Program Overview and Observations: The Fellows Academy program targets youth who are at risk of not graduating from high school and/or are involved in the Juvenile Probation system. The program goal for this year is to serve 36 students in Elko and Spring Creek High School. To date 32 clients have been enrolled. The program is designed to re-engage the clients in their educational goals by providing mentoring to help the students with credit remediation as well as grade improvement in ongoing classes. Additionally the program engages the youth in community service, leadership skills and entrepreneurial activities The file documentation and data entry are excellent. No errors or lack of documentation were found. Nevadaworks staff advised Communities in Schools that the Department of Labor requires all males 18 years of age or older and born after December 31, 1959 to register for Selective Service. This directive includes those who began receiving WIA services prior to turning 18. Some Communities in Schools participants are likely to turn 18 while still enrolled in the Fellow’s Academy program. Staff cautions Communities in Schools to be diligent in making sure participants who fall under this directive register for Selective Service. Corrective Action(s): None Commendations: It is apparent that as this program continues, the positive relationship between Communities in Schools and the Elko school district grows. The Fellow’s Academy now has its own classroom on the Spring Creek High School campus. The classroom allows Fellows Academy participants more flexibility to work on credit remediation during the times they don’t have other classes scheduled and it allows the Case Managers to be on site all day if necessary to guide and mentor the clients. All of this has resulted in a significant and positive difference that is clearly demonstrated in the successful accomplishments by the students.

The Fellows Academy program had a large change in staff at the beginning of the program year. The three new case managers have done an excellent job learning NJCOS and the necessary documentation. But even more important is the rapport the case managers have built with Fellows Academy students. Monitoring staff spent time in the classroom during our visit. The open communication between Communities in Schools staff, Spring Creek High School staff and the students is refreshing. Nevadaworks believes that the key to the success of this program lies in the communication. Congratulations to all who have made this year so positive. Nevadaworks is proud to be part of the Fellows Academy program and looks forward to another energized and effective program year.

Program Overview and Observations: The JOIN Elko youth program is designed to introduce youth to work experience and work readiness. The work experience portion is eight weeks long. Work Readiness workshops are offered at different intervals during the year and include Proper Completion of Job Applications and Resumes, Interviewing Skills and Body Language, Dressing Appropriately, Work Ethic, Interpersonal Relationships, Dependability, Diversity in the Workplace, Teamwork and Communication Skills. It is highly recommended that youth files contain a photo ID. Commendations: JOIN Elko staff had a big challenge with the youth program this year as the position responsible for this program was in a state of transition. The issues mentioned above were a very small part of a big picture and JOIN staff did a tremendous job keeping the data entry and files up to date and accurate. JOIN offers a well-managed, thoughtful program for disadvantaged Elko youth. The time and energy put into implementing this program results in a positive experience for all who participate.

Program Overview and Observations: The HVAC/R Diploma program is designed to introduce and prepare students for entry level employment in HVAC/R. The program incorporates simultaneous classroom and hands-on training in the physics and functions of common residential commercial HVAC/R equipment and their components. Students receive tutoring and job placement as needed. Due to a change in procedures at Career College of Northern Nevada, the data entry, including comments, has greatly improved this year. Summer Cottam has consistently kept comments up to date and the data entry is perfect. Additionally, Nevadaworks staff noted that the files contained all necessary documents to verify the data entry. Documents were completed and dated in the manner required.

