A. Introduction• Definition: ICT policy document is the acquisition,

processing, storage and dissemination of vocal, pictorial, textual and numerical information by microelectronics based‐combination of computing & telecommunications. – ICT is the branch of engineering that deals with the

use of computers and telecommunications to retrieve, store and transmit information.

• This Policy sets the ‘ground rules’ for what the Covenant University reputes as acceptable use of Information Communications Technology (ICT) policies.

• This ICT Policy document applies to all staff, students and authorised users of CU ICT facilities. – Covenant University allows reasonable personal use of its

ICT facilities, subject to the open but restricted and discretionary limits.

Policy Objectives

There are several objectives that could be looked into depending on the University vision and mission. In such, we have proposed this ICT Policy in accordance to the relative CU mandate as follows: Ensure provision and maintenance of infrastructural

facilities necessary for ICTs development, such as reliable supply of electricity, telecommunications and transport.

Promote and support the systematic, relevant and sustainable development of ICTs.

Establish structures for effective implementation of ICTs strategies.

Encourage the development and use of and ensure equitable access to benefits offered by ICTs across the colleges of the University

Key elements of this Policy Intended for provision of ICT Policy to authorised

users to support learning, teaching, research, project, administration and the University approved business activities

Reserves the right to take appropriate action against users using ICT facilities or suspected of using CU ICT facilities in a manner decides as unacceptable use of it resources. Indemnity is proposed to be enforced amongst University Users Misuse of the ICT facilities and system that may cause

the prompting of formal disciplinary procedures All authorised users of University ICT policy and

facilities provided are subject to the same laws and policies that apply to other forms of communication within and outside the University premises.

Statement of Purpose

• ICT Policy serves to guide the handling of organizational information within the departments, units and the University as a whole.– by ensuring compliance with applicable statutes, regulations,

guidelines and mandates for the management of information resources; and thereby establish prudent practices on Internet and the University intranet use.

• Uphold the integrity and image of the University through defined standards and guidelines for ensuring that the content of the University’s websites is accurate, consistent and up‐to‐date.

• Serve as the pointer for the departments and units’ mandate in supporting users, empowering them towards making maximum use of ICT services, resources and specifying the necessary approaches.

• Guide the process of enhancing utilization of ICT resources through proper training.

• Outline the rules and guidelines that ensure users PC and other Hardware are in serviceable order, specifying best practices and approaches for preventing failure

Departments and Units for efficient teaching, research and learning

Promote infrastructure upgrades and investment in new ICT technologies in order to maintain and improve the University’s rating as the best ICT driven private University in Nigeria

Provide guidance in developing a broad based, reliable and secure communications infrastructure which shall conform to recognised international standards and support all services in the University

Provide a framework for development and management of ICT network services that shall ensure the availability, enhanced performance, security and to reduce the cost of running the ICT Infrastructure

Status of ICT in the UniversityFor example in Covenant University the status of ICT users applies to the following:

• The active ICT users of about 10,000 are as follows:

• Students (Undergraduate, Post‐Graduate) 8,000

• Employees and family members 1,500

• Life Long learners/Part-time and Visitors 500

As part of the University strategic planning options, we should expect increase of user input in this

manner

Applications of ICT to Education in the University

• E-Book/E-Journal:- “an electronic version” of a printed book although e‐books can and do exist without any printed equivalent.

• E-Assessment /E-Testing:- any assessment‐related activity./ use of a word processor to on‐screen testing.

• E-Learning:- uses an information network—the internet, an intranet (LAN) or extranet (WAN)—whether wholly or in part, for course delivery, interaction and/or facilitation. All forms of teaching and learning that involve the use an electronic medium.

• Tele-Conferencing:-“interactive electronic communication among people located at two or more different places.”

• E-Collaboration:- Web‐based collaboration tools, such as email, message boards and real‐time chat connect learners to others with access to the internet who can enrich the learning process.

Approval of Minimum Guidelines Document

• Scope of the ICT Minimum Guidelines– Clarifies critical areas in the development,

application and collaboration of information and communication technologies in Covenant University.

– It lays out a roadmap for synergy in the University’s vision and strategy for guiding and supporting the University in the use of ICT as an enabling tool.

• ]The ICT minimum guidelines shall form the basis for the enhanced utilization of ICT in the University over the next three (3 or 5) years.

•  We planned to also include the feedback data responses from the university users as we hope that will engender in the evaluation processes of this policy for implementation and acceptance purposes by the management.

ConclusionIn conclusion we envisage some decision as soon as this policy is concluded and presented to the management the followings:• ICT Policy Implementation Capital

Expenditure Plan for 5-Years (Financing-Application of ICT in Education)

• Planning Horizon-Application of ICT to Education (Applications of ICT for education delivery and event description)

• Planning Horizon-Application of ICT to Administration

• Planning Horizon-Infrastructure (Strategic Plan-Infrastructure => Tradeoff of equipment for state of the art) etc.

The way Forward• ISO 9001: Quality Management Systems

Standards– This must be considered and included in the ICT Policy

• Implementation Events & Milestones – constitute a committee to review the existing policy in

progress and to come up with an idea how this can be implemented within the college based on the ICT equipment requirement as it differs from one college to another.

But we should think of a question• What is the solution for a way forward? – (a timely deadline for the final solution of the

ICT policy to submitted ton the management using a Gantt Chat)

• Enterprise Resource Planning ERP will be considered i.e. paperless solution
