It was moved by Mr. Rummonds, seconded by Mr. McFadden, and carried, that the Notice of Completion for Bid No. B-74-2, Resurfacing of Designated Parking Lots be accepted.
It was moved by Mrs. Staley, seconded by Mr. Mitchell, and carried, that the Aquiana Swim Team be authorized to participate in the International Aquatic Art Festival at Highland Park, Illinois, April 18-20, 1974; and that the District bear expenses of the Advisor, Miss Donna HcLain. Student expenses will be borne by ASCOD and the Aquiana Club.
It was moved by Mrs. Staley, seconded by Mr. Rummonds, and carried, that the administration be authorized to reimburse revolving cash in the amount of $40. due to a theft of such monies at the Hi Desert campus.

It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that the Whittier Cavalier Youth Band be permitted to use the gymnasium for the purpose of resting, on the night of February 17, 1974, contingent upon the sddition of one security guard to be paid for by the band or sponsoring organizations; and that the Whittier Cavalier Youth Band be granted permission to use the Football field during daylight hours for a practice area.
It was moved by Mr. Rummonds, seconded by Mr. McFadden, and carried, that the bid for the Sale of Miscellaneous Equipment be awarded as follows:
1) ItemNo. 1, Truck Crane - Baycity 150 T-40, Serial #7102, be awarded to Mr. Raymond C. Post in the total amount of $4,526.99, which award shall be contingent upon the Riverside County Counsel's approval of the Board's waiver of an error on the part of the successful bidder.
2) Item No.2, Tractor - International Crawler TD-18, Serial #TDR 25719, be awarded to Lasagna, Inc. in the total amount of $2,260.
3) Item No.3, Tractor International Crawler TD-18, Serial IfTDR 30448, be awarded to Mr. Raymond C. Post in the amount of $2,526.99.
The Board, having received no bids for Item No.4, Motor Grader - Rome, Serial #401-180, also authorized the sale of such item to Lasagna, Inc. for a total amount of $1,800, which sale shall be contingent upon the approval of the Riverside County Counsel.
The Board convened in Personnel Session from 9:15 p.m. to 10:20 p.m.
After reconvening following the personnel Session, the Regular Meeting was adjourned at 10:23 p.m.

It i8 yet too early to accurately project our.income for the 1974-75 budget. However, there ar~ a few limiting factors in some aroas. Fortunately, Borne of theBe limitations have some partially balancing factors.
'rhe best l.nformation we can get at this time indicates that our assessed valuation should inoroll88 8% which ,~ould provide an added income of some $250,000. Tho only other added income is a l/2¢ tax which may be added to our levy under SB 6, the nlm finance bill. This would add $25,000 for a total of $275,000.
On the other aide of the ledger, the cost-of-living increase stands officially at 8.8%. Providing 1) the income will permit and 2) you are willing to continue your policy of providing the cost-of-living factor in the slllar.y ochedule, the tab for that increase above present salaries would be approximately $270,000. Added to the cost-of-living increase is the uBua1 step and range inoreases which will approximate $60,000.
Other. coste have fnct'caaed at least 10% which would represent a $100,000 increase above other current expenses.

Our Nepotism policy has been outdated by your policy #4100, Affirmative Action. Additionally, such a policy is no longer consistent with the concept of affirmative action. 'rherefore, I recommend action to rescind policy #4112. Such an action will not permit II relaxation of policy or procedure to assure that the very best possible candidates will be employed and retained.
The proposed academic calendar for 1971.-75 has been reviewed by various committees including the Faculty Senate and Faculty Association with no stated reservations from any group. Therefore, I recommend its approval as presented,
Dr. Ellerbrock has had difficulty in negotiating among the Counsel, real estate personnel and pronpective purchasers, but it now appears that you will have at least one bid for the required minimum on the Thunderbird property.
It is time to begin planning for summer school programs as well as recreational programs offered by the CV Recreation Diotrict. You will recall that we have permitted use of the gymnasium for their BUlIIlI\er basketball program. This activity haa resulted in considerable expense to the College because of the expense of cooling the gym. We will have some figures for your perusal on February 21, and will ask your guidance in our cooperative planning with the Recreation District.

Therefore, a policy regarding safety would be II demonstration of faith on your part while providing some guidance for us in formulating and implementing procedures I>hich will aGBure compliance with requirements of OSHA. The enclosed proposed policy is recommended for your adoption.
The P. E. department has presented reasonable rationale for out-ot-state travel for both the golf and track teams. After you have read the communications, I hope you will agree that their requests should be honored. Action taken by both coaches will result in energy-saving actions over previous se8sons.

MEMORANDUM

SUBJECT: Track team to Las Vegas
I respectfully request the Board of Trustees to grant permission for the
college track team to journey to Las Vegas, Nevada on February 22 and 23
to compete in a meet with Dixie College of St. George, Utah. The meet is
to be held at the University of Nevada, Las Vegas facility.
This is a meet which was set up last spring, before the "energy crisis"
appeared on the national scene.
The rationale supporting this request is as follows:
1. We committed ourselves last spring to the meet, and Dixie College con
sented to meet us literally halfway for the competition. The proposed trip
was used by coach Marman as a point in the favor of our track program when
recruiting local high schools, and also as an incentive in the early season
conditioning schedule.
2. Over the past four years we have done two things in our scheduling in
efforts to keep travel expense within reasonable bounds, (a) eliminated the
Long Beach Relays and the Modesto Relays, and (b) scheduled more home meets
as our facilities and capabilities have been upgraded. There are 8 home meets
in 1974 (there were 7 in 1973, 6 in 1971 and 1972, and 5 in 1970). This in
cludes hosting the conference relays and the conference championships.
3. Mr. Marmen has dropped two other planned-for trips from the 1974 track
schedule, i.e., to Los Angeles, and to San Jose.

SUBJECT: Out-of-state Golf Tournament
It is requested that the College of the Desert golf team be granted permission to participate in the second annual Roughrider-Verde Invitational Golf Tournament at Prescott, Arizona on April 12-13, 1974.
The following justification is submitted:

1. Last year the golf team participated in the Western Junior College Tournament at Fresno, California, a distance of about 350 miles. Lodging was required for two nights. Prescott, Arizona is about 240 miles from Palm Desert, and accommodations may be needed for only one night.
2. The entry fee for the Arizona tournament is less than that for the Fresno tournament. Please see the attached letter from Yavapai Junior College announcing the tournament.
3. The dates for the Arizona tournament fall during the Easter vacation.
4. One carryall would be required to transport the golf team.

PRESCOTT, ARIZONA 86301
On April 12 and 13, Yavapai College will host the second annual Rou@:lrider .- Verde Invitational Golf Tournament at Village Oak Creek Country Club and Lake Montezuma.
The tournament will be a 54 holes of medal play, with the first 18 being played at Lake Montezuma on Friday afternoon, April 12, and the final 36 being played at Oak Creek Country Club on saturday, April 13. Both courses have hosted the Arizona Open and provide fine tests of golf in some of the JOOst beautiful set·tings found in the southwest.
Each team will be permitted to use six players, with team medal championship determined by the four low scores.
I certainly hope that this tournament will become one of the finest college tournaments in the area, and that you can arrange to enter your team. Please notify me at your earliest conven·· ience and no later than February 1~ 1974. You will be notified upon acceptance about accomoctations in the Camp Verde-Sedona area. There will be a minimal $15 entry fee .
