Minutes for 27th Northern Region constituents meeting regarding Connectivity/LTA Applications in NR held on 24/09/2019
1.0 The List of participants is enclosed at Annexure-A
2.0 CGM (CTU-Plg.), POWERGRID welcomed the participants to the 27th meeting of Northern Region constituents regarding
Connectivity/LTA applications in Northern Region held on 24th Sep’19 and after that the agenda was taken up for discussion.
3.0 It was informed that the minutes of 26th meeting of Northern Region constituents regarding Connectivity/Long Term Access
applications held on 29/08/19 at POWERGRID office, Gurugram were issued vide letter no. C/CTU/N/07/26th dated 24/09/2019. It
was requested to forward comments/observations, if any, within a week. During the meeting, Adani Green Energy Seven Limited
informed that 220kV bay implementation at Fatehgarh-II PS for their solar generation project at Jaisalmer (1200002225) was
agreed under ISTS scope in 26th Connectivity/LTA meeting whereas in the minutes it was mentioned in the scope of applicant.
Accordingly, Table 3(under the head of “Stage-II Connectivity applications”) of 26th Connectivity/LTA meeting MOM may be read as
below :

Further, Adani Green Energy Seven Limited (Application No. 1200002223) vide letter dated 18/09/2019 requested to change
Connectivity quantum from 400 MW to 300 MW for Stage-I Connectivity, hence the connectivity shall be provided through 220 kV
S/c line instead of D/c line which was recorded as typographical error.
In addition to above, Rajasthan Solar Park Development Company Limited(RSPDCL), vide their letter dated 01/10/2019 has
informed that the connectivity quantum for their project is 980 MW and LTA quantum is 925 MW and requested for suitable
modifications in the Sl. No.3 of Table 3(under the head of “Proposal for grant of LTA to the applications received from RE Energy
Sources”) of 26th LTA Connectivity/LTA MOM. Accordingly, same has been modified & may be read as follows :

Connectivity (1200002151-980 MW, Stage-II) for Nokh Solar Power park has been agreed for grant at 220kV Switchyard of Bhadla-II PS and same is being considered for present LTA. Applicant confirmed the same. However, Applicant requested for revision in start date of connectivity from 01/08/2021 to 01/10/2021 and change in LTA quantum from 980 MW to 925 MW. Also, RSDCL requested to implement bays under ISTS even though it was agreed earlier to implement the bays by RSPDCL. CTU requested to give formal communication in this regard.
Subsequently, applicant vide letter dated 02/09/2019 confirmed that (1) Connectivity is to granted from 01/10/2021 for 980 MW, in place of earlier agreed 01/08/2021, (2) LTA may be granted for 925 MW from 01/12/2021 to 30/11/2046 and (3) construction of 4 Nos. of 220 kV bays at PGCIL’s 765/400/220 kV S/s at Bhadla-II end for above Nokh Solar Park shall be under the scope of ISTS.
Transmission system for Solar energy zones (8.9 GW) in Rajasthan was technically agreed in 2
nd Meeting of Northern
Region Standing Committee on Transmission held on 13/11/2018. The required power transfer of 925 MW to NR (target) was envisaged at Bhadla-II PS under 8.9 GW capacity.

Accordingly, it is agreed to grant Connectivity from 01/10/2021 for 980 MW & LTA for 925 MW from Bhadla-II PS to NR (Target) from 01/12/2021 to 30/11/2046 to M/s RSDCL (Nokh Solar park) subject to commissioning of ISTS system mentioned at Annexure-III.
With above modifications, minutes of meeting held on 29/08/2019 are treated as confirmed.
4.0 Proposal for grant of Connectivity to the applications received from renewable energy sources
A. Stage-I Connectivity applications
It was informed that one no. of Stage-I Connectivity application has been received in the month of August 2019 and after
deliberations, Stage-I Connectivity was agreed to be granted as below:

transmission infrastructure as per format RCON-I-M (available on CTU website >> Stage-I / Stage-II Status Monitoring Portal) by

