Monthly Board Meeting Minutes

Callender Lake Property Owners Improvement Association

Saturday, September 12, 2015

The CLPOIA Board meeting was called to order by President JoAnn Ishmael at 2:00 PM in the

Callender Lake Community Center. All nine Board members were present with thirty one guests in

attendance.

The invocation was given by Tilla Strickland. All attendees voiced the Pledge of Allegiance.

President Ishmael asked if any changes to the Agenda. There were no changes .Agenda approved as

posted.

OPENING COMMENTS

President Ishmael began the meeting by saying she was enjoying the weather and hopes everyone else is

also. It is almost like spring weather that we never had but hopes all can get out and enjoy it as well.

OFFICER'S REPORTS

Secretary’s Report – Sara Kesler reported that the minutes from the August 2015 meeting were

circulated via email and published in the CL Lines. If there are no corrections and with no objections from

the Board, she moved that the minutes from the August meeting be accepted and filed for record. Motion

was seconded by Jan Liedtke. The motion passed unanimously.

Treasurer's Report - Jan Liedtke announced the Reconciliation Report is available on the table near the

library. She moved that the Reconciliation Report be approved and filed for audit. Motion seconded by

Eddie Hueston. The motion passed unanimously.

COMMITTEE REPORTS

Recreation Committee – Sara Kesler stated she had failed to provide the attendance report of all Board

members with the Secretary report. She advised Eddie Hueston, Larry Giles and Tilla Strickland had

100% attendance for the year. JoAnn Ishmael, Jan Liedtke, John Harwood and Sara Kesler missed one

meeting, Debra Abbuhl missed two meetings and newest Board member, Jeff Smith had attended all three

months that he has been on the Board.

Sara Kesler reported the Recreation Committee met for their scheduled monthly meeting Tuesday

September 1 with 13 in attendance. This was their first meeting with the two new Co-Chairs, Elain Giles

and Boneta Strickland presiding. Elain Giles handed out her sheet of ideas and guidelines for the

upcoming year. After discussion everyone agreed to this.

Upcoming events:

Saturday, September 26 8:00 – 10:00AM COFFEE & DONUTS

Hosts will be the Keslers, Carol White and Boneta Strickland

Plans & details in the works.

As you’ve heard before “Stay tuned for future events.”

Next meeting will be held Tuesday, October 6 as we make plans for the upcoming events.

MAINTENANCE:

Community Center – Jan Liedtke reported exterior sun screens were designed, manufactured and installed

by Dick Bolle assisted by his son Greg. This project took days of volunteer time and effort and we are

enjoying the benefits from them. Dick even made sun screens for the guard house. Thank you Dick and

Greg!

Public Areas – Eddie Hueston reported following the departure of John Ellerbe, Doug Ferris was hired in

the position of part time maintenance employee until October 15, 2015 on a temporary basis. This

was done in order to catch-up with the heavy growth of grass in late August and to prepare for the Labor

Day weekend. This will also allow the new Board and Committee time to make a decision for the future.

The zero-turn mower was returned from major repairs in time to have the public areas ready for the

holiday. Jan Liedtke volunteered to open and close the Swim Park in August through Labor Day weekend.

Jan was assisted by Steve Graham and Sue Stephens with both opening and closing of the swim park.

Roads – Larry Giles reported the road committee met on Friday, September 4th

and began planning for the

next year. Mr. Boyce has completed all the projects he was contracted to do. The one remaining

contract from last month, the intersection of Long Shadow and Briar Grove was completed the end of

August. Last we also had some additional work done on pothole repairs.

Architectural Control – Tilla Strickland reported the ACC met Saturday, September 5, 2015, with a

quorum present.

We received 2 permit applications and, having been investigated by team members prior to our meeting,

both were approved. One of the permits is for an irrigation well and the other to modify a garage into

living quarters.

It’s always nice to see these requests because they improve those properties and consequently, benefit the

community as a whole.

Four violation letters are being sent out for unsightly kept surroundings of their homes and properties.

