S1 Waste Management and Disposal Procedure Q-SSHE-452-PDR-521

1.0 PURPOSE

This procedure is developed to assist S1 asset and L22/43 concession for implementing waste management system covering waste classification, segregation, handing, storage, transportation,treatment and disposal to comply with Corporate Waste Management Guideline (Document No: SSHE–106–GDL–521), S1 Waste Management Plan and regulation of the country such as Announcement of Department of Mineral Fuel (DMF): Specification of Waste Management Guideline issued on 28th February 2013 and Hazard Substances Act B.E. 2535.

2.0 SCOPE

This procedure shall be applied to all activities including construction, drilling and production under S1 and L22/43 operations.

Each department in S1 asset is responsible to:Implement S1 waste management system effectively. Personnel who is responsible for waste management shall have SSHE training and competency following categorization of personnel in S1 SSHE Training and Competency Procedure (Q-SSHE-452-PDR-340);Collect and report information related waste management in the department to S1 SSHE engineer on monthly basis; andInform any change or deviation on current waste management to S1 SSHE engineer for updating information.

S1 SSHE engineer is responsible to:Assist each department and its contractor under S1 and L22/43 operations to implement S1 waste management system effectively and comply with Corporate Waste Management Guideline and applicable regulation;Gather and report information related S1 waste management to Corporate Operational Environment Section (TEM/O) and/or other authority upon request;Conduct waste management audit on regular basis and advise each department for improvement of waste management system; andProvide technical advice in case of unidentified waste to the departments for implementation of waste management properly.

6.0 OVERALL WASTE MANAGEMENT

Waste generated from all activities in S1 asset and L22/43 concession shall be managed according to waste management system which is aligned with Corporate Waste Management Guideline and Announcement of Department of Mineral Fuel (DMF): Specification of Waste Management Guideline.

Scope of the waste management system shall cover:

1. Waste Management Hierarchy;

2. Waste Classification;

3. Waste Segregation and Handling;

4. Waste Transportation, Treatment and Disposal;

5. Waste Recording and reporting; and

6. Waste Management Review & Audit

Flow diagram of an overall waste management is illustrated in Figure 1.

6.1 WASTE MANAGEMENT HIERARCHY

The hierarchy of waste management is expressed in terms of reduction, reuse, recycling, recovery and finally residue treatment and disposal. Waste management begins with prevention. Prevention refers to the avoidance or removal of waste by modification of design and operating practices. This principle can be incorporated, to the extent practical, into all stages of the project life cycle. The hierarchy is illustrated diagrammatically in Figure 2. The elements of the hierarchy are described in Corporate Waste Management Guideline (Document No: SSHE–106–GDL–521).

6.2 WASTE CLASSIFICATION

Waste from petroleum exploration and production within S1 asset and L22/43 concession is generated by three main phases of operation consisting of:

1. Construction of new well location, its access road and new flow lines;

2. Drilling of exploration/production wells; and

3. Petroleum production

The classification of waste generated can be categorized as hazardous and non-hazardous wasteas shown in Figure 3.

6.2.1 HAZARDOUS WASTEHazardous waste defines as any waste which causes danger or likely to cause danger to health or environment by reason of their chemical characteristics or toxic, explosive, corrosive, or other characteristics, whether alone or when coming into contact with other wastes. Form of hazardous waste comprises solids, sludge, liquids, and containerized gases waste.

Hazardous waste shall be categorized into two main types as follows:

Hazardous substance which includes ignitable, corrosive, reactive, toxic, radioactive, and/or infection substance for example used oil, expired chemical, battery electrolyte, and medical waste.Waste containing or contaminated with hazardous substance in concentration which exceedsthe standard limit of each country for example produced water, drilling mud and cutting, and wastewater. Laboratory analysis of its waste component shall be applied to properly classify this type of waste.

Hazardous waste generated from S1 asset and L22/43 concession are such as oil contaminated rag, battery, contaminated container, chemical sag and bag, used lube oil, synthetic based mud (SBM) cuttings, produced water, oil filter, oil contaminated sludge, crude oil wax, oil contaminated water, molecular sieve and activated carbon, insulator contained asbestos, infectious waste, etc.

6.2.2 NON-HAZARDOUS WASTENon-hazardous waste defines as any waste which is neither inert nor classed to as special and it does not fall within the hazardous waste classification.

Non-hazardous waste can be divided into two categories including general waste and reusable/recyclable waste.

