A.A. is both a democracy and, in Bill W.'s words, "a benign anarchy." Agroup elects itsowns officers—who have no power to order anybody to do anything. In most groups, most ofthe slate rotates out of office at the end of six months, and new officers are elected.
Then who s in..charge arpund here?.. A.AVis a spirituaT movementand so the^•"ultimate,authority" is the spiritual concept of the "group conscience'." It voice is heardwhen a well-informed arouD gathers to arrive^at a decision. The result rests on morethan arithmetic, a "yes" and "no" count. Minority ideas aet thouahtful attention.What about that annoying character who's alway sure he's right? Better*listen --maybe, just this once, he is right. If he is wrona, then he will—if he remembers theFirst Tradition as well as the Second—go along with the decision of the groupconscience. Does this notion seem too cloudv? Let's think back to our firstmeetinn. The presence we newcomers felt in those rooms was the same as the groupconscience. And it was real—welcoming us in, setting up no barriers of rules....
This brings us straight to the question, "Does A.A. have a real leadership?"
This bring us to the Second Tradition; we learn that the sole authority in A.AIS a loving God as He mav express Himself in the arouo conscience. Does thisreally work? "Yesl It definitely does."

The 366th meeting of the Council was called to order at 8:00 P.M. by chairman Stu W.Traditions were read by Betty B. Roll check by Co-chairman Al McG. 68 groups v/ere ;•represented. Minutes approved as read.
BUSINESS COMMITTEE report given by chairman Ray R., who reported committee reviewedand accepted financial statements for the month of Feb. Ray submitted a slate of namesto the council to be voted on under new business , to fill three vacancies on thePublic Information Committee.
PROGRAM COMMITTEE report given by chairman Arne B. All speakers and step readersconfirmed through ApriI 24th.
PUBLIC INFORMATION COMMITTEE report given by Bill P.34 speakers to 967 persons for the month of February.

OLD BUSINESS: Ray R., chairman of the Business Committee gav e a report on the investigation and feasibility of a North County Brach Office under the auspicfes« offthe San Diego Central Office. The office would be to better serve the Alcoholic inthe No. Co. with literature, and faster relaying 12 step calls to the still sufferingalcoholic. The committee discussed the cost of operating and maintaing a branchoffice. The steering committee of No. County had put a deposit on an office at 666 E.Vista Way, this office is Centrally located for toll free telephone calls.
Ray answered questions from the floor and after a lengthy discussion, John B. madea motion to accept the Business Committee's report in it entirety. Seconded and passed.
In a response to a question from Harriet N., Ray read an excerpt from the Articlesof Incorporation of the North County Central Office.
Ruth H. made a motion for the Business Committee to expend $175.00 required forthe premises to be held at 666 E. Vista Way for a month that has been approved thusfar. Seconded and passed.
NEW BUSINESS: Stu W. chairman of Council directed Colleen C., Secretary to the councilto get out a letter to the groups who have representation at counci I to vote onwhether your group approves the establishment of a branch office in North County (Vista),Calif.
Chuck H. asked about two letters, one from the New York General Service Officeand the other from an Attorney of the North County Incorporated Central Office. Councilchairman Stu W., called on Jack R. to explain to council the context of the letters.

