1.0 BACKGROUND HISTORY
Anotech Global Company Nig. Ltd. was established as a company in the year 2001,
it was incorporated as a limited liability company the same year 2001 by the Corporate
Affairs Commission (CAC), Federal Republic of Nigeria with Registration Number - RC
416,168.
2.0 QUALITY POLICY STATEMENT
It is the policy of Anotech Global Company Nig. Ltd. , to implement a companywide
quality program, which consistently provides products and services, which conform to the
needs and standards defined by our clients. The company is committed to operating and
maintaining a quality assurance system designed to meet the requirements of BS, EN,
ISO 9002 (Latest edition).
Achievement of the Company’s Quality Policy is the responsibility of all personnel who are
individually responsible for the quality of their work and to whom this policy statement
has been explained. The management will ensure that relevant procedures are
communicated to, understood, and adhered to by all personnel.
The company has the capability to establish an in-house Safety and Quality Management
systems that satisfies the local client requirements and international Standards.
3.0 CASHES POLICY STATEMENT
Community Affairs, Security, Health, Environment and Safety (CASHES) is our
watchword in Anotech Global Company Nig. Ltd. All matters relating to CASHES shall be
appropriately dealt with in the manner and to the codes and standards applicable to the
work at hand. All staff to be employed on the project shall be thorough medically examine
and they shall be provided with details of information on the prevention of health
problems.
All activities shall be organized, planned and executed in a manner as to promote the
health of the workforce with no adverse effects to third parties.
3 CORPORATE PROFILE
Anotech Global Nigeria limited shall aim to reduce unsafe acts and/or conditions while
strengthening unsafe act audit as a proactive and corrective tool for accident prevention.
To ensure compliance with the above, the necessary procedures and work instructions
have been incorporated into our Management System.
Employees are responsible for compliance with all the company policies, procedures,
practices, and laws applicable to their assigned duties. Where an employee is not sure
of the policies he has the responsibility of seeking management or supervisory guidance.

Introduction
Anotech offers a multidisciplinary package for successful execution of small to big sized
engineering projects in the oil and gas industry in Nigeria. Anotech is based in Warri,
Delta State, which is the hub of the oil and gas industry in this region. We have
considerable project experience in this vicinity and indeed the whole of the Niger Delta.
We have useful local knowledge on community relations, recruitment, procurement,
transport, accommodation and other logistical matters. All of this is in addition to our
excellent technical expertise.
Our preparedness to expediently mobilize a high quality project team either at our home

6.0 HAZARD MANAGEMENT PLAN
General
The document covers the analysis of hazard associated with the execution of projects and
the safety precautions to be taken to project property and health/safety of persons in the
course of the development and implementation of all facilities associated with the project.
This specification will be used in conjunction with the client’s safety Regulations and
section 29 of the standard construction specifications.

ANOTECH GLOBAL will be responsible for working safely and is therefore conversant
with the safety standards expressed or implied by the engineering codes and
specifications applicable to the work (e.g. the ANSI, API, ASME, NACE, BSI Standard
Specifications and Codes of Practice), and with the instructions contained in parts III, IV,
and V of the Nigerian Mineral Oil (safety ) Regulations of 1963 and the latest edition of
the Clients Safety Regulations.

Site Safety Officer
All Engineering work sites will be manned by a dedicated site Safety Officer, in addition
to the technical personnel for the job(s).
The site Safety Officer will not be engaged on or seconded to other non – HSES related
parts of the operations.
Site safety Officers will have sound technical know – how and will display the following
capabilities:
I) Ability to prepare Work Hazard Analysis
II) Potentials for HSES Management ability. He will be assertive, decisive and have able
leadership qualities.
III) Ability to administer first aid .
IV) Ability to prepare appropriate contingency plans, drills, and simulates emergency
scenarios, for the works to be executed.
V) Be familiar with the client and Engineering Medevac and Emergency Procedures.
VI) Ability to maintain good records.
VII) Ability to communicate clearly and effectively.
Basic Regulations
ANOTECH GLOBAL is conversant with the statutory laws and regulations governing
safety and health of workers and special regulations and conditions related to petroleum
industry. All person’s engaged at the work-site will be acquainted with the following
regulations and abide by them as an essential condition to work at the site.
The Mineral Oil Act
The Mineral Oil(safety) Regulations of 1963,
Safety rules and Regulations with regard to operations and work in or near Electrical
Installations and /or Apparatus,
Latest version of client safety regulations, The Factories Act.

