Olympic Games.

Global food, hunger challengesprojected to increase mortality

Anew study showsthat climate changewill increase the

challenge of meeting thenutrition and food needs ofa growing population, espe-cially in Africa south of theSahara, but policy actionsinitiated now could helpavert this additional burden.

The findings by the In-ternational Food Policy Re-search Institute (IFPRI), theUSDA's Agricultural Re-search Service (USDA-ARS) and RTI International(RTI) published in theAmerican Journal of Clini-cal Nutrition, indicates thatpolicymakers could coun-teract at least the impacts ofclimate change with in-creased investments in foodsystems now.

The study projects thatglobal chronic and hiddenhunger will increase theoverall years of life lost dueto premature mortality andyears lived with disability,also known as disability-ad-justed life years (DALYs),globally by over 30 millionby 2050 relative to 2010.Expected impacts of cli-mate change on the avail-ability and access to nutri-tious food will exacerbatethis change in DALYs byalmost 10 percent.

"Investment in agricul-tural R and D, irrigationsystems, market access andinfrastructure are essentialto counteract the effects offactors that increase DALYsin coming decades," saidRobert Beach, Senior Econ-

omist and Fellow at RTI. Hefurther added, "To meet theneeds and nutrition require-ments for society, it is im-portant for policymakers toinvest more broadly in foodsystems, rather than focus-ing on the production ofcalories.

Strengthening food sys-tems now, along withhealth, education and em-ployment opportunities canreduce the effects of climatechange and populationgrowth on global hunger."

According to pre-pan-demic estimates, 10 percentof the world's population isexperiencing hunger or fac-

ing severe food insecurity.As climate change and pop-ulation growth continue todisrupt food systems, re-searchers found that reach-ing the UN Sustainable De-velopment Goal of "ZeroHunger" by 2030 is becom-ing an enormous challengewithout extraordinary poli-cy action. "Improvementsin food systems can signifi-cantly decrease hunger, butour projections show thatpopulation growth will out-pace those improvements atcurrent investment levels,especially in Africa south ofthe Sahara," TimothySulser, Senior Scientist at

IFPRI. He continued, "Cli-mate change exacerbatesthe pressures on food sys-tems to deliver healthy dietsto everyone but investing infood systems can reduce theyears lost that we project,particularly in South andEast Asia."

The scenarios exam-ined in the study show thatavoiding an increase inDALYs due to climatechange requires a compre-hensive investment strategyfrom policy and decision-makers globally. Increasedinvestment of GBP 25.5 bil-lion annually, would morethan offset the negative im-

pacts of climate change onDALYs according to thestudy. Using DALYs as ametric is appealing due toits universally comparablenature across a broad rangeof potential health issues.Chronic hunger impacts areassociated with protein-en-ergy undernutrition whilehidden hunger refers to mi-cronutrient deficiencies.

The study used a modelof the global food systemdeveloped by IFPRI andpublished relationships be-tween regional food avail-ability and DALYs to proj-ect the total number ofDALYs caused by chronic

According to this study,people that have gum issuesor periodontitis are 8.8 timesmore likely to die ofCOVID-19. Not just this,such people are 3.5 timesmore likely to require hospi-talisation for COVID-19 and4.5 times more likely to re-quire a ventilator.

It has also come to lightthat oral health plays a piv-otal role even in the COVIDpost-recovery period. Shed-ding more light on this, DrMohendar Narula, Founderand Chairman of MyDen-talPlan Healthcare Pvt. Ltd.said, "Taking care of yourgums and oral hygiene was