Program Overview and Observations: The Fundamental Business Skills Certificate Program conducted by the University of Nevada, Reno Extended Studies, is a comprehensive, 84-hour certificate program that was developed to provide necessary skills and knowledge required in any office environment. The twelve topics included in training are: Basic Computer Skills, Microsoft Word Basics and Intermediate, Microsoft Excel Basics and Intermediate, Microsoft Outlook, Business Math, Basic Bookkeeping, QuickBooks, Customer Service Sills, Organizing Your Time and Tasks, and Interviewing and Resume Writing. Those clients who successfully completed training received a certificate. Additionally, those who test in WorkKeys upon completion will earn a National Career Readiness Certificate. This program contracted to serve 30 Adult clients and 30 Dislocated Worker clients. Twenty-nine (29) Adult clients and 10 Dislocated Worker clients were enrolled. This was the first year for contracting with this program, which involved collaboration between UNR, TMCC and JOIN Reno and ProNet. TMCC was responsible for the pre- and post-testing of the clients, JOIN Reno and ProNet handled the data entry in NJCOS and UNR provided the training. The original intent of the contract was for clients to be referred by UNR, then sent to JOIN Reno or ProNet to be enrolled, thus crediting UNR with the clients. Due to the unavailability of the primary contractor before the program started, UNR being closed for semester break and miscommunication occurring within UNR, clients were selected from existing JOIN clients. As such, UNR will not receive credit for these clients, including the successes and/or failures of the participants. This also impacted expenditures from the budget of JOIN Reno, with their clients receiving this training rather than money being spent on them through JOIN. Because of these issues, there was no time to complete a comprehensive pre-assessment test for the participants so UNR conducted an informal assessment to ensure the clients were suitable for the program. Unfortunately, because the participants did not complete the original pre-assessment and many did not elect to take the post-assessment (WorkKeys), it is difficult to determine the success of the program. These start-up challenges and communication issues, along with a wildfire on the first night of training made for a difficult beginning to the program. There was also varying educational and/or experience levels among the clientele with some learning at a much quicker pace. But it was also noted that the clients developed a close working relationship during this program by several assisting others who were struggling with the curriculum.

Participating staff felt that many clients benefited from attending these classes not only because of the training received, but they became familiar and comfortable at a higher education facility, which many had never before attended. Corrective Action(s): N/A Commendations: All entities participating in this program felt much was learned from this collaboration and that the clients who completed received valuable training for any office environment. The instructors went the extra mile to enable clients of all levels to successfully complete this program. Nevadaworks would like to thank everyone involved for their time and patience at the beginning of this venture and for their constructive input on how to make future partnerships more efficient.

Program Overview and Observations: The overall goal of the Behavioral Health Workforce Initiative for Adults and Dislocated Workers is to build and strengthen the behavioral health workforce, and expand career entry tracks into the profession. This goal will be achieved by helping students move efficiently and quickly through the education and work-based training processes necessary to enter the behavioral health workforce in Nevada. By CASAT providing tuition assistance, sponsoring work-based training experiences and offering trainings, they will reduce the educational barriers, while increasing career on-ramps and students’ interest in the behavioral health field. In addition, this project will increase students’ marketability to employers, thereby providing the behavioral health workforce with younger workers. These efforts will increase the number of individuals working in the behavioral health field by creating a new career entry track (Peer Recovery Specialists) and enhancing the capacity of treatment providers to offer additional services to more clients. Staff enjoyed the opportunity to meet Kevin Quint with JTNN, who played a large role in this process and appreciate his input on the success of this program. Carolyn was new to this program as case manager and has done an excellent job. Her records and files were complete, organized and comments in NJCOS completely reflected the status of each client. Terra Hamblin is the driving force behind this program and should be commended on her enthusiasm and professionalism. It was noted by Terra that because of Carolyn’s dedication and commitment to the program and its clients, this program will be a success. Corrective Action(s):

Nevadaworks reviewed 42 Adult client records (100% of enrollments). Program Overview and Observations: The purpose of the Healthcare 20/20 NG-TIPP program is to provide on-the-job training to New Graduate Nurses (NGN) to assist them in becoming well-prepared nurses to deliver safe quality care to Nevada’s residents. The program is a health care employment strategy that, upon

completion, the New Graduate Nurses will be able to demonstrate the ability to provide competent and safe nursing care to patients which is consistent with the facility and departmental policies and in accordance with standards of professional nursing practice. New Graduate Nurses will learn nursing care including administering treatments and medications in compliance with physician’s orders, interpreting diagnostic tests, formulating a plan of care, working with other health care providers and provide education to patients and/or significant others in compliance with HIPAA regulations. The Nevada Hospital Association contract was a new sector contract for Program Year 2011 focused on Healthcare. Staff was in on several occasions for training and many emails and telephone calls were exchanged in the effort to complete the files and data entry for these clients. Consequently, in May, a new case manager was assigned to this program. At that time, the client files were found to be incomplete. The new case manager rigorously attempted to contact all clients to obtain this information. Clients stated that the data had been provided previously but most were willing to make the information available again. Previously, comments had not been made on a regular basis. There were some training issues related to the completion of data entry and paperwork contained in the files, but these concerns have been addressed by the existing case manager. The client’s files were found to be organized and consistent. Finding(s):

