Cornyn Bill to Fight Nationwide Rape Kit Backlog Passes Congress

Today U.S. Senator John Cornyn (R-TX) issued the following statement after Congress passed The Violence Against Women Act, whichincludes Sen. Cornyn’s Sexual Assault Forensic Evidence Reporting (SAFER) bill to reduce the national rape kit backlog: “For far toolong, an unacceptable national backlog of untested rape kits has compounded the pain for too many victims of sexual assault.

“I am pleased that Congress has passed this legislation that takes a significant step toward reducing that backlog and bringingswifter justice for millions of victims.” The SAFER Act will audit and reduce the backlog of untested rape kits sitting in the possessionof law enforcement agencies across the country, which experts have pegged as high as 400,000. Endorsed by key national victims’ rightsgroups, this deficit-neutral bill will provide funding for state and local governments to conduct audits of untested DNA evidence and createa national reporting system to help track and prioritize untested rape kits.

Background on SAFER

· Provides state and local governments with funding to conduct a one-year audit of the untested sexual assault evidence in their possession.

· Creates a national reporting system to help track these audits, prioritize the analysis of untested rape kits and better target existing DebbieSmith Act appropriations. · Amends current law to require that at least 75% of Debbie Smith Act funds be spent directly on either analyzinguntested DNA evidence or increasing the capacity of labs. · Allows the Department of Justice to publish a report on advisory protocols andpractices used in cases that include untested sexual assault evidence, and allows SAFER Act grantees to use existing funds to implementthose guidelines. · Prohibits grantees from holding funds in offshore accounts and using funds for conferences and lobbying, and limitsthe amount of funds that may be used for administrative costs.

THE VOTING RIGHTS ACT REMAINS IMPORTANT TO IMPROVEDELECTIONS & PROTECTING VOTING RIGHTS IN TEXAS

For the League of Women Voters, the vote is the emblem of equality for all who needed to fight for access to theballot. On February 27, the US Supreme Court considers a challenge to an important law protecting voting rightsfor many, the 1965 Voting Rights Act.

Historically, poll taxes, property requirements, and literacy tests have been barriers to minority voting. The VotingRights Act prohibits discriminatory election procedures that make it more difficult from minorities to vote.

"By protecting voting rights of minorities, the Voting Rights Act has been important in protecting the vote, theemblem of equality, for all eligible Texas voters" according to Linda Krefting, President of the League of WomenVoters of Texas. She continues, "Scrutiny of election procedures under VRA has improved election administrationin ways that benefit all eligible voters."

Recent efforts to impose new barriers to voting continue mean the protections of the Voting Rights Act are stillnecessary. To use the words of Carrie Chapman Catt, founder of LWV, "the wrongs that need resistance [&] therights that need assistance" require continuing attention.