that almost all the necessities of modern life — fromgrocery to education, payment of electricity bill togetting court judgments — can now be obtained onthe platter of the puny mobile phone. While 2020 willbe remembered for the scary experience of the globalpandemic, it will also be remembered for acceleratedadoption of information technology in daily civic life.In 2006, the Union government launched the Nation-al e-Governance Plan, with 27 mission mode projects,and later, in 2015, the ambitious Digital India pro-gramme. Today, many government initiatives likePassport Seva, DigiLocker, online public distributionsystem, unified payment interface and, more recently,Aarogya Setu have earned universal accolades. Mostministries in the Union government are now paperlessand decision-making is much faster and more trans-parent. India has embraced digital payments in an un-precedented manner and, as per reports by the ReserveBank of India, Indians now make more than 10 croredigital transactions every day — a five-fold jumpfrom the 2016 level. But we cannot become compla-cent; rather now is the time to replicate the success ofthese benchmark initiatives in every field of gover-nance. In India, where universalization and transpar-ent delivery of public services is closely linked to costof living and well-being, digital governance becomeseven more important as it reduces transaction costs,speeds up service delivery and ensures entitlement ina transparent manner. Digital transformation is re-quired not only for the citizen at the last mile, but forevery sector of our political economy. It is one of theprerequisites for the penetration of industry. The waya complex and sensitive sector like banking has beenrevolutionized and democratized is an example of thepotential of digital technology in public service deliv-ery. Digital transformation will lead to equality ofreach and democratization of knowledge, and will cutdown layers in citizen-government interface. TheCovid-19 pandemic has provided us with an opportu-nity that we should not miss. Now almost every vil-lage and city is reasonably connected with affordableprivate service providers and through government ini-tiatives like BharatNet. With half of the populationnow owning smartphones, access is no longer an is-sue. Government initiatives like Common ServiceCentres now cover even the remotest of villages. weight cycling - losing andregaining 10 pounds or

more, even once - have increased ratesof insomnia and other sleep problems,reports a study published in the Jour-nal of Cardiovascular Nursing, the of-ficial journal of the Preventive Car-diovascular Nurses Association. Thejournal is published in the Lippincottportfolio by Wolters Kluwer.

"History of weight cycling wasprospectively associated with severalmeasures of poor sleep, includingshort sleep duration, worse sleep qual-ity, greater insomnia, greater sleep dis-turbances, and greater daytime dys-function among diverse US womenacross various life stages," accordingto the new research by Brooke Aggar-wal, EdD, MS, FAHA, of ColumbiaUniversity Vagelos College of Physi-cians and Surgeons, New York, andcolleagues. The researchers analyzeddata on 506 women, average age 37years, enrolled in an ongoing Ameri-can Heart Association-funded "GoRed for Women" research project. Thewomen represented every stage ofadult life, including childbearing, pre-menopausal, menopausal, and post-menopausal. About 60 per cent of thewomen identified themselves as aracial/ethnic minority. Seventy-twoper cent of the women reported one or

more episodes of weight cycling, de-fined as losing or gaining at least 10pounds (excluding pregnancy). His-tory of weight cycling was evaluatedfor associations with a wide range ofsleep problems, both at the time ofstudy entry and at a one-year follow-up visit. The analyses adjusted for oth-er factors known to affect women'sweight history, including pregnancyhistory and menopausal status. Atboth times, sleep problems were morelikely for women with any history ofweight cycling. Each additionalepisode of weight cycling was associ-ated with shorter sleep time, poorersleep quality, long time to fall asleep,more severe insomnia, more sleep dis-turbances, less efficient sleep, andmore frequent use of sleep medica-tions.

“The Revenue Officers of theState are performing their regularduties as well as the additionalCOVID19 duties under extremelychallenging circumstances. Theirgenuine demands must be met,” saidthe Minister while directing FCR tomoot the proposal for hiring vehi-cles. The members also raised theneed of security personnel to be de-puted with Executive Magistrates onduty. “Many a time we come acrossunruly elements while performingsensitive/non sensitive/routine duty.Waiting for police to turn up on thespot is not always practically possi-

ble,” said they. The idea of a securi-ty guard with each official is notpractical; however, it would be tak-en up with the DGP Punjab to de-ploy one policeman in eachTehsil/sub tehsil who would accom-pany the Tehsildar/Naib Tehsildar infield, as the need be said RevenueMinister.
