SCT’s team of senior safety professionals is directed by General Manager Joseph Ventura. Mr. Ventura is a certified safety and health professional with over 20 years of experience in the field of Industrial Hygiene.
Mr. Ventura received his bachelor’s degree from Cleveland State University and
later his safety and health certification from Eastern Michigan University.
He developed an expertise in industrial hygiene and employee training through his work with the International Union of Painters and Allied Trades (IUPAT). There he developed and directed the Occupational Safety and Health department for the IUPAT DC6.
In addition to his management responsibilities at SCT, Mr. Ventura also serves as the principal industrial hygienist, providing expert witness services as well as employee training.

SCT’s Medical Review Officer Dr. Thomas Markham, M.D., is a former Medical Officer in the U.S. Navy with a background in Occupational & Environmental Medicine. Dr. Markham graduated from St. Louis University School of Medicine and served his residency in Occupational Medicine at the University of Michigan Institute of Industrial Health.
During his career in Occupational Medicine, Dr. Markham led and co-sponsored beryllium-related research which led to several scientific advances in the understanding of beryllium diseases. Currently, Dr. Markham serves as Chairman on the U.S. Department of Energy/ORISE Beryllium Health Surveillance Advisory Committee.

SCT was co-founded in 1999 by President Gail Grueser. Under her direction, SCT has developed into a world-class organization providing comprehensive occupational safety & health solutions.
Ms. Grueser received her Bachelor’s Degree of Arts from Cleveland State University and went on to earn her Master’s
Degree of Education from Kent State University. As a licensed Substance Abuse Professional, Social Worker and Educator, Ms. Grueser brings a wealth of knowledge to ensure customers receive the assistance they need to keep their workplace safe and healthy.
Ms. Grueser is responsible for developing and measuring key performance indicators to monitor company operations. She works with senior staff to ensure proper policies are in place for effective administration. In addition to her administrative responsibilities, Ms. Grueser directs SCT’s Occupational Health Services Division, which provides training, medical monitoring and drug screening.

Rob Medlock is Senior Vice President of SCT. Under his direction, Mr. Medlock and his team have assisted clients in overcoming costly OSHA citations and third party claims.
Mr. Medlock studied at Indiana State University where he received his bachelor’s degree in Safety Management. He began his career with OSHA as a Student
Intern, and during the next 14 years he moved through the ranks as a Compliance Officer, State Plan Monitor and Supervisor working in Kentucky, Illinois and Ohio. In October 1991, he was selected as Area Director for the Cleveland Area OSHA Office where he served until his retirement in 2011.
During his tenure as OSHA Area Director, Mr. Medlock led his office in conducting over 17,000 inspections and implemented several OSHA Emphasis Programs including a Construction Fall Hazard program which was adopted nationwide by OSHA. Mr. Medlock has been a

recipient of the “OSHA Champion of the Year Award” and the “Distinguished Career Service Award.”
With over 33 years of experience as an OSHA employee and 20 years as the Cleveland OSHA Area Director, Vice President Rob Medlock is a proven expert in the field of occupational safety. At SCT, Mr. Medlock is responsible for directing and supervising a staff of professionals to provide high level occupational safety and health expert witness services.
National Training Courses Developed• Developed and conducted training programs for machine guarding and lockout for the State of Ohio, Division of Safety and Hygiene.
• Developed and conducted basic and advanced machine safety training for OSHA compliance personnel in Region V and other OSHA regions.
• As OSHA’s technical advisor for the National Alliance with the Plastics Industry Association, assisted in the development and presentation of several training programs on machine guarding and lockout for the Plastics Industry, which are published on the OSHA training website.
• Presented machine safety classes at international safety conferences: National Safety Council (NSC); Newspaper Association of America (NAA); Society of Plastics Inc. (SPI); and Printing Industries of America (PIA).
• Assisted the Printing Industries of America (PIA) with development of machine safety video, 1993.
Jim Washam worked for the Occupational Safety and Health Administration (OSHA) for more than three decades, filling many different roles but primarily as one of the agencies leading subject experts in Machine Guarding and Lockout Tagout procedures.
Mr. Washam joined the SCT staff in June 2015 as its Machine Safety Expert. In his last
position with OSHA he served as the Region V Machine Guarding and Lockout Coordinator. Region V is OSHA’s largest coverage area, overseeing six Midwestern states. Mr. Washam literally wrote the book on Machine Guarding and Lockout Tagout for the State of Ohio. He developed and conducted the training programs for both areas.
After his retirement from OSHA in 2007, he worked as a private safety consultant and contracted with OSHA Training Education Centers develop-ing Lockout/Tagout Course 7115, and redesigned and taught the Machine Guarding 2040 and the Mechanical Power Presses 3040 courses. He was also contracted to develop OSHA’s Accident Investigation Manual.
SCT is thrilled that Mr. Washam is able to share his expertise and offer his services to our clients. In addition to conducting training classes and safety assessments, Mr. Washam also offers expert witness services.