ACC is asking the Board to follow up on a previous violation letter that remained open for lack of action

by the property owner.

We welcome our new member, Keith Rowe and new Co-Chairs Dan Peden and Jerry Sossamon. These

two gentlemen have taken the position held for a long time, quite efficiently, by Marion Tait.

Page 9: Covering YOUR Community News Board of Directors › wp-content › uploads › lakelines › ... · 2015-09-18 · Publicity Julie Morris 214-578-5780 Recreation Hope Enochs 903-574-2349

Publicity Committee – John Harwood reported the Publicity Committee met Sunday, August 23. Duties

for the new year were assigned. Sandy Mittelstet resigned as Co-Chair but will remain as a committee

member leaving Susan Reid as Chair. Information regarding a much needed, new, small Bulletin Board at

the Card Reader was discussed as well as the information on the one bid received. A commercially

produced Board was found to not be suitable for our needs and the bid for a custom produced board

seemed too high. The purchase was cancelled with more research and additional bids to be sought during

the next budget year.

Audit Committee - Eddie Hueston reported no additional information other than JoAnn Ishmael will chair

the committee for the coming year.

Security and Fire Committee - Jeff Smith reported flag lights installed and guard house renovation

completed. Thanks to Gerald Kesler, Richard Baker, Steve Graham, Perry Penn, Charlie Brown and Dick

Bolle for their help in bringing this project to completion.

No incidents reported during the Labor Day weekend.

Fish and Wildlife – Larry Giles reported the Fish and Wildlife Committee signs ordered by Hickory Hills

have arrived and will be installed soon. We look forward to the upcoming year working for the betterment

of our lake.

Sanitation and Pollution – Debra Abbuhl reported the big dumpster arrived over the Labor Day weekend.

As usual, it was a complete “success”, being filled quickly. A thank you to Doug Ferris for staying on top

of the dumpster (no pun intended) and keeping it packed down so we could get more in it. We are still in

communication with Republic Waste regarding the over charges. We now have two additional months of

an overcharge of $144.86 per month.

We are outlining our large dumpster schedule for the upcoming year.

Other Reports

CVZCC/ GLPC/ Legislative – C.A. Cockrell report attached

President Ishmael advised FEMA did deny our claim for road repairs and bridge collapse consisting of

emergency repairs because we have a gate and the roads were deeded to us. Because we have private

roads and a gate causing no one to come in off roads, they denied our claim. So Board this might be

something to discuss at your next meeting and determine if you want C.A. Cockrell to get involved or not.

Mr. Cockrell did state he was willing to help if wanted or needed.

New Business 2015 – 2016 Budget

Jan Liedtke advised copies of the 2015 – 2016 budget are available on the table near the library. This

budget has been reviewed by each Board member. I move that the 2015 – 2016 Budget be approved and

filed for audit. Motion seconded by Tilla Strickland. Motion passed unanimously.

Temporary Appointment of Part Time Employee

Vice President, Eddie Hueston reported Doug Ferris was hired as the part time employee on a temporary

basis from September 1, 2015 through October 15, 2015, at the previous rate of pay with the same duties

and the same limitation of hours that existed before he left.

Page 10: Covering YOUR Community News Board of Directors › wp-content › uploads › lakelines › ... · 2015-09-18 · Publicity Julie Morris 214-578-5780 Recreation Hope Enochs 903-574-2349

Confirmation of Committee Members

Larry Giles made motion to confirm the following committee members, Eddie Hueston to Fish and

Wildlife, Jerry Sossamon to Fish and Wildlife, Eddie Hueston to Roads, Charlie Brown to Recreation,

Julie Brown to Recreation and Perry Penn to Security. Motion seconded by Tilla Strickland. Motion

passed unanimously.

Announcements & Questions

President JoAnn Ishmael opened up the floor for any questions or announcements.