General wastes: can be divided into two sub-categories.o Household non-hazardous waste: food waste, foil tray, food packaging, etc.; ando Specific non-hazardous waste: top-hole cuttings (THC), cooling pad, insulator without

asbestos, air filter, demolition waste, etc. Reusable or recyclable wastes: glass, plastic bottle, paper, can, metal scraps, wood scraps, cleaned empty drum, etc.

A summary of waste type generated by each phase of operation during petroleum exploration and production within S1 asset and L22/43 concession is illustrated in Table 1 and Detailed S1 Waste Management Guideline as per waste type is shown in Appendix C.

In case mixing waste or unidentified waste which is not mentioned in Table 1 is found in any working area, waste generator shall consult with S1 SSHE Engineers for proper handling, transportation and disposal.

6.3 WASTE SEGREGATION AND HANDLING

6.3.1 SEGREGATIONWaste that requires different treatment or disposal methods shall be segregated at the generating source and then collected in appropriate waste container which is differently indicated as per each waste type. Segregation of waste at the source can reduce volume of waste for treatment or disposal, increase recycling ratio and also reduce time for sorting again. The segregation shall avoid mixing of non-compatible wastes such as oil contaminated rag shall not be mixed with non-hazardous waste.

6.3.2 CONTAINER AND ITS LABELNon-hazardous Waste

General waste

Household non-hazardous waste such as food waste, foam, foil tray and food packaging shall be collected inside plastic bag in a lidded blue bin. A bin shall be labelled as “General Waste”. The example of blue bin and its label is illustrated in Figure 4.

Specific non-hazardous waste requires to be collected in specific container. For example,

Air filter, cooling pad or fiberglass insulator shall be collected in plastic bag as per each waste type and then gathered into a big bag; andTop-hole cuttings (THC) generated from top-hole section of the well shall be collected in a lugger box.

The container of the specific waste that requires offsite disposal such as landfill should be labelled before transporting to the disposal facility. The standardized non-hazardous waste label applied for the specific waste is illustrated in Appendix A.

Reusable/Recyclable Waste

Reusable/recyclable waste such as glass, plastic bottle, paper, can, metal scraps and wood scraps shall be collected inside plastic bag in a lidded yellow bin. A bin shall be labelled as “Reusable/Recyclable Waste”. The example of yellow bin and its label is shown in Figure 5.

Hazardous Waste

Hazardous waste such as oil contaminated rag, oil filter, light tube, battery and contaminated container shall be collected inside plastic bag in a lidded red bin. A bin shall be labelled as “Hazardous Waste”. The example of red bin and its label is shown in Figure 6.

Some hazardous waste requires to be collected in specific container as per details below.

Infectious waste generated from LKU clinic room and bacteria media from LKU laboratory room shall be collected in red bag and placed into a waste bin labelled as “Infectious Waste”;Oil contaminated sludge from pipeline cleaning during production shall be collected in a 200 L metal drum covering with plastic sheet;Molecular sieve and activated carbon from non-routine maintenance activity at LPG plant shall be collected in a lugger box;Insulator containing asbestos shall be collected in plastic bag and then gathered into a big bag;Crude oil wax from rail tanker cleaning at CNS maintenance workshop shall be collected in plastic bag and then gathered into a big bag;Oil contaminated water from rail tanker cleaning at CNS maintenance workshop shall be pumped into a 21,000 L tank; andSynthetic based mud (SBM) cuttings from drilling activities shall be collected in a lugger box.

Hazardous waste container to be transported for offsite disposal shall be labelled as “Hazardous Waste” immediately after packaging. The label shall be clearly identified with the specific information following the Announcement of DMF as per requirement below.

Detail identified “Hazardous Waste”;Specific waste name and UN number;Waste packing & packing date;Waste Quantity;Name of concessionaire;Name of project/ concession;Emergency contact number; andPrecautionary statements.

The standardized hazardous waste label is illustrated in Appendix A.

6.3.3 WASTE STORAGE AREAA temporary waste storage area as part of S1 and L22/43 operations is located adjacent to the west of LKU flow station. Most hazardous and non-hazardous wastes generated from working areas shall be collected and transported to the storage area for segregating, sorting and temporarily storing for further disposal. The designated storage area shall be properly managed to prevent SSHE risks, especially spill to environment, fire, explosion and health hazards.

The temporary waste storage area shall be operated to comply with the requirements stipulated in Announcement of DMF as shown in following details.

