The COVID-19 pandemic has forced us to all to adapt to numerous changes and overcome significant challenges – all while staying strong to care for a community that is concerned, worried, and scared. The level of professionalism, kindness, and empathy is something that continues to impress all UMC stakeholders. You, and the entire UMC team, are heroes and should be recognized as such. This week it was announced that the transfer of the skilled nursing home residents, that was originally planned to be temporary, will be permanent. While I realize this may be a shock to some of the staff, we are making every effort to ensure that comparable positions in at UMC are available. Where possible, additional training and professional development is being offered to expand staff capabilities too. Please be assured, we will take care of our people. You mean too much to us, not to. While I know these changes are different from what was originally planned, it is a necessary adjustment to allow us to best respond to the pandemic. It will not change our commitment to the UMC team or the critically important services we provide to the community. City leaders also recognize these contributions – especially noted in the Mayor’s recent statements around bringing two new hospitals to Washington, DC – and her commitment to keep UMC open until the new hospital is completed. UMC was recognized specifically for being “an essential part of the District’s plan to flatten the curve.” We understand that saying you are valued is important – but showing it is also necessary. I want you to see, feel, experience, and know the sincerity of our commitment to you. It has been another eventful week here at UMC. The COVID-19 pandemic has forced us to all to adapt to numerous changes and overcome significant challenges – all while staying strong to care for a community that is concerned, worried, and scared. Stay Safe As the District of Columbia’s only public hospital, we all have a heightened responsibility to prevent the spread of COVID-19 whether on/or off duty. Although the city will begin phase one of the plan to reopen we must continue to adhere to the safety, shut-in, and social distancing mandates in effect throughout the region.

Join the Mayor's Office on African American Affairs (MOAAA), the Department of Insurance Securities & Banking (DISB), DC Public Library (DCPL), and the historic

Industrial Bank at the Virtual Financially Fit DC: A Workshop Series on Black Generational Wealth Building. This is a three-part series designed to help close the the

racial wealth gap and increase financial literacy in the African American community. The series will highlight tools and resources focused on Family Financial Emergency Planning,

Taxes, and Life Insurance to build generational wealth. This is a partnership with the Department of Insurance Securities & Banking (DISB), DC Public Library (DCPL), and Industrial Bank. Throughout the series, DCPL and DISB will provide books and online

resources on wealth building that residents can access.

Family Financial Emergency Planning Date: Tuesday, July 21, 2020 | Time: 5:30 pm – 7:00 pm

The Financially Fit DC Workshop Series on Financial Emergency Planning will discuss the importance of saving, having liquid cash readily available, shelter and homeownership,

loan modifications, and learning new skills for additional income.

Leveraging Life Insurance to Build Generational Wealth Date: Tuesday, August 11, 2020 | Time: 5:30 pm – 7:00 pm

The Financially Fit DC Workshop Series on Insurance will explain the different types of insurance (e.g. whole life vs. term life vs. final expense), educate residents on how to

borrow cash value from their life insurance policies, and when to get insurance for their family.

NEW HOSPITAL HEARING

As you know, the Bowser administration recently transmitted two bills to the Council to create a new hospital on the St. Elizabeths East campus run by George Washington University Hospital and a new Howard University Hospital to be built adjacent to and replace the current Howard University Hospital. Those two bills are the “New Hospital at St. Elizabeths Act of 2020” and the “New Howard University Hospital and Redevelopment Tax Abatement Act of 2020.” The legislation for the new hospital on the St. Elizabeths East campus has been referred to the Committee on Health, which I chair, and the legislation for the new Howard University Hospital has been referred to the Committee on Business and Economic Development, chaired by Councilmember Kenyan McDuffie, because it involves tax abatements. Councilmember McDuffie and I have scheduled a Joint Public Hearing of our two committees, which will be held on Tuesday, June 30, 2020, at 9:00 a.m., via WebEx. You can sign up to testify by contacting Malcolm Cameron, Legislative Analyst for the Committee on Health, by 5 pm on Friday, June 26th at [email protected] or (202) 341-4425. I encourage everyone to sign up to testify at the June 30th hearing, because my colleagues need to hear from Ward 7 residents who want to bring health equity to the East End of District. Assuming the hearing goes as expected, I will hold the Committee mark-up on the new hospital legislation on July 1, 2020, at 9:00 a.m., via WebEx, so we can have the required two votes on the legislation before the Council’s summer recess, allowing planning and design to begin as soon as possible for the new hospital with George Washington University Hospital. The new hospital on the St. Elizabeths East campus will be a state-of-the-art community hospital that anchors a true health care system for Wards 7 and 8. Working with my Council colleagues, I was able to reassemble $325.5 million to build this state-of-the-art community hospital on the St. Elizabeths East campus, which will serve as the catalyst for a true interconnected health care system of emergency care, urgent care, specialty care, ambulatory care, primary care, medical offices, independent physicians, and dentists. The proposed FY21 budget adds another $58.2 million to this project for an ambulatory care facility and additional infrastructure for a total of $383.7 million. George Washington University Hospital is also paying for two new urgent care centers, one in Ward 7 and one in Ward 8. We are at the precipice of something truly transformative, because this hospital will restore trauma care services and obstetrical care within a community hospital that is modeled off national best practices for emergency health care delivery.