Although every attempt was made by the new case manager to obtain missing information, for the following files, income information was not obtainable from the clients to verify low income. This is due in our office no later than Monday, July 9, 2012. Commendations: The recent additions to the staff at Nevada Hospital Association have proven to be professional, conscientious and dedicated to making this program a success. Program Overview and Observations: The GBC Healthcare Training Initiative program is designed to bring a greater number of qualified workers to the many areas of healthcare that need a trained workforce by recruiting and training 40 WIA eligible adults in the following targeted healthcare areas: Certified Nursing Assistant, Pharmacy Technician, Medical Administrative Assistant, Medical Transcriptionist and Medical Coding and Billing. All trainings, except for the CNA are offered online. Therefore, the clients will be given a computer literacy (keyboarding and internet use) assessment to determine the level of technological competency and if needed they will be given additional assistance to bring their competencies up to the level needed to succeed. Additionally, a comprehensive orientation will be provided for each client that will include general on-line course basics, time management techniques and an introduction to the Academic Success Center for tutoring assistance. The monitoring staff noticed several NJCOS records that ‘Not Disclosed’ was chosen for the disability status. Although this answer is not exactly wrong, Nevadaworks suggests that the answer match the application form. If the client does not indicate that he/she is disabled the correct answer would be ‘Not Disabled’ as that answer matches the paperwork in the file. The ‘Not Disclosed’ selection infers that a disability exists but the client either does not acknowledge it or want to discuss it. As the duration of the recession lengthens, many more people have been entered into the NJCOS system long before they become WIA clients at GBC. As a result, the existing record is out of date and inaccurate at the time of GBC’s enrollment. It is important for the GBC Case Manager to be mindful of those inaccuracies. The NJCOS data entry should reflect the current information for a client as of the day of the WIA enrollment. Beyond the general information, it is also important to make sure public assistance information, Veteran’s status, and the employment status is accurate. If the Case Manager finds data entry in NJCOS that is not currently applicable to the client the information should be changed or removed. Out-dated data remaining in the record clouds eligibility information and could lead to monitoring findings. Corrective Action(s): WIA enrollment dates much match the date on the WIA application. If a client signs the application prior to the WIA enrollment date the application should be amended and initialed by the client to reflect the actual enrollment date.

