New ISBE Rules• Effective February 1, 2012– No professional education or content

course with a grade lower than a ‘C’ can be used toward certification, endorsement, or approval

– No professional education or content course taken for CR/NC can be used toward certification, endorsement or approval

Teaching Certificates• Elementary Education (Type 3)– K-9 self-contained classrooms– In all likelihood limited to K-4 if you don’t

have middle grade endorsement(s)• Early Childhood (Type 04)– Birth through grade 3 (self-contained)– At UI automatically receive EC SPED

approval (for Special Ed pre-k)• Additional requirements to teach EC SPED K-3

Middle Grade Endorsements• Grades 5-8– Broad based– Typically 18 hours in subject• Exceptions

– Recommend at least two– State shortage areas: math, science,

foreign language, ESL, bilingual

Middle Grade Endorsements• Must take Middle Grade Coursework• CI 410, EPS 427, EPSY 430• Online through UI and during summers• Reminder: built into secondary ed minor

• Other institutions (link on CoTE website)• Most students take between junior/senior

year• Can delay certification and take summer

after graduation• Can also do anytime after as well – different process

Middle Grade Endorsements• For Elementary Education majors– Social Science built into program – Close in General Science (14-18)

• 18 hours = all 4 hour science courses

– Close in Language Arts (13-20)• English, Journalism, Speech, Creative Writing, BTW• Something outside of these areas check with Council

• Area of Concentration gives you a start

Endorsements• Foreign language– K-4, 5-8: 18 hours– 9-12: 20 hours + pass content test + pass APT

for 6-12 or K-12 – recommend K-12– Recommend passing content test for any

foreign language endorsement (HQ)– Limited test dates for Arabic, Hebrew, Italian,

Latin, Japanese, Korean, Russian

High School Endorsements• Grades 9-12

– Available to Secondary Ed and LBS I candidates– Most require a minimum of 24 hours + passing content

test– Many require specific coursework – see Council website

ESL vs. Bilingual Education• ESL teaches non-native speakers English– instructor only required to know English

• Bilingual: the non-native English speakers all have the same language background, and the teacher speaks both languages as a means of content instruction. Must be able to speak foreign language as well.

Transitional Bilingual Certificate

• Valid for 6 years• Must be legally present and have legal

authorization for employment (apply thru ROE)

• Bachelor’s degree• Successful completion of appropriate

foreign language proficiency exam – different than foreign language content test

Testing• Basic Skills– Be sure SSN is correct– Send scores to UIUC (052)– Bank scores– 5x limit

• APT test• Content area test

– LBS I has two tests in addition to APT (LBS I/SPED General Curr)

– 5x limit on all tests
