GENERALThe CBD Board may make regulations and alter, amend or rescind the same as occasions may require, and enforce penalties for their breach - CBD Constitutional Rule 32.WithanyassociationoftheCBD,everyaffiliateundertakestoconductthemselves in a polite and sportsman like manner. Submission of entries for the men’s and women’s state events shall be to the Match Committee chairman by 17:00 on the closing date.Spectators: - Laws of the Sport of Bowls (law #45) The CBD interpretation of “clear of the players” shall mean the area from the end of the rink of play, back to and including the players seating arrangements. State events: - BV directive extract: - Decide on whether the format for play will be sectional with knockout rounds, or all knockout rounds in State Pairs, Mixed Pairs, State Triples & State Fours ONLY for Men’s & Women’s events. This decision has been left entirely to the Divisions/Regions. The number of matches to be played per day should be advised by the Controlling Body as part of the entry process where possible. (The CBD provides two days of competition for each event. Where there are an uneven number of games to be played the majority willbeplayedonthefirstday.)*Rule7considerationstobetakenintoaccount and other available days of play.It is the responsibility of the umpire of the day to monitor the 36-degree rule.*Itiswithintheumpire’scodeofethicsthattheywilltakeallcarein looking after the welfare of the players during the game.Clubs requesting extra premiership medallions, above the accounted for players and emergencies, must contact the Match Committee Chairperson with their request. BA – Law 43.2.5The umpire is to make sure all aspects of play are in line with the Laws of the Sport of Bowls.BA – Law 43.2.6The umpire’s decision is final in all circumstances except thoserelating to the meaning or interpretation of a law, in which case there will be a right of appeal to the controlling body.

monetary penalty. 1.3 A club that causes a syllabus change after being submitted

forprintingwillincura$100fine. 1.4 Pennant results not received in accordance to the rules will

seetheoffendingclublosetheirpointsfromthatround. 1.5 Clubsplayingunregistered,underoroverqualifiedplayers

willbetreatedashavingforfeited.(Includesmonetaryfine)2. Pennant format: - 2.1 SATURDAY PENNANT Divisions 1, 2 & 3, 4 teams of 4 players Total 16 players Division 4 3 Teams of 4 players Total 12 players 2.2 MID WEEK PENNANT Divisions 1, 2 & 3 3 teams of 4 players Total 12 players 2.3 Finals order of play: - •1stsemi-final=3v4 •2ndsemi-final=1v2 • Preliminary final =Winner of first semi-final V loser of

secondsemifinal • Grand final =Winner of second semi-final vwinner of

preliminaryfinal. 2.4 Finals venues to be decided by the Match Committee after

advice from the Greens Committee then with approval of the CBD board.

2.5 Spectatorsaretoremain“clearofplayers”duringfinalsgames.

2.6 No player may play in either Midweek or Saturday Pennantfinalswiththeirclubunlesstheyhaveplayedatleast four games in that particular Pennant competition during the current Pennant season.( 2 separate competitions)

2.7 Prior to the last four rounds of the home and away series there shall be no restrictions on the interchange of players between sides of a club.

2.8 For the last four rounds of the home and away series no side shall include more than three players who have played the majority of their games during the season in higher numbered sides.

3. Composition of sides: - 3.1 In Midweek pennant no man shall play in a higher position

than third with the following exception: After the lady skipper has been constituted and has to leave the green, a man can go up into the role of skipper. This exemption only applies in a clubs lowest graded side.

3.2 Inanypennantfinal,asidewillnotincludeanyplayerwhohas played less than four games with the club or more than 50% of the number of pennant games in the syllabus in a higher graded side. Names only on submitted team sheets count as a game played. (Exemption - 3.3)

3.3 When all sides from a competing club are playing in the sameroundofafinalseries,thereshallbenorestrictionorconsequence of player movement.