THE COORDINATING COUNCIL OF ALCOHOLICS ANONYMOUS IN SAN DIEGO COUNTY
The 367th meeting of the Counc! I was cal led to order at 8;GO PM by Stu Vi, chairman.Traditions were read by Ted. Roll call by Al McG. Correction was made In the minutesto read that a motion by John 6 to accept the Businisss Committee report in its entiretyshould be corrected to read that $tu Vi, chairman of Council, directed Colleen C, secretary of Council, to get out a letter to the groups who have representation on theCouncil to vote on whether the groups would approve the establishment of a No CountyBranch Off Ice in Vista, to be voted on at the April Council meeting.
Business Committee report given by chairman Ray R who reported the financial sheets hadbeen reviewed and accepted. A correction in the August Coordinator that stated $2,000was transferred from the literature fund to the savings account was in error. The $2,000was transferred to the General Fund.
Program committee report was given by co-chairman Mary Lee J who reported all speakersconfirmed through April. The announcement of the selling of the raffle tickets beforethe meeting has proven very successful. Co chairman Arne B asked that the Host groupwould please have a minimum of five people present to help at the Central Meeting. .
Public Information Committee chairman Bill P reported that the committee covered21 facilities with 67 speakers, exposure to 2,671 persons.
Old Business: A vote was taken on the No Cognty Branch Office. The results were:Yes - 83, Mo - 3.
Ray R., chairman of the Business Committee on the No. County Branch Office: Theaddress will be added to our meeting schedule. On April 2, Ray and Charlie T. willmake arrangements for telephone installation and will meet with the landlord of the office.Immediately after the installation of the Vista number, the Zenith number will be terminated.
The qualifications for Secretary, i:o. County Branch will be in the form of an applicationin the April Coordinator. Applicants will be interviewed and tested and the names presented to the Coordinating Council for their selection of +he secretary. The BusinessCommittee unanimously voted to have volunteers man the Branch Office until a permanentsecretary is selected. The San Diego office manager. Colleen will meet with the volunteersof the No County Branch on Thursday, April 8, 1976 and conduct an indoctrination class.
Ray stated that this Branch Office should be given sufficient time to prove itsworth. Discussion followed.
Ed J. asked why we v/ere not sending a bonded employee from the San Diego Ciantral .Office to man the Branch rather than volunteers. A motion was made to use thevolunteers until a permanent secretary is selected. Motion seconded and passed.
Arne B. stated that the Council should give the Business Committee a vote of Confidenceand that the progress of the Branch Office be reported to the Coordinating Council,
A motion was made by Jane R 'I'hat a separate itemized account of the expenditures andincome of the No County Branch office in Vista be separate and apart from the income andexpenditures of the San Diego Centra! Office as reported in the Coordinator. Ntotion wasseconded and passed.
Mary B. made a motion thax at the completion of 4 months' operation of the branchoffice in the No County that a report, by the Business Committee, be brought to theCoordinating Council to determine whether to continue or terminate the operationof said branch office. Motion denied.
A motion made in February by Charlie T. from the Carlsbad group was read by Stu W.that a committee of not. .less than 5 or more than 8 review and recommend changesin the Counci I plan of procedures. "
Hal C. presented the recommended changes to the current by-laws as presented bythe ad hoc committee. No action taken.
Under New Business Gail \'i was elected to the Program Committee.Meeting adjourned at 10:00 P.M.

THE COORDINATING COUNCIL OF ALCOHOLICS ANONYMOUS IN SAN DIEGO COUNTY
• The 368th meeting of the Coordinating Council was called to order at 8:00 PM by Chairman, Stu W. Traditions were read by Ida G. Roll Call by Al McG. 70 Groups were represented. Minutes approved as read.
Business Committee report given by Tommy T., member of the Business Committee. Hereported that the Committee had a special meeting on the 29th of May to interview the app-licants for Scretary, North County Branch Office. Five applicants were interviewed: FranP.Joni M., Ruth R., Annie K., and Rosemary A. The financial sheets were reviewed and acceptedA^motion was made to install another phone in the No. County Branch Office and to instructthe No. County Branch Office secretary to make arrangements for an answering service.Committee passed motion. Tommy reported the Committee had selected Rosemary A. asBranch Office secretary, to be approved by the Coordinating Council.
Program Committee report given by co-chairman Arne B. All speakers confirmed through May.rne asked for the Host Groups for the Central Meetings to please make a point of being
at the meeting when notified of the date they are to host.Information' Committee report given by Bill P, The Committee covered 16 facilities,
43 speaikers who spoke to 1,287 persons.Old Business: Hobie K. made a motion to accept the recomendatIon of the Business
Committee for Rosemary Ato be the North County Branch Office secretary. Seconded and passed.Lyn G. was elected as Co-editor of the Coordinator.
Stu W., chairman, read a letter from the Early Birds group who made a motion thate recommended changes to- the Present Plan of Procedures be sent to the groups who
have representation at the Council for acceptance or rejection. Harriet N. made a motionto send the recommended changes to all groups. Seconded and Passed.
Stu W. directed the Secretary of the Counci I to send a copy to each group before thenext Council meeting. This is to be voted on at the August meeting.
NQw Business; Stu Wread a letter from Hal C asking the Business Committee to have abreakdown of the January, February and March telephone bills. This was to set the recordo regard to the report on the Zenith number by Ray R., chairman of the Businesscommittee. Tommy T gave the breakdown to the Council. Hal C accepted the report.
Stu W+old the Council that the Ledger Books of the Central Office are open to thefellowship at Large and also that any member of the Fellowship is welcome to sit in onany of the standing committee meetings.
Stu W. read a letter from the San Carlos Step Study and Twenty-Forty Groups with
meeting Present Plan of Procedure. These were tabled until the September CouncilJohn B. explained the reason for our Prudent Reserve and that the contributions
from the groups no way cover our expenses. He then asked all groups to take this intoconsideration and contribute to the local Central Office.
The standing Committee meetings for the month of June will be held during thesecond week of the month. Business Committee - June 8, Program Committee - June 9,Public Information and Coordinating Council on June 10.
Nate J. was elected to the Program Committee.Meeting adjourned at 9:15.