30th day of June and 31st December of each year. Further Stage-I Connectivity grantee is required to secure the Stage-II
Connectivity for physical interconnection with the ISTS grid within 24 months. The Stage-I Connectivity grantees who fail to apply
for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their Application
fees shall be forfeited.
B. Stage-II Connectivity applications
It was informed that two nos. of Stage-II Connectivity applications have been received in the month of August 2019. Details of the

Regarding, Application at Sl. No (1) of Adani Green Energy Seven Limited, CTU informed that 9 no. 220kV bays at Fatehgarh-II
were identified under “Transmission system for Potential SEZ in Rajasthan-Phase-I” with commissioning schedule as December,
2020. All the identified 220kV bays in phase-I under ISTS have already been allocated to the applicants. Further, 7 no. 220kV at
bays have been identified at Fatehgarh-II S/s for “Transmission System Strengthening for potential solar energy zones –Phase -II
in Northern Region” & same is expected to be completed by December, 2021 whereas applicant requires connectivity by February,
2021.

Regarding implementation of bays, CTU informed that as per clause 5.3.1 of CERC Detailed Procedure for “Grant of Connectivity
to projects based on Renewable sources”:
Quote:
For the connectivity system, the dedicated transmission line including line bays at generation pooling station shall be under the
scope of the applicant and the terminal bays at the ISTS sub-station shall be under the scope of transmission licensee owning the
ISTS sub-station subject to compliance of relevant provision of tariff policy.
Unquote:
Also it was deliberated that the bays for above projects at ISTS substation are to be implemented after deliberation in various
forums viz. Standing Committee, Regional Power Committee, National Committee on Transmission(NCT), Empowered Committee
on Transmission(ECT). Based on decision in these Committees, the bays may have to be implemented through TBCB/regulated
tariff mechanism. It was discussed that after following due procedure, it may be difficult to complete the bays under ISTS matching
with generation project as per application.
Accordingly, Adani Green Energy Nine Limited informed during the meeting that they shall confirm about the construction of bays
through formal communication. Subsequently, they informed vide letter dated 07/10/2019 requested to undertake the construction
of 220 kV Bay at Fatehgarh-II PS under ISTS.
Applicant at Sl.No (2),namely, Mahindra Susten Private Limited informed during the meeting that they will also confirm about the
construction of bays at Bhadla-II through formal communication. Subsequently they informed vide email dated 27/12/2019
requested to undertake the construction of 220 kV Bay at Bhadla-II PS under ISTS.
Accordingly, after deliberations & subsequent confirmation from the applicant, it is agreed to grant Stage-II Connectivity to above
applicants with following details:

*For effecting the Connectivity at Fatehgarh-II (New) PS, following ISTS elements is required:
i. Establishment of 1x1500MVA, 765/400kV & 1x500 MVA, 400/220kV ICT at Fatehgarh-II Pooling station at suitable location
near Fatehgarh.
ii. LILO of Fatehgarh (TBCB) – Bhadla (PG) 765kV D/c line (to be operated at 400kV) at Fatehgarh-II so as to establish
Fatehgarh (TBCB) – Fatehgarh-II 400kV D/c line (765kV line operated at 400 kV) and Fatehgarh-II - Bhadla 765kV D/c line
or Fatehgarh-II – Bhadla-II 765 kV D/c line.
**For effecting the Connectivity at Bhadla-II (New) S/s, following ISTS elements is required:

