Citizenship Ceremony

Waste Services Report (6-5) Report dated 24 October 2013 from the Director of Public Works & Services Recommended: That this report be received & noted. The following information is a summary of the collected waste from the Resource Recovery & Public Place Cleansing Division for the month of September 2013.

1. Domestic Waste Streams

During the month of September 2013, 1164.80 tonnes of domestic garbage was collected.

During the month of September 2013, 516.40 tonnes of domestic recycle was collected.

Waverley’s Waste & Resource Recovery Action Plan 2007 – 2017 states that by 2017, Waverley’s total domestic waste stream will have a target of 75% landfill diversion.

7. Public Place Cleansing During the month of September 2013, 96.62 tonnes of litter bin waste was collected.

During the month of September 2013, 42.70 tonnes of street litter was collected.

Maintenance and Construction Report

Report dated 22 October 2013 from the Director of Public Works and Services.

Recommended: That this report be received and noted.

The following information is a summary of the activities of the Maintenance and Construction Division of Public Works and Services to from 1 September 2013 to 30 September 2013.

1. Maintenance and Construction Unit

This unit provides trades services to various departments within Council and infrastructure repair and reconstruction. The following information summarises activity by this unit.

Maintenance Teams

Plumbing Service Clearing of sewer chokes due to Council trees:

A total of 28 sewer chokes were cleared by Council’s plumbers and by contractors.

Stormwater drains were cleared from Flood Street, Barracluff Avenue and Blair Street.

Miscellaneous works included repairs to showers at Bondi Pavilion, bubblers at Bondi Junction Mall and Bondi Park, water leak at Bondi Reserve, taps and toilets at Bondi Pavilion, irrigation and grate at Bronte Park, water-meter surround at Wairoa Reserve, irrigation at Waverley Oval and a sink hole at Waverley Oval.

41 Service Desk Requests for plumbing services were logged in September with 38 completed.

Painting Service Line marking in O'Donnell Street and Diamond Bay Road and Edward Street.

Miscellaneous works include painting the North Bondi Surf Club doors, Aris fencing in Glen Street and Seaview Street, speed hump in O'Sullivan Lane, Seagull Room at Bondi Pavilion and oiling decking, handrail and seats on the Bronte Coastal Walk,

Carpentry Service 40 traffic signs replaced or repaired.

2 street signs were replaced.

Miscellaneous works include moving 2 poles to make way for pop up seating in Spring Street, removal of bus shed glass in O'Donnell Street, installation of construction zone signs and posts at corner of Hall Street and O'Brien Street, installation of 'No Authorised' signs at Waverley Oval.

37 Service Desk Requests for Carpentry Services were logged in September, with 33 completed.

Pool Cleaning Bronte Pool was cleaned on 3rd September 2013.

North Bondi Pool was cleaned on 4th September 2013.

Due to large swells, the pools could not be cleaned on the 2nd scheduled date.

2. Capital Works Unit

The following Capital works projects are being managed by this unit.

Waverley Park Amenities Building

Description: Construction of a new amenities building in Waverley Park which will house male, female and disabled toilets, store rooms and a multipurpose room.

Current Status:

Tenders were called in April 2013 and as the tenders received exceeded the project budget, Council in June resolved that all tenders would be rejected and negotiations would be held with all tenderers, with a reduced scope in mind. Negotiations were entered into with the three Contractors where the scope was reduced and further discussions with regard to changes that could potentially result in savings were tabled.

New submissions were provided by all contractors which have been assessed and a further report was presented to Council in October where the recommendation to engage the preferred contractor was approved. It is expected that the work on the detailed design will commence in early November and construction works will be completed in March 2014.

Compliance of Bus Stops with Disability Standards

Description: Works are being carried out as part of an ongoing program to upgrade bus stops to comply with the Federal Government's Disability Standards for Accessible Public Transport. Due to an increase in scope, there are now a total of 156 bus stops to be upgraded in Waverley Council Municipality.

