Student Success and Support Program Mission

To increase community college student access and success by providing effective core services, including orientation, assessment and placement, counseling, academic advising, and early intervention. SSSP ensures student equity in assessment, student services, and access to college resources and provides a foundation for students to achieve their educational goals.

Key Points for SSSP

• SSSP funding must be expended only on core services

• Institutional and student requirements • Incentives for student completion of core services

– Loss of Priority Enrollment – Withholding of Enrollment

• Coordinates with Student Equity and other plans • Linked to the Student Success Scorecard

SSSP Core Services SSSP funding must be expended on Core Services: • Orientation • Assessment • Counseling, Advising & Other Education Planning

Services • Follow-up for at-risk students (§ 55525)

– Enrolled in Basic Skills, no identified ed goal or course of study, on academic/progress probation

Noncredit SSSP Core Services SSSP core services are funded for these noncredit areas:

– English as a Second Language (ESL) – Elementary and Secondary Basic Skills – Short-Term Vocational – Workforce Preparation

Exemptions for Students • Title 5, Section 55530 requires non-exempt,

first-time students to participate in core services

• Eligibility for priority registration requires competition of orientation, assessment and SEP

• Colleges may place registration hold • Exempt students can participate if desired

Exemptions for Students Districts may develop exemption policies if a student has: • Completed an associate degree or higher • Enrolled for a reason other than career development or

advancement, transfer, attainment of a degree or certificate of achievement, or completion of a basic skills or ESL

• Completed services at another community college • Enrolled solely to take a course that is legally mandated for

employment or in response to a significant change in industry or licensure standards.

• Enrolled as a special admit student.

Orientation: Purpose

Acquaints students with (title 5, § 55521): – college programs – student support services, facilities and grounds – academic expectations – institutional procedures – other appropriate information as deemed

necessary

Orientation: Required Components

• Academic expectations, and progress and probation standards

• Maintaining registration priority • Prerequisite or co-requisite challenge process • Maintaining fee waiver eligibility • Descriptions of services and programs

Orientation: Required Components

• Academic calendar and important timelines • Registration and college fees • Available education planning services • Other issues, policies, and procedures the

• Student Information: – Study and learning skills – English skills – Math skills – Career goals – Academic performance – Need for special services

Assessment Colleges are not required to use a “test.” But, if using a test, per Education code S. 78213 and title 5, section 55522, the test:

• Must be validated and approved by CCCCO Content validity, cut score validity, minimization of bias, reliability, and disproportionate impact

• Must use CCC Assess once implemented to receive SSSP funding

Multiple Measures • Required by title 5, section 55502(i): • Refer to the use of more than one assessment

measure to assess the student • May comprise

– holistic scoring processes – attitude surveys – aptitude and interest inventories – Transcripts – specialized certificates or licenses – education and employment histories – military training and experience

Assessment Instruments

• Title 5, § 55522 requires CCCCO to maintain list of approved assessment instruments

• List is updated at the end of each test review period (November and April)

• CCCCO may identify other measures of readiness to assess students

Early Assessment Program (EAP) • SB 946 authorized the CCC to implement EAP and access student

test data • Use of EAP test results for placement of students

demonstrating college readiness in transfer level English and/or math:

• Effective January 1, 2009

• List of colleges accepting EAP results on CCCCO website: http://extranet.cccco.edu/Divisions/StudentServices/EAP.aspx

• Currently 76 community colleges are accepting EAP results and others are in discussion to adopt EAP

Common Core State Standards (CCSS)

• CA K-12 adopted in 2010, full implementation 2014-15 – 2014-15 scores recently released

• Anchored in expectations for college readiness • Higher education agreed to participate in design of

the new Smarter Balanced Assessment Consortium (SBAC) assessments with goal of recognizing 11th grade exam as evidence of college content-readiness – basis of the Early Assessment Program (EAP)

EAP Transition • AB 484 eliminated STAR created CAASPP, includes EAP

– Smarter Balanced (SBAC) computer-based assessment aligned to the Common Core State Standards

• SB 490 provides direction to CCC accepting EAP – Sequence precollegiate and transfer-level courses to CCSS

• 2015 EAP incorporated into the CAASPP designed by Smarter Balanced Assessment Consortium (SBAC) – No additional questions/essay – All CA 11th grade students take EAP and receive early

college readiness signals

Counseling, Advising, & Other Education Planning Services

• Services shall include: – Assistance identifying education/career goal & course of study – Provision of information to enable informed choices – Development of an education plan

• Ensure non-exempt students participate if: – On academic/progress probation or facing dismissal – Do not have a course of study – Enrolled in Basic Skills

• Notify students at risk of losing BOGFW

Counseling, Advising, & Other Education Planning Services

All first-time students expected to have: • Abbreviated Ed Plan is 1-2 semesters in length - or - • Comprehensive Ed Plan …take(s) into account a student’s

interests, skills, career and education goals, major, potential transfer institutions, and the steps the student needs to take…to complete their identified course of study.

• Colleges shall evaluate progress of, and provide support services to, at-risk students
