WHEREAS,alongwithhis other accomplishments,Josephmaintainsiwopart-timejobsand is active inhis local churchyouthgroup; he has accumulatedover 500 communityservicehours; andadditionally.participatesin the communitytheatreassistingwith behindscenetechnicalmattersin addition toplayingleadroles.

RESOLUTION To Approve Establishmentof a NegotiatingTeam to pursue Consideration ofaPotentialPublicIPrivate Partnership betweenSullivan County, City of Kingsport, and PetWorksAnimal Servicesfor Consolidating Animal Control Under One Operating Agency.
WHEREAS,Animal Control is an importantgovernmentalconcernrelateddirectly to thehealthandwelfareof ourcitizens.
WHEREAS,theSullivan Countygovernmentcurrently providesanimalcontrolandshelterservicesto thecitizensof only thenon-incorporatedareasof Sullivan County; andon a contractbasisto TheCity ofBristol.
WHEREAS,animal controlobjectivesincludeproviding servicesin themostcost-effectivemanner;while minimizing theneedfor animaleuthanasia,utilizing citizenvolunteers,andencouragingprivatedonationsoffundsand supplies.
WHEREAS,PetWorks,anon-profit 501 (c) (3) corporationalignedwith theCity ofKingsportin apublic!privatepartnership,is pursuingaplanto builda modemanimalcontrol!servicesfacilityrecommendedby both CTAS andMTAS. Saidfacility will be designedto be capableof expandingtomeetanimalcontrolneedsthroughouttheCounty.
NOW, THEREFOREBE IT RESOLVEDthat theBoardof CountyCommissionersassembledinRegularSessionherebyapprovestheformation of a CountyNegotiationTeamto meetwithPetWorksrepresentatives(and theCity of Kingsport asrequired)for exploringthetermsandconditionspursuantto consolidationof County-wideanimalcontrol/serviceswithin the PetWorksframework Negotiationteamshallconsistof: 1) CountyMayor,and2) Three(3) CountyCommissionerschosenby theBoardof CountyCommissioners.This teamshallbegintheirworkwithin two weeksof passageof this resolution,and reportprogressto theCommissionat eachmonthly Commissionwork session.
This resolutionshall takeeffect from andafter its passage.All resolutionsin conflict herewithbe and thesamerescindedinsofar assuchconflict exists.

WHEREAS, the SullivanCountyCommissionrecognizestheneedfor extendinga waterline alongBoozyCreekRoadin rural Sullivan County;and
WHEREAS, the Sullivan County Conm~issiondoes not have the financial resourcesto undertakeconstructionof waterdistributionlinesinto areasthat arenotcurrently served;and
WHEREAS, the Sullivan County Commission understandsthatthe TennesseeSmall Cities’ CommunityDevelopment Block Grant (CDBG) program providesassistanceto units of local governmentfor thispurpose;and
WHEREAS, TennesseeCodeAnnotatedSection8-4-401 authorizescitiesandcountiesto usetheCDBGprogram;
NOW,THEREFORE,BE IT RESOLVEDthat the Sullivan County Commission hereby authorizes theMayorof SullivanCountyto make,sign,andsubmitanapplicationrequestingFiscalYear2019CommunityDevelopmentBlockGrantfundsin the amountnot to exceed$525,000,plus anyeligible Three-Starbonusallowancefor thepurposeofextendingwaterdistributionlinesalongBoozyCreekRoad;and

WHEREAS,it hasbeendeterminedthat the Sullivan County HighwayDepartmenthasefficiently usedtheir equipmentto maintainroadsfor thecitizensof Sullivan County; and
WHEREAS,the highway equipmentand manyof the vehiclesusedby the Sullivan County HighwayDepartmentis in a deterioratingconditionwith muchhavingan ageof20+plus ofuse;and
WHEREAS,theSullivanCountyHighwayDepartmentis in needofreplacingtheequipmentandvehicleswhich is usedfor therepairandconstructionof roadsin Sullivan County; and
WHEREAS, that said funds to makesuchreplacementsand purchasesare available in the HighwayDepartment’sfundbalance.
NOWTHEREFOREBE IT RESOLVED that the Board of County Commissionersof SullivanCounty, Tennessee, assembled in Regular Session hereby authorizes the Sullivan County HighwayDepartment to utilize their fund balance in an amount not to exceed $2,815,000 to purchase muchneededequipment to continue providing maintenance, repair and construction of the roadways inSullivan County. WHEREAS,the Sullivan County LegislativeBody hasdeterminedthat TennesseeCodeAnnotatedTitle
67 Chapter4 Section409 entitlesthe Registerof Deedsoffice to retaina five percent(5%) commissionontaxesleviedunderthis section,and
WHEREAS, the Sullivan County Commissionhas determinedthat fifty-two percent(52%) of the five
percent (5%) commissionhassincebeen retained by the statefor the purposeof funding an antiquated
retirementsystemfor countyofficials, and
WHEREAS, the SullivanCounty LegislativeBody hasdeterminedthat theantiquatedretirementsystem
is no longer beingfundedby the fifty-two percent(52%) of thefive percent(5%) commissionentitled tobe retainedby theCounty Register’sOffice, and
WHEREAS, suchfundsarenowremittedto the statetreasurerandcreditedto thegeneralfundofthestate,and
WHEREAS, the TennesseeRegistersAssociation has asked the state legislative body to repeal the
provisionthatreducesthe commissionretainedby theCountyRegister,and
WHEREAS,theTennesseeRegistersAssociationis askingthe County LegislativeBody to endorseand
supportany andall legislationrepealingtheprovisionreducingthecommissionsretainedby the Registersof DeedsOffice therebyrestoringthe retainedcommissionto five percent(5%).