ANOTECH GLOBAL will be responsible for ensuring that his employees and of his -
contractor and /or agents at the work-site comply with the above.
Restricted Areas
Restricted Areas shall be properly defined in the clients safety Manual (Permit-To Work).
All work in Restricted Areas will be in strict accordance with the Regulations in the Safety
Manual.
Permit To Work Before any work is commenced in a Restricted Area, ANOTECH
GLOBAL will obtain officially signed permit-TO-Work (PTW). One copy of the PTW will
be kept on actual Work site for inspection purpose.
Warning Systems
The warning and alarm systems in use at the Work site will be well appreciated by
ANOTECH GLOBAL’S Representatives. ANOTECH GLOBAL will ensure that his employees
know what action to take when such warnings/alarms are given.
Gas Test and Safety Procedures
Gas test and related activities will be carried out in accordance with the PTW document.
Connection to Utilities and Services
Connections to (or disconnection from) any installed utilities or operating services, such
as Electricity, Gas, Air, Steam or Water, for ANOTECH GLOBAL’S use, will only be made
with the written permission of the clients Representative and will only be carried out
under an official PTW. Where necessary, such connections and disconnection may be
carried out by appropriate client personnel.
Land Transport
Vehicles will be registered for which they are being used.
Speed limits and Roads Signs in force on roads will be observed. Vehicles will be driven
at a speed consistent with safety of the vehicle, road and weather conditions, its load,

and other road users. Overloading of vehicles will be avoided and ANOTECH GLOBAL
will ensure that the authorized loads limit is not exceeded.
Movement of extra wide, high or long loads will be planned so as to by-pass any potential
obstacles such as narrow roads, roads with tight bends or low head room, obstructions
such as bridges or pipe-ways, with special attention to electricity cables. Similarly, the
movement of heavy loads will be planned so as to avoid bridges of limited load ratings
and low grade roads, etc.
Water Transport.
Every ANOTECH GLOBAL marine craft in clients operations will carry the
appropriate safety equipment.
Every marine craft will be provided with readily accessible and well-equipped First
Aid Box.
Emergency evacuation instructions will be conspicuously displayed inside the boat
or craft.
Engine – Power Vehicles and Equipment.
The entry and use of Engine-power Vehicles and Equipment in Restricted Areas will be in
strict accordance with the clients safety manual and the PTW Procedure.
Equipment such as drainage pumps, which are likely to be unattended and running will
be clearly marked to show the method of stopping the motor.
The storage of all fuels and lubricants will be in a location and manner agreed with clients
Representative.
Generators and Portable Electrical Equipment.
All electrical equipment, including generators, power tools and other portable equipment
will be covered with Permit-To-Work before use in a Restricted Area.
Temporary Electrical Lighting and Power Circuits
All temporary lighting and small power installations in a Restricted Area will be subject to
the same safety regulations and procedures as the permanent electrical installations.

Keeping Work Areas Clean and Tidy
The working areas and all temporary structures will be kept tidy at all times. Roads,
paths, and access ways will be kept clear.
Spillage of oil or chemicals will be cleaned-up immediately to avoid hazards from fire,
slippery surfaces, toxic substances, etc.
Protective Clothing and Equipment
ANOTECH GLOBAL will supply and ensure the use of all necessary protective clothing
and equipment including:
I) Leather-faced welding/gas-cutting tunics, aprons, gauntlets, and sleeves.
II) Welding shields, helmets and visors.
III) Gas cutting goggles and visors.
IV) Safety helmets and safety goggles.
V) Dust mask and special breathing apparatus.
VI) Safety boots and non-slip footwear.
VII) Ear protectors and sound defenders.
VIII) Work vest.
IX) Life Jackets and life rafts.
Accident Reporting
ANOTECH GLOBAL will immediately report all accidents occurring within the duration
of the contract works in accordance with the clients approved accident-reporting
procedures.
Smoking, Lighters, Matches, etc.
Smoking, use of lighters and Matches will not be permitted on site, especially in Restricted
Areas.
Mechanical Works
Installation procedures for all aspects of mechanical work will follow safe working
practices as specified in the PTW procedure and the attached Hazard Analysis.

Isolation Procedures
The preferred method of isolation from safety viewpoint is to completely disconnect and
close off the pipeline or plant item from all possible sources of hazard. Alternatively,
correctly rated and installed spectacle blinds, spades, blind flanges or stopple fittings may
be used to provide the necessary isolation, whatsoever approved by the client.
Pressure Testing
Pressure Testing of any part of a pipeline or plant installation will be started only after
the complete written test procedure has been submitted to the client Representative. All
pressure Testing will be in accordance with section 29 of the construction specifications
and the attached Hazard Analysis.
Civil Works
All requirements concerning Excavation Works are implicitly stipulated in the PTW
procedure and the Hazard Analysis contained in this document.
Structural Steel
All requirements concerning platform construction and related structural steel works are
stipulated in the PTW Procedure and the Hazard Analysis contained in this document.
Training
ANOTECH GLOBAL will train his personnel with particular emphasis on the importance
of operating safely coupled with the aim to inculcate a sense of safety awareness in each
employee.
The training programme will ensure that each worker is familiar with those parts of safety
regulations relevant to work.
Environment.
ANOTECH GLOBAL will be responsible for complying with all relevant environmental
laws and regulations and for taking all necessary precautions related to or arising out of
performance of the contract in order to protect the environment.

ANOTECH GLOBAL will be responsible for obtaining copies of the relevant sections of
the environmental impact Assessment Report (where it has been carried out) and the
relevant sections of the Environmental procedure manual (when available). The work
will be carried out in accordance with the guidance in these reports and manual.