Program Overview and Observations: The Great Basin College CDL program is designed to recruit and train 20 adults in order for them to obtain a CDL Class A license. The local area needs indicate a substantial need for CDL drivers for mines, manufacturing and distribution. The program selects WIA qualified applicants to receive CDL training through the Great Basin College Transport Technology Department. Any errors or omissions in data entry or file documentation were corrected at the time of monitoring and were considered by monitoring staff to be training and/or communication related. Corrective Action(s): None Commendations: This program was a cooperative partnership between Great Basin College and JOIN Elko. JOIN Elko was responsible for establishing referrals, WIA eligibility, NJCOS data entry and file compilation, while Great Basin College also referred clients and provided training. This is a partnership that was well thought out and very successful. Nevadaworks staff would like to commend both partners for their cooperative spirit. Of the 13 clients enrolled in the program as of the monitoring date, several completed training and became employed in their field. Some are still in training while others found employment prior to finishing the training. This program provided much needed training and Nevadaworks is pleased with the outcomes. Program Overview and Observations: ‘Dream Big’, the Big Brothers Big Sisters program (BBBS), in partnership with Communities Services Agency (CSA), was designed to serve 36 low-income adults ages 18-19. Big Brothers Big Sisters proposed to do the recruitment of clients and match them to mentors from the sectors the clients would be training in. The sector choices for the clients were either Truck Driving training with CDL certification or Mining Training with apprenticeship status. Along with these trainings, the clients would receive classroom instruction from CSA on job search, workplace conduct, interviewing skills, dressing for success, money management and mock interviews. If needed, on-line GED completion with assigned tutors would be available to enrollees. Additionally, CSA would provide the case manager to do NJCOS data entry and contract with the training providers. BBBS did all they could to recruit appropriate low-income candidates and unfortunately the target population was difficult to recruit. Ultimately the program enrolled 11 clients. The majority of the 11 clients were successfully matched to mentors by BBBS. As of the time of monitoring several of the clients are still working on completing their work. The training providers are being very lenient with deadlines in order to give the young adults every opportunity to complete the training. BBBS and CSA case managers and the volunteer mentors are encouraging successful completion as well. Corrective Action(s): None Commendations: In spite of difficult obstacles the BBBS/CSA team has managed to keep the Dream Big program going. Monitoring staff noticed a positive attitude from Lauren Basic (BBBS) and Jenna Rose (CSA) that has helped keep this program on track and its participants working on completing. It is refreshing to see such a positive energy in a program. Nevadaworks thanks Big Brothers Big Sisters for a unique proposal that brought attention to an age group that has been hit so hard in the recession. Although the outcomes weren’t as expected, much was learned from the experience.

Program Overview and Observations: The goal of the JOIN Carson City Out-of-School program is to increase the ability of youth to compete in the labor market and find and retain employment. To achieve this goal, the program focuses on ensuring that each youth who needs a basic education will receive one and providing employment preparation opportunities. Services are tailored to the youth’s specific needs. To date, 12 new clients are enrolled in this program. The JOIN Carson City Out-of-School program receives many referrals from the Juvenile Probation Department and the Carson City Youth Drug Court as well as existing and former clients and their families. Best practice noted is the Youth Incentive Agreement, which states what incentives the client is eligible for and exactly what they have to do to achieve each payment. This is signed and dated by the client at the beginning of their training. One client – NV001521893 – Aaron Friesen turned 18 during his enrollment but no proof of Selective Service was in the file. After discussion with the Deputy Branch Manager, she is aware of the requirement of getting this information in the file but the client has not been in touch with the office or case manager since turning 18. The Carson office will continue to follow up with the client and make every attempt to get this documentation. Numerous comments have been entered into NJCOS to reflect the attempts by the case manager to contact this client. Corrective Action(s): None Commendations: The Nevadaworks monitor would once again like to thank the JOIN Carson City office for their hospitality and exceptional accommodations for the monitoring process. It was noted that this office has done an extraordinary job considering they have been operating without a branch manager for several months and during that time have answered the Request for Proposal for three funding streams, prepared for our monitoring AND still continued to serve their clients and maintained almost perfect files. Program Overview and Observations: The Dean’s Future Scholars Program (DFS) is an innovative, research-based program that assists low income Washoe County students to increase academic skills, determine career paths, develop work skills, graduate from high school, and enroll in college. The Dean’s Future Scholars Program was started in 2000 by William Sparkman, Dean of the College of Education at the University of Nevada, Reno (UNR). The majority of the funding for this program has come from private grants, as well as some support from the university. DFS is a cooperative program between the UNR, College of Education, and Washoe County School District (WCSD) that recruits students from local Title I (federally defined low income) elementary school and then provides mentoring, tutoring and support services for these students until high school graduation. This year the requirements for participation in the program reflected a change in required GPA. Each student enrolled had to have at least a 3.0 GPA. The idea behind this change is to ensure that the participants have a good chance of not only completing the work experience portion but also pass the college courses offered to the students during the summer. Monitoring staff visited several work sites and spoke with both the students and their supervisors. Although the students didn’t say much it was apparent that they are happy to be working on campus and learning new skills. The supervisors commented on how conscientious their students are and how much they enjoy working with them. All in all it looks like the summer program is a good success. At the time of the monitoring, 11 students have been offered jobs after the end of the program and it’s likely that several more will have employment after the end of the program. Corrective Action(s): None Commendations: Bob Edgington, Jennifer Zarco and many other graduate students work hard to make this program successful year after year and the students really reap the benefits of that work. Nevadaworks staff couldn’t help noticing that Dean’s Future Scholars as a whole is like an extended family. It isn’t just staff that makes this program work – it’s the camaraderie of the students as well as staff that keeps things on track. The attitudes of the work site supervisors are amazing. Over the past few years, the availability of work sites has grown as the reputation of Dean’s Future Scholars students