The 369th meeting of the council was called to order at 8:00 P.M. by chairman Stu W.Traditions were read by Vic B. Roll call by A1 McG. 68 groups were represented.Minutes approved as read.
BUSINESS COMMITTEE report by chairman Ray R., who reported the financial. Sheets..revteWedand accepted by the committee. Ray reported the North County Branch Office is doingwell as the financial sheets show. Ray introduced the New Secretary Rosemary tothe council. The committee submitted three names for the Public Information Committee;Ida G., Nancy L. and Bill B. to be approved by the council. The Business Committeemade a recommendation to the have a charge of five cents for the meeting schedules,hoping this would curtail some of the abuse and waste of the schedules. Discussionfollowed. Ray thanked the council for their cooperation the past six months that hehas been chairman.
PROGRAM COMMITTEE Co-chairman Arne B. reported all speakers confirmed for the monthof July.
PUBLIC INFORMATION COMMITTEE chairman Bill P. reported 15 facilities were covered,with 31 speakers, who spoke to 1,341 persons for the month of May.
NEW BUSINESS: Stu W. explained the voting of the new changes of the Plan of Pro-ceedures. The groups are to vote on the changes only. Thjs vote will be taken atthe council meeting in August. Only groups with representation at the August councilwill be elegible to vote.Stu thanked the council for their cooperation the past six months he has chaired themeeting.Bill B. made a motion to accept the recommendation of the Business committee to chargefive cents for the meeting schedules. Seconded by Joe P. Discussion from floor.Vote was taken and motion defeated.

BUSINESS COMMITTEE report given by chairlady, Eileen McC. The financial sheets were reviewed and accepted by the committee. Eileen reported a typographical error in thetotal disbursment for the year. Total should read $31,078.06. The business committee
recommendation for a change in the financial sheet recombining the incomesand disbursments of the San Diego office and the North County Branch Office. The committee

SAN DIEGO INSTITUTIONAL COMMITTEE'S Purposeis to carry the message to the alcoholicwho is confined in an institution. It isthe intent of the committee to unify theefforts of those volunteers who are interested in participating in this type of12th Step work. The committee has beencreated in the best accord with Tradition 9of Alcohlics Anonymous to carry the messageinto assigned institutions in keeping withprinciples of "Recovery, Unity and Service."
185 individual meetings are held monthly.A full time schedule for all too few volunteers to handle in a meaningful manner.
You are needed to volunteer to share asmuch or as little time as you have. Oneor two visits a month on a panel on a regular basis is abundant. If you don't drive,come along with us and do "double duty" —keeping the driver company and carrying themessage to the alcoholic.

Recommended New Orleans as the site of the 1980 WORLD CONVENTION. 9. Strongly recommended that all steps possible be taken to improve communication to eliminate clerical andbookkeeping errors. 10. Recommend redoubling of efforts to improve the number of groupsparticipating in World Service. 11. Recommended that the General Service Board make allefforts to reduce the price of literature. Such a reduction to be conditional on greatersupport of GSO by the individual groups.