Current Status: Construction works commenced in January 2013 and to date over 135 sites have been completed, excluding the rectification of Bus Stop Upgrades. Due to inclement weather delays, all works are now due to be finalised by the end of November 2013.

Hewlett St Bus Stop Upgrade

Tamarama Kiosk & Services Building

Description: Works involve the following

Demolition of the existing amenities and Services Building

Construction of the new Kiosk and Services Building Demolition of the existing Kiosk building Construction of the new SLSC Storage building Other works in and around the existing Council site.

Current Status:

Kane Construction was awarded the contract in March 2013 and construction commenced in May 2013.

Works have been substantially completed on the buildings with minor defect repairs to be completed after the Sculptures by the Sea event has been completed

Description Construction of landscaping works within Tamarama Park associated with the new Tamarama Kiosk and Services Buildings including:

Concrete paths and paved areas Stainless steel balustrade Timber decking Park furniture such as seating and bin enclosures Soft landscaping works including planting, turf and

irrigation works

Current Status:

The construction of hard landscaping items - concrete footpaths, timber decking near the new kiosk building, installation of new bubblers and BBQ have been completed with the remaining works including soft landscaping works to be completed after Sculptures by the Sea.

Brightest & Best Business Awards

Two hundred and eighty five business operators and guests were hosted to a Gala Dinner at the East's Leagues club for the presentation of the 2013 Brightest & Best Awards. The night was sponsored by the Commonwealth Bank of Australia with Kwik Kopy Bondi Junction, Wen-tworth Courier and Jimac Trophies sponsoring the cost of printing, promotion, trophies and prizes. Each guest received a unique recycled Council banner bag filled with offers and gifts from sponsors and supporters. The award winners were: Customer Service: Animal Doctors Waverley ( Charing Cross), discount Car & Truck Rental ( Bondi) , Intershape Hair ( Bondi Junction) , Moo Gourmet ( Bondi) Burgers and Moving on in Life ( Bondi Junction). Presentation: Cousin Jacks Pasty Co ( Bondi Junction) Hart Estate Agents ( Rose Bay), Head Office Hair Specialist (Bondi Junction), Plumeria Costal Home ( McPherson Street) , The Bronte Sewing Room ( McPherson Street) and The Cook and Baker ( Bondi Junction).

“I can see the Sea” – Traffic Light Boxes beautification project. Work has commenced by the four successful artists on the painting of 13 signal traffic boxes along Bondi Road and Campbell Parade. Each box will feature a different design in a variety of different styles based on the theme for the project “ I can see the sea”! If the weather holds out , the boxes should be completed by the end of October.

Children’s week In Waverley – 19-27 October

As a special feature during Children’s week , Council offered: A seminar on language development in 0-3 year olds with Sydney Children’s hospital , run at the library; A facilitated workshop on the importance of play development, hosted by the Bondi Beach Toy Library – a great way to promote this small service, attract new volunteers and members and re- launch its new look. Our updated web page features all the programs and activities Council is supporting in this area. We have also created a new page profiling our families with a few interesting facts and figures and will be adding other snapshots over time.

Civic Pride Anglesea Street Community Garden Council’s Civic Pride Coordinator and Environmental Education Officer (Community Engagement) worked together to support this group to take advantage of sponsorship offered by Channel 7s “Better Homes and Gardens “ program to build a community garden on unused NSW Department of Housing Land located at Anglesea Street, Bondi. The program was aired Friday 18 October.

Council staff have been supporting the community group for over 18 months with advice and information on how to establish a community garden, written letters of support, leveraged networks and introduced key local community gardeners and acted as central point of contact for negotiations between Channel 7, NSW Department of Housing and Anglesea Street Community Group. Further Waverley’s Local Hero Rabi Dovid Slavin, Our Big Kitchen has agreed to auspice the group. Staff will continue to support the group with advice and workshops.