extends over the campus. The students are hard-working, reliable and cooperative – traits that have led to a positive growth in the size of the cohorts year after year. Bob Edgington will be stepping down as Director of Dean’s Future Scholars soon, but will still be available to staff and students. His legacy is surely one of long lasting endurance. What he has instilled in all the participants is a belief in themselves and their futures. Because the students mentor each other and remain with the program long-term, that belief will continue for years to come. Program Overview and Observations: The ACE Diesel Program is a Diesel Technician Dual Program. The program enables ACE students to earn both high school and TMCC college credits towards graduation. Students who complete the course have the potential to earn up to 30 TMCC college credits while attaining their high school diploma. Upon high school graduation the students have several options to continue their education at TMCC by continuing to work towards: a Diesel General Service Technician Certificate of Achievement, a Diesel Technician Associate of Applied Science, an Automotive ASE Technician Certificate of Achievement or an Automotive Certified Technician Associate of Applied Science. The Building Trades program, trains students in general construction safety, OSHA certifications, drafting, concrete and masonry, plumbing and pipefitting, framing, trusses, HVAC sheet metal, exterior finishes, electrical, insulation and drywall, carpentry, painting and finishing, tile and flooring coverings, equipment maintenance and repair, landscaping and irrigation, cabinetmaking and laminates, Skills US leadership and career opportunities. Upon completion of the class the students will have built a single family house from start to finish. In addition to learning building trades, the students complete academic courses to complete a high school diploma and can also earn TMCC college credits. The file and data entry review revealed a vast improvement in procedures from the previous year. Adam Nicely has fine-tuned the procedures so that all the data entry was timely and accurate. Additionally, all parental signatures and necessary I-9 documentation was present in all the files. Russ Fromherz, the newest staff member involved with WIA clients. did a good job with timely data entry and necessary paperwork. Corrective Action(s): Two files had incorrect information with paperwork signature and enrollment date. The paperwork should be signed on the same day the enrollment occurs. Commendations: Nevadaworks staff appreciates having ACE take a pro-active role in improving both data entry and paperwork accuracy. Program Overview and Observations: The JOIN Reno Dislocated Worker program is designed to deliver a well-rounded menu of services for eligible adults. This design includes individual case management, career resource center, basic remedial skills/general education development, ESL, employment readiness workshops, job club, occupational skills training, and post program services. JOIN’s contract calls for 214 new dislocated worker clients to be enrolled. There were 100 new client enrollments for the period between July 1, 2011 and February 14, 2012.

Nevadaworks understands that, during this program year, JOIN has had difficulty recruiting clients and appreciates the effort that has been made by this office to promote JOIN’s client recruitment campaign in as many places and ways possible.

A concern expressed by the staff is the number of clients who are approaching 90 days of employment but are being laid off at the end of their probationary period and are again looking for additional services. There appears to be a higher level of frustration for both the case managers and the clients because of on-going unemployment.

The JOIN Reno files were well organized and the information was consistently found in the same order throughout the files. The issue of several different forms being used for Authorization to Release Information, Equal Opportunity and Grievance Information has been resolved from the previous monitoring, which improved the efficiency of the file review.

The monitor did have some difficulty locating the appropriate files as both Adult and Dislocated Worker files were placed together in two file drawers in a somewhat alphabetical order.

