COMMUNITY ACTION(MOBILIZATION PHASE)
5th phase of COPAR
ACTIVITIES:Organization and training of community health
workers (CHW’s)- Development of criteria for the selection of CHW’s- Selection of CHW’s- Training of CHW’s
Setting up of linkages/network and referral systems
Planning, Implementation, Monitoring and Evaluation (PIME) of health services and intervention schemes and community development projects
Initial identification and implementation of resource mobilization schemes
A. Staff Activities
1. Organization and training of community health workers (CHWs)
a. Development of selection criteria of CHW
b. Selection of CHWs (each zone or group of families will select from their
members.
c. Training of CHWs
2. Setting up of Linkages, networks and referral systems
3. Project implementation , monitoring and evaluation (PIME) of health services,
intervention schemes and community development projects
4. Initial identification and implementation of resource mobilization schemes
B. Student participation
1. Prepare and conduct training seminars, i.e., workshop for community health workers, encourage members of the zone or cluster of families to select their CHWs or to volunteer to attend the training of CHWs
2. Provide list of government and non-governmental organizations with which the community can link or network via referral when needed, e.g., hospitals, social service department, nutritional council, health centers or private physicians or nurses
3. Train officers and chairmen of the committees on how to implement, monitor and evaluate the health services or projects of the community
4. Identify the resources of the community and assist the leaders in mobilizing these to help in the implementation of the health programs, e.g., barangay leaders can be tapped to help in setting up common toilets for the community

Levels of CHW Trainings:
Level I - Basic Health Skills
* concepts on health and illness* common illnesses and their respective prevention and treatment* basic procedures (ex. Vital signs
taking, sponge bath & etc…* herbal preparation*roles and functions of CHW’s
Level II - Advanced Health Skills* maternal and child health care* advanced procedures (ex. Injections)* first aid
Level III - Specialized Health Skills* hilot training*trainors training*leadership training
Self-awareness activities
are integrated in every level.

Planning
Community health and development plans should be SMART (Specific,Measurable, Attainable, Realistic & Time-bounded).
Implementation
Project management is a significant component in the implementation/action phase.
Guidelines for
Managing Community Projects:1. A community project is a series of activities that are
designed to achieve a result that is beneficial to the group of people.
2. A community project demands that a certain performance be achieved for a fixed number of pesos and within a fixed period of time.
3. A community project must be divided into a number of activities which must be managed.
4. Managing a community project means using men, money, material and machines efficiently to achieve goals and objectives.
5. Community project goals and objectives must explain what will be accomplished and when it will be completed.
6. A community project cannot be a success unless the goals and objectives are clear to the people who will implement it.
7. A community project to become successful must be started, its resources organized, its work done and its progress checked.
8. A community project must have a good control system or monitoring and evaluation scheme.
Monitoring
It is an internal project activity designed to provide constant feedback on the progress of a project, the problems it is facing and the efficiency with which it is being implemented.
Evaluation
It is an assessment of whether or not the planned project strategy actually works in the filed and is therefore mainly used in the selection and design of future projects.
Uses of Monitoring & Evaluation (M & E) Data
1. Decision- makingM & E results may help determine
whether to continue a program or to add or frop a component
2. Assessment/ Improvement of PerformanceInformation's from M & E may be used
to identify points within a program.
3. Allocation of ResourcesAn analysis of a program may reveal
that one part of its strategy is successful while other is not.
4. Personal Development
Regular assessment of accomplishments/failures may determine the kind of training the staff needs. M & E also enables the management to measure the relative efficiency and effectiveness of the staff.
5. New Knowledge and
Understanding
Learnings/lessons are gathered from every success and failures that the program encountered.