1. Establishment of 1x500 MVA, 400/220kV ICT at Bhadla-II Pooling station and Bhadla PS – Bhadla-II(New) 400kV D/c line
or 2. Establishment of 1x1500 MVA, 765/400kV ICT & 1x500 MVA, 400/220kV ICT at Bhadla-II Pooling station
and LILO of Ajmer – Bikaner 765 kV D/c at Bhadla-II S/s(New)
or Bhadla-II – Fatehgarh-II 765kV D/c line & LILO of Fatehgarh (TBCB) – Bhadla (PG) 765kV D/c line (to be operated at 400kV) at Fatehgarh-II so as to establish Fatehgarh (TBCB) – Fatehgarh-II 400kV D/c line (765kV line operated at 400 kV) and Fatehgarh-II - Bhadla 765kV D/c line
It was informed that considering Right-of-Way constraints near substation for termination of number of 400kV/220 kV dedicated
transmission lines, the dedicated lines may be implemented through multi circuit tower near the substation entry for about 2-3 kms
stretches. For this, applicants may coordinate among themselves.
Further, Stage-II Connectivity grantees are required to the sign the Transmission Agreement within 30 days from the date of
intimation of Grant of Stage-II Connectivity and shall furnish the applicable Connectivity Bank Guarantee (Conn-BG). No extension
shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the Conn-BG, Grant of Stage-II
Connectivity shall be revoked without any prior notice.
It was also informed that the Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in
the format given at FORMAT-RCON-II-M (available on CTU website >> Stage-I / Stage-II Status Monitoring Portal) by the last day
of each quarter. Failure to update progress of the monitoring parameters shall be considered as adverse progress and in such case
CTU shall approach the Commission for appropriate directions. Further, the Stage-II Connectivity grantees shall be required to
complete the dedicated transmission line(s) and pooling sub-station(s) within 24 months from the date of intimation of bay allocation
at existing or new / under-construction ISTS sub-station. If the grantee fails to complete the dedicated transmission line within the
stipulated period, the Conn-BG of the grantee shall be encashed and Stage-II connectivity shall be revoked.

Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of “Connection
Agreement” as per format given at FORMAT-CON-4. The finalized template of generation data for Solar and Wind based
generation projects has been appended as additional sections at Para F (Details of Connection – Solar PV Station) and Para G
(Details of Connection – Wind Generating Station) in the existing FORMAT-CON-4. The modified FORMAT CON-4 is available on
our website (www.powergridindia.com >> CTU Open Access). CTU will process the above information and will intimate the
Connection details as per format given at FORMAT-CON-5. Pursuant to such Connection details, the applicant shall have to sign
“Connection Agreement” with CTU prior to the physical inter-connection as per format given at FORMAT-CON-6. In case the
connectivity is granted to the ISTS of an inter-State transmission licensee other than the CTU, a tripartite agreement shall be
signed between the applicant, the Central Transmission Utility and such inter-State transmission licensee, in line with the provisions
of the Regulations.
The wind/solar generation project developers shall meet the requirements stipulated in CEA Technical Standards for Grid
Connectivity, IEGC, CEA Metering, Safety & other applicable regulations & standards. In addition, progress of the generation
project may be intimated on quarterly basis.
5.0 Proposal for grant of LTA to the applications received from RE Energy Sources It was informed that two nos. of LTA application, as given below, have been received during August, 2019 & agreed for grant as
below:

It was informed that Connectivity (1200001980-300 MW, Stage-II) has been granted. The same is considered for present LTA. Applicant confirmed the same.

Region Standing Committee on Transmission held on 13/11/18 along with the system studies. The required power transfer of 300 MW from Bikaner was envisaged under the said system.
Accordingly, it is agreed to grant LTA to M/s SBSR Power Cleantech Eleven Private Limited for 300 MW from Bikaner PS
to NR (Target) from 03/01/2021 to 02/01/2046 subject to commissioning of ISTS system mentioned at Annexure-II.
It was informed to all the applicants that CTU shall endeavor to operationalize the LTA even with the commissioning of part
transmission system identified under LTA, provided that adequate capacity margins exist in the ISTS Grid for evacuation of power
from the generation project. The applicant noted the same.
It was informed that the LTA grantees are required to the sign the Long Term Access Agreement within 30 days from the date of
intimation of LTA Grant and shall furnish the applicable Construction phase Bank Guarantee (CBG). No extension shall be granted
on any ground and in case of failure to sign the Agreement and / or to furnish the CBG, Grant of LTA shall be revoked without any
prior notice. The transmission charges shall be applicable on to the applicant(Generator), if any, from the date of commissioning of
ISTS, irrespective of the status of commissioning of generation project.
