Open House for Urban Center Parking Plan City of Casper looking for feedback from shoppers, diners, and business owners

Casper, Wyoming (February 7, 2018) – In December 2017, the Casper Metropolitan Planning Organization (MPO) and City of Casper launched a strategic planning effort for Downtown and the Old Yellowstone District (OYD). Through the planning process, the City and MPO aim to identify forward-thinking parking management strategies that can support a growing OYD and Downtown Casper today and over the next 5-10 years. At each stage of the planning process, the community will be offered a variety of ways to share their thoughts, perceptions and concerns about downtown parking, including via online survey and in-person meetings. During the project kick-off in December, a series of small group meetings were held with downtown business and property owners. A project webpage was launched and an open house with a formal presentation by the project consultants, was held at the Fox Theatre. The next opportunity for members of the community to get involved will be a project open house on Tuesday, February 13 from 11 AM until 3 PM. The open house will be held at Casper City Hall (200 N. David Street, Lobby). The community is welcome to drop by any time as convenient. Various stations with project information will be staffed by representatives from the MPO and the City, as well as members of the consulting team. Attendees will have the opportunity to learn about the data collection process and preview initial results, take a parking experience survey, complete a financial priority exercise and/or simply provide feedback on their OYD and Downtown parking experience. Snacks and light refreshments will be provided, and attendees will have the opportunity to register to win a $25 gift card to Sportsman’s Warehouse. Ms Mary Lou Morrison 845 Third Street 234-4412 Ms. Morrison called to let Council know her opinion on the non-discrimination resolution. She is 85 years old and is a retired art teacher. She taught art from pre-school aged students to adults. She taught people from all walks of life including gay, ex-prisoners, and all races. She feels that discriminating against gay people is unchristian and we should treat people the way we want to be treated. So, she would like you to support not discriminating against gay people.

RESULTS OF THE PROJECT HOMELESS CONNECT EVENT FRIDAY, JANUARY 26, 2018

King’s Corner Outreach Center / 112 S. Beech Street Coinciding with HUD’s National Point-in-Time Count (PIT), the Project Homeless Connect of Natrona County (PHCNC) event was held Friday, January 26, 2018 from 7AM to 7PM. Across the United States, on one single day annually, an effort to count persons who are Homeless occurs to determine the number of Homeless people in all communities. Funding levels may be adjusted by the outcome for communities showing a greater need for shelters and Homeless services. An Unsheltered count is done with persons who have nowhere habitable to stay overnight and a Sheltered count is done with persons who are homeless, but staying in a shelter or inside on that specific night. The full results of the nationwide count are not available until months after the event. The initial result of the Unsheltered Count in Natrona Country is seventy (70) persons. Last year the number was forty two (42) persons. The Sheltered Count will not be available for a while. The National accreditation for PHCNC was applied for and obtained to benefit the City’s Homeless and Low Income population by the Casper Housing Authority. The goal of this event is to connect persons who are homeless or of extreme low income to services they do not know how to obtain, and/or with services offered free for the day that they would not be able to afford. Another PHCNC event is planned to take place this summer. I participated in the event by assisting with the event planning and by completing Point-in-Time Count surveys with other volunteers from 7AM to 7PM at the event.

• 285 meals were served (Full, hot, breakfast, lunch and dinner meals were served) • 120 people entered the backpack giveaway. Attendees received a card upon arrival

and got spaces signed as they visited different stations around the Center • 16 people consulted with Legal Aid • 12 people received dental checks from Community Health Centers of Central Wyoming • 20 people took advantage of the HIV Testing, Hep. A Testing, Flu Shot, and Hep. A/B

Vaccines offered by Casper-Natrona County Health Department • 52 Haircuts were given over the course of the day by our 4 volunteer hairstylists. These

included Courtney from Casper Re-Entry Center, Susie from Indulgence Hair and Nail Salon, Nichole from Roobear's Corner Salon, and Kasey from Shear Magnolia

• 10 people were screened for Depression by Central Wyoming Counseling Center • 37 community agencies were represented by their volunteers or their information • 22 people counted/completed surveys as part of the National Point In Time Count

All services and meals were provided free of charge. Any person needing medical or dental treatment for a more severe problem than could be treated on-site was shuttled to Community Health and UW Family Practice clinics with free follow-up care included.