Property owner from the floor inquired as to what happened to the large concrete blocks left over from the

dam repair a few years ago and could they be used in repairs to the area of Callender Lake Drive that

washed out in the May rains. President Ishmael advised these blocks were special made of a certain type

of materials just for use on the dam and that other measures were being done to the road/creek repair

shoring up both lakeside and creek side with a new topping. Hopefully this will avoid any washout in the

future.

Another guest from the floor asked while on the subject of the dam, are there any plans to mow the dam

and remove any of the shrubs and etc. that have grown back? Eddie Hueston advised there are plans to

remove shrubs but not to mow the dam. Over time it was found the mower does more damage than good

to the dam but shrubs and seedlings will be removed this fall.

Sara Kesler announced the Van Zandt Precinct 4 Crime Watch committee and members met in our

community center Thursday, September 10 at 7:00 and will be meeting here again Thursday night,

October 8 at 7:00. Everyone is invited to attend. This program is sponsored by the VZ Sheriff’s

department. Come on out and learn more about being the “eyes and ears” of our community. Per Dick

Bolle it is “neighbors watching out for neighbors” and we could use more members. Gerald Kesler

advised Precinct 4 also has a program called “Silver Care” for the elderly. Very beneficial. President

Ishmael also advised they have “window watchers” where you do not have to leave your house, but

should you see someone or something going on at a neighbor’s house which doesn’t look right, you can

call in to the Sheriff’s office and report. Visitors are always welcome.

Charlie Brown advised regarding Monarch, the seriousness of water issues should it come to that.

Charles Tait questioned concern that no money was allowed in budget for silt removal and lake vegetation

allowed to grow. President Ishmael advised this would fall under Fish & Wildlife and maintenance fees

would have to increase to afford this. We’ve been operating on the same fees for 20 years. Larry Giles

reported to do this we would have to have Hickory Hills to share expenses and cooperation since they

own half the lake. Hickory Hills advised they had contacted an engineer to check the lake and was told by

the engineer that you cannot put enough money into the lake to remedy the problem. Anything we do may

help but will not stop the problem.

Page 11: Covering YOUR Community News Board of Directors › wp-content › uploads › lakelines › ... · 2015-09-18 · Publicity Julie Morris 214-578-5780 Recreation Hope Enochs 903-574-2349

Debra Abbuhl advised that if anyone has a concern as to what a CSI inspection is (as mentioned by

Charlie Brown) I can pull my own inspection sheet and review what you might need should you be

required to have a CSI inspection. Technically, Monarch’s biggest problem is, by State law, any new

construction is supposed to have a CSI inspection anytime the water company connects to that

construction. TCEQ would also become involved and they can get very picky. Somewhere I still have

some of my old inspection sheets which we can review if you might want to see some of the things they

would look for. Give me a holler and we can sit down and go over it. One of the things you might get

nailed for is if someone has put in a well for irrigation and it is tied into both Monarch water system and

the well or if a homeowner is doing illegal pumping from the lake. We used to “yank TCEQ’s chain” to

get people who were pumping from the lake. This may be the time for TCEQ to figure out if any of those

folks are still doing that and using their irrigation lines for all their pumping including Monarch’s water.

That is when it will be found.

Lots of information today, per President Ishmael.

Adjournment

President Ishmael entertained a motion for adjournment.

Debra Abbuhl made motion to adjourn at 2:46PM. Seconded by John Harwood. Motion carried.

Annual Board Meeting will be held at 3:00PM.

and I wish our candidates success and hope you enjoy your time on the Board as much as I have mine. I

want to thank John Harwood for his three years of service and I would like to thank Eddie Hueston for his

nine years of service and I would like to thank the Board for being such a supportive group to me and

others through previous years. I would like to give a big thanks to this Board for all they have done.

(Applause)

Nominations From The Floor

President Jo Ann Ishmael called for nominations from the floor. There were no nominations from the floor

so election results will remain as they have been counted.

Annual Secretary' Report

Secretary Sara Kesler reported that the minutes from the annual meeting of September 2014 were

circulated via email and Callender Lake Lines and found to be complete and correct. These were

approved and filed for record.

