Community and/or Statewide issues facing:

Affordable Housing Incentive Grant 2020

Affordable Housing Incentive Program (AHIP) – A Home for All program

Home for All was convened by United Way of the Greater Seacoast to identify and address the root causes and influences surrounding homelessness and create working solutions

Serves Strafford County, Eastern Rockingham County and Kittery/Eliot, Maine

Is comprised of nearly 50 community leaders and experts

The Road to AHIP

AHIP is a comprehensive slate of financial incentives for landlords to

encourage them to accept Section 8 voucher holders, to directly

eliminate homelessness in the NH Seacoast

We were awarded $75k from United Way through Venture Fund 1.0 to pilot

the program

Coalition worked to build out the program and created all policies,

procedures and operational mechanisms necessary for AHIP to launch

The program moved into its operational phase in March 2021 and has

experienced incredible growth since then

AHIP Impact to Date

Outreach to and within the landlord community has created critical momentum for the success of AHIP to date:

In just five months, 9 families or individuals have accessed housing from shelter programs, and 8 additional units will be filled within weeks

New landlord contacts have the potential to provide 20-30 additional AHIP units in the next 9-12 months

With this growth – which is directly dependent on our ability to continue to provide the support to landlords and case managers -we could move over 50 people out of homelessness to housing this year

Case management is a cornerstone of the success of AHIP

Landlord Relationships

Establishing relationships with local landlords are a critical

component in the success of the AHIP program.

Initial landlord outreach and education leveraged through the

AHIP incentives

Landlords have been drawn to AHIP as a unique way for

them to contribute to reducing homelessness in our region

Community Partnerships

are Key

• With guidance from Home for All’s leadership team, nearly 50 coalition members from the Seacoast of NH and Southern Maine collaboratively participated in the creation of all elements of the AHIP program

• The sheer number, diversity, and expertise represented by coalition members contributed to the strength of the final AHIP program, which will serve to help alleviate homelessness for many vulnerable individuals

AHIP Success Story: Mary

81-year old woman

Lived for years in shelters and hotels

Because of AHIP Mary obtained permanent

housing for the first time in years

She now resides in a clean, well-lit, handicapped-accessible

studio apartment with her emotional support animal in

Newmarket

Regional Coordination

Promote increased housing stability at the state and local levels by improving crisis response, services infrastructure and policies that

support individuals and families to maintain housing in their community.

Planning and Regulation

Remove regulatory barriers to affordable housing in order to

expand New Hampshire's housing market for all persons with

special emphasis on affordable, accessible options and using

innovative approaches.

Regional Coordination

Increase production of publicly-financed affordable housing

Planning and Regulation

Deploy targeted financial incentives or tax off-sets designed

to promote private-market housing production and use of

existing structures for rental housing that is affordable to the

lowest-incomes and households in need of on-going

community support.

Achieve a productive legislative strategy for the 2022 session

that supports efforts to increase housing production.

Integrate and coordinate a housing stability governance

structure connecting state government with local communities

through needs assessments, strategic initiatives, and data-

driven decision-making.