3.4 Noplayercanplayinalowergradedsideduringthefinalsiftheyhaveplayedafinalsgameinahighergradedsideinthatfinalsseries.(Exemptionbeingrule3.3,3.5)

3.5 In the case of player shortages, players may act as substitutes in a higher graded side to replace players unavailable and still be eligible to compete in a lower graded side. DR 2.3.1. This rule applies regardless of

other eligible members being available. An (S) MUST be assigned to their name on the team sheet or receive a forfeit penalty. (1.2)

3.6 Qualifiedplayersunavailablethatcauseasubstitutioninafinalmustbelistedwiththereasonandforwardedtothepennant recorder at the time of team sheet submission. (Reason has to be accepted by the Rules committee DR 2.3)

3.7 Allteamsheetsforafinalmustbesubmittedby17:00,notlessthantwodayspriortoafinalbeingplayed.(Pennantrecorder checking for qualifying errors)

3.8 Emergency players in finals are exempt from theseconditions if required to participate after but not before the game has started.

3.9 If a club believes rule 3 treats a member unfairly they may appeal to the CBD board for a ruling on their circumstances. Thedecisionoftheboardwillbefinalandnofurtheractionwill be allowed.

4. Pre-Match Practice 4.1 Having received prior approval from the host club, practice

must have finished one hour before the scheduled starttime. Practice can be on any part of any rink scheduled for play.

5. Time for Commencement: - 5.1 Saturday pennant start time is 13:30 5.2 Midweek pennant start time is 10:30 5.3 There is a one hour grace period to accommodate inclement

weather or mutually agreed special circumstances. 5.4 AllSaturdayfinalstocommenceatthesametimeasregular

pennant unless the Match Committee with CBD Board Approvaldeemitnecessarytochange.AllMidweekfinalsto commence at 9.30am unless the Match Committee with CBD Board deem it necessary to change.

5.5 State events: - Registration = 09:00. Roll up = 09:15. Play = 09:30.

6. Duration: - 6.1 Pennant with 4 rinks is 100 ends. An interrupted game

must be a minimum of 60 ends to qualify as a game. Pennant with3 rinks is 75 ends. An interrupted game must

be a minimum of 45 ends to qualify as a game. 6.2 Finish time no later than 18:30 (Saturday) 16:00 (Midweek)

after completion of ends in play. Dead ends will not be replayedafterfinishtime.

6.3 Allfinalswillbe the fullcomplementofends.Unless thetwo side managers along with the appointed CBD manager agree otherwise.

6.4 If required, the CBD appointed manager in consultation with the umpire shall be responsible for stopping a finalshort of the full complement of ends having been played. Alleffortsmustbemadetocompletethegameonthedayofplay.(Rule6.2doesnotapplytofinals)

6.5 The Match Committee in consultation with the CBD board shalldeterminewhenandwhereanunfinishedfinalsgameis to be completed.

7. Inclement weather: - (Causes of abandoned games + Heat Policy) 7.1 Abandoned - Pennant including finals on any declared

Total Fire Ban day in either the Central or South West Regions.

7.2 Abandoned - When the Match Committee with approval of the CBD board deem it necessary. (Decisions will be conveyedtoalleffectedclubsbytheMatchCommittee.)

7.3 Abandoned - More than one hour has lapsed from the designated start time. Special circumstances 5.3

7.4 Abandoned - The greens director or their delegate as the soleauthoritydetermining if thegreen isfit forplayshallinform visitors at the earliest opportunity if the green is closed. Once the green is closed it shall not be re-opened.

7.5 Abandoned – Inclement weather 7.6 Abandoned- With the situation that the managers cannot

agree then they should appeal to the umpire for a decision. The umpire makes a decision based on the circumstances at the point in time the appeal is made. (Not retrospectively) Consequently it is the umpires decision when play should resume.

7.7 Heat Policy –The 36 degree ruling will apply where the CBD is the Controlling body. Excluding midweek pennant.

7.8 Heat Policy – Midweek pennant will cease and will not recommence when the 34 degree temperature has been reached after the completion of end/s in play. Dead ends will not be replayed.

7.9 Heat Policy- Saturday pennant will cease after the completion of end/s in play. Dead ends will not be replayed. If after 45 minutes or the managers agree earlier that play should not be resumed ,the game will be abandoned.

8. Scoring: - 8.1 Pennant = 10pts for a win + 2pts / rink. (1pt each in the

event of a tied rink) A tied game = 5pts / side + rink pts. 8.2 Finals = Total shots up. In the event of a tied game an extra

end/s are to be played from the end completed on each individual rink. (Law #28)

8.3 Abandoned Total Fire Ban day then no points or shots allocated. (No team sheet)

8.4 Abandoned match = shared points + 15shots each. (Team sheet entered)

8.5 Having a bye = 12pts (Team sheet entered) 8.6 Forfeiting=0ptsless15shots+$25fine(Noteamsheet

entered) 8.7 Receiving a walkover = Whole of match points + 15 shots.