YWCA Links to Learning Program Civic Pride and Bushcare have partnered, for the first time with the YWCA links to Learning Program for volunteer work experience days aimed at providing young school girls at risk of leaving high school too early with the skills to ensure them to make informed career decisions and understand the importance of education.

The partnership with YWCA is a great example of the benefits of volunteering as a pathway to employment. Retired volunteer gardeners will also act as mentors on the day bringing their wisdom to the project.

Building Community Sector Capacity

This is the banner for Council’s capacity

building work we do with our local community services. To assist these services with their current and future challenges, we design in formation forums, training sessions and planning assistance around their identified needs. Targeted networking often helps with funding strategic partnership. In 2013 we have run sessions on ‘knowing your community ‘,

and making the most of online marketing tools.

In early December a half day training in grants preparation and submission writing will be held which will include information on how to engage local business and corporate philanthropy.

The Nib : Waverley Library Award for Literature Following release of the shortlisted authors for this year’s Nib, arrangements were finalised for the launch of the inaugural People’s Choice Award on 2 October. Synopses of the short– listed books have been included on the online and printed voting forms. The intention is to engage the community in the award process. It’s not necessary for them to read all the books, but just to vote for their favourite author, the book most deserving, thought provoking and timely or even the one which sounds most intriguing. Library and Communications Unit staff worked closely for the extensive promotions involving Council , the library and award websites, facebook, twitter and the customer service centre. Organisations such as the Bondi Writers Group , Friends of Waverley Library and Gertrude and Alice Bookshop & Cafe have also come on board with G & A becoming a voting place. The shortlist and

people’s choice have received good daily press coverage, including the Australian and SMH. The Peoples Choice Award provides a prize for the winning author and a member of the public, chosen at random from those who’ve successfully nominated the winner. In addition to dinner at Bondi Icebergs Club and a signed set of shortlisted books, the community winner will have an opportunity to attend the award function. Councillors will have received their invitation to the Award presentations breakfast which takes place on Wednesday 20 November at Margaret Whitlam Recreation Centre. RICHARD GLOVER— George Clooney’s Hair-cut and other cries for help The grey clouds and threatening weather did nothing to dampen the crowds at the Richard Glover author event on Sunday 15 September. With a very full house, Richard shared his brand new book, George Clooney and Other Cries for Help and had the crowd in hysterics all afternoon. Richard Glover is a good friend of Waverley Library, having taken on the role of Master of Ceremonies for ‘ The Nib’ Waverley Library Award for Literature for the last few years. It was fantastic to see so many FOWL members at this event and thanks go to FOWL Vice President Peter Quartly who introduced Richard Glover. Celebrating the European Day of Languages

Every September Waverley Library joins forces with the Goethe Institute, Alliance Francaise, Instituto Cervantes, Instituto Italiano and the British Council to celebrate the European Day of Languages. The Event strengthen ties with non– English speaking members of our community and extends visibility of our services to these European organisations. This year a photographic competition for 9 –12 year olds was held on the theme of ‘ Your favourite European Food’. Selected entrants were invited to a free digital design workshop where they digitally laid out their photographs and recipes.

A brave little girl who outwits a big bad bear with some pies Sophie Masson visited Waverley Library’s 3-5 year olds Tales for Tykes group on 15 October an dread a story from her new book Two Trickster Tales from Russia., a retelling of funny Russian folktales. The event was well attended and provided a simple way for a Children’s author to launch their book while providing a guest storyteller to one of our regular events added some variety to our program. Sophie, Chair of the Australian Society of Authors says the appeal of folktales to her as a child “ the magic, the sense of being strange and wonderful lands where anything could happen. The world could also be harsh and cruel, but hope existed, love was very important and , the powerful didn’t have it their way all the time” World Mental Health Day Waverley Library marked World Mental Health Day on October 10 with a special set of author talks, presented in partnership with local publishers, Green Olive Press. Sydney author Jen Wight shared her new book, Day Six; When Motherhood and Madness Collide which recounts