Annual Treasurer's Report and 2014 - 2015 Budget

Treasurer Jan Liedtke reported the annual Profit & Loss report is on the table near the library for everyone

to see. Our maintenance fee income was down $12,977. We were expecting to close out some foreclosures

that JoAnn Ishmael has worked so many hours and days on and they just did not close as of this meeting.

That is where our expected income was higher but we are expecting those to come in soon. The reports

are for everyone to see.

MAINTENANCE COMMITTEE ANNUAL REPORT -

Community Center: Jan Liedtke reported we appreciate Dick and Greg Bolle for their many hours with

these 2015 projects:

Building a timber flowerbed border

Cleaning gutters and downspouts

Installing and removing Christmas lights and decorations

Building and installing exterior window sun screens

Installing new interior exit lights

Cleaning blocked air conditioning ducts

We thank Linda Rhodes for the incredible decorations that she provided for the Christmas season. We also

thank our awesome library ladies who continue to make the library look better than ever. We appreciate

all the volunteers

Public Areas: Eddie Hueston reported the Public Area Maintenance Committee chaired by Ed Garcia,

with members Dan Peden, Don Hollis and Bill Faulkner served during the 2014-2015 year which saw

removal of the wood storage building and its contents east of the entrance gate, removal of multiple

Monarch Utility structures east of the dumpster area and removal of the outdated restrooms at the Swim

Park. A chain link fence was completed around the back of the Edom Volunteer Fire Department garage

(paid for by the EVFD) just south of the boat/trailer storage which enhanced security in the area.

Page 19: Covering YOUR Community News Board of Directors › wp-content › uploads › lakelines › ... · 2015-09-18 · Publicity Julie Morris 214-578-5780 Recreation Hope Enochs 903-574-2349

Welding repairs were made to the vehicle gate at the Fishing Pier Park and to the merry-go-round at the

Youth Park. Foot boards and railings were replaced at the Fishing Pier Park and foot boards at the boat

launch pier. New identification and speed limit signage was installed near several parks with support from

Jan Liedtke and the Resale Shop. Major repairs and adjustments were completed to the tractor and zero-

turn mower. Downed trees and limbs were removed from roads and public areas following several severe

storms in the winter and spring.

Beautification: Eddie Hueston reported the Beautification Committee added measurably to the appearance

and appeal of the Callender Lake Community through the support and effort of volunteers and donations

including the Resale Shop. Upgrades that included painting, pruning, and new plantings at the highway

entrance sign, Community Center, information station, parking lot and either side of the

guard house welcome visitors and citizens with a new sense of beauty and belonging.

Roads: Larry Giles reported we started the year with rain, snow, ice and what a mess. Our number one

goal of the year was “pot holes”. How do you fill them with oil sand that washes out with every weather

occurrence? All the way to April we fought a losing battle until we had to seek professional help. Money

well spent as we repaired over 250 pot holes this year. Many damaged roads were resurfaced. Did we get

them all, no, will we ever get them all, no, but we will go down fighting.

May 10th

, 2015, brought the greatest disaster ever seen at Callender Lake. Over ten inches of rain in one

night. Lake levels up to houses and one occurrence that divided our local nation. The 600 block of

Callender Lake Drive washed out leaving a giant divide between our north and south. Was it fear and

panic? No. It was the greatest show of citizens working together to pull us thru. From Mr. & Mrs. Burpee

letting us trespass their property to use their foot bridge for our only foot means to connect both sides of

our community, to the countless volunteers that shuttled folks to and from their bridge to our gate, to the

contact with the government agencies to get the rapid response of the county in repairing the road, to the

instant response of Mr. Boyce in working on a temporary road for access to the north side of our

community, and to the property owners that allowed their property to be used for this work. Could this

have been the greatest disaster in the history of Callender Lake, I can’t help but say no, not with the

people we have as citizens of our community. Not with their sense of love and community pride and need

to help their neighbors.