(Team sheet entered) 8.8 If greater than 50% of games are abandoned in a division

then all games will be considered abandoned. Full match points will be shared. (Team sheet entered)

9. Promotion / relegation: - 9.1 Promotion and relegation will apply to all divisions with the

CBD board making the necessary decisions required for the proper running of the competition.

10. Notifications: - 10.1 Forfeits–Matchcommitteechairpersontobenotifiedby

18:00 the day before the match. Failure to comply will see the forfeituremonetary fine imposed. (On top of regularforfeit penalty) Match committee chairperson to notify opposition club of the walkover.

10.2 (a) A change of pennant playing date must have the permission of the Match Committee two weeks prior to the event. (Special circumstances prevailing)

(b) A change of venue or start time must be approved by the chairperson of the match committee or a representative of.

10.3 Midweek pennant results to be forwarded to the pennant recorder by 19:00 on the day of play.

10.4 Saturday pennant results are to be with the pennant

recorder no later than the following Monday. 10.5 Pennant sheets must be legible (preferring print text using

black or blue pens) 10.6 Each club to consult with the pennant recorder on their

preferred method of receiving the result sheet. 10.7 Pennant recorders to advise clubs of overdue result

sheets. Midweek pennant has until 17:00 Wednesday and Saturday pennant until Friday 17:00. (See infringements)

APPEAL PROCEDUREIn the case of a dispute between the CBD Board and a club or member regarding items pertaining to the rules / conditions of play for CBD controlled events or the representation of then the following will apply.A meeting will be held between the parties and if the matter is not resolved at this meeting a tribunal will be set up to adjudicate on the issue.The tribunal will consist of three members appointed by the Board from clubs not involved in the dispute. The tribunal will hear from both sides and make a ruling regarding the dispute. Thisrulingwillbefinalandnofurtheractionwillbeallowed.

HOME TEAM MANAGER’S DUTIES1 Be conversant with the conditions of play for pennant competition.2 Wherever under any of the laws, Rules and Regulations a Side is

given any right of decision or choice, it will be exercised by the Side Manager who will act on behalf of the Side.

3 Be at the club a recommended courteous 30 minutes before play to have the draw done and roll up completed before the start time.

4 Do the draw with the visiting side manager. Exchange score cards between managers to execute the draw.

5 Ensure the clubs temperature recording device is operative.6 Upon request from the opposing manager you must time the green of

play. 7 Post green timing for players to see. (Recommended to be between

13 and 17 sec)8 Announce the umpire of the day and who won the mat.9 Afternoon tea for Saturday pennant, have the bell rung at the accepted

time of 3.00pm. Play to resume by 3.20 pm. (make allowance for late finishingendspriortocominginorinclementweather)

10 Midweek Pennant. A bell will be rung at the accepted time of 12.15 for lunch.Playtoresumeat12:45pm.(Makeallowanceforlatefinishingends prior to coming in or inclement weather)

11 Midweek Pennant. Prior to commencement of play the highest ranked home side manager shall welcome the visiting sides, announce the managers, umpires, timing of the green and who has won the mat. At lunchonedesignatedmanagerorclubofficialmayrespondonbehalfof all visiting clubs.

12SaturdayPennant.Atafternoonteaahomemanagerorclubofficialshall welcome all visitors with the highest ranked side manager or club officialrespondingonbehalfofallvisitingclubs.(Itistheroleofthevisiting club to thank those that served afternoon tea)

13 At the completion of the match, managers are to complete the respective result sheets.

14 The home club shall forward the match results to the designated pennantrecorderasper15.1notifications.

15 At the completion of the match the home manager shall telephone, text, or email the results to City Bowls Club 0428 311 133. This also applies ASAP to an abandoned game. (Allows clubs to call in to see if 50% have withdrawn for the day).

7 If in your opinion the green was of an unsatisfactory condition for pennant you can have your club submit a written application to the GreensCommittee to inspect thecondition. (*This isapart fromtheGreens Committee regular inspections)