One file – NV001649295 – Carol Peterson – had all enrollment documents signed on 08/09/11 but client was enrolled on 08/18/11. Please ensure that the enrollment date on the paperwork matches the enrollment date in NJCOS. Corrective Action(s):

Program Overview and Observations:

This program targets adult men and women engaged in Bristlecone's residential program for gambling, drug and/or alcohol addiction treatment. The Back2Work program provides work readiness assessment, work readiness skills, job search and staying on track skills. The program is a key component in clients moving from residential treatment to transitional living and outpatient services. This accomplishment leads to the achievement of long-term goals of self-sufficiency and independence in the community which is a key component to successful and sustained recovery. The file for NV000975917 had an incomplete I-9 form. The Case Manager portion was completed indicating that the client is US work authorized, however the client did not complete the required fields on the form. It is of utmost importance that all eligibility documentation be complete to avoid any misunderstandings during any monitoring process. There were several files that were missing pieces of documentation until the monitors asked about them. Bristlecone staff was able to provide the missing pieces, but it would be a much better practice to have complete documentation prior to any monitoring. Corrective Actions:

This past program year Bristlecone had a staffing change in the program assistant position. Program Overview and Observations: The Adult and Dislocated Worker programs offer clients a wide variety of services but focuses on training for demand occupations in the area such CNA, CDL, customer service, office skills, child care provider, hotel management skills and warehousing. Other services offered include completion of secondary education, OSHA and MSHA certifications. The JOIN Winnemucca Adult contract calls for 25 new adult clients to be enrolled and 23 new clients received services. The JOIN Winnemucca Dislocated Worker contract calls for 20 new clients to be enrolled and 9 new clients received services. All of the files for both of these contracts are complete with excellent documentation and NJCOS data entry is accurate and thorough. JOIN staff stated that due to the low unemployment in the Winnemucca area, recruitment numbers had been slow for the entire year. There are many exciting opportunities in the Winnemucca area from the housing sector adding new duplexes, new business openings, and improvements to the hospital and senior housing. The monitors discussed with JOIN staff that when funding several classes that are part of a larger training element (i.e. ENG 95 as part of training toward a Drug and Alcohol Counselor Certificate), to include a copy of the course description in the file to document the training process. This will assist in making the client’s objective clear and precise. Corrective Action(s): None Commendations: Nevadaworks would like to thank Joyce and Ramona for their courteous assistance during the monitoring process and for the excellent accommodations provided. The following observations could be attributed to a staff change in the Ely office. However, staff would like to note that overall the files and documentation were more than adequate. The monitoring staff noticed several NJCOS records that ‘Not Disclosed’ was chosen for the disability status. Although this answer is not exactly wrong, Nevadaworks suggests that the answer match the application form. If the client does not indicate that he/she is disabled the correct answer would be ‘Not Disabled’ as that answer matches the paperwork in the file. Commendations: Nevadaworks commends Julie Robertson for her attention to detail in NJCOS data entry and in the JOIN Elko files. Although Julie is relatively new in her position, she has an extraordinary grasp of the data entry and documentation necessary for successful client outcomes and monitoring success. As always, Joanne Storms is very well informed about what is going on in Elko. Her insight to challenges and successes in Elko is very helpful and gave the monitoring staff a clear picture of the area. Program Overview and Observations: The Adult and Dislocated Worker programs in Carson City continue to deliver services under their existing program design because it has proven to be very successful. JOIN has several design elements to customize service delivery for their clients.