We hope and pray that this never happens again but we know we have a community ready to step in and

make it better. Just like momma’s kiss on the boo boo it will go away, and we say a big thanks from the

road committee.

We hope that this year has brought improvements to the trip to your house. We are not winning but we are

working. We want your money spent to make the roads a better and a safer way to get from here to there.

President Ishmael stated the C.A.Cockrell was instrumental in getting the county to come out here and

replace that road. Thank you, C.A.. Debra Abbuhl reported even though Monarch did not accept liability

for the washout, they did donate $2,000 to our cause.

ARCHITECTURAL CONTROL COMMITTEE ANNUAL REPORT –

Tilla Strickland reported this fiscal year’s Architectural Control Committee (ACC) consisted of

Chairperson Marion Tait, Secretary Dick Bolle, and Members Gerald Kesler, Ron Liedtke, Jerry

Sossamon, Richard Thompson, Dan Peden, and Board Liaison Tilla Strickland. Several of these are long

standing members of this committee and I would like to take the opportunity to thank each of them for

their tireless service to our community. During the period of 2014 – 2015, permits were approved for a

new home, various additions to structures already in place, as well as new storage sheds, garages and

carports, boat houses, irrigation wells and one demolition, for a total of $2,250 in permit fees received in

this fiscal year.

We are always pleased to see these improvements as they speak to the growth and well-being of our

community.

Additionally, the ACC issued ten letters for various restriction violations, of which several were escalated

to the Board for further action.

We’d like to remind the property owners that our Restrictions define Neat and Good order as: The

normally acceptable safe and esthetic condition usually observed in a residential area (Section 1.08) and

Public Nuisance: keeping, storing, or accumulating rubbish, including newspapers, abandoned vehicles,

refrigerators, stoves, furniture, tires, and cans, etc., for a period of 10 days or more, unless the rubbish is

fully enclosed or is not visible from the street. (Section 1.12).

Further, it states in Section 2.03 Duty of Maintenance: Each Owner shall have the duty and

responsibility, at the owner’s sole cost and expense, to keep the owned Lot and all improvements in neat

and good order. This means the Lot must be maintained in conformance with the requirements of Texas

Health and Safety Code for Abatement of Public Nuisance.

Please remember that the Covenants, Conditions and Restrictions that govern everything your Association

does, including ACC, of course, are published on our website under the CLPOIA tab.

PUBLICITY COMMITTEE ANNUAL REPORT -

John Harwood reported the Publicity Committee comprised of Susan Reid, Ann Faulkner, Gloria Beck,

Sandy Mittelstet, Julie Morris and John Harwood as Liaison.

The Publicity Committee has been busy over this past twelve months.

Monthly communications continues to over 275 lake members, family and friends with the optional

CLPOIA email communications service. News regarding Lake Events, local happenings, and “need to

know information” is shared regularly with members.

Our Webmaster, Susan Reid, has re-created, continually updates and maintains the Callenderlake.info

Webpage. A Real Estate section has been added to provide lake members a free opportunity to list basic

information and pictures of their “For Sale” lake property. Critical Lake information, lake events and lake

news is always available on the website as well as listings of all necessary forms and documents. Pictures

of Lake Life can be submitted, displayed and shared with all. (See the Photo Sharing link on the Web

page.) You can also pay your annual dues through PayPal portal on the webpage.

The Emergency Phone Tree Alert System was put to the test during our massive spring rains this past

season when a connecting road bridge on Callender Lake Drive washed out. Over the days that followed,

e-mails and recorded phone information was provided to all who have subscribed for these free services.

Monthly Board meeting minutes and Board Meeting placards were diligently placed for all to read, stay

up to date and as a reminder to GET INVOLVED! Listing and posters of local community events were

made available on the large Bulletin Board at the Information Station.