Construct with an impervious concrete surface to prevent penetration of liquid waste to subsurface;Separately store non-hazardous waste and hazardous waste to prevent cross-contamination;Have a drainage along all boundaries of concrete surface to collect rain and water run-off to API sump;Maintain good ventilation and housekeeping;Have sufficient access to allow pick-up of waste; andEquip with suitable fire-fighting equipment, eye washer, emergency shower and spill response kit such as shovels and absorbent materials.

The layout of temporary waste storage area is shown in Figure 7.

Examples of waste which is stored at the temporary waste storage area for further offsite disposal are such as:

Reusable/recyclable waste is separated as per waste type at segregation area of non-hazardous waste (Figure 7). Each type of waste shall be gathered into a separated container at the designated area; Contaminated rag shall be gathered into a big bag at the designated area;Light tube shall be gathered into a wood box in a room with securely lock;Battery shall be gathered into a plastic box in a room with securely lock; andOil filter shall be gathered into a metal box at the bund area having drainage connecting to API sump.

However, some specific hazardous waste may be necessarily stored at the working area for further transportation to offsite disposal facility. At the storage area, below minimum requirements shall be applied.

Waste shall be stored in secondary containment to prevent any spill or leak to surrounding environment;Waste container shall be in good condition and securely closed;The storage area shall be kept away from onsite groundwater well or water storage tank; andThe storage area shall maintain good ventilation and housekeeping and have sufficient access to allow pick-up of waste.

Examples of waste which is necessarily stored onsite for further offsite disposal are such as:

Oil contaminated sludge from routine pipeline cleaning and non-routine crude oil tank cleaning shall be collected in a 200 L metal drum at the waste storage area within LKU flow station;THC cuttings shall be collected in onsite THC pit;SBM cuttings shall be collected in a lugger box at the drilling site;Crude oil wax and oil contaminated water from rail tanker cleaning at CNS maintenance workshop shall be collected in a big bag and 21,000 L tank, respectively at the workshop.Molecular sieve and activated carbon from non-routine maintenance activity at LPG plant shall be collected in a lugger box at working area;

All hazardous waste containers stored at temporary waste storage area and at working area for further disposal shall be labelled using “Standardized Hazardous Waste Label” as shown in Appendix A.

Site layouts of waste storage areas in LKU flow station, production outstations, drilling site, Bung Pra (BPR) depot and CNS maintenance workshop are illustrated in S1 Waste Management Plan.

6.3.4 RETENTION TIME OF WASTE STORINGAll types of waste shall be transported for treatment and/or disposal as soon as possible in order to reduce the risk which may affect to human health or environment. Retention time for storing hazardous waste at the asset shall comply with requirements in Announcement of DMF as follows:

Amount of hazardous waste generated less than 1,000 kg/month can be stored onsite not later than 180 days; and

6.4 WASTE TRANSPORTATION, TREATMENT AND DISPOSAL

Once the treatment and disposal method has been selected from the available options, transportation of waste from the storage area to the disposal facility shall be organized in accordance with applicable legal requirements.

Modes of transport and routes from the site of waste generation to the temporary storage area and treatment/disposal facility shall be selected to reduce risks of release. Each container especially contained hazardous waste shall be securely closed in order to avoid waste mixing during transportation if any abnormal circumstance occurred.

6.4.1 NON-HAZARDOUS WASTENon-hazardous waste should be transported by local waste contractor to the selected disposal facility. For example, general waste and food waste generated onsite is transported from a temporary waste storage area at LKU flow station to the disposal facility of Lan Krabue Municipality for further composting by Mechanical, Biological and Thermal (MBT) method. Reusable/recyclable waste is sold to Wongpanit Co., Ltd. or other waste recycling company for further reusing and/or recycling.

Some type of non-hazardous waste requires specific treatment/disposal method depending upon waste characteristics. For example,

THC is transported by construction contractor for filling in the designated areas such as LKU-DDand LKU-B locations; andAir filter, cooling pad and insulator without asbestos are transported by a licensed waste transporter, Waste Management Siam Ltd. (WMS), for disposal at a sanitary landfill of Eastern Seaboard Environmental Complex Co., Ltd. (ESBEC).

6.4.2 HAZARDOUS WASTEHazardous waste shall be transported by a licensed waste contractor to a regulated disposal facility. Waste manifest system shall be implemented to ensure that all the wastes are transported to final disposal facility. Contractors related to waste transportation shall be approved in accordance with PTTEP Contractor Management Standard as well as legal requirements. The qualification of transportersshall be included specific licensed and/or permission of, as a minimum

13 digits license for waste transportation registered with Department of Industrial Works (DIW);Driving license type 4 for hazardous waste transportation and trained driver; andRegistered vehicle for hazardous waste transportation.