Kelly Baker, Senior Research and Field Analyst, is an integral part of SCT’s General Industry Safety and Training Department. Ms. Baker has a keen eye and incredible attention to detail, which makes her a definite asset during OSHA compliance audits and facility inspections.
Ms. Baker has worked alongside Senior Vice President Rob Medlock as his assistant on
several OSHA cases, where she reviews case file documents for expert witness cases for Intentional Tort, VSSR, and 11(c) cases. Ms. Baker also writes expert witness reports based on findings from safety audits and assessments.
She has experience working in the field as a safety management project lead, and training experience. Ms. Baker has also conducted gap analyses on client/attorney request to establish current OSHA compliance status, areas of improvement, current safety culture status, and a path forward.
MEET THE EXPERT: Dennis Hobart, Director of Construction ServicesWith 18 years of experience in the field of trenching and excavating, SCT safety and health professional Dennis Hobart has spent his career designing and main-taining safe trenches on jobsites across Ohio.
In addition to his work in the field, Mr. Hobart has trained thousands of construction, industrial and municipal workers as well as emergency professionals in excavation safety and trench rescue.
Joining SCT in 2014, Mr. Hobart performs safety and health audits of trenching sites and is part of SCT’s safety and health training team, where he teaches OSHA 10 and 30 hour courses as well as trenching and excavating safety.

services led to SCT’s 2017 expansion farther into the Midwest, opening up offices in Chicago and Peoria, Illinois.
Nick Walters, Vice President of Safety Engineering Services, and his team assist clients in overcoming costly OSHA citations and third party claims. Mr. Walters has extensive occupational safety experience in a wide variety of industries and he is a certified Construction Safety and Health Technician (CHST).
He began his career with the Occupational Safety and Health Administration (OSHA) in 1992. Over the course of fourteen years, Mr. Walters worked as a Compliance Officer, Whistleblower Investigator, and Regional Audit Team Leader in the Aurora, Peoria, and Chicago, Illinois Offices. He was appointed Regional Administrator for Region V in 2012
As Regional Administrator of the largest OSHA Region in the nation, Mr. Walters was responsible for overseeing all OSHA programs within a six state Region consisting of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. He oversaw some of the largest OSHA enforcement cases in the country, including those involving multimillion dollar penalties, criminal prosecutions, use of Section 11(b) of the OSH Act, multiple fatalities, and catastrophes. He also served on numerous OSHA Executive Steering Committees that provided guidance on the establishment of national OSHA enforcement, whistleblower, and compliance assistance policies. Mr. Walters led the Agency’s participation in numerous emergency response events including, oil spills, tornados, and train derailments. He worked in close collaboration with employers, associations, and workers to promote safe workplaces through OSHA Partnerships, Alliances and the Voluntary Protection Program (VPP).
With 25 years of experience with OSHA, Vice President Nick Walters is a proven expert in the field of occupational safety. At SCT, Mr. Walters is responsible for directing and supervising a staff of professionals to provide high level occupational safety and health expert witness services.