These elements include orientation to the services available at JOIN, assessments, training plans, work experience and training options. JOIN Carson City partners with local schools and businesses to provide services. To enhance services and opportunities available to JOIN clients, the Carson City office is now providing On-the-Job Training to clients. This office’s goal is to serve 33 new Adult clients and 80 Dislocated Worker clients. The monitor reviewed 25 Adult files and 45 Dislocated Worker files in NJCOS (representing 100% of JOIN clients enrolled to date) prior to arriving at the monitoring site. The information collected was then compared to the client files for accuracy. Additionally, the team verified whether each file contained the required documentation for WIA eligibility. On-site visual observation indicated no obvious barriers to accessibility and appropriate signage was observed. The JOIN staff noted that enrollments are down from last year’s numbers. All files were very organized which made it easy to locate information. Observed “best practice” in these files is the Participant Outcome Sheet located on the right-hand side of the file. This sheet provides exit information regarding the client including place of employment and rate of pay. One file – NV000364613 – Stephen Dziabo (DW) – received supportive services but no support service was funded. Because client has exited the program, supportive services could not be added. Please ensure in the future that support services are funded when a client has received these services. Corrective Action(s): None Commendations: The Nevadaworks monitor would like to thank the JOIN Carson City office for their hospitality and exceptional accommodations for the monitoring process. It was noted that this office has done an extraordinary job considering they have been operating without a branch manager for several months and during that time have answered the Request for Proposal for three funding streams, prepared for our monitoring AND still continued to serve their clients and maintained almost perfect files. This office is to be commended for their attention to detail and organization.

Program Overview and Observations: The program design for the IPAT adult program combines apprenticeship training for Painting, Floor Covering and Drywall with additional training for safety related objectives legally necessary for journeymen and apprentices. The apprenticeship training is an ‘earn while you learn’ program enabling participants to receive practical job experience along with the educational element. To date the new enrollments for this program is 24. The contract modification called for 20 new clients in this program year. However, State and Federal regulations have created an increased demand for safety related training even as the construction industry continues to experience a severe downturn in employment. The issues discovered in last year’s monitoring were corrected and did not reoccur in the new records. There was no pattern of errors detected in the files. Corrective Action(s): None Commendations: In spite of the economic woes experienced by the construction sector, there are several workers who are in need of the training provided by this contract. The training classes and apprenticeship programs provided by IPAT helps many workers to continue employment The files reviewed were in perfect order and contained all necessary documentation which made the monitoring a good experience for staff and resulted in a perfect monitoring report. Program Overview and Observations: The “Keys to Success’ program is designed to enroll 50 adult clients who will receive basic skills training, specific job skills training, job opportunities and support services as needed. CSA offers these participants choices of career training as appropriate and the CSA Training Advocate works with individuals to a successful completion of training and job placement. The Adult and Dislocated Worker sector program addresses training 30 adult and 30 dislocated worker clients in the Mining/Warehouse/Distribution sector. Clients of this program attend warehouse or truck driver training. The warehouse worker training provides basic math refresher, lean principles and work etiquette and the truck driver training includes Commercial Driver’s License (Class A), lean principles and work etiquette. After completion of the training, the clients are placed in on the job training to enhance the skills learned in the classroom. As the duration of the recession lengthens, many more people have been entered into the NJCOS system long before they become WIA clients at CSA. As a result, the existing record is out of date and inaccurate at the time of CSA’s enrollment. It is important for the CSA Case Managers to be mindful of those inaccuracies. The NJCOS data entry should reflect the current information for a client as of the day of the WIA enrollment. Beyond the general information, it is also important to make sure public assistance information, Veteran’s status, and the employment status is accurate. If the Case Manager finds data entry in NJCOS that is not currently applicable to the client the information should be changed or removed. Out-dated data remaining in the record clouds eligibility information and could lead to monitoring findings. In recent months CSA has reported having difficulty with various screens and pop-ups in NJCOS. These difficulties have resulted in an inability to complete data entry on a timely basis. NJCOS has had serious compatibility issues with Internet Explorer 9. Nevadaworks has contacted DETR and asked that they work with the CSA IT staff to resolve these problems. At this time it appears the problems have been alleviated. In last years’ monitoring report Nevadaworks referred to a lack of clarity in the comments regarding WEX and OJT services. Although this issue is somewhat better, there is still a lack of beginning, end, and extension dates for these services. Please be sure to indicate those dates in comments so that it is clear when the client enters unsubsidized employment. Commendations: CSA has had several new Case Managers in the past year and has been proactive in making sure those new hires have received NJCOS training. Nevadaworks appreciates the ongoing efforts of CSA to make sure their staff is well trained and informed.