Prior to disposal, contractors relating hazardous waste disposal and theirs facilities shall be assessed in order to ensure that their qualifications meet with PTTEP Contractor Management Standard and legal requirements.

Treatment and disposal method selected for some hazardous wastes shall be complied with S1 Waste Management Plan and Department of Mineral Fuel (DMF) Policy as the following details.

Produced water from production operation shall be re-injected into the reservoir; andSBM cuttings shall be transported by a licensed waste transporter (MM Logistics Co., Ltd. - MML) to Siam Cement (Lampang) Co., Ltd. and/or Siam City Cement Public Company Limited (SCCC) for using as raw material in cement kiln.

List of waste transporters and disposers for both non-hazardous and hazardous wastes is shown in Appendix B.

6.5 WASTE RECORDING AND REPORTING

Tracking of waste types, quantities, treatment/disposal methods and final waste disposal facilities shall be considered as part of an overall waste management system to document the intended management of the waste. The necessary waste data shall be collected and recorded in waste management report as per monthly basis. Monthly and yearly waste management reports shall be prepared and submitted to DMF as per S1 Waste Management Plan and Announcement of DMF.

Patterns of monthly and yearly waste management reports are prepared following Announcement of DMF.

The procedure of waste recording and reporting is summarized in details below.

1. Each department who generates waste shall collect and submit waste data to S1 SSHE Engineers on monthly basis. The waste tracking data either management onsite or offsite include:

Type of waste;Quantity or volume of waste including generating, storing and disposal;Method used for transporting waste;Treatment/disposal method used at disposal facility;Final disposal location;Date of waste dispatch, transfer and disposal; andWaste contractor details.Evidence for tracking waste to final disposal such as hazardous waste manifest.

2. S1 SSHE Engineers shall gather and verify waste data from all departments and prepare the monthly and yearly waste management reports.

3. Monthly and yearly waste management reports shall be submitted to Environment Engineer of Corporate Operational Environment Section (TEM/O) for review.

4. After review, the monthly and yearly waste management reports shall be submitted to DMF as per Announcement of DMF.

6.6 WASTE MANAGEMENT REVIEW & AUDIT

Internal waste management audit should be conducted by S1 SSHE Engineers based on yearly basis. Scope of the audit may cover (1) site tour at waste generation source, storage and segregation areas and disposal facility, (2) staff’s interview to check theirs awareness and competency on waste management and (3) documents/records reviews.

Objectives of the internal audit are:

To measure effectiveness of existing waste management;To identify opportunities for improving waste management (if any);To monitor and ensure compliance with S1 Waste Management Plan and relevant law/ regulations;

External waste management audit may be conducted by DMF as per DMF practices and requirements. The objective of the audit is to ensure that the waste management system of S1 and L22/43 operations is implemented in such a way as not to threaten human and surrounding environment and complied with DMF waste management guidelines.

The S1 Waste Management and Disposal Procedure shall be reviewed every three years to update any change of onsite waste management or legal requirements.

An overall waste management of each waste type including waste generating source, code and category, handing, storage, transportation, treatment and disposal is referred in Detailed S1 Waste Management Guideline as per waste type (Appendix C).

Waste Management Guideline for Chemical Sag and BagWaste Name: Chemical sag and bagWaste Classification: Hazardous waste Waste Code: 1109Phase of Operation: Drilling Key Responsible: ODL/OGenerator: Drilling sitesCharacteristics/Hazards: Chemical sag and bag contains residuals of chemical powder or

particulates.Particulates may cause mechanical irritation to the eyes, nose, throat and lungs.Particulate inhalation may lead to pulmonary fibrosis, chronic bronchitis, emphysema and bronchial asthma. Dermatitis and asthma may result from short contact periods.Environmental contamination (groundwater, surface water and soil) can be occurred when spill or leakage. It may be toxic to fish, plants and domestic animals.

Storage/Handling: Storage Area: Collect in big bag and gather into lugger box at drilling site for further disposal.

Container &Labelling:

Apply “Standardized Hazardous Waste Label”. (Appendix A) and place the label on container.

Transportation: Transporter: Licensed waste transportersuch as MM Logistics Co., Ltd. (MML)