A beautification and landscaping project for that area was planned and carried out by Ann Faulkner,

Gloria Beck, Julie Morris and Sandy Mittlestet. Thanks to Mike Bromhall for his donation of necessary

water pipe and trenching as well as to our resident water expert, Debra Abbuhl for her expertise in

planning water connections. The area was cleaned up and landscaped in a joint venture between the

Publicity Committee, Public Areas and the Beautification Committee. This new look provides a more

pleasing and finished landscape look as members and their guests drive through the gate on our new drive

way. First impressions count!

Finally, the monthly publication, Lake Lines, changed editors this year. Debra Abbuhl handed over her

position after many years of service to Lake member, Julie Morris. Julie took up the task, added color,

changed format and works closely with our web master to have “Lake Lines” available on your CLPOIA

Webpage soon after every Board Meeting. If you have missed an issue, back editions are available on the

web. A few hard copies continue to be printed and are available at the Lines Box at the Information

Station for those who do not have Internet.

I want to thank our entire team who worked hard to keep everyone informed and up to date on Lake Life.

If you have not subscribed to either the E-mail or Emergency Phone Tree Notification System please see

me after the meeting.

AUDIT ANNUAL REPORT

Eddie Hueston reported the Audit Committee consisting of Ann Henson, Greg Bolle, and Sue Stephens,

Chair, completed the review on April 18, 2015 for all of the year 2014. No discrepancies were found. The

Audit included check register, deposit detail report, capital expenditures, credit card statements, payroll

records, bank statements, petty cash report, insurance policy review, committee bank statements and

vendor expenses. A complete notebook with all reports is kept in the office. The CLPOIA board wishes to

thank Sue, Greg and Ann for their dedication and time in completing this important task for the citizens of

Callender Lake. I will close my report with this bit of good news, JoAnn Ishmael has agreed to chair the

Audit committee for 2015 – 2016.

SECURITY AND FIRE ANNUAL REPORT

Jeff Smith reported 2015 saw a large number of issues with the entrance gate that ran the gamut from

problems with the mechanism that opens the gate to problems with the sensor that opens the gate to the

gate being completely destroyed. With one exception these issues were corrected quickly by the members

of the Security and Fire Committee and the vendors they worked with. Having Elite Security in place

helped immensely in maintaining the security of the community when these issues arose. A large thank

you is owed to Gerald Kesler, Richard Baker, Ronnie Liedtke, and Dick Bolle for going above and

beyond in their efforts to keep the gate in working condition.

A review of all issued gate cards was conducted this year, with the number of issued cards brought into

compliance with community standards. This has had a large impact in maintaining the security of our

community.

Upgraded security cameras were installed with new flag lighting installed and the guard house renovated.

Thank you to the Resale Shop for their $1500.00 donation, as well as the Fish and Wildlife

Committee for their donation of $250.00 towards the new camera system.

Elite Security (Steve Graham) has been a positive addition in not only maintaining the security of our

community but also in presenting a courteous and professional presence at our main entrance.

Finally, thank you to everyone who has volunteered for the Security Committee. We would not have been

able to accomplish everything we did this year without their help and dedication.

FISH AND WILDLIFE ANNUAL REPORT

Larry Giles reported after last year’s fund raiser only split with Hickory Hills this year was the year of

work together for a better lake environment at Callender Lake. For the first time ever, so far as I know, we

have agreed on signs that match and they will be erected in the near future. We are ready to move toward

a healthier lake for the enjoyment of all. We are ready to call it Callender Lake, not your side or their side.

We discovered that Texas was now enforcing an old law that as of March 1, 2015, all trailers rated over

4,500 pounds had to be inspected before you get license plates for them. This included a lot of boat and

utility trailers so be prepared before being turned away.

This year’s committee started it and all committees to come need to continue it and we will have a play

lake, a fishing lake, and a lake to sit on the shore and watch the sun rise and fall for many years to come.

SANITATION & POLLUTION ANNUAL REPORT

Debra Abbuhl reported the Sanitation and Pollution Committee made up of Chair, Andy Lutz, and

members Elain Giles and Jan Marler.