Her harrowing , personal experience of post-natal depression and post partum psychosis. Mothers and carers of young children and babies make up a large percentage of Waverley library’s visitors every week with our Monday morning Book Babies and Tuesday’s Tales for Tykes always solidly booked. The Children’s library is also a popular meeting place for mother’s and carers groups. With this in mind, we scheduled a special Mums and Bubs morning tea session of Jen Wight’s talk and welcomed parents and caregivers to bring along their little ones and take part in this valuable session. Participants were thrilled to be able to attend, as often they have missed out on author events, due to the lack of baby—sitting or childcare. A second session later that evening, with wine and cheese also proved popular. Wednesday 27 November Write On ! Word 2007 for beginners Children’s Library Projects Water Week: In partnership with Environmental Services, we offer some exciting programs for Water Week ( 20-26 October). Running an interactive story time class was held on 22 October. They will also be setting up an interactive water display in the foyer before the Halloween Movie night. Movie Night: Halloween movie night was held in the Theatrette on Friday 25 October. There was popcorn, costumes and games with 45 bookings secured. Activities School holidays: School holidays have been in full swing, with our celebrity chickens on display to the great delight of the kids and adults alike. The sick chick has pulled through and looks like he might very well survive.

Library Refresh Project New signage has arrived and looks great on the shelves, display shelving will arrive soon and the magazine shelving is waiting to be installed. We can also look forward to some new furniture A furniture requirement list has been created, so we can all look forward to some new furniture. Cataloguing: Library staff have started receiving our pre-processed DVDs and we’re in the process of checking them in, ready for the new AV shelves which will be installed. This includes hundreds of new DVD’s for people to borrow.

We're also growing our junior graphic novel collection. Staff are visiting Kinokuniya at some point in October to view their collection and get some purchasing ideas.

Library Snapshot – 1 July 2013 to 21 October 2013 Each month a snapshot of Library statistics will be provided for Councilors' information. Feedback wel-come. Visitor numbers TBC visitor gate entries since July 2013. Use of wireless There were 4,978 total logins to the Library Hotspot during September 2013 using 1698 individual com-puters or devices. This is a more than double for the same period in 2012. As at 14 September the figure was 19,799 logins since 1st July 2013 – this is an weekly average of 1237 logins. Loan statistics 42,366 loans were made from the Library’s in –house collections during September 2013. As at 21 October 162,793 loans have been registered in this financial year. New members 401 new members joined the library during September 2013 (85% adults and 15% children's members). As at 31 October there were 25,740 members registered for the Library. Collection development 3452 new items have been added to the Library's in-house collections since 1 July 2013 .Of these 893 were added during October.

What's on—Bondi Pavilion Carols by the Sea Wednesday 11 December will be Waverley’s annual Carols by the Sea, down at Bondi Park. Music, singing groups and adult and children’s entertainment is currently being sourced by and the program will be available at the beginning of November on the Council Website. October School Holidays at the Pavilion Another successful school holidays program at the Bondi Pavilion keeping around 700 children busy throughout the Spring holidays. We are currently putting together the summer program and working across other divisions in Council to make the holiday program even better for the entire LGA in the future. Senior Citizens Concert Last month seniors braved the rain for the monthly Seniors Concerts at the Bondi Pavilion — a testament to how much they do love these concerts. This month there was sunshine for the 100 or so senior citizens who turned up to enjoy Jazz favourites from musician Sam Panebianco. There will be 2 more concerts till the end of the year, with December shaping up to be a Christmas special. Everyone is welcome to the concerts—please call the Pavilion for further information. Waverley’s Arts & Cultural Team—Visual Arts Following the recent Council restructure, the new Arts & Cultural team , currently based at Bondi Pavilion , have been extending their projects across Waverley. As a part of the change, a new Gallery and Curatorial Assistant position has been created and the Visual Arts team have now been engaged in a process of reassessing the Waverley Library and Bondi Pavilion Galleries. Both sites have had their EOI process refined and are currently distributing their 2014 EOI. The team have been working on a revitalised exhibition program . Examples include a colourful exhibition by Sarah Dahl, called Living Palette, which not only exhibited in the Waverley Library exhibition in October but also took art outside. Sarah Dahl is an experiential live speed painter and created many of the works in this exhibition live, under the watchful eye of crowds with time constraints. Other