As Regional Director, Mr. Bielema assists in development and implementation of comprehensive safety and health solutions to a wide variety of clientele. Mr. Bielema began his career in occupational safety and health in 1994 as a student intern with the Occupational Safety and Health Administration (OSHA). After graduating from Purdue University, he joined OSHA full time in the Peoria Area Office in Peoria, Illinois, where he spent the next 12 years as a Compliance Safety and Health Officer.
During his tenure at OSHA, Mr. Bielema monitored safety in a variety of industries, including manufacturing, service, transportation, alternative energy, agriculture, grain handling, meat
packing, health care, and numerous types of light, commercial, and heavy construction.
Mr. Bielema left government service in 2006 to serve as safety and heath manager for a large logistics and parts distribution center. This move to the private sector gave him a new skill set for understanding how to manage and direct safety in a variety of scenarios, including managing a multi-shift team, performing weekly training classes for new hires, medical/injury management, and motivating workers to embrace safety.
In 2007 Mr. Bielema returned to OSHA to serve as Assistant Area Director in the Peoria Office. He became Area Director of the Peoria OSHA Office in 2010 and served in that position until joining SCT in late February 2017. During his management service at OSHA, Mr. Bielema lead a team of highly skilled professionals in the 81 counties of Central and Southern Illinois.
Using his OSHA expertise, Mr. Bielema also joins Mr. Medlock and Mr. Walters on staff for expert witness services. With our staff’s extensive OSHA and safety background, SCT is uniquely poised to offer expert witness services to clients seeking assistance with OSHA compliance and inspections.

Vice President of National Accounts Dragan Savic manages SCT’s team of Occupational Safety and Health Professionals.
Mr. Savic is a certified Construction Health and Safety Technician (CHST) through the Board of Certified Safety Professionals (BCSP), a nationally recognized peer safety certification organization.
Mr. Savic serves as project manager for all glass and steel furnace projects and performs Industrial Hygiene-related surveys required in glass and steel demolition/rebuild projects. Mr. Savic is also a coating inspection specialist as certified by the National Association of Coating Engineers.
Since joining SCT in 2004, he has gained extensive knowledge in the areas of glass and steel furnace/demolition/rebuild with more than 50 projects in the last decade. Mr. Savic has also expanded his expertise in the areas of excavation, trenching, shoring, fall protection, fall arrest systems, scaffolding, lead abatement, mold, indoor air quality, and respiratory protection, and drug and alcohol testing. He has performed more than 1,000 safety audits to determine OSHA compliance and has developed site-specific safety plans for both construction and general industry.

Arc Flash expert and Electrical Engineer Fred R. Schraff, PE, came to SCT in early 2017 with a detailed background in Arc Flash Analysis, Industrial Control, Analog Circuit Design, Power Electronics, and AC Power Distribution.
Mr. Schraff has worked as a private consulting P.E. for many years. Some of his previous employers include Keithley Instruments, IOtech Inc., Clarke H. Joy Company, and the Cleveland Electric Illuminating Company. In addition to his status as a Registered Professional Engineer, Fred also holds certifications as a Certified Fire and Explosion Investigator and a Licensed Electrical Contractor.

Heading SCT’s Engineering Department is Richard Lombardi, a Registered Engineer Certified by the National Council of Examiners for Engineering and Surveying. Mr. Lombardi received his bachelor’s degree in Engineering Technology from Ohio State University and a Bachelor’s degree in Mechanical
Engineering from Fenn College.
A registered Professional Engineer in 30 states, Mr. Lombardi has more than 30 years of experience in mechanical and electrical design, project management, business development and project coordination.
As a Project Manager, Project Engineer and Designer for both public and private sectors, Mr. Lombardi has developed an extensive background in Building and Site Design, Business Development, Contract Documents, Building Inspection, Commissioning and Analysis, and Construction Administration.