During the 2014–2015 year, we removed all but one top loading dumpster and replaced with side access

dumpsters. This was done since many found raising the lid on the top loaders difficult, especially on

windy days. We had the large dumpster on the premises four times this year, each during a major holiday

so both full & part time residents could partake of their use. In prior years, we’ve had it on non-holiday

weekends.

Our tentative schedule for the upcoming year is:

12/31/2015 to 01/04/2016

03/24/2016 to 03/28/2016

07/01/2016 to 07/05/2016

09/01/2016 to 09/06/2016

These dates are not confirmed. We may have a non-holiday weekend delivery in lieu of one of the above

dates. If it turns out we have a large enough credit, we may see about getting a fifth delivery.

We are currently in communication with Republic Services regarding our contract. Our contract with

Republic included $999 per month for regular dumpster use, to be raised no more than 5% after the

second year. We entered the contract in June 2013. In four months in 2014, Republic billed us $1193.81;

an overage of $194.81 each month. The error was corrected in the month of November, but resumed again

in May 2015 and all subsequent months. In June, our normal increase with the 5% would have raised our

rate from $999 a month to $1048.95; giving us an over charge for June through August 2015 of $144.86

per month. Thus, the current over charges equal $1408.63. We were under charged for one large dumpster

for the amount of $579.99. Total credit to date, due to us by Republic is $828.64. Thank you Andy for

discovering this.

Page 23: Covering YOUR Community News Board of Directors › wp-content › uploads › lakelines › ... · 2015-09-18 · Publicity Julie Morris 214-578-5780 Recreation Hope Enochs 903-574-2349

We have researched and hope to be proposing a new surfacing of the dumpster area as a capital

improvement in the upcoming year. After much research of various surface options, taking all things into

consideration (cost, wear and tear, etc.) thus far, the most feasible surface cover appears to be washed

river rock. Some of this is already at the entrance to the dumpster area. More research will be done before

deciding. When the time comes to resurface, Republic Services will move the dumpsters out, and replace

them afterwards for $175, at last quote.

Sanitation and Pollution worked with Fish & Wildlife and Public Area Maintenance to help maintain the

spillway area; making every attempt to keep the spillway free of debris during the heavy rains. Even with

the cleaning of the grate, there was still waterfront flooding. No matter how clean the grate is, only so

much water can go through the spillway. We will again be working with both of the other committees

when rain season begins. Fish &Wildlife has researched contracting with a third party to keep the grate

clean. At this time, such an option has not proven to be cost effective. In the meantime, Sanitation and

Pollution will continue to be sure the grate is kept free of debris when it is safe to do so, and work with

Public area Maintenance to have the debris removed that is tossed up on shore.

The Sanitation & Pollution Committee would like to thank Fish and Wildlife, Public Area Maintenance,

Roads, and Security for their collaborative help on various issues, plans and work performed over the past

year.

NOMINATING COMMITTEE REPORT-

COMMENTS, QUESTIONS AND ANNOUNCEMENTS

Guest from floor began his comments by complimenting the Board, registered his concern to be that

moving forward this money does not belong to the Board. This money belongs to the membership.

With some of these major expenses, the membership has the right to make a comment or input on how it

is spent. Just hopes the new Board will take this into consideration going forward.

Another question from the floor was does Security have a number on how many incidents and what they

were for the year. Jeff Smith answered him by stating the reports are turned in and filed in the office.

With all the money spent on Security, what has this prevented or not prevented was his next question.

President Ishmael stated you have to understand two things. One, we did not hire our guard to patrol but is

there manning the gate so he may not be aware of all the incidents and two, anyone who attends the

Sheriff’s VZ County Crime Watch meetings will see that from a year ago we were averaging 7 or 8

incidents a month that were reported to the Sheriff’s office. We had only one this past month.

One guest on the floor became irate and out of control over issues he felt were unjust and unnecessary.

President Ishmael announced he was out of order and to sit down.

President Ishmael asked for a motion to adjourn. Motion made by Tilla Strickland. Seconded by Marion

Tait. Motion passed.

Meeting adjourned at 3:54.