Committee read resumes for a standyby secretary for San Diego Central Office andthe North County Branch offices. Lorayne R. v;as recommended by the Business Committeeto be approved by the council.
The Business Committee was notified that the present secretary of North CountyBranch Office had to resign due to ill health. The Committee reviewed past resumesand recommended Ruth R. of Vislato be the new secretary to be approved by council.

The committee found no violation to A.A. traditions and considered it an outsideissue and recommended that we cooperate with the Lucky Deuce program. Charlie T. madea motion to accept the recommendation of the committee. Seconded and passed.

For groups who want to 10th Step themselves here are some suggested questions.
1. What is the basic purpose of thegroup?
2. What MORE can the group do to carrythe message?
3. Are we reaching enough people, takingconsideration of the size of our community?
4. What has the group done to bring themessage to professionals who can be helpfulin reaching those who need AA?
5. Is the group attracting only a certain kind of alcoholic or is it getting agood cross section of the community?
6. Do new members stick with us, or doesturnover seem excessive?
7. How effective is our sponsorship?Can it be improved?
8. Has everything practical been done toprovide an attractive meeting place?
9. Has enough effort been made' to explain to all members the need and value ofkitchen and housekeeping work and otherservices to the group?10, Is adequate opportunity given to all
members to speak and to participate inother group activities?11. Are officers picked with care and
consideration on the basis that officershipIS a great responsiblity and opportunityfor 12th Step work?

AREA ASSEMBLY MEETING SEPT 19
One of the area assembly's four major meetings will be held Sunday, Sept 19 at theGrange Hall in San Marcos. Coffee at 1:30,meeting begins at 2 P.M.
Agenda items for the 1977 General ServiceConference will be presented for considerationand possible action.
Suggested changes in the area assembly guidelines will also be presented for future vote.
Committeemen and Group Representatives willhave the opportunity to introduce any agendaitems so that they may be submitted to theConference Secretary by Oct. 1.
Newly elected GSRs are requested to notifythe area secretary as soon as oossible, sotheir names may be added to the mailing list.

LOCAL ASSEMBLY GROWS
The San Diego-Imperial County Assembly hasbeen one of the fastest growing in the countryquadrupling the number of groups participatingin the past six years.
The area, encompassing all the two counties, is divided into twelve districts, eachhaving 15-30 groups. Each group has a GSR,each district a committeeman who coordinatesactivities and who with the area officerscomprise the assembly.
The assembly meets four times a year todiscuss and make recommendations to thearea delegate on a vast number of issues andproblems which face A.A. worldwide. Thearea delegate attends and votes in the General Conference each April in New York.
The area assembly does not infringe uponthe area of responsibilities of the localintergroup which concerns itself with thefunctioning of the local Central Office andwith problems at the local level. Assemblyactivities have to do with the relationshipof the Group to A.A. as a whole.

The 372nd meeting was called to order at 8:00 P.M, by chairman A1 McG. Traditionswere read by Joanne M. Roll check by Chuck H. 47 groups were represented.
Corrections in the minutes. There was no recommendation by the ad hoc committee thatreported on the Lucky Duece Organization. They stated it was an outside is,sue.Minutes approved after correction.
Business Committee report given by Mary Lee J, Only tv/o members present at theBusiness Committee meeting.. Financial sheets reviewed and accepted. A letter wasreceived from Eileen McC, due to personal problems she must resign. Joe P. who waselected to replace Roy Y. cannot accept due to his school hours. The council needsto elect a man and a woman to fill these vacancies. No further business was conductedduS to the committee not having a Quorum,
A1 McG. introduced Ruth R., the new North County Branch Office Secretary to thecouncil. She thanked the council and stated this would be a growing period for her.
Program Committee report given by Arne A., who reported on the Banquet to be heldat the El Cortez Hotel. Bob D. from Santa Monica will be the speaker, with Buck Wayne'smusic„ The tickets will be available September 15th and will be handled by the membersof the Program Committee,All speakers are confirmed through the month of September.
Public Information committee report given by Bill B. who reported 2 facilities coveredby 14 speakers to 431 persons.
