Neighbourhood Planning – CHALLENGE & BID

• CHALLENGE. Opportunity to bid to take over local services• Local and Fire & Rescue• Power to submit expression of interest• Local authority can accept or reject• PC must run competitive procurement

• BID. Power to submit assets of community value to be kept on list by local authority• Community may express interest to purchase• Deadlines to put together bid, funding and buy

Neighbourhood Planning – PLANNING

• Planning System. National Planning Policy Framework• Affects how communities can influence development• 1000 pages into 50 – fewer rules• Presumption in favour of sustainable development• Local authority area plan even more important• Supports neighbourhood planning

• RIGHT to build. Aims to decentralise power over planning to communities• Establishment of local planning policies• Right to build• Local referendums

Neighbourhood Planning – RIGHT TO BUILD

• Proposals. Allows communities propose local development• Approvals. Permissions without going through

lengthy and cumbersome planning process• Decision. Communities decide themselves what

is built – type, quantity, design• Obligations. Must meet NPPF, EU and Human

Rights• Rural areas. Expected to be of particular benefit• Financial. Increasing development spurs

Neighbourhood Planning – West Wiltshire

• Wiltshire Core Strategy. Provides foundation for community led planning policy including neighbourhood plans• Planning policy. Required to be based on clear

evidence and needs assessment• Neighbourhood Planning. Option, not

compulsory. Other routes exist. • Qualifying Body. Neighbourhood plans can only

be prepared by “qualifying body”, eg Parish Council

Neighbourhood Planning – The Plan

• Content. There are no set guidelines but it should include:• Local allocations for development.

Employment, residential. Input from Core Strategy• Outline specific requirements.

Eg, open spaces and community facilities • Related policies.

Those relating to all development within plan area• Timescales. Time to produce estimated to be 1-2

years• Costs. Estimated between £17k - £63k, part met

by Wiltshire, remainder by Qualifying BodySlide 7