works in the exhibition came from studio created pieces

In the Bondi Pavilion Gallery, Bette Mifud’s Spare Time, photographic exhibition , derived from family snapshots bringing together aspects of time, leisure, memory and landscape, attracted approximately 1600 people over 1-13 October. Currently in the Bondi Pavilion Gallery, local Bondi Artist Andrew Raymond is questioning how we express ourselves and chart a course for both ourselves and others in our journey with his mixed media exhibition., Where in the World Are We ? We can look forward to more great exhibitions in the future. Waverley Community Living Program (WCLP) WCLP held its annual Health and Wellbeing Getaway on the weekend of the 13-15 September 2013 at Elanora Uniting Venues. This year’s theme was “free Your Mind” with sports' activities and meditation workshops. This is the third year that WCLP have run the Wellbeing Getaway at Elanora. It provides beautiful bushland surrounds, with the convenience of a relatively short travel time , friendly and accommodating staff. And good quality facilities. Activities on the weekend included: fitness training football, soccer & shuttlecock meditation & dance health sessions

Active Over 50s program for older aged adults

The Recreation Centre has recently introduced an “Active over 50s” program for older aged adults. The program takes the existing programs of the Table Tennis, Tai Chi and Yoga sessions previously targeting Seniors and promotes them to the over 50 age group. The change reflects the identified need to engage older aged adults in recreational pursuits. The seniors centre at the Mill Hill Centre currently provides activities for the more senior and fail aged community. The change complements' the existing services and sees Waverley Council provide recreation programs catering to a wider group of older aged adults. Each of the activities provided have strengthening and flexibility benefits for participants. Studies have shown that these low impact passive recreational activities have the additional health benefits of improving sleeping habits, offsetting aged weight gain, reducing blood pressure, improving mood and reducing anxiety. The centre provides qualified instructors to run the Tai Chi and Yoga sessions. A table tennis coach is provided monthly to assist participants to increase their skill levels.

The Table Tennis session are currently peaking at 24 participants', Yoga at 15 participants and Tai Chi at 8 participants per session. Its hoped that the rebranding of the program will see these numbers increase further.

Its intended that the program will be extended to include a Pilates and General fitness weight resistance class in the coming months.

October School Holiday Program at the Margaret Whitlam Recreation Centre

The October program saw another highly successful program run in the indoor sports court at the recreation centre. The program featured 30 over the two weeks, catering for children from 3 to 16 years of age. The program featured a wide mix of sports including netball, basketball, tennis, soccer, Volleyball, table tennis , cricket, Oztag and T Ball. There was also soccer skills and multi-sport , early developmental sessions for 3 to 5 year olds.

Two new initiatives were trailled during the October program. A free High performance Basketball session was programmed for 13 to 16 year olds. This age group can be difficult to engage in organised sport and is an age group where young people move away from organised activities of all kinds, 14 young people attended the session.

It was an opportunity to promote to the group the regular drop in Basketball program that is run in collaboration with Waverley Action Youth Service during school terms. It is hoped that some of the group will attend these sessions in the future and stay engaged in active sport in an informal environment.

In addition a program called “ Go for fun”, an initiative of NSW Health was held in the community room as part of the holiday program. The session educated parents and children who are not at their ideal weight about nutrition and healthy eating and living options. The program was attended by 10 people and we are investigating the possibility of running an extended 10 week program to run concurrent with the school term in the near future.
